Maximum of three entries per individual event. INTRODUCTION & OBJECTIVES The purpose of this document is to set out the criteria that will be used by Swimming Canada to nominate athletes and coaches for the 2018 Commonwealth Games Team. II. GENERAL INFORMATION Swimmers Only Swimmers identified by these criteria will be considered for nomination. The following conditions must be satisfied to be eligible for nomination to the 2018 Commonwealth Games Team: 1. A Swimmer must be able to represent Canada in accordance with the eligibility requirements set out by FINA ( the Commonwealth Games Federation ( and Swimming Canada (CGR1) and must hold a Canadian passport which expires no earlier than November 1, A Swimmer must declare him/herself available for nomination prior to July 1 st, 2017 using the form at the following link (available as of May 1 st, 2017). Any Swimmer who does not declare themselves eligible by this deadline may not be considered for nomination to this event. 3. Nominated Swimmers must sign the Swimming Canada Athlete Agreement by January 1 st, Where the Swimmer is under the age of 18 years, the Swimmer s parent or guardian must also sign this agreement. Copies of the Swimming Canada Athlete Agreement are available upon request to Swimming Canada. 4. Nominated Swimmers must sign and submit the Commonwealth Games Canada (CGC) Athlete Agreement no later than January 1 st, Nomination does not guarantee selection. Selection is subject to Commonwealth Games Canada (CGC) approval. 6. Nomination does not guarantee specific event entry. Individual entries and relay team composition will be determined by the Swimming Canada High Performance Director and March 15, 2017 Page 1 of 5

2 appointed Commonwealth Games Head Coach. All nominated team members are eligible for relay selection. 7. Only performances in Olympic Events are eligible for nomination purposes. 8. All results, regardless of heats or finals, will be considered from the Qualification Meets. Results from Time Trials or official splits in an individual event are not eligible. 9. If nomination is declined, the performance of the declining Swimmer will be disregarded for the purpose of these Criteria. 10. The swimmer team size may increase should additional quota spots become available from Commonwealth Games Canada. Increases in team size will be communicated as soon as possible. 11. Where referenced in this document, FINA World Rankings as of September 6 th, 2017 obtained from the FINA website will be used. 12. Commonwealth Rankings shall be based on the FINA World Rankings for all Commonwealth nations from January 1 st, 2017 to September 6 th, 2017 to a maximum of three swimmers per nation per individual event. Only Canadian Swimmers who have declared their availability for nomination will be included in the Rankings. 13. Commonwealth 4x100 Freestyle and 4x200 Freestyle Relay Rankings will be calculated using the fastest relay performance from a Commonwealth nation from January 1 st to September 6 th, 2017 or the sum of the times of the four fastest ranked individuals (per 100 FS, per 200 FS) per Commonwealth nation in the FINA rankings minus 1.5 seconds, in the same time period, whichever is faster. 14. Commonwealth Medley Relay Rankings will be calculated using the fastest medley relay performance from a Commonwealth nation from January 1 st to September 6 th, 2017 or the sum of the times of the fastest ranked individual in each 100m event per Commonwealth nation in the FINA rankings minus 1.5 seconds, in the same time period, whichever is faster. 15. Swimmers competing in the 2018 Men s NCAA Swimming & Diving Championships are eligible to arrive at the staging camp after March 22 nd due to the conflict of dates. Specific details will be confirmed following nomination. III. NOMINATION CRITERIA S wim m e rs P rio rity 1 Individual Event Nomination 1: Swimmers, based on their performances from the Qualification Meets, ranked in the top 5 of the Commonwealth Rankings in an individual Olympic event will be nominated in rank order to a maximum of 2 swimmers per event. P rio rity 2 Freestyle Relay Nomination 1: To be eligible to submit nominations for the 4x100 and 4x200 Freestyle relay events, Canada must rank in the top 5 of the Commonwealth 4x100 Freestyle and 4x200 Freestyle Relay Rankings as outlined in Section II. General Information #13. If Swimming Canada is eligible to submit freestyle relay nominations, the swimmers will be nominated for each respective Freestyle Relay as follows: The top 4 ranked Swimmers, inclusive of Priority 1, in the 100m and 200m freestyle from the Qualification Meets will be nominated. Relay splits from the FINA World Championships, FINA World Junior Championships and FISU Games will be included in the rankings for this Priority with a relay tolerance of 0.5 seconds added to non-lead splits. 