3 Foreword Lifesaving sport competition plays a major role in the preparation of a lifesaver to meet the physical standards necessary for saving lives in the water. Over the years the competition element of lifesaving has evolved from an aid, to the physical preparation of a lifesaver, to its own identity and plays a major part in the social development of a lifesaver. This Team Managers and Officials Handbook is designed to guide Team Managers, Officials, Coaches, Parents/Supporters and Club Office Bearers/Administrators through the basic systems and processes around getting members involved in lifesaving sports whilst following some general guidelines and principles in order to create an even and fair playing field. 5 1.0 Carnival Entry 1.1 Carnival Entry Procedure The online entry system can be accessed via: Instructions on how to use the system are can be accessed by this link: Please note - a username and password is required for accessing the system. Only the competition manager from each club will be given their username and password. If you do not know your username or password please contact the Aquatic Sports Department. Entering competitors for carnivals is the responsibility of the Team Manager: Entries for all carnivals must be lodged with Life Saving Victoria via the online entry system by 11.00pm on the Tuesday prior to each carnival. All competitors must be a financial member of a club for the current season at the time of entry. It is the club s responsibility to check that their competitors are proficient and hold the appropriate award or proficiency to ensure each competitor entered is eligible to compete. For all carnivals and championships, competitors need to be entered into the events in which they plan to race. Please Note: only tick the events that athletes are going to compete in. Clubs have until 10am on the morning of the carnival to alter their team list. After 10am clubs cannot remove members from their list and will be charged double for any members added to their initial entry numbers. For example, if a club has 30 competitors entered at the close of entries, and then add two more athletes before 10am on the morning of competition those 2 extras will be charged double. Clubs who have entered competitors into the boat area who do not attend the carnival, will still be charged their entry fee. Clubs with competitors found competing who are not listed on the official club entry sheet will be charged (4) four times the normal entry fee and will be referred to the disciplinary panel. Random checks will be carried out throughout the season. Pennants and medals will only be awarded to the competitors that competed in the final i.e. if team changes have been made, replaced competitors will not be awarded pennants or medals. 6 1.3 Carnival Eligibility To be able to compete at Junior Carnivals as well as the Qualifiers and Victorian Junior Lifesaving Championships the following guidelines must be adhered to: All competitors must: Have completed their Competition Skills Evaluation successfully before the first carnival they are entering (and the club must have entered the details on SurfGuard). Fall into the appropriate age category (see above) To compete at the Victorian Junior Championships, the competitor must have completed their Surf Education Award appropriate for their age group and the Club must have entered the details on SurfGuard by the entry cut off. Junior Competition Qualification Requirements & Procedures Competition Evaluation Guidelines (Proficiency) To maintain our safety and lifesaving standards, SLSA has set a standard of competency that Junior members must achieve before being eligible to compete in Junior Carnivals. Junior members will not be deemed competent until the assessment has been awarded in SurfGuard. Aim: Rules: To ensure all competitors at Junior Carnivals are sufficiently proficient in both a physical and mental capacity. All competitors under 12s 13s and 14s are required to achieve an annual Competition Evaluation to be able to compete at any carnival, in any event. Competitors under 9s, 10s and 11s are required to achieve an annual Competition Evaluation to be able to compete in water events (except wade) at any carnival. Under 8s are not permitted/required to undertake a competition evaluation. It is the Club and Team Manager s responsibility, not the athletes to ensure that all competitors are proficient and that competition requirements are met. Competition Skills Evaluations MUST be registered on SurfGuard prior to the first carnival attended by the competitor. Checks will be made throughout the season. Competition Skills Evaluations MUST be entered as a proficiency and not as an award. 4

