1 2008 RARITAN VALY DISTRICT FIRST AID MEET/READYMAN EVENT DATE: Saturday, December 6, 2008 TIME: Check in starts at 8:15 AM 9:00 AM - 12:30 PM (11:00 end time for Webelos) PLACE: Manville/Hillsborough Elks Lodge #2119 Brooks Boulevard Hillsborough, NJ COST: $8.00 per participant Chair: Alana Bird alanabird@comcast.net Coffee and Hot Cocoa will be available in the morning and hot dogs and soda at noon included in the registration fee. It's that time of the year. School has begun, tests have been taken and the year s campouts are planned. It is time for your Scouts to begin practicing their first aid skills. The annual Raritan Valley District First Aid Meet will be held on Saturday, December 6th starting at 9 am. We hope that every Troop makes plans to participate and have a fun and educational time. Patrols will compete against one another in a series of first aid problems that require them to put into practice the skills they have been studying. Competition will be by "natural" Patrols. While we do not wish to exclude anyone, and understand that small Patrols may have to be combined for the meet, we do not expect any Troop to enter a Patrol of "first aid experts". Each Patrol will be responsible for providing their own supplies and equipment to be used in the competition. Please refer to the equipment list in the rules. Each Patrol must also bring an Adult Leader to help judge the competitions. The Patrol will be given a series of first aid scenarios to evaluate and solve. Problems will contain material from the first aid requirements for Tenderfoot, Second Class, & First Class Scout advancement, as well as from the First Aid Merit Badge for Senior Patrols. Begin preparing now at your meetings and campouts. Let your Scouts put their knowledge to use, rather than just learning for a test. By providing hands on practice you can make the learning a more meaningful experience. More information will be available at roundtables at which time I will be happy to answer any questions. We hope to have every Troop participate. For Webelos Scouts all materials will be provided. The program is setup to allow a Webelos Scout to completely earn the Readyman during the morning. The Webelos program will be concluded by 11:00 AM but all are invited to then view the final stages of the Boy Scout First Aid meet if they so desire. Also, each Den registering must provide at least one adult leader to assist in the program. Registration Each Troop and Pack is required to notify the event chair and the District Activities chair no later than November 29th with the expected number of participants and Patrols or Dens. Payment by check or cash should be made at the door. Patches will be supplied to all registered Webelos and Boy Scouts and for one Leader per Patrol or Den. Additional patches may be ordered at $2.00 per if more than one Leader per Patrol or Den attends and so wishes. Extra patches should be ordered at the time of registration.

