1 PATROL OPERATIONS UPDATE Nathan Fife- Lifesaving Services Coordinator Gold Coast DROWNING SNAPSHOT Total of 10Beach Related Coastal Drowning Deaths in Queensland from the 1 st July th of June This is an increase of 3 from last year. Gold Coast Snapshot 2 occurred at Surfers Paradise Beach outside of patrol hours Both were males, who were swimming/wading at the time of the incident This year SLSQ will be releasing its very first SLSQ Coast Safe Report which analyses all beach related coastal drowning deaths in QLD. PATROLLING REQUIREMENTS Patrol Operations Manual: New insert copies have been delivered to clubs two copies each. Also available from Member Portal Patrol Service Contracts - Secondary/roving patrol areas - Extended hours from the 12 th December th January Any additional equipment Surfguard Patrol captain signature page PATROL STRENGTH & HOURS Patrol start and finish times:fully operational at the start time specified and not concluded before the finishing time. 19 th September nd May 2016 Saturdays, Sundays and Public Holidays 8.00am to 5.00pm Extended patrol hours:patrols encourage to extend hours on surveillance when large number of public are bathing -notify Surfcomwhen staying after finish time. From 12 th December 2015 to 26 th January Saturdays, Sundays and Public Holidays 7.00am to 6.00pm PATROL STRENGTH & HOURS Patrol area:should be as wide as possible where conditions and resources allow. Patrol strength:patrol captain should ensure all required awards are on the patrol. A member of the patrol must hold their SMBBM. - A current Silver Medallion Basic Beach Management - A current IRB Driver - A current IRB Crew - A current Advanced Resuscitation Techniques Certificate holder UNIFORMS Continue to use current uniforms.slsa do have limited uniforms. Please contact SLSA Patrol Captain to be clearly marked on shirts OR patrol caps When operating an IRB you MUST have a SLSA approved lifejacket correctly fitted - A current Apply First Aid holder 1

2 PATROL OPERATIONS Opening Beaches: beach can be opened with the minimum three bronze medallion holders but Surfcomneeds to be made aware of the patrol deficiencies. Surveillance Patrols: Minimum patrol equipment standard required for surveillance patrols shall be: 1 fully operational IRB 2 rescue boards 2 rescue tubes and fins Relevant hazard signs Hand held radios First aid kit Oxygen equipment PATROL OPERATIONS CONT. Closed Beaches: When a beach is closed, a full patrol must still be maintained ieart, IRB etcto be able to respond. Policy on Lifesaving Activities at Closed Beaches LS 008 the following is not permitted to be conducted: No Junior Activities are to be conducted on closed beaches No Lifesaving Activities is to be conducted at beaches closed due to the following : - Dangerous Marine Creatures - Debris in the water, pollution - Electrical storm - Natural disasters or extreme weather event i.e Cyclones - If the State Disaster Coordination Centre or SLSQ CEO/COO request for the beaches to be closed due to any/all of the above then no activity is to be run. PATROL OPERATIONS CONT. ATV/4WD/Tractor Operations: Surf rescue vehicles should only be driven by qualified (award holders). Members using this equipment must be over 17 If the club allows P plate members to drive vehicles then P plates must be displayed this includes on the beach. L plate drivers should not be operating this equipment. Correct use of vehicles needs to be followed at all times including at carnivals. Speed limit 5km/h(walking pace) in highly populated areas Any vehicle used on beaches MUST have reversing beepers and flashing lights Unqualified, non-financial and non-proficient members Proficient -Dec 31 st for currently proficient members Financial as at Sept 30 th Members who are non-proficient or non-financial cannot perform patrols; operate rescue craft and/or compete in surf lifesaving competitions EQUIPMENT Equipment changes/reminders: All Patrol equipment mustbe entered in to Surfguard and updated by the end of October SLSQ is trialling a stand up paddle boards and Seabob. Trails will be tomorrow at 8:30am at Tallebudgera Creek All gear and equipment used by clubs and services for surf lifesaving/surf rescue must be endorsed by SLSA and be in the SLSA Gear and Equipment List Note: the SLSA Gear and Equipment List can be found under the Lifesaving section on SLSA s website PATROL LOG BOOKS & PATROL STATISTICS Keep in central location - easy access by patrol members Completed in a neat and legible manner All sections to be completed and authorised(signed off) Notes on incidents and supporting information are to be recorded in the spaces provided in the logbooks. Patrol members entering their names in the Patrol attendance logbook must clearly print and sign their correct name in the relevant spaces provided You can either use the SLSA Patrol attendance log book or the Patrol attendance log from Surfguard At the end of the patrol, the Patrol Captain shall cross out (z lined) the blank lines remaining on the page. Rescues recorded accurately both boxes to be completed ie number and type of patient and equipment used 2

