1 3411P Automated External Defibrillator (AED) Program PROCEDURES The program anticipates that employees who are present when a potential sudden death incident occurs, if trained, will react to such an incident by activating the EMS response. The program makes an AED available at designated sites for these potential incidents in an attempt to intervene through the use of both Cardio-Pulmonary Resuscitation (CPR) and AEDs according to the guidelines of the American Heart Association and/or the American Red Cross. Employees trained as rescuers will use the following guidelines in complying with this policy. These employees will call 911, follow CPR procedures, and retrieve the AED as training indicates. 1. Approved Equipment 2. Training The Lifepak CR Plus has been provided for this program. The device conforms to Community Responder Program and King County standards for AEDs, which includes an event documentation system with at least 20 minutes of both voice and ECG recording. The district will maintain on file a specifications/technical information sheet for each approved AED Model. All AED rescuers/providers will undergo an initial training course approved by the Washington State Department of Public Health in the use of Automated External Defibrillators. The AED training course shall be consistent with the approved Department of Health training program. Employees using an AED will only be held to the standards of the Good Samaritan act. Employees initially identified to receive training may include the following individuals: Administrators, School Nurse, Athletic Directors, Athletic Trainers, Office Managers and office staff with Health Room responsibilities. Additional staff may be trained as identified by building administration. Proficiency training for designated school site employees is required every two years. 3. Skills review and proficiency demonstrations The provider will need to demonstrate proficiency in adult CPR, and the following: 1. Safe and effective use of the LifePak 500 Lifrpack CR Plus or other approved AED device. 2. Perform in a single or multi-shock practical exam conducted by a qualified American Heart Association and/or American Red Cross instructor. 3. Demonstrate common trouble shooting techniques used with the LifePak Medical Direction

2 The district AED program follows the state approved Medical Direction. The following are standing orders to be followed in the event of a possible cardiac arrest situation where a Community Responder is called upon to perform resuscitation procedures. PRE-EVENT: 1. Accessibility, Availability, and Security During school hours the AED will be housed in a secure designated location. This location shall be specific to each school but be positioned to allow the device to be easily seen by staff. The position should allow staff members to retrieve the device outside of normal school hours. It is the responsibility of the principal to identify a staff member during the school hours. After school hours, the AED may be moved from its designated location by an AED trained Athletic Trainer to support athletic department activities. A visible sign must be left in the place of the AED with the phone number of the Athletic Trainer, clearly indicating that they have possession of the AED. Contracted and other community activities are not guaranteed access to either the AED or a trained staff member. 2. Routine Maintenance: The AED will perform a self-diagnostic test every 24 hours that includes a check of battery strength and an evaluation of the internal components. a. An assigned team member will perform a daily AED check following the procedure checklist. The daily calendar will be initialed at the completion of the daily check. The procedure checklist and calendar will be posted with the AED. b. If the battery is found to have inadequate voltage, indicated by a flashing or solid lit battery indicator on the front surface of the AED, the assigned team member will replace the low battery with the spare battery from the battery pouch on the side of the AED. They will then immediately call the Community Responder Program Office at c. If the AED is in need of service, the wrench shaped indicator light will illuminate. If the service indicator light is flashing or solid, removed the AED from service and notify the Community Responder Program Office at immediately to arrange for service. d. The assigned team member will check the AED monthly for the expiration dates on the defibrillator pads and batteries. Upon finding supplies that will expire within the next 2 months, notify the Community Responder Program as soon as possible and replacement supplies will be provided. This monthly check will be documented on the AED checklist by initializing and circling the initials on the date the check was performed. EVENT: STANDING ORDERS I. Scene safety:

3 Rescuer safety is of utmost importance. Rescuers are volunteers and are not expected to place themselves at risk in order to provide aid to others. Instead, the scene or environment around a victim must be made safe prior to attempts to assist. A. Verify that the victim is not in contact with any live electrical connections. B. Remove the victim from any exposure to water to a dry surface, whenever possible. C. Refrain from using any portable radios near the victim while the AED is analyzing. II. Recommended response to potential sudden death incidents: During School Hours: Assess consciousness At any school phone: Call 911. At any pay phone or cellular phone: Call 911. At any school: Call the main office and alert them of the emergency. If possible, send a runner to the main office. The office staff will contact the on duty response team member and notify them of the emergency and the location of the unconscious person by direct contact phone call to their room/cell phone or over the school paging system. The office staff will assign someone to get the AED and take it to the scene, as will the responding response team member. CPR trained individuals or the designated response team member will begin assessing the victim for responsiveness. Open the airway determine absence of respirations. IF NOT BREATHING: give two quick breaths (must cause the chest to rise). Check the pulse. If pulse is present, but the victim is not breathing, provide rescue breathing, once every 5 seconds. If no pulse: Begin compressions (must have proper hand placement). POWER ON the AED. Attach pads to patient s bare chest in proper location. Clear victim before analysis and shock. Make sure no one is touching the victim, cables, clothing, or AED. If the AED detects a shockable rhythm, it will charge itself. Look around to make sure no one is touching the person and call loudly STAND CLEAR. Depress the shock button when directed by the AED, and after clearing the victim. Check breathing and pulse after no shock indicated message.

4 Continue with CPR and re-analyze with the AED every 1-2 minutes. If the victim regains a pulse but not breathing; perform rescue breathing. If the victim should regain a pulse and breathing, place them on their side in the recovery position and monitor pulse and breathing very closely. Turn over responsibility for care of the victim upon request of the Fire Department. DURING AFTER SCHOOL EVENTS: During Athletic Trainer covered athletic events: Assess consciousness. Call 911. Alert the Athletic Staff of the emergency by sending a runner to inform the Athletic Trainer, Athletic Director, or Field/Gym manager. If present, the Athletic Trainer or Athletic Director will bring the AED to the scene. If an AED trained individual is available, CPR and AED procedures should be initiated while awaiting the arrival of the Fire Department. Other School events (If AED is available): Assess consciousness. Dial 911. Following the routine procedure, alert the supervising staff member of the emergency. If trained, the supervising staff will bring the AED to the scene and CPR should be provided until relieved by the Fire Department., as training allows. IF an AED trained individual is available, CPR and AED procedures should be initiated while awaiting the Fire Department. POST EVENT: I. Event Data: Immediately following the conclusion of the incident, the staff member will contact the Community Responder Program Office at and arrange an interview. Agree to provide the event documentation module/tape/pc card to the Community CPR- AED Coordinator whenever there is a clinical use of the AED. Agree to post event, face to face debriefing session with the Community CPR-AED Coordinator. The staff member will document the name of the Fire Department Office on the Snoqualmie Valley School District Incident/Accident Form and forward a copy of the form to the Director of Student Services at the District Office on the next business day. Following the use of an AED the designated response team member will replace the single use items stored with the AED as quickly as possible.

5 Critical Event Stress Debriefing The Community Responder Program will arrange an informal stress debriefing.
