1 Carnival Entry Circular Surf Rescue Championships Department: Summary: SLSQ Gold Coast Regional Office Administration Surf Rescue Championships Carnival Entry Information Date: 29 November 2017 Carnival Entry Information Entries are invited from all clubs for the South Coast Branch Surf Rescue Championships. The method of entry is via Carnival Manager Entry System for all clubs. Location: Mermaid Beach SLSC Date: 19, 20, 21 January 2018 Start Time: Friday 17:00 Saturday - Sunday 08:00 Entries close: Midnight Monday 8 January 2018 (A draft competitor list will be sent following close of entries.) Entry Fees: $11 (Inc. GST) per Competitor regardless of the number of events. A tax invoice for all SLSQ club entries will be issued to clubs in the week after the event. Team changes/competitor changes: This can be done via Carnival Manager until midday Friday 12 January After this time any team changes and deletions will need to be done on the day with the Marshall. Late Entry Fee Procedure Late Entry Fees: $27.50 (Inc. GST) per person plus entry fee of $11.00 (Inc. GST) per person. After midday Monday 15 January 2018 any late entries are to be done by visiting the Carnival Administration area on the day of Competition. The addition of Competitor entries will be at the discretion of the Carnival Referee. Cut off times for late entries are as follows: 18:00 Friday night for Champion Lifesaver 07:30 Saturday for Patrol Competition and First Aid Additional entries 1 hour prior to start time Cancellation Policy The following Cancellation fee and Refund Policy will be adhered to: If a carnival is cancelled, with no postponement before the first event is conducted, 75% of all entry fees will be refunded to all clubs and/or individuals (25% retained for administration costs), whichever party paid the original fee. If a carnival is cancelled, after the first event is conducted, no refund will be given. If a carnival is postponed and rescheduled to another date, a 75% refund will be issued to competing clubs that cannot compete at the re-scheduled event.

All Competitors must be current financial members of their Surf Life Saving Club and have completed the necessary membership application. Water safety is to be provided by competing clubs on a roster basis as outlined in this Entry Circular. Failure by any club to provide water safety as per the roster will exclude that club from competing. Competing clubs shall provide Officials & First Aid as outlined in this Entry Circular. Champion Lifesaver Individuals compete in 6 Events: Surf Race/Board Race/Rescue Tube Race/Beach Sprint/Resus/Theory Paper. Age Groups: U11 - U15 Female/Male - Shall hold an appropriate, Current and Proficient SLSA award U17 / U19 / Open / / 40+ Female/Male - Shall hold as a minimum a current Proficient SLSA Bronze Medallion (Cert II). First Aid Teams of 2 from the same age group are to manage an unknown First Aid Scenario within a given time limit. Age Groups: U11 / U12 / U13 / U14 & U15 - Shall hold an appropriate, Current and Proficient SLSA award U17 / U19 & Open - Shall hold as a minimum: A Current Proficient SLSA Bronze Medallion (Cert II) &/or a Current Proficient Apply First Aid Certificate (or equivalent). Patrol Competition Competitors compete as a team in 5 events: Surf Teams Race / Board-Tube Rescue Relay / Patrol Scenario / Team Resuscitation, and Theory Questionnaire.