2 RARITAN VALLEY DISTRICT FIRST AID MEET Competition Rules 1. Each Patrol registering must provide at least one adult leader to assist in judging. 2. Competition is to be between ""natural" Patrols. Troops are not allowed to enter a Patrol of "first aid experts' for judging. 3. The Patrol Leader is to check in with the registrar between 8:15 and 8:45 AM with a complete Patrol roster to receive floor assignment and final instructions. 4. The Patrol Leader is to be in charge of his Patrol at all times. The Patrol Leader, or his designee, will act as the official spokesman for the Patrol during all first aid problems. 5. All Patrol members are expected to stay with their Patrol for the duration of the competition. All participants are expected to wear the Scout uniform. 6. The Patrol will be required to provide the necessary victim(s) for each problem. The victim is not allowed to advise or assist the Patrol members rendering care. Victims are encouraged to cooperate and follow the judge s instructions. 7. The Patrol is expected to actually perform as much of the first aid care as possible. Splinting, dressing & bandaging wounds, moving & positioning the patient, examining injuries and similar care are expected to be performed. NO CREDIT will be given for just telling the judge what you would do, even if the information were correct (unless specifically so instructed at the time as per the following). The following are the only instances where credit will be earned for telling the judge what would be done: a. Calling for help b. Sending Scouts for help c. Using water or any liquids d. Making the victim vomit e. Removing any clothing (other than shoes, hats, gloves, or rolling up shirt sleeves or pants legs) f. In any case specifically directed by the judge g. Application of any medical dosages (e.g. alcohol or first aid cream) 8. DO NOT actually breathe into a victim s mouth if required to do rescue breathing, or perform external chest compressions for CPR. Proper positioning of the patient and correct techniques should be demonstrated. 9. Abdominal thrusts or back blows, if required, are to be simulated and done gently. 10. For some problems, the exact nature of the injury may not be apparent at first. However, enough information will be provided to begin treatment. Judges may provide additional information on the nature of the injury and the patient condition as you provide care. 11. Patrols will be given the problem and given sufficient time to read and discuss it. The Patrol Leader may ask questions of the Judge. After time has been provided all Patrols will begin treatment at the same time, and complete care within a specified period. 12. Patrol will be judged on their skills in solving the problem and in providing proper care within the specified time. Patrols must participate in all problems. 13. The evaluation by the Judges, and points awarded will be final. 14. A separate category for "Senior Patrols" will be provided. A Senior Patrol is one that has all of its Scouts at the rank of 1 st Class or above and whose ages are all 13 years old or older. 15. Patrols must provide a marker giving their Patrol name and Troop number. The marker is to be 8 ½ by 11 in size and supported in a freestanding manner so as to be easily visible to the judges and event staff. 16. Patrol flags are to be displayed with each Patrol. 17. First aid supplies must be provided by each Patrol participating. The sharing of equipment and supplies will not be allowed. First aid supplies are to be of the type that would be carried on a "day hike" and should not take up a space larger than a typical day pack, except for blankets and Scout staves. First aid equipment should include: 2 six foot staves 2 blankets 12 3x3 gauze pads 2 rolls adhesive tape 2 3" roller bandages 2 large dressings 12 cravats 4 wooden splints (3/8 x 2 1/2 x 18) protective gloves No commercial splints, traction splints, or stretchers will be allowed. The judges have the right to prohibit the use of any supplies or equipment. 18. The Scout Oath and the Scout Law will prevail at all times.

5 RARITAN VALLEY DISTRICT FIRST AID MEET SAMPLE PROBLEM The following is an example of the type of problem you can expect to have handed to your Patrol at the first aid meet. Your Patrol will be given the description of the problem to read. You will be given time to read the problem and ask the judge questions. The judge will give your Patrol any information given under ΑJudge's information" at the appropriate time. The Patrol will be given time to evaluate and treat the patients' injuries. The Scoring Sheet will be used by the judge to evaluate and record your score. Points will be awarded in each area listed, partial credit may be given by the judge depending on his evaluation of your patrol's work. NO CREDIT will be given for telling the judge what should be done. Use this sample problem to practice for the competition. GOOD LUCK!!!!! Sample Problem Your Patrol is on a bike hike at the Delaware Water Gap one fall day. You are headed for Blue Mountain Lake, and your Patrol becomes spread out along the road. Most of your Patrol is out of sight around a bend when you hear a loud yell, followed by sounds of a crash. As you round the bend you see one of your Patrol members lying on the side of the road, his bike is lying in the ditch. Joe slowly sits up and he appears to be in a great deal of pain. He is holding his right arm across his chest. You stop your bike, and as you approach Joe you can see that his right arm just above the wrist is slightly deformed, and is beginning to swell. Joe does not want to move his arm. His bike helmet is scraped up and blood is running down his forehead from under the helmet. What do you do??? ************************************************************************************************

6 Judge's Information 1 Have the victim sit down, holding his right arm across his chest. The victim should not hold his arm in a severely deformed position. He should let the rescuers know it is painful if they move the wrist. 2 The judge should show the victim how to hold his arm. 3 When the helmet is removed tell the rescuers that the blood is coming from a cut just at the hairline above the right eye. Tell them the bleeding stops after they apply a dressing and light direct pressure. Any acceptable bandage may be used to secure the dressing. 4 The splinted arm should be supported with a sling