2 Ray Fien started by asking everyone to introduce themselves with the following information: Name, Club, Years in Lifesaving, Goal For JAC's Chico provided an update on where they are sitting for this season. If you are interested in having Surf Volley attend your Nipper program please contact Peter Chico on the following details: Peter 'Chico' Jones or through Chico asked who receives his s. Not many people did so he asked to get contact details and he would add you to the mail list. Action Item: Add to JAC AGENDA double check if JAC s are happy to have addresses to be passed on? Dean presented the South Coast Branch position of 2591 children (avg 216 per club), between the ages of 5 to 13 are released into collective care each week. The numbers across the state were growing up until the 2009/2010 season, and since have been trending down - until this season. This season is going to be a good year! Ray presented the state junior comparison figures North Queensland Branch North Barrier Branch Wide Bay Capricorn Branch Sunshine Coast Branch South Coast Branch Point Danger Branch 2012/ / /15 South Coast Branch is had a good 2014/2015 season as they are up 3%, compared to 2013/2014 season. Our membership figures presented the pie graph on what the percentages look like as a state. Great to see we have 26% of the membership in JA. Ray presented figures identifying that we have 27% membership is associated members. These members need to be turned into active membership, this can happen my using the family participate program. We will show this you later in the presentation. Ray went through each club numbers asking the JA for that club to comment on why they are up or down on last years numbers. Point lookout - increase due to ferry and a lot of local families joining 2

3 Coochiemudlo - went backwards, Coochie ferry are still offering nippers free transport when in full uniform Southport- Sign On next week and had a good previous season Surfers - good and bad year, two age mangers per group and going for a 10% increase each season Northcliffe - are absent Broadbeach - communication was missing. But this year hope to plan a mini carnival Kurrawa communication has been good around the nipper groups. Strong promotion and the target is 300 for the season Mermaid - focusing on coaching as we no longer have Hayley as the surf coach. We held a youth camp out of season. Nobby's beach They are looking at promote their club more this year Miami - doing well, target is 200 as this is what they could handle and about 75% young people are our patrolling members North Burleigh- are absent at the moment Burleigh - target is 350 in 2012/2013 season, need to hold an U14 s and need to promote Ray spoke with talking to marketing/ community awareness about targeting high school rather than primary school Membership stats give us the information to say that members come and go about 3 or 4 times in a life time. In this the average stays for 4 years If we can start working with our under 12 now, we have the chance to retain theses members until U14. Our Surf Lifesaving figures have been compared to other sports. We have the same trend line as other sports. One of the sports with a biggest drop off is soccer. Bridging course for the kids who have never participated in a nipper program before? Suggestion was made to develop mentoring program for these kids. Action Item: Add to JAC AGENDA Look at developing a mentoring program for the kids that haven t participated in nippers. Courtney explained the surf club structure, including code of conduct and policy/ procedures that affect Junior Activities. These can all be found on the Members Portal ( or refer to the Junior Activities Manual. We have had a few enquires about providing a timetable of a typical Junior Activities timetable that clubs could follow. 3

This is based on a sample of a couple of structured JA s club constitutions. Depending on the size of the club and the official constitutional requirements this will vary but will be essentially the same. It is important that if the club begins building their own document, that it reflects the constitution titles, responsibilities etc. The templates are easily edited Position Descriptions The CYRM strategy has also put together a position description for each role in the organisation chart. No need to reinvent the wheel just checks it s alignment with the club constitution and needs. (In your SCB Folder). Position descriptions are important because they provide people with a clear structure around their responsibilities. These will also be posted on the Members Portal. Library- Members & Club Development Protection Child Youth Risk Management Analogy of a new job! Would you expect to be employed by a company in today s society without a PD? No. SLS is no different. Ray explained the role of the State Junior Activities Advisory panel (JAAP). Their role is to consider matters of interest and relevance for junior activities; Seek the views of members, leaders, Clubs and Branches through forums and consultative mechanisms; Consider matters referred to the Panel by the State Membership Services Committee or State Membership Services Officer. Outlining the panel consists of each Branch Junior Activities Chairperson, the State Junior Surf Sports Advisor, and the Jnr Activities Advisor as Chairperson. 4