3 Age Groups: U15 Patrol Team - consists of Four (4) competitors who shall all hold as a minimum: A Current Proficient SLSA Surf Rescue Certificate &/or a Current Proficient SLSA Bronze Medallion (Cert II). U17 Patrol Team consists of Four (4) competitors who shall all hold as a minimum: A Current Proficient SLSA Bronze Medallion (Cert II) and a Current Proficient SLSA Advanced Resuscitation Techniques (ART) Award. Open Patrol Team - Six (6) competitors who shall all hold as a minimum: A Current Proficient SLSA Bronze Medallion (Cert' 2) and a Current Proficient SLSA Advanced Resuscitation Techniques (ART) Award and 1 member shall hold a Current Proficient SLSA Silver Medallion IRB Driver (IRBD) and 1 member shall hold a Current Proficient SLSA IRB Crewperson Award (IRBC). All Competitors must have completed the relevant Age Group award by the close of entries. Team Changes A competitor substituting for another member in team events must have previously been entered into the carnival for another event. Team changes are to be done with the Carnival Administration and must be done no later than 2 events before event in mention. Once this race has begun team changes will not be accepted. Carnival Administration will provide the Age/Team Manager with a team change slip which is to be given to the Marshall on the beach in the relevant section. All winners and place getters are asked to wear correct competition cap, club representative uniform or patrol uniform. The winning individual or team from each of the following events will receive automatic qualification into the Queensland Surf Rescue Championships Champion lifesaver: U14, U15, U17, U19, Open & Masters (30-39, 40 +) Patrol Competition: U15, U17, U19 & Open First Aid: U15, U17, U19 & Open
4 Officials, Assessors, & First Aid Officers The South Coast Branch are seeking Officials and support from a range of members from clubs to assist with the running of the carnival: Bronze Medallion Trainers, Assessors, and Facilitators are encouraged to assist with Champion Lifesaver, First Aid and Patrol Competitions. Members with First Aid Certificates are encouraged to come to assist with the First Aid Competition. Silver Medallion Beach Management holders/patrol Captains are also encouraged to assist in the running and judging of the Patrol Competition. All clubs must provide officials at the required ratio of 1 accredited official per 10 competitors. Officials and Assessors are required to be nominated by midday on Monday 8 January 2018 via the following link: All Officials/Assessors are asked to bring their card, badge and Blue Card with them. Officials will be required to wear their white Official shirts proficient assessors are required to wear their blue Assessors shirt. All Officials and Assessors are required to sign in at the Carnival Administration area prior to the briefing time and will be checked for holding a current Blue Card prior to the carnival taking place. Patients Patients will need to be provided by Clubs as outlined below. If Clubs are unable to provide their quota of patients, their members will be unable to compete. Patients should be capable of lying on their back for up to 5 minutes at a time and be flexible enough to be rolled onto their side. Patients should be a minimum of 10 years old (preferably adults), dressed appropriately (skirts are not a good idea) and able to follow directions. Patients must present with the teams. All patients will receive food during the day. Champion Lifesaver Resuscitation Each competing Club is to provide a patient on Friday night for the U15 Masters Age Groups, and on Saturday for the U11 U14 Age Groups as follows (times are approximate): Friday Time Slot 1 6:15pm 7:30pm Friday Time Slot 2 7:30pm 9:00pm Saturday Time Slot 1 10:45am 12:00pm Saturday Time Slot 2 12:00pm 1:00pm Patrol Competition Each competing team must provide a patient on Sunday for the duration of the day to be used in scenarios and resuscitation. The patients are determined by the number of entering teams per club and will be advised closer to the date. Patients must present with their team at Isolation at 07:45. First Aid Each competing team is to provide a patient. All patients are to be available for the duration of the first aid event their team is competing in. i.e. U11 patient to be available for the whole duration of the U11 competition, U12 patient to be available for the whole duration of the U12 competition. Patients must be capable of being made up with first aid makeup to suit their injury. Patients must present with their team at Isolation at 07:45.
5 Water Safety Clubs must be prepared to provide 1 Water Safety per 10 Competitors nominated. Once entries close on Monday 8 January 2018 SCB will allocate set numbers to each club depending on total competitor numbers. An will be sent with the set numbers allocated and clubs will be required to provide names of their Water Safety personnel on the form to be provided. The form will be due on Monday 15 January 2018 at midday. Please note clubs are permitted to rotate their Water Safety personnel at their own discretion; however if doing so SCB must be informed of this and provided with all names. Water Safety personnel must be a proficient SRC or Bronze Medallion holder Any club that does not supply their Water Safety quota will not start the carnival. Any club whose Water Safety disappears during the day will be suspended from that event until their Water Safety returns. All water safety personnel to have orange rash shirt and orange water safety cap as per Water Safety Policy Water safety personnel must bring own tube or board marked with their club IRB Requirements The host club is to provide 2 fully equipped and manned IRBs including the Duty Boat with can-laying experience. The branch will reimburse at the rate of S165 incl. GST for each IRB and the rate of $330 incl. GST for the Duty Boat. All IRB Drivers and Crew must be proficient and have their own PFD and high vis. If any Driver/Crew do not have their own approved PFD, the club concerned will be suspended from the Carnival until said equipment is available. (Refer SLSQ PFD Policy). Clubs that are supplying IRBs are permitted to rotate their IRB Driver and Crews at their own discretion. All IRB Driver and Crew personnel will be required to be listed on the Water Safety Form to be provided which is to be submitted by midday Monday 8 January First Aid Requirements South Coast Branch clubs are required to provide one proficient First Aid Officer. First Aid Officers are to be nominated by midday on Monday 8 January Nominations can only be done via the link below: Final Circular, Competitor Listing & Timetable of Events After close of entries Clubs shall be advised of the Water Safety Personnel requirements as well as being sent a draft competitor list, updated carnival program, and draft official and assessor appointments. The final carnival program, Officials and Assessor appointments and competitor list will be sent to all Clubs after the close of additional entries in the week leading up to the event.

