1 Nippers Handbook All this information is current at the time of printing, things do change and we ask you to bear this in mind when reading this booklet. Any changes to dates or routines will be advised as they are known. This handbook is a guide for decision making and at other times due to circumstances some alternate decisions may be deemed appropriate by the Junior Activities Committee. Conversely, we ask you advise us of any changes to your address. When the Nippers website is updated we would like to notify you via so you be kept informed with the latest information. Introduction We have tried to include the everyday things you need to know about Coolum Nippers in this booklet. Please keep it as a handy reference guide. If you require any further information, please feel free to ask any Age Manager or Committee member. Our primary objective at Coolum is to educate the children to be competent and safe in the beach/surf environment. Surf knowledge and techniques are gradually introduced to the children commensurate with their age and ability. We believe that if we focus on teaching skills and knowledge, whilst making it fun; more kids will want to challenge themselves at Carnivals. We welcome you to Coolum Nippers. The Nipper Program Nippers is a way of introducing children to surf lifesaving, and is open to children from the age of 5 through to 14 (children aged 5-6 can only join if they have an older sibling in Nippers). Nippers actually began as a way of attracting young members into the surf club. The idea was to offer basic surf lifesaving training as a way of educating and involving young children in surf lifesaving. Nippers provides a fun way for children to enjoy the beach in a safe environment. It is also educational as the children participate in the SLSA Junior Development Program, a sequential program of skills and surf understanding. SLSA recognises the juniors of today are the future of surf life saving. SLSA has close to 140,000 members within Australia and almost 50,000 are nippers (40% of total membership). Surf life saving is an amazing activity for developing a child s confidence, knowledge and skills in the beach environment. Not only will your child have fun and meet new friends they will become part of an iconic organisation that has served the Australian community for over 100 years. Whilst all children are encouraged to improve their surf skills through regular competition, no child is forced to do something they are not comfortable with. Our aim at Coolum Nippers is for the children to have fun and to enjoy coming to the beach each week. 1

2 Nippers offers a safe, friendly and welcoming environment for you and your child. Our focus is on having fun, teaching and enhancing skills, and emphasising community awareness. The Nipper program provides for competition, education and recreation. Nippers is an integral part of the entire Coolum Surf Lifesaving Club and as such is also overseen by the club Management Committee, to which the Junior Activities Chairperson is a member. Nipper Goals for Education (teach Skills and knowledge) All Nippers pass Age Awards Fun/Involvement (encourage parent and club involvement) Improve parent participation Increase social events 2 x social gatherings (eg. Break up, Disco etc) Parent Involvement Nippers is run completely by volunteers. The Nipper Committee, Age Managers, Water Safety Personnel, BBQ Attendants, Uniform Attendants etc are all volunteers giving up their time to make Coolum Beach Nippers a great place for your child to learn and experience the surf. Your Membership Fees go towards insurance, carnival fees, purchasing new equipment and general maintenance of equipment. As such, we require as much help as possible from Nipper Parents/Caregivers to ensure the smooth and safe running of Nippers; so please make yourself available when you can.. A parent or caregiver must be present on the beach (or the clubhouse) throughout Nippers season in case of an accident. We cannot, and do not, provide a childcare service. For insurance purposes, parents who assist on the beach or in the water must be financial club members. As a Nipper Parent, you will be required to become a Member of the Coolum Beach Surf Lifesaving Club and obtain your Blue Card (Working with Children). This will all be organised at registration. General Involvement Please assist your Age Manager in any way you feel comfortable; from setting up events (such as flags), keeping score, acting as judges in events, and to help co-ordinate the movement of the age group. Nipper Committee The Junior Activities Committee is responsible for running the Nippers program throughout the season. This is an elected position and each person is voted in at the end of season Annual General Meeting (AGM) for the following season. There are many different roles and these and the current elected member are listed at the end of this document. If you would like to help out at a higher capacity next season, please talk to one of these people. Age Managers Age Managers are assigned to a particular age group for the year. They are responsible for organising the children in the group each Sunday morning. This includes running the flags and sprints events, helping to explain the finer points of board paddling, teaching them the curriculum for their age awards; encouraging the children to participate, compete and enjoy the Nippers activities; keeping weekly records of 2