3 LOGBOOKS Still a requirement that the carbon copies (from both Patrol Attendance and Patrol Logbooks)/a copy of the Surfguardprintout is to be submitted to Branch at the end of each month Branch will be conducting checks: -Members put into Surfguard for hours but not actually signed onto patrol Insufficient awards on patrol team as per POM Water safety hours must be logged in a logbooks MARINE CREATURES If you identify a marine creature caught on drum lines or nets and believe it to be in distress please notify SurfCom immediately. Do not go out and try and free the animal as you may do more harm then good. WATER SAFETY POLICY Use the SLSA Policy Water Safety 1.1 available from the member portal Ratios important 1:5 Risk assessments must be completed and should be sighted by the Patrol Captain. Keep them in a central location as they may be required at a later date. RADIOS Sign on -Patrols will be called by Surfcomto sign on within 20 minutes of their agreed start time. Sign on to be done by the patrol to test their radio capabilities. Patrol sign on/sign off info IRBD radio check to be completed with 2nd radio. Readability scale has changed for radio checks replaced with Loud and clear unreadable or nothing heard Roving patrols are not required to report through Surfcomunless out of the line of sight of the patrol. Report incidents/rescues as they happen not at the end of the day 3

4 RADIO CONT. Listen and wait for the channel to be clear before talking Don t make routine transmissions during an incident. Be clear in what you are saying Operations support craft should only be tasked by Surfcomor the Duty Officer. Ambulance call out information train members in it Missing persons should be reported to Surfcom within 2 5 minutes of the initial report. Bluebottle stings-all treatments to be tried and given time to work before calling an ambulance - alternating hot water and ice as well as oxygen therapy. IRB OPERATIONS Operational IRB includes a proficient IRB driver and crew. Non-operational IRBs on patrol need to be reported to Surfcom as soon as possible. A patrol IRB must carry a radio at all times. Only proficient IRB drivers and crew are allowed in the boat -Bronze medallion holders or SRC's are not to be used as patients. (refer to POM) IRB proficiencies clubs to run but MUST have an IRB Assessor in attendance. IRB OPERATIONS CONT. NEW PROCESS: All MSQ forms MUST be submitted to Nathan Fife and not directly to MSQ All major IRB Injuries will be investigated using the IRB incident and investigation flow chart IRB driver and crew members MUSTwear a lifejacket (level 50), a patrol cap and a high visibility (yellow patrol/rash shirt). During training caps and high visibility long sleeve rash shirt must be worn. MSQ FINES MSQ fines have increase this year. Some of them are Unlicensed Driving On the spot $565 Unsafe operations To be determined by the Court An IRB is a high profile vessel and if caught by MSQ operating the IRB outside of IRB operations will result in the individual been fined. Lifejackets are for SLSQ IRB operations only and not personal use. MEMBER INJURY & INCIDENTS Injury happens Advise the Club / Patrol Captain Complete SLSA Incident Log, make sure Marine (MSQ) incident reports etcare completed (is applicable). You may be required to submit additional information on occasion Reminder All Minor incidents have a 30 day period in which they must be entered into the SurfGuard database All Major incidents have a 7 day period in which they must be entered into the SurfGuarddatabase OPERATIONS SUPPORT UPDATE Surfcom All patrolling members are encourage to drop in and have a look at the equipment during operating hours. 5 OPERATIONS SUPPORT CONT. Jet boat -Continuing to take on new members -Boat will operate from South Stradbroke Island to Southport SLSC and in the Broadwater Duty officers will be out and about visiting clubs. Note: All tasking of Ops Support through Surfcom/Duty Officer Any members interested in joining any of the Operational Support Services should contact Nathan Fife or 13 SURF AND 24 HOUR CALL OUT 13SURF -Is an emergency tasking phone utilised by emergency services 24 Hour Call Out -Teams that have been set up to respond to an emergency at any time - Includes night operations These services are managed by SLSQ staff and clubs are not permitted to self task to an emergency.