5 Branch Meetings are planned for the Second Tuesday of each month (September - March), then bi monthly (April August). Insurance and Affiliation Fees Registration Fee - $23.00 (excluding GST), which is apart of the club membership. How you can do a sign on through the members portal (lifesaving online) or hardcopy membership form as per SLSA or the membership form with the Pool swim on the bottom as per SLSA. A child turns 5 years before the 30 th September of that season; that child will be registered in the 6 age group for that season. If a child turns 5 years after the 30 September of that season; this child will not be able to register for this season. 2015/2016 Junior Preliminary Skills Evaluations What is different? Assessor Requirements as per Last season - If you are unsure please refer to the Junior Activities Manual Under 13 Prerequisites Resuscitation as per last season. If you are unsure please refer to the Junior Activities Manual How does it work? Refer to the Junior Activities Manual page 21 and 22 Who can assess the evaluation Pool Swims Can only be assessed by: Level One Pool Coach, SLSA Surf Coach, Austswim instructor, or SLSA SRC/Bronze Assessor Junior Activities Accreditation Officer NOTING: PROOF OF ACCREDITATION OF POOL COACH, SURF COACH OR AUSTSWIM INSTRUCTOR MUST BE GIVEN TO THE BRANCH OFFICE New Pool evaluation form can be found on the member s portal: Member & Club Development Nippers - QLD Preliminary (Run Swim Runs) & Competition Evaluation Can only be assessed by an SLSA SRC/Bronze Assessor Junior Activities Accreditation Officer 5

6 Noting: Submitting the master attendance sheet for the Preliminary (Run Swim Runs) & Competition Evaluation with a FM14 to branch. No pool swim sheet required unless they are together. Age Awards Can only be assessed by an SLSA SRC/Bronze Assessor or Junior Activities Accreditation Officer Noting: Age Managers are to complete the Junior Development Resource Kit Record Sheets and sign them. These are to be attached to the junior award request prior to being submitted to the Branch. U 14 SRC must be assessed by a SLSA SRC/Bronze Assessor. Junior Age Awards Under 13 Prerequisites Resuscitation as per Last season. If you are unsure please refer to the Junior Activities Manual SRC Pre-Requirements - The SRC is usually a stepping stone towards the bronze Medallion. The requirements to complete a SRC: Minimum age of 13 years old on Ability to complete a 200m Pool swim in under 5 minutes Attend a 40 hour (approx...) course (spread over a number of days/weeks as determined by you Under 14/15 Program If you are interested in obtaining the resources please let Dean or Courtney know and we will be happy to provide you with these. Junior Development Resource Kit Contains all the resources to ensure that all Junior Activities Members attain their respective age award during each season. It can be found; Members Portal > Library > Member and Club Development > Nippers > JRD Kit (SCB Folder is a hard copy of this) Attendance Sheets SCB was going to be disrupted attendance sheets to each. However during the review Courtney found that they are all about the same as the clubs ones anyway. Courtney will Circulate the SCB Attendance sheets Processing of Age Awards Please ensure you follow the procedures in the Junior Activities Manual Page 25 Junior Activities Accreditation Officers The JAAO will be able to sign off on the following junior proficiencies and awards: age level pool evaluation (pool swim) age level beach evaluation (run swim run) competition evaluation 6