3 attendance and achievements for each child; assisting in the development of surf awareness and surf safety; and keeping children and parents informed of age group requirements, Club activities, carnivals, etc. Age Managers are not babysitters. Age Managers are the first point of contact if you have any questions or concerns. Please help the Age Managers by supporting them all you can. This includes not taking away your child (eg. toilet runs, sunscreen etc) without first informing the Age Manager. Water Safety Water safety is another area where there can never be too many people. Water Safety Personnel must have a Surf Rescue Certificate (SRC) or Bronze Medallion (Surf), be proficient, and have signed on at the patrol. A Surf Rescue Certificate (SRC) course will be held prior to the Nippers season commencing for those parents who would like to assist with water safety. We can also attempt to hold another course throughout the season if there is enough interest. Conversely, you can contact the Club Admin to find out when the next Bronze Course is being held. We need a minimum of 5:1 Water Safety Personnel for the Nippers to enter the water. We prefer more, as this allows one on one for children who aren t as confident in the water.. Without Water Safety, the Nippers stay on the beach. Officials Officials are also needed at carnivals as starters, judges, beach flag set up and recorders. To help at carnivals in these areas, you need a Level 1 (or introductory Level 0) Officials Accreditation Certificate. Dates of courses will be provided during the season. If we do not have sufficient Officials we can not compete at Carnivals. BBQ The weekly BBQ is the primary source of fundraising for Nippers. Funds are always needed to repair, replace and update the equipment and training gear for Nippers. Fundraising also pays for the annual Christmas party and the Presentation and Break Up Day. Parents and caregivers from each age group will be added to a BBQ roster and will be required to assist with the BBQ a few times throughout the season. Please assist when it is your turn so we don t have to continually rely on the same people. Treat it as an opportunity to get to know the other parents from your child s age group better. And, even if it is not your rostered week and you see that the BBQ workers need assistance, please help if you can. Throughout the year we also run a few BBQs for special events (eg. Ironman, Surf Carnivals etc). The funds from these BBQs also go towards Nippers fundraising so are very important to us. We will Nipper parents for volunteers before these events and ask that you try your best to help out. Beach and Water Set Up Help is needed every week, from 7:45am onwards, to set up the beach and to ensure that everything is ready to start Nippers. This involves marking out the beach area (for flags/sprints), and putting up the marquees. We rely on parents setting up the beach area because it is important our Age Managers are available to attend the briefing session and catch up with e any parents who have questions / issues that need discussing. 3

4 There will be a set up roster devised for each week. So when you are rostered on to assist set-up, please ensure you arrive early and help out. Clear instructions will been given on the day as to what is required. Beach and Water Pack Up Like the set-up, we will also roster for pack up duties. All equipment needs to be removed from the beach, washed down and put away. Again, clear instructions will be given on the day. Remember, we all want to finish up and many hands make light work! Sunday Morning Nippers assemble at 8.00am, outside on the beachside of the Clubhouse. Children should assemble in their age groups on the beach. Parents must sign their child in (outside the clubroom) so that the session can commence on time. Parents rostered on for beach set up should arrive 15 minutes early (7.45am) to assist with the set up. Nippers is almost always on rain, hail or shine. Activities or locations are amended for bad weather days. If it is decided to move to a different location, we will or text details of this a few days before. A general announcements and conditions briefing will be made to everyone (Nippers and parents). Parents are then requested to remain behind for a parent briefing so any further information can be discussed without the distraction of the Nippers. Please be on time and listen to announcements so that you are aware and up-to-date with all matters concerning your children. Feel free to ask questions or seek clarification at the parent briefing. Children MUST wear their Coolum Nippers age group cap and the pink high-visibility water vest/rashie. It is important you label all clothing. Children must have sunscreen applied prior to the commencement of Nippers. We also recommend they wear the suppliedrashie under their pink singlet for further sun protection. Under the control of their Age Managers, children then take part in fun on the beach and in the water. Remember that parent involvement is highly encouraged. Nippers has senior members and coaches who will assist in the skills and knowledge training. Note: during Nippers, a parent or guardian is required to be at the beach at all times. Nippers is not a child-minding service. At the conclusion of the day s events, parents must sign their child/children outand remove their cap. This is very much a safety issue so that the Age Manager knows the child is accounted for and being cared for by an adult. If you need to leave early, the parent/caregiver must sign the child off first and inform the Age Manager (do not just leave). Every Sunday we run a BBQ as a fundraiser, but also as an opportunity for families to socialise with each other and the kids to refuel and relax. We encourage you to make Coolum Nippers an integral part of your social calendar and can guarantee you will make some great friends. 4