3 To be eligible to submit nominations for the 4x100 Medley relay events, Canada must rank in the top 5 of the Commonwealth 4x100 Medley Relay Rankings as outlined in Section II. General Information #14. If Swimming Canada is eligible to submit medley relay nominations, the swimmers will be nominated for each respective Medley Relay as follows: The top ranked Swimmer, inclusive of Priority 1 and 2, in each of the 100m events from the Qualification Meets will be nominated. Relay splits from the FINA World Championships, FINA World Junior Championships and FISU Games will be included in the rankings for this Priority with a relay tolerance of 0.5 seconds added to non-lead splits. P rio rity 4 Discretionary Nomination 1 : Following all nominations made under Priority 1-3 the Swimming Canada High Performance Director at his sole discretion may nominate additional Swimmers to the team up to a maximum of 30 total swimmers. P rio rity 5 Ind ivid ual E vent N omination 2 : All remaining swimmers from the Qualification meets ranked in the top 5 of the Commonwealth Rankings in an Olympic event will be nominated to a maximum of 3 swimmers per event inclusive of Priority 1-4 and to a maximum of 30 total swimmers. P rio rity 6 Individual Event Nomination 3: All swimmers from the Qualification meets ranked from in the top 8 in the Commonwealth Rankings in an Olympic event will be nominated to a maximum of 3 swimmers per event inclusive of Priorities 1-5. Nominations under Priority 6 are subject to quota spots being available from Commonwealth Games Canada and will be announced at a later date. Any team positions unclaimed after Priorities 1 through 6 are completed shall remain vacant. IV. TIE B R E AK IN G S wim m ers V. 1. Where there is a tie in the Swimmer nomination process from performances at the Qualification Meets, the tied Swimmers second fastest swims in that event from the Qualification Meets will be utilized to break the tie. Should a tie still exist the Swimming Canada Selection Committee and the Swimming Canada High Performance Director shall then have the full discretion to determine a tie breaking method, which they will apply. 2. Where there is a tie in the ranking process as outlined in Priority 1, 5 & 6 the swimmers time will be ranked as a percentage away from the third place time in the Commonwealth in their respective events. Percentages will be calculated to two decimal points. Should a tie still exist after this process the Swimming Canada Selection Committee and the Swimming Canada High Performance Director shall then have the full discretion to determine a tie breaking method, which they will apply. COMPETITIVE READINESS - Swimmers 1. Competitive readiness is defined as the ability of the athlete to achieve equal or superior performance(s) at the scheduled event, as compared to the performance(s) the athlete achieved in qualifying. 2. Athletes who do not remain competitively ready by reason of lack of fitness, injury, or illness may be removed from the team. Athletes and their personal coaches are required to immediately report any injury, illness or change in training that could affect their ability to compete at their highest level at March 15, 2017 Page 3 of 5

4 the 2018 Commonwealth Games to the High Performance Director and the Commonwealth Games Head Coach in writing via The final decision on competitive readiness will be made in concert by the High Performance Director and the Commonwealth Games Head Coach once nomination is completed. These two individuals will have absolute discretion about which factors they will consider in making their final decision. 4. In the case of injuries or illnesses, the High Performance Director and the Commonwealth Games Head Coach will consider recommendations made by the National Team Physician in making their final decision. 