8 Please note: Consideration of the conditions and swell size needs to be taken into consideration when conducting the Competition Skills Evaluation timed swims - there should be a focus on nippers completing the swim continuously (e.g. no rest breaks). The Competition Skills Evaluation must be completed before a junior member becomes eligible to compete at junior carnivals and entered into Surfguard. All junior Preliminary Evaluation and Competition Skills Evaluation must be club approved assessments. LSV will not be processing Form 14 s that read incomplete the club will be required to submit the form to the approval stage. The relevant Wufoo form must be completed in order for Form 14 s to be processed (the form has a declaration that must be ticked): Competition Skills Evaluation Form 14 s need to be processed by LSV prior to competitors being able to be entered into the competition entry system. 1.4 Competition Age Categories The age group for a competitor for the 2017/18 season is determined by how old they are on at midnight on 30 September The list below outlines the age and the necessary age group for that competitor: Age Age Group 7 years old compete as Under 8 8 years old compete as Under 9 9 years old compete as Under years old compete as Under years old compete as Under years old compete as Under 13 and/or U/15 upon gaining the Surf Rescue Certificate 13 years old compete as Under 14 and/or U/15 upon gaining the Surf Rescue Certificate Under 7 (6 year olds) are not permitted to compete at any carnival. Competitors may go up one age group in team events only, provided they are qualified for that particular age group. Teams must not be made up of more than 50% of the younger age group. E.g. an U10 beach relay may only have up to two U9 competitors at a maximum. U/8 members shall not be permitted to compete in water events other than the Wade Relay (because the competition evaluation does not form part of the U/8 Age Award/Proficiency); NB Under 8 s are not permitted to compete at state titles in any event and therefore are not permitted to be used in U/9 team events at qualifying carnivals. Proficient U/13 & U/14 surf rescue certificate holders may compete in their own (individual) age group plus the U/15s (senior carnivals). 6

9 2.0 Competition Information 2.1 Officials and Water Safety Requirements Club Requirements Clubs are reminded that they must supply qualified Officials, Water Safety Officers and Rescue Boards/Tubes as per the following ratio to ensure the safe and smooth conduct of junior carnivals. Number of Water Safety/Officials Required Competitors Water Safety Officer only (with Rescue Tube) 2 Water Safety Officers with 1 x Rescue Board and 1 x Rescue Tube Qualified Junior Official (minimum) 2 Water Safety Officers with 1 x Rescue Board and 1 x Rescue Tube Qualified Junior Officials (minimum) 2:15 ratio of Water Safety Officers. One with Rescue Board, and one with Rescue Tube 30+ 1:10 ratio of Qualified Junior Officials (minimum) Clubs shall be required to provide a maximum of 10 fully qualified officials for Junior Maximum carnivals. Clubs providing level two or level three officials that act in senior roles will have that official count towards the club total, with Technical/Senior or Leve2/Level 3 Officials being counted as 2 officials Senior Roles include: Level two / Carnival Referee three officials Emergency and Safety Coordinator Age Referee Powercraft Coordinator Official mentor as requested by Junior Referee, Chief Referee or Director of Aquatic sports. At minimum, water safety officers must be qualified with their surf rescue certificate. Water safety officers are to supply and wear the appropriate clothing. It is each club s responsibility to provide orange water safety caps and orange water safety vests and rescue equipment for their water safety officers. SRC award holders shall not exceed 25% of the qualified water safety provided by any one club. Failure to provide Water Safety Officers will result in the club forfeiting their rights to compete at that carnival. All water safety equipment must meet SLSA standards. Please note that it is at the discretion of water safety personnel whether an athlete is to be removed from the water during competition. Water safety personnel are not to make contact with a competitor or their equipment unless they are in the process of assisting that competitor to withdraw from the event. Assistance other than encouragement and direction for all competitors is not permitted. Water Safety Personnel must sign on at least 15 minutes before their shift. a. Each water safety shift will be of a maximum of two hours. Start times will vary from carnival to carnival depending on events and scheduling. b. Water safety personnel are to report to the Age Group Water Safety Officer. c. It is recommended that the water safety personnel be appropriately attired and wear a suitable wetsuit ensuring their personal health, safety and comfort for the two hour period. 7

10 Clubs can arrange for non-qualified Officials to sign on for the days competition provided these club members undertake the next available officials course (clubs will be followed up). If clubs fail to supply Water Safety and/or Officials in the required ratio, the clubs not complying may have their competitors banned from the day s competition without entry fees being refunded. A reminder that IRB Crew and Drivers are not included in the club water safety ratio. Random check may be taken to ensure officials remain on duty. Important information for Team Managers Team Managers are required to access the spreadsheets below and enter the volunteer s name and club details into each allocated role by 11.00pm on the Tuesday before each carnival. Clubs and Team Managers may not enter all their club volunteers into the same area but must be spread across several areas as required. These water safety rosters will be passed onto the Age Group Referees who will be able to know who is in the water at any one time and ensure the changeover of shifts happens at the appropriate time. 8