5 Attendance Children must be signed on and off with their Age Manager each week. Awards are given at the end of the season to all children who have attended 51% or more Sunday mornings (including inter-club activities). Age Groups Nippers is divided into nine age groups, ranging from combined Under 6-7s (U6-7 Green Caps) through to Under 14 s (U14). The age group is determined by the child s age at midnight on 30 September each year. Clothing As part of your membership, each Nipper will receive an age colour cap and pink singlet. These are essential to Nipper identification and safety; as such these are compulsory and must be worn at all times whilst the Nipper is signed in. This season a free rashie is also provided and may be worn underneath the pink singlet. Club branded swimwear and clothing is also available for sale at the club throughout the season. This is not compulsory for Sunday Nippers but must be worn by any Nipper competing at Carnivals throughout the season. We try our best to keep these prices as low as possible and in most cases swimwear is sold at cost. Age Group Caps At Coolum Nippers, each age group has a different coloured cap. This is done as an easy way to identify the different groups and makes it easier to locate a particular group on the beach. Coolum s competition cap colour is Red. If your child chooses to compete at carnivals a Red competition cap will be provided. Club caps must be worn at all times during Nippers activities. All Nippers must wear their cap during events. They must finish all events with the cap on the head and tied under the chin otherwise, they can be disqualified at carnivals. Caps are worn for safety reasons so children can be seen in the water and differentiated from Water Safety officials and others who may be having a casual swim. As such, it is important that the cap is removed as soon as the child has been signed off so it is clear they are no longer the responsibility of Coolum Nippers. Equipment Coolum Nippers is proud to be able to provide the full range of equipment required to participate and compete. This includes a range of boards suitable for all levels of expertise; even some small boogie boards for the U7 s to develop their skills. It is important that we all take responsibility for this equipment to ensure we can continue to provide the best. We understand that sometimes damages happen; all we ask is that your Age Manager is informed so we can organise repairs. 5

6 Nipper Events and Disciplines These can be divided into two groups beach events and water events. Not every event is completed each week. Weekly training leads up to these events, some of which are carnival events. Beach events include: Beach races running over a set distance on the sand Flags lying flat on the sand, then getting up and running a short distance to grasp lengths of hose standing in the sand. The event is run over a number of rounds with a child eliminated each round until there is an eventual winner, Beach relays teams of four run a relay over similar distances to the beach races Surf wade running through shallow water around a heavily supervised course (usually for younger age groups) Water events include: Surf swim swimming from the beach, around buoys and back to the beach Board race similar to the surf swim, but paddling boards around the course Run-Swim-Run a race combining two sprints along the beach, separated by a swim leg, Iron Man/Iron Woman a race involving running on the sand, swimming and paddling a board around a set course Board relay a team of three paddle their boards in turn around the course Cameron relay a four person relay involving a surf swim, board race and two beach sprints Board rescue - a two person event where one person swims out to a buoy and the second paddles out on a board and then both return to the beach on the same board Carnival Events Competition events for Carnivals include: U8: Individual sprint, beach flags, wade race, sprint relay, wade relay and team events at some carnivals. U9 and U10: Individual sprint, beach flags, sprint relay, surf swim, board race, swim teams, board relay and sometimes Cameron relay. U11 and up: Individual sprint, beach flags, sprint relay, surf swim, board race, swim teams, board relay, board rescue, Cameron relay, Iron Man/Iron Woman. At all carnivals, competitors wear the Coolum club cap. All competitors in beach and water events must have passed their competition proficiency (see Proficiencies Section) in swimming to be eligible to compete in events at carnivals, including beach events. Similarly, they must complete their Age Award prior to the Branch Carnival. 6