5. Injured or ill athletes may be subject to a proof of readiness test to be determined by the High Performance Director and the Commonwealth Games Head Coach in consultation with the athlete s personal coach. This test will consist of a controlled performance such as a competition or observed test or trial. These athletes will not travel with the team until this requirement has been satisfied. If it is determined that the athlete is not competitively ready once onsite at the event, he or she may be asked to return home immediately. V I. REMOVAL OF A SWIMMER FROM TEAM 1. Swimming Canada may, at any time, disqualify an athlete from being considered for nomination to the Canadian Team or remove an athlete after nomination based on current or past behavior of the athlete that is inconsistent with Swimming Canada s Code of Conduct. An athlete will be removed from being considered for nomination to the Canadian Team or removed after nomination if he/she is found to be in violation of any anti-doping policy or procedure as outlined by Swimming Canada, World Anti-Doping Agency (WADA), and the Canadian Centre for Ethics in Sport (CCES). V II. GENERAL INFORMATION Coaches 1. To be eligible for nomination a Coach must: i. Have been resident in Canada and duly employed as a swimming coach by a Swimming Canada affiliated organization since June 1, ii. Be registered with the CSCTA and Swimming Canada as of June 1, iii. Be a minimum NCCP Level 3 In-training or be a Chartered Professional Coach with the Professional Coaching Department of the Coaching Association of Canada as of March 31, iv. A Coach must declare him/herself available for nomination prior to July 1 st, 2017 using the form at the following link (link will be made active in May 1 st, 2017). Any Coach who does not declare him/herself eligible by this deadline may not be considered for nomination to this event. 2. All Coaches identified by these criteria must become a member of the Professional Coaching Department of the Coaching Association of Canada on or before January 1, 2018 either as a Chartered Professional Coach or as a Registered Coach. All Coaches identified by these criteria must sign the Swimming Canada Team Staff Agreement by January 1 st, Copies of the Team Staff Agreement are available upon request to Swimming Canada (khahto@swimming.ca). VIII. N O M IN ATIO N Coaches 1. The Head Coach for the 2018 Commonwealth Games swimming team shall be the Swimming Canada Senior Coach. This appointment shall be at the sole discretion of the Swimming Canada High Performance Director. 2. The Swimming Canada High Performance Director has the authority and sole discretion to appoint Coaches for nomination. IX. AMENDMENTS AND UNFORESEEN CIRCUMSTANCES Unexpected C ircumstances 1. Should the Swimming Canada Selection Committee determine that unexpected or unusual circumstances have arisen during the process of applying these Criteria, the Selection Committee shall have the full and absolute discretion to resolve the matter as it sees fit, taking into account factors and circumstances that it deems relevant. 2. Any such exercise of discretion shall be subject to the Canadian administrative law principles of fairness. C hanges to this Document 1. Swimming Canada reserves the right to make changes to this document, which in its discretion are necessary. No such changes shall be made after the commencement of the Qualification Meets (July 23, 2017) unless the changes relate to the Swimming Canada Selection Committee exercising its discretion under the Unexpected Circumstances provisions above. 2. Swimming Canada reserves the right to review and modify these Criteria or decision related to the nomination process in the case of rule or policy changes from FINA, Commonwealth Games Federation, or Commonwealth Games Canada that affect the criteria set out in this document. 3. Any changes to these Criteria shall be communicated directly to all Swimming Canada Carded Swimmers and Coaches, and published to the Swimming Canada website forthwith. X. APPEALS 1. The Swimming Canada Dispute Resolution Policy and the Swimming Canada Appeals Policy govern all decisions made by Swimming Canada, including issues pertaining to selection. For a copy of these policies please contact Swimming Canada or refer to the following link: These criteria were duly created and approved by the Swimming Canada Selection Committee, which by its terms of reference have been properly delegated to perform this task by the Chief Executive Officer of Swimming Canada. These criteria have been prepared in English and translated to French. Where there is a discrepancy between the two versions, the English version shall be applied. March 15, 2017 Page 5 of 5