11 12pm to finish 8.30am to 12pm 6.30am to 8.30am 2.2 IRB Driver and Crew Coverage The clubs listed below will be responsible for the provision of one IRB Powercraft Crew (consisting of one driver and one crewperson) for the nominated full carnival. Note: The IRB Crew supplied must be competent in handling the conditions of the beach allocated. Clubs crews may be separated at the discretion of the carnival Powercraft Coordinator. It is desired that these crew will be a minimum of a Level 1/Technical Official or be in training to become a Technical Official. This allows the crew to assist in judging events from the water. Club crews MUST provide their own life jackets and wetsuits sufficient for use in inclement weather. Crews that report to the Powercraft Coordinator wearing only board shorts and a rash vest (unprepared for the conditions) will be requested to return with appropriate PPE, or find a suitable alternative Club IRB Crews MUST report for the Powercraft Coordinator 15 minutes before their scheduled timeslot. IRB Buoy Set Up and Water Safety Roster Please note that this season competing clubs are required to provide an IRB Driver and Crew member to set up the competition water areas (buoys) prior to competition, provide water safety during the carnival and assist with removing the course at the conclusion of the carnival, as set out in the rosters below. 14 Pack Up Set Up Carnival 2.3 Set Up and Pack Up Rosters These members are required to sign on with an LSV staff representative before commencing their shift and sign off after their shift. Please make sure you send appropriate personnel i.e. people who are capable of lifting boats, motors and anchors. These personnel are to be on time and are required until told they are no longer needed by LSV or the Carnival Referee. The morning set-up personnel are required to report to the Carnival Referee at the LSV IRB Trailer at 6:30am SHARP unless notified by LSV in the week prior to the carnival. Their roles will include: Assist in getting the duty boats set-up and onto the beach. Assist in getting buoys, ropes and anchors onto the beach and ready to be put into the water. Assist getting any of the beach course equipment onto the beach if required. Assist in setting up LSV Administration and the PA system. The afternoon pack-up personnel are required to report to the Carnival Referee (or nominated person) outside the LSV IRB Trailer at the conclusion of the carnival or when announced over the PA system. Their roles will include: Assist in getting all buoys, ropes and anchors off the beach once packed up. Assist in getting all duty boats off the beach as soon as they are ready (priority over any club equipment). Assist in packing up of the duty boats, running motors and packing of the LSV gear trailer. Assist in packing up the LSV Administration area and PA system. 15 2.4 Club Penalties/Sanctions Clubs who fail to meet their officials, powercraft or set-up/pack-up requirements will be penalised accordingly, sanctions will include one, or any combination of the following: The offending club being ineligible to compete at that specific carnival, the following carnival or the Victorian Junior Lifesaving Championships Financial penalties Additional powercraft and/or set-up/pack-up duties 3.0 Competition Program 3.1 Competition Events Please refer to the Surf Sports Manual for full description of events and rules. 16 3.4 Two (2) Person Rescue & Resuscitation (R&R) Age groups U/10 U/11 U/12 U/13 U/14 U/15 Team Composition Teams competing in 2 Person R&R shall consist of two members who consist of the above age group divisions e.g. U/10 U/11 Team could consist of two U/10 competitors and/or one U/10 and one U/11 competitor. Team Positions Ballot A ballot to determine the operative positions of each competitor in each team will be conducted at ALL carnivals. U/10 U/15 2 person R&R will be conducted at the following carnivals: Saturday 16 th December: Junior Carnival #1 at Altona Sunday 7 th January: Senior Carnival All Events at Anglesea Saturday 27 th January: Junior Carnival #4 at Frankston Sunday 11 th February: Junior Carnival #5 at Mordialloc Sunday 17 th February: Junior Carnival #6 at South Melbourne Please note this carnival will host the 2 person R&R Victorian Championships. Please check carnival program for start times. To participate in Team of the Year (TOY) a team must compete at three carnivals, however participation at all four carnivals is permitted. The best three scores from each team will count towards the point score system. 3.5 Local Rules The following are the Victorian local rules that govern the Life Saving Victoria junior competitions for the lifesaving season. Marshalling Before each event the Age Group Referee (or their marshal) will call upon competitors to marshal for the next event. Guidelines to marshalling are: Those competitors wishing to enter the event must present themselves to the appropriate Official. All competitors in team events must present themselves as a team. All competitors should be sun smart and where practical marshal in a broad brimmed hat and top which covers their shoulders. All competitors must marshal in their competition cap and with the equipment they need (i.e. high visibility vest, goggles, board, competition cap etc) if applicable. Marshalling can take some time while heat numbers are organised, during this time, ONE team manager per gender may enter the marshalling area if needed. 14