7 age award as per the SLSA Junior Development Age Guides. For members interested in obtaining this award and assisting with Junior Activities the following prerequisites must be in place: hold as a minimum an Age Managers Accreditation (at least one season in this role) be a minimum of 18 years of age be proposed by the club JAC and Chief Training Officer (CTO) for endorsement & recording at the Club Management Committee (or equivalent) be entered onto SurfGuard as per the hand out. Providing a Safe Environment SLSQ Child & Youth Risk Management Strategy SLSQ has created a user friendly resource to ensure that all clubs and branches are meeting the legislative requirement to have a documented risk management strategy in place. Both electronic (found on members portal) and hard copy documents. Annual Audit Requirements Commitment signed and signed training registers Inducting Parents and Members extremely important to ensure open channels of communication and that all are aware of culture and policy etc. Try a group one to save time. SLSA Sun Safety Policy SLSA Member Protection Policy Under 7 Junior Activities Policy Comment was made my Ray about it might be coming out as it doesn t refer to the Under 6 s. SLSQ Heat Management Policy SLSA Youth Policy All SLSQ & SLSQ Policies can be found on the Members Portal: Library - Governance, Policies, Forms, SOPs and more - Policy SLSA water Safety Policy SLSA policy released July 2014/15 Junior Ratios - Comment was made from Ray. 1:7 is the ratio. Referring to the JAC Manual- Recommendation the supervision ratio of 2 leaders to 20 participants. If two leaders are available, preference would be for one male and one female. Must have water safety supervisor who doesn t count in the ratio at Nipper Sunday and Training Unqualified & qualified training together must use unqualified ratios 7

8 75% water safety personnel must be in the water If need an on beach observer, not counted in ratio Highly recommended IRB/ RWC which account to ratio, must be patrolling the course Uniform Summary table added Note Cap and/ or Rash Shirt mandatory for water safety Risk Assessments - Beach Assessment App Can be gained by filling in the Form 49. This must be completed by the coordinator and stored in a centre place at the club. %20IT%20Systems%20access%20form%20%28Right%20click%20and%20%27Save%20Link% 20As%27.pdf Water Safety Ratio Pool Proficiency (1:5 ratio) Training Activities approval Mid-week activities see section 17 of the POM s/ Training approvals - Training of all JAC must be approved by the club executive and also send to the branch. The Branch will ensure the Director of Lifesaving signs off on the training plan. Risk assessments this includes coaches Sunday activities chain of responsibility as per the JAC Manual Note: Seniors are proficient for 12 Months Juniors is different, needing to do the 2015/2016 proficiency as soon as they sign on. SRC s completing before the 1 st July need to complete proficiency that season. Age Managers Compliance Age managers accreditation is mandatory Pre-requisites for becoming an Age Manager Those Age Managers of an U6 or U7 age group must be a minimum of 18 years old hold a current Working with Children Blue Card or exemption notice highly desirable that they obtain a Resuscitation Certificate as a minimum requirement and/or be encouraged to obtain other association awards i.e. SRC/Bronze. Age Managers who don t hold a Bronze or SRC must complete an Observers Certificate. On the Beach/ Supervision Ratio - SLSA provide the following guideline for on the beach activities recommending the supervision ratio of 2:20 (Leaders to participants) if two leaders are available, preference would be for one male and one female. 8

Pathways in Lifesaving Club, Branch, State & National programs SLSQ Pathways break down age groups into: Leadership roles Development programs Obtainable awards Overview SLSQ Pathways Project Surf Life Saving provides a diverse range of opportunities for engagement and development across the organisation. The shear size and variety of roles across the organisation can be very difficult to articulate and understand. When all of these roles and pre-requisites are put on paper it becomes a very large body of work that isn t easy to navigate or sell to people who are looking for new opportunities or more expansive roles. Hard copy information also doesn t allow an explanation of the pathways people have taken to arrive at where they are in Surf Lifesaving currently. Therefore, the value and benefits of engagement must come from the members themselves if we wish to involve more people in ways they never thought possible. 11

12 The development opportunities and training/ education provided through surf lifesaving can also lead members to any number of careers either within surf, in related emergency service organisations, or other careers, and this progression needs to be shared to ensure that we are the volunteer organisation of choice.