7 Carnivals Coolum is a member of the Sunshine Coast Branch of SLSQ. The Board of Junior Development conducts carnivals during the season for U8 s and above. These carnivals are competitions between the different surf clubs. Not all children wish to compete in carnivals and being a good lifesaver does not depend on carnival participation. However, for the majority of children, participation can be an enjoyable and rewarding experience. We encourage all Nippers to represent the Coolum Club. We take pride in our teams and enter as many Nippers as possible. Carnivals are fun and engender great team spirit. Participation Whilst carnival participation isn t compulsory, we do recommend Nippers give it a go. This not only enables them to test their skills against other clubs, but is also a great team experience where you get to support each other and develop friendships. Make sure you tell your Age Manager if your Nipper would like to attend a carnival but you won t be able to take them. In many instances we can organise transport and chaperoning. Carnivals are broken into U8-U10 and U11-U14. The U11-U14 carnivals are competitive and the competing Nipper earns points (and medals) for themselves and their club.the U8-U10 carnivals are participation only. This means that the Nipper gets an opportunity to experience what it is like at a carnival, without the added pressure of earning points etc. We strongly recommend all Nippers have a go at these carnivals. Child and Youth Risk Management Strategy SLSQ recognises that strategies and processes in the identification and management of risks of harm to children and young people are essential to the creation of a safe and supportive surf lifesaving environment. We acknowledge that our staff and volunteers provide a valuable contribution to the positive experiences of our junior activities and youth members. SLSQ is committed to ensure the protection, safety and welfare of our young members and believe that we must place the safety and welfare of children and youth above all other considerations. This is particularly important considering approximately 41% of our total membership is under the age of 18. The Commission for Children and Young People and Child Guardian Act 2000 and the Commission for Children and Young People and Child Guardian Regulation 2011 require regulated organisations and businesses to develop and implement a child and youth risk management strategy which aims to keep children and young people safe. Each club must include the eight minimum mandatory requirements within their Club Child and Youth Risk Management Strategy. The Commission for Children and Young People and Child Guardian Act 2000 and the Commission for Children and Young People and Child Guardian Regulation 2001 outline the following eight minimum requirements as follows: Commitment 1. A statement of commitment to the principles of safe and supportive service environments; 7