All competitors must wear an SLSA approved high visibility vest (as per the 35 th Edition Surf Sports Manual) for ALL water events (note orange vests cannot be worn at Junior Carnivals). 2. Board Handlers must wear a SLSA approved high visibility vest if they are entering the water above knee height. Irrespective of this, Board Handlers must always wear their clubs Competition Cap and ideally, especially for U12 age groups and below, the Board Handler should be an adult. 3. T-shirts and / or rash vests may be worn under the high visibility vest in water events. 4. Wetsuits - Refer to the SLSA 35th Edition Surf Sports Manual section for U12 and above. Non-swim suit specific wetsuits are permitted for U8 U11. NB- this only applied to swimming events or swimming legs. 1. For sun protection, T-shirts or rash vests should be worn in beach events. Hats should be worn between each event. The wearing of footwear shall not be permitted in beach sprint or beach flag events unless specifically allowed by the Carnival Referee due to the prevailing beach surface conditions. 1. When marshalling and in between events competitors should be wearing a shirt and hat. LSV strongly recommend that long sleeved sun protection is worn at all times outside actual competition. 1. Jewellery is not to be worn in any event, unless appropriately covered by bandaids or tape. 2. Swimwear as outlined in the 35th Edition Surf Sports Manual. Board length requirements - Design and manufacture of surf craft Please note the Nipper Boards are not permitted to have adhesive or protruding type camera mounts or cameras affixed during any stage of competition or warm up for competition, (fully recessed mount systems without camera attached are acceptable). Boards are subject to both organised and random scrutineering at any stage during the carnival program. 18 Belt and Reel Event Description Event Description Handy Hints Belt & Reel (Under 12s 13s 14s) Victorian Event only The starting and finishing line is at the opposite end of the course to where reels are positioned. Reels will normally be positioned at the end of the course nearest the marshalling area. On a sloping beach then the reel will be placed so as to have the handle on the low side of the beach. Brake handles will be in the OFF position; belts placed two (2) metres in front of the reel handles with no coils in the line. The belt may touch the 2-metre line and the neck strap may be placed over the 2- metre line. 1. Both competitors will line up for the start. The belt person on the right of the reel person. 2. When started, both will race towards the reel. The belt person will don the belt on the run and race for the starting line. 3. The belt person is permitted a distance not exceeding 10 metres from the reel within which to have the neck strap of the belt over their head, with the belt correctly fitting around the waist (no line between the legs) and must not touch the belt or strap again until over the starting line where they will remove the belt and ground it. 4. The reel person will control the run-out of the line and when the belt person has discarded the belt, will wind the line, pick up the belt from within two (2) metres from the reel, hang the belt by the neck-strap over the brake handle, leave the brake handle in the OFF position and race to the finishing line which must be crossed in an upright position. 5. Teams will remove their reels at the conclusion of each heat. 6. The course will be over a distance of not less than 40 meters on the beach. 7. Distance 40m, Maximum of 10 Teams Per Race Team s must remove their reel at the conclusion of the event Teams can be disqualified for: 1. Incorrect gear - refer to Event conditions Gear safety measures and specifications. 2. Touching the belt after crossing the 10 metre line. 3. Touching the belt prior to crossing the finishing line. 4. Grounding the belt inside the starting line (i.e. the reel side). 5. Failure to place the neck strap over the brake handle. 6. Interfering with any other team s equipment. 7. The line or safety pin parting from the belt. 8. Picking up the belt before the entire belt and neck strap is completely inside the 2-metre line from the reel. 16