A resources folder is also available for collection from the Regional Office, please bring a USB. Equipment Champion lifesaver competitors shall provide as a minimum the following equipment: 1 rescue board or racing mal 1 rescue tube 1 pair of fins (optional) Patrol competition participants shall provide as a minimum the following equipment: 1 rescue board or racing mal 1 rescue tube 1 pair of swim fins (optional) 1 Adult Resuscitation Manikin and necessary face masks & bags 1 air bag oxygen resuscitation unit (air bag) 1 automated external defibrillator (AED) trainer 2 (at a minimum) SLSA approved IRB Lifejackets (Open teams only ) Team Managers Dress Clubs are allowed one (1) Team Manager and one (1) Assistant Team Manager wearing Team Manger shirts to assist in the Marshalling tents. Declarations Team Manager Declarations must be completed and endorsed by all Clubs by midday on Monday 8 January No clubs will be eligible to compete in the Carnival without a completed Team Manager s Declaration. All Clubs need to be aware that Team Managers must have a current Working with Children Check Blue Card. Team Managers Declarations can ONLY be done on line via the link below: Changes Any changes of Team/Age Manager personnel must be reported to Carnival Administration and a current blue card must be produced.
7 Competition Attire Competition Attire is as per the 35th Edition of the Surf Sports Manual. Champion Lifesaver Competition cap and costumes for lifesaving water events and competition cap and comfortable attire for Resus and Theory sections (footwear optional), provided such attire does not impede the judging process for resus. No watches are to be worn for resuscitation. Patrol Competition Yellow shirt identified with the words Surf Rescue or Beach Patrol, Red Shorts, worn in conjunction with a club competition cap and team costume. No watches are to be worn for resuscitation. First Aid Club Caps and shorts and shirts providing such clothing does not impede the judging for the event, no item worn by a competitor is permitted to be used to treat a casualty, the wearing of footwear is optional. Competitors are permitted to wear a watch of a non-electronic communication kind. Protests & Appeals Only the Team Manager is permitted to discuss protests with the Sectional Referees. A protest must be lodged verbally with the Section Referee within 5 minutes of the completion of the event. A written protest in accordance with the 35th edition must then be lodged within 15 minutes of the verbal protest being lodged on the protest form provided by the Authority. Protest Forms are available at Carnival Administration. Clubs may appeal dismissed protests to the Appeals Committee and lodge a fee of $ per appeal. If the appeal is upheld the fee is returned if the appeal is dismissed the fee is retained by Branch. Photography Only people with an SLSQ Photographer Pass will be permitted to take photos at this event. Club Photographers MUST have their Club Photographer pass on display at all times so that Officials can clearly see the pass. Club Photographers are to ensure they do not in any way interfere with competition. Members of the public are permitted to take photos from the grandstands and other publicly accessible areas. Spectators who become concerned about the behaviour of photographers in publicly accessible areas are asked to contact Sectional or Carnival Referees or the Carnival Administration area. Blue Cards As per the SLSQ Blue Card Screening Policy, please be reminded that all volunteers and paid employees over the age of 18 must hold a Blue Card, not simply have lodged their application. Officials, Team Managers & Water Safety Personnel must hold a positive notice card, and must be able to present this on the day of the carnival.
8 General Information Beach Care All clubs are to respect the signs located on the beach in regards to tents on the dunes. Any clubs that fails to follow the signs will be asked to move their tent. Vehicles No club or club members are permitted at any time to take their own personal vehicle onto the beach for these events. Care in the Sun All clubs are required to supply one shade tent for Competitors. The Branch will be supplying adequate shade tents at all marshalling areas for competition throughout this event. It is highly recommended that all athletes ensure that they carry with them adequate apparel (Personnel Protective Equipment/clothing) to assist with reduction of sunburn, along with recommended use of sunscreen, prior to reporting for Marshalling. Hydration Water Barrels will be available under the Marshalling tents for Officials, Team Managers and athletes use. There will however, due to the ongoing disrespect of the dropping of litter, be no cups supplied. These barrels are in place for all persons to use and fill up their own water bottles or drinking utensils.