8 2. A code of conduct. Capability 3. Recruitment, selection, training and management strategies that encourage best practice and enhance the safety and wellbeing of children and young people. Concerns 4. Policies and procedures for handling disclosures and suspicions of harm; 5. Policies and procedures for the occasions where there might be a breach of the organisation s Child and Youth Risk Management strategy; 6. A planning process for high risk activities and special events. Consistency 7. Policies and procedures for compliance with Part 6 of the Commission s Act, which regulates the Blue Card system; 8. Strategies for communication and support for all stakeholders including children and young people. Working with Children Check The Working with Children Check is a detailed check of a person s police information (if any) including charges or convictions. This involves a check of relevant police information held by Police Services in Australia. The Commissioner also considers relevant disciplinary information held by certain professional organisations. In addition, information from police investigations into allegations of serious child-related sexual offences can be taken into account, even if no charges were laid because the child was unwilling or unable to proceed. Surf Life Saving is a source of fun, enjoyment, health and wellbeing for all who choose to participate. In order to show commitment to the safety and welfare of members and others who engage with the association, SLSQ has developed the Blue Card Screening Policy. It has been created to protect all SLSQ individual members who are under 18 years of age from all forms of physical or mental violence, injury, exploitation and abuse (including sexual abuse) while under the care and conduct of any Surf Life Saving leader, trainer, age manager, team manager or coach. It is a requirement that all volunteers over the age of 18 must hold a Blue Card or exemption notice before they start volunteering in any area of regulated employment, regardless of how often they come into contact with children and young people. As we expect all Nipper Parents to be available to assist in the running of Nippers, be it as an Age Manager or just helping with the BBQ or set up, we require them to have a Working with Children Check (Blue Card). Don t worry, this is part of the Nipper Registration process. Club Championships Club Championship events will be held throughout the season. These events will be advertised prior to the day.. The combined total of results from these events determines the top place getters in each age group (U8 and above). There is always a boy champion and a girl champion in each age group, as well as runner ups. Nippersmust attend more than 51% of the season and be proficient to be eligible for Club Championship awards. 8

9 Coaching and Mentoring Nippers is a way of introducing children to surf lifesaving and provides a pathway to both surf competition and community service through lifesaving patrols. Nippers also aims to teach children to be competent and safe in the beach/surf environment. To achieve our goals, we are constantly looking at ways to improve the children s skills. There are many talented Lifesavers in the Coolum Club and many of these assist in the teaching, coaching and mentoring in their area/s of specialisation. This approach is designed to release Age Managers from being experts in all fields to concentrate on their management and support role more effectively. Mid Week Coaching We hold mid week coaching sessions across most disciplines. These are over and above the normal Sunday morning training and are aimed at those Nippers who really want to further develop their skills. This will obviously help those Nippers wanting to compete at carnivals, but sessions are open to all Nippers. We encourage all Nippers to make the most out of these additional coaching/training sessions to help them become the best Lifesavers they can be. Code of Conduct Nippers Code of Conduct Participate to your best potential Follow the rules Be a good sport Treat others as you would like to be treated Listen to your Age Manager and Water Safety Personnel Remember, the aim is to have fun and improve your ability Respect others regardless of their gender, ability, cultural background or religion Parents Code of Conduct Encourage children to play by the rules Encourage the effort as being as important as the result Work towards improving skills and sportsmanship Recognise and encourage good efforts Do not yell or abuse a child Do not publicly question an official s decision Recognise the efforts of volunteers Do not make an unwilling child participate in activities Remember children are involved in activities for their benefit not yours Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion Other Codes of Conduct A full list of Codes of Conducts can be found on our website ( under the Strategies tab. 3 Strikes Policy - Behaviour Management 9

10 Please respect that our Age Managers are volunteers who have given up their time to try and make Nippers a fun and great learning experience. Unfortunately, sometimes this can be made difficult due to poor behaviour from Nippers. To assist our Age Managers as much as possible, we promote and support a 3 Strike Policy. If a Nipper is doing something that the Age Manager believes is inappropriate or unsafe, the process is as follows: : Step 1: The Age Manager will ask the Nipper to stop what they are doing. Step 2: If the Nipper continues the behaviour, the Age Manager will remove them from the group and get them to sit out for a period of time. Step 3: If the Nipper continues the behaviour after a time out, the Age Manager will tell the Nipper to finish up for the day. As a parent, you will be required to sign your child off for the remainder of the day. We ask that you respect the Age Managers decision. Injury and Insurance Your child is covered by relevant Personal Accident Insurance or WorkCover in the case of injury. Personal Accident (U13) Insurance - Junior members under the age of 14 are covered by the association s Personal Accident and Public Liability Insurance that provides coverage for non-medicare medical expenses (i.e. dental, physiotherapy) subject to a limit of $5,000. These expenses must be incurred within 12 months of sustaining injury. WorkCover Members who are 14 years or older will need to claim through WorkCover. WorkCover claims must be submitted for an injury sustained during participation in an SLSQ approved activity. For current WorkCover claim forms members should contact their relevant Surf Club or Branch office. Communication is an effective way of communicating with a large number of people. We primarily communicate this way with our members and, for this reason, we ask that you provide us with a current address and advise us if your address changes. During the season, we will send out a general communication each Wednesday. In the case of last minute communication or anything that is deemed important, we will use SMS. This will be for such instances as a Sunday being cancelled due to extreme weather. The Nipper notice board is outside the Nipper gear shed and will have important notices and updates. Lastly, we hold Nipper parent briefings at the start of every Sunday session. These are after the Nippers have gone down to the beach and are a chance for you to ask questions of the committee as well. Fundraising and Sponsorship Coolum Surf Club and Nippers rely on fundraising and sponsorships to operate. This not only allows us to keep our membership prices down, but to have the equipment we require to run a safe Nipper program. 10