19 Specifications The equipment used in the Belt & Reel race shall in general conform to the specifications from SLSA, which can be viewed here: 1. Items specific to this event are; 2. All sharp or jagged edges are to be sanded/filed smooth 3. Solid spreader bars must be fitted and the line must pass between the bars 4. A MAXIMUM of 80 meters of line is to be fitted on the drum. 5. The line may be of any type but must be a MAXIMUM of 8mm in Diameter 6. Drums must be a MAXIMUM of 70cm in circumference 7. Winding handles must be a MAXIMUM of 200mm in overall length 8. Reels must display signs DEMONSTRATION USE ONLY in letters of at least 25mm. This is in line with all other reels used in competition but not carrying at least 250m of line. I.e. March Past & U15 R&R. 9. Belts should be in generally good repair so they are unlikely to cause the competitors to be disqualified. In regard to the release pin this should be in operational condition in case the belt is taken for another event. 10. The line should be attached to the small section of the belt using a clove hitch and two half hitches. 3.6 Junior State Carnivals At Junior State Carnivals ribbons will be awarded to 1st, 2nd and 3rd placegetters, including composite teams. For Under 8s to Under 11s all races are run as heats only unless specified on the program as run to finals. Each heat / final will be awarded 1st, 2nd and 3rd ribbons. Under 8 competitors who do not place will receive a participation ribbon. Under 12s, 13s and 14s run heats to finals unless specified on the program. Each final will be awarded ribbons for 1st, 2nd and 3rd. Points are scored for the first 6 places. Composite teams are welcome to participate at any non-championship or qualifying carnival as part of inclusive participation and are eligible to qualify to finals. In certain situations, composite teams comprising of members from different clubs may compete at Junior Qualifying Carnivals and the Victorian Junior Lifesaving Championships refer to the Combined Clubs Junior Team Policy included in this handbook. 17

20 3.7 Junior Qualifying This season we will be using the new qualification process for the Victorian Junior Lifesaving Championships. There will be 2 qualifying carnivals held on: Sunday 21st January at Chelsea Longbeach SLSC (QC1) Sunday 25th February at Lorne SLSC (QC2) Members from all clubs are welcome to attend either or both of the qualifying carnivals. If more than 48 teams enter then clubs will be allocated positions. Notes: Non- qualifying events (open entry) for the State Championships include: 500m/1km Run, Beach Sprint, Beach Relay, Surf Teams, Surf Race, R&R, Wade Race and Wade Relay. All qualifying events will be held at both qualifying carnivals so competitors have two opportunities to qualify - if a competitor is disqualified in an event at QC1, they can compete in that event at QC2, so they can have another chance to qualify. Those who qualify for a particular event at QC1 can still compete in that same event at QC2 even though they have already qualified. Team Event Rules If a club qualifies their A Team at QC1, no members from that A team are able to swap into other teams at QC2 in order to try and qualify additional teams (they can still compete in the A team at QC2). Recording of team member s names will take place and any club found breaking this rule will have all of their teams in that event automatically disqualified for the State Championships. Any substitutions to teams, must be as per rule 2.18 in the SLSA Surf Sports Manual. 18

21 Qualifying Example: Competitors/teams A, B, C and D compete in the Iron/Aqua Cameron at QC1 and finish in the top 16 positions so they have qualified for that event at the Victorian Junior Lifesaving Championships. The same competitors/teams A, B, C, D also compete in the Iron/Aqua Cameron at QC2 and are the only competitors/teams to have already qualified at QC1 that finish in the top 16 positions. Therefore, the next top ranked 4 competitors/teams across both QC1 and QC2 in that event will automatically qualify for the Victorian Junior Lifesaving Championships. In the event that any of those 4 remaining competitors finished in the same position (in different races) an automatic draw will take place to decide who qualifies. Emergencies For all qualifying events, up to 10 emergencies will be recorded at each Qualifier. These emergencies will be used (in order of finishing position) if spare positions become available at the Victorian Junior Lifesaving Championships. Wildcards If an athlete is unable to compete at Qualifying events due to injury, illness etc. they are able to apply for a wildcard position by submitting a request to sport@lsv.com.au before 5.00pm Monday 26 February 2018 outlining the athletes previous results at State Championships, Qualifying Carnivals and State Carnivals during the 2016/17 and 2017/18 seasons. 3.8 Victorian Junior Lifesaving Championships U8 or younger competitors are not permitted to participate or compete in any event at the Victorian Junior Lifesaving Championships, in any age group. For the Victorian Junior Lifesaving Championships, online entries close on 9.00am Friday 2 March Late entries will be accepted (if there is no space in the heat listings for an event the competitor will be listed as an emergency) and will incur a late entry fee. Competitors who are financial members and have their Competition Skills Evaluation and their Surf Education Award entered onto SurfGuard are eligible to enter this event. Team Events Teams that qualify for the Victorian Junior Lifesaving Championships will still need to be entered into the online registration system to assist with results processing. Teams that fail to qualify for the Victorian Junior Lifesaving Championships through a Qualifying carnival are unable to apply for an emergency position. The teams that are listed as emergencies from the Qualifying Carnivals will form the emergencies list for each event at the Victorian Junior Lifesaving Championships and will fill spare positions on the day if available. Individual Events The board race, flags and Iron are pre-qualified events, only those who qualified (including emergencies) may enter. It is the Team Manager s responsibility to ensure the competitor has been entered online into each qualified event. Qualified competitors in the qualified events who are not entered will forfeit their place in the event. As heat listings for each event will be made available prior to the Victorian Junior Lifesaving Championships, Team Managers are required to only enter their athletes into the events that they will actually compete in on the day (i.e. do not enter athletes into every event). Pre- 19

22 determined heat listings will enable the Victorian Junior Lifesaving Championships to run faster and smoother, making the marshalling process more efficient, and will also give athletes a better idea of when their event will be run. Team Managers are also encouraged to let their Marshall know on the day if an athlete no longer wishes to compete in an event. Heat listings will be available for Officials, Team Managers and competitors to download by the Wednesday prior to the Victorian Junior Lifesaving Championships. For events that are not pre-qualified; Age Group Referees may be required to take the number of competitors from heats that equate to 3 semi-final heats only. The three semi-finals will then be taken to a straight final. The top heat numbers will be predetermined by Life Saving Victoria once all individual competitors are entered and total numbers are known. 4.0 Important Carnival Day Information /18 LSV Combined Club Junior Teams (CCJT) Policy Aim: Encourage developing or less competitive clubs to become involved in Surf Sports. Policy: 1. Competitors from identified clubs will be able to combine with other competitors 2. It is applicable at only the 2018 Junior State Qualifying Carnivals and Victorian Junior Lifesaving Championships. Combined teams at the remaining junior carnivals can still be made that include members from any club. 3. Each competitor will represent their own club within their combined team 4. Points will be distributed accordingly. For example, in a 4 member team, if each member is from a different club they will each receive 25% of the point s allocation 5. Competitors can change club combinations between different events but not within the same events. Once a combined team is entered, those clubs will be represented in that team, another club cannot be substituted. 6. The priority will always be to form a club team rather than a combined club team. If a club has individual competitors entered within the same discipline as the team event, including competitors in the same age category or the age category directly below, they must be utilised. 7. Failure to do so will result in loss of points and competitors/team being ineligible to receive medals. 8. Competitors will compete in their own club competition cap within the combined team. 9. Combined teams are eligible to receive medals. Notes: The Carnival Referee s discretion can be employed if it is deemed that the CCJT is not within the intention of this policy. This policy will be reviewed at the conclusion of the 2017/18 season. Procedure: Combined club teams will be based on the total of the previous year s aggregate point score from the State Championship event. Those scoring less than 50 points will be deemed eligible to create combined teams at the 2018 Victorian Junior Lifesaving Championships. Those scoring greater than 50 points cannot combine, nor can they have any of their members participate in a combined team with clubs that are eligible to combine teams. 20

23 In 2017/18 the following clubs will be unable to create CCT s for the Junior Qualifying Carnival & 2018 Victorian Junior Lifesaving Championships: 1. Mentone LSC 2. Ocean Grove SLSC 3. Mornington LSC 4. Williamstown S&LSC 5. Jan Juc SLSC 6. Mordialloc LSC 7. Fairhaven SLSC 8. Portsea SLSC 9. Half Moon Bay SLSC 10. Point Leo SLSC 11. Warrnambool SLSC 12. Black Rock LSC 13. Hampton LSC 14. Anglesea SLSC 15. Lorne SLSC 16. Torquay SLSC Clubs need to nominate competitors that they wish to be considered for composite teams by close of entries for the Victorian Junior Lifesaving Championships. A random ballot will then be drawn to form the composite teams and clubs will be notified. 4.2 Membership Transfers & Clearances Please refer to the Surf Sports Manual section Clothing In all swimming events competitors must wear approved competition dress as detailed in Section of SLSA s Surf Sports Manual. 21