11 Fundraising The Nipper BBQ is the primary source of fundraising for Nippers. This includes the normal Sunday BBQ as well as special event BBQs (such as the Ironman). We also get involved in the annual Lifesaving Surf Appeal. Sponsorship We are always looking for sponsors to help out. If you are interested in sponsoring in some way, please speak to someone on the committee. Life Saving Awards (Junior Development Awards) Surf Life Saving Australia has developed a comprehensive training programme for Nippers. The content is tailored to each age group, and the program is based on participatory evaluation and not assessed on competence. In other words, children need only be actively involved in each of the lessons to be eligible for the award. Again, the emphasis is on fun. Surf Play 1 and 2 ( U6-U7) focus on play, participation and fun. Simple beach safety and awareness lessons such as basic safety practices during activities, what makes up a beach environment, sunsmart guidelines, the importance of being with an adult at the beach, what a lifesaver is and what they do. Surf sports skills involve wading, beach sprinting and beach flags. Surf Aware 1 (U8) focus is on understanding, identifying and demonstrating sunsmart guidelines and dangers that relate to themselves, as well as what it means to feel safe. They learn to recognise whether they are, or someone else is, in an emergency situation and how to get help. Ecosurf discusses the beach environment and communities surf lifesavers operate in. Surf sports skills focus on bodyboarding, wading, dolphin-diving, beach sprint starts and beach flag starts. Surf Aware 2 (U9) builds on Surf Aware 1. The idea of a personal safety network is introduced so children are comfortable asking for help. Children are given safety tips and learn more about hazardous surf conditions. Ecosurf talks about the impact surf lifesavers can have on the beach. Surf sports skills focus on board positioning and paddling, sand running technique and diving for a beach flag. Surf Safe 1 (U10) identification of adults at surf clubs they can ask to help. The Ecosurf focus is on water conservation and sun safety and the consequences of skin damage. Children learn about rips, recognising unsafe behaviours and relating these areas to preventative actions. Rescue techniques are introduced and children learn to use boards to assist other swimmers. Surf sports skills focus on entering and negotiating the surf on a board and beach relay baton changes. Surf Safe 2 (U11) at this level, children have the ability to learn more technical aspects of lifesaving and are able to be more physical in surf sports skills. Children are encouraged to persist when needing help. there is a strong focus on recognising at risk people. Interpersonal and beach signage communication is introduced. Surf sports skills focus on board dismounts, catching waves on a board, board relay, surf swimming techniques and crouching beach sprint starts. Surf Smart 1 (U12) children learn about their rights and responsibilities as members of SLSA, and consider personal health and wellbeing. More beach signals are introduced, and the use of these in the context of beach rescues is considered. Board rescues are undertaken. The focus of surf sports skills is to complete all the skills in each skill set and includes rolling under a wave on a board, diving under large waves, beach sprint arm and leg drive, and beach flags race strategies. 11