24 4.4 Carnival Procedures Meetings: Team Managers and Officials meetings are scheduled for all carnivals before the start of the event at approx. 8.00am at the LSV administration area. Officials are all required to sign in on the Officials spreadsheet at the administration tent before they commence their position at the carnival. On the day of the carnival, if a club s required number of officials are not signed on by 8.30am, the club s competitors may not be permitted to compete until the correct number of officials have signed on. 4.5 Alteration to Carnival Venue Discussion to move the carnival or nominated events (within the carnival) to a back-up venue will be implemented only after a consultation off the beach (clubhouse preferably). Members to be involved in discussions will be the President of the host club (or other club representative), Junior Referee, Carnival Referee, Deputy Referee, and Safety and Emergency Coordinator of the event and the Director of Aquatic Sport depending on availability. There must be a minimum of 3 present for a decision to be reached (which should include the Carnival Referee and Safety, Emergency Coordinator, and generally one other of host club representatives, Powercraft Coordinators, or other key officials). 4.6 Code of Conduct Clubs are reminded that they are responsible for the conduct and behaviour of their supporters and parents. Any unbecoming conduct or behaviour emanating from members or supporters may be subject to action by a Disciplinary Committee. Refer to the Surf Sports Manual Rules 2.27 SLSA Code of Conduct, 2.28 abuse/inappropriate behaviour, and 2.29 competing unfairly. 22

Will ensure all competitors are entered appropriately Will ensure their club provides the correct personnel and equipment Will ensure every competitor has the correct awards entered on SurfGuard Will promote fair play and respect amongst their team Spectators Will not approach any Officials Will not abuse or attack verbally any official or competitor Will stay away from the course when an event is under way Water Safety Will decide if a competitor needs assistance and step in where necessary Will stay in the water for no more than 2 hours and will have at least a 2 hour break prior to undertaking a second shift. Will not assist a competitor who is still competing which gives them an advantage Must wear designated water safety uniform including an orange long sleeved water safety rash vest and orange water safety cap. 4.8 Appeals Appeals will be dealt with as defined under rule 14.4 in the 35th Edition Surf Sports Manual. At the State carnivals appeals cost an individual $50, or a team $50 per person up to a maximum of $100. Refunds are provided if an appeal is successful. At the Victorian Junior Lifesaving Championships appeals cost an individual $100, or a team $100 per person up to a maximum of $250. Refunds are provided if an appeal is successful. 4.9 Dead Heats Where a dead heat (as defined in the Surf Sports Manual) occurs in the final of an event the clubs of individuals/teams will share the placing points and medal relative to the finish placing. The club of the next individuals/teams to finish will receive the relative placing points based on the number of individuals/teams finishing ahead of them. For example: if two individuals/teams finish equal 1st, both individuals/teams shall receive 6 points each and the gold medal (if at a Championship Event). The next placing individual/team shall be awarded the 4 points and the bronze medal for coming 3rd. 23

Points are awarded for results in individual events at State Carnivals (1 st place = 6 points, 2 nd place = 5 points down to 6 th place = 1 point), and results from the Victorian Junior Lifesaving Championships are double points (1 st place = 12 points, 2 nd place = 10 points down to 6 th place = 2 points). Events include: Beach Awards Flags, Sprint, 1km Water Awards Iron, Surf, Board Race Victorian Junior Athlete of the Year (Fred Westfield Medal) Award Description: Awarded to the most outstanding U/14 competitor for that season (one overall winner) Award Criteria: Competition results in both water and beach individual events for the season, with includes all State Carnivals, Southern States Challenge and the Victorian Junior Lifesaving Championships, and excludes the qualifying carnivals. Points are awarded for results in individual events at State Carnivals (1 st place = 6 points, 2 nd place = 5 points down to 6 th place = 1 point), and results from the Southern States and Victorian Championships are double points (1 st place = 12 points, 2 nd place = 10 points down to 6 th place = 2 points). Events included are: Flags, Sprint, 1km, Iron, Surf, and Board Race. R & R (Rescue and Resuscitation) Team of the Year 2 Person R& R team of the Year Award will be presented at the 2018 Victorian Junior Lifesaving Championships. The award is designed to encourage and recognise participation in R&R at junior carnivals. The points system is based on attendance, achievement and overall improvement. Attendance Points: Attendance at only 1 carnival: 15 points Attendance at 2 carnivals: 10 points Attendance at 3 carnivals: 5 points Achievement Score: The R&R score for each carnival will be added together, and then divided by number of carnivals attended. This average will then be added to attendance score and the lowest 25