12 Surf Smart 2 (U13) looks more broadly at surf lifesaving safety from various viewpoints SLSA member safety and wellbeing, climate change and the impact on surf lifesaving, communicating with beach users, other professional emergency services and surf safety tips. The focus of surf sports skills is on bringing all the skills learnt in previous awards together to participate in an event for each of the disciplines: board race, board rescue, surf race, run-swim-run, beach sprint, beach relay, beach flags, ironman / ironwoman and cameron relay. Includes a Resuscitation Certificate. SRC (U14) Surf Rescue Certificate (SRC) This provides a good background and preparation for the Bronze Medallion, which can be obtained at age 15. This is the last year of structured junior activities and the first where Nippers can start to participate in regular surf lifesaving activities patrols, open carnivals. They can also assist as Water Safety Personnel for the rest of the Nippers. The SRC comprises a number of skills and knowledge lessons. This can either be run over 6 weeks with midweek theory sessions, or as a week long course during school holidays. This depends on Trainer availability. 12

13 Proficiency There are two types of proficiency requirements one to be able to participate in regular Sunday activities (known as Preliminary Skills Evaluation), and one for Carnival activities (Competition Skills Evaluation). These minimum requirements have been set by SLSA in order to maintain safety and lifesaving standards. 14 Surf Rescue Certificate Every child must be deemed competent in the Pool Evaluation before attempting the Beach Evaluation. Every child must be deemed competent in both the Pool Evaluation and Beach Evaluation to be eligible to participate in Nippers for the season. Every child who wishes to undertake the Competition Evaluation must first be deemed competent in Beach Evaluation. Coolum Nippers Preliminary Evaluation standards are higher than the minimum required by SLSQ. Competition Evaluations listed above are as required by SLSQ. Important Points: Coolum Nippers has a higher standard for our evaluations than the SLSQ requirements. This takes into consideration Coolum Beach conditions. Both the Preliminary and Competition Evaluations are required and assessed on the Proficiencies day at the start of the season. Nippers who are unsuccessful at their first attempt are encouraged to try again at a later opportunity. Except for the U14 s, there are no time requirements on the Preliminary Skills Evaluation swims. Every Nipper is required to participate in the Preliminary Skills Evaluation, conducted by the club, prior to any junior water activity training or competition being undertaken. The Competition Skills Evaluation must be achieved before being eligible to compete at carnivals. This includes beach competitors. To compete at a Championship event, Nippers must also need to have completed and achieved the appropriate Surf Education Award for their age by 31 December. The Preliminary Skills Evaluation and Competition Skills Evaluation will be supervised by an accredited SLSA assessor who may be assisted by club officials. Water Safety Coolum Nippers takes water safety very seriously. Due to the changing nature of beach conditions, we have several strategies in place to ensure the safety of all Nippers. The Water Safety Coordinator is responsible for the overall safety of Nippers in the water. They liaise with the Patrol Captain each Sunday and decide if the surf conditions are suitable to conduct activities and if so, the best locations. If conditions become unsafe, activities will be altered or stopped. The guidelines for water safety are laid down by SLSQ and must be adhered to by all. Water Safety Personnel must be suitably qualified (Bronze Medallion or SRC). Water Safety Personnel must wear bright orange caps and orange rash vests during water activities to easily identify them. There is a minimum ratio of Water Safety Personnel to Nippers of 5:1. This ratio may be increased by the Water Safety Coordinator if after completing their risk assessment form they feel the conditions warrant it. An allocated Nippers IRB (Inflatable Rescue Boat) will be present during water events whenever possible. 14

15 No water race or activity will commence unless there is sufficient water safety personnel. These guidelines are non-negotiable. If we do not have sufficient water safety, we will not undertake water events or will restrict the numbers involved to achieve the required ratio. So remember, as a parent if you feel you can get your Bronze Medallion of Surf rescue Certificate to help out, we strongly recommend you do. The more water safety, the more we can do and the safer the Nippersare.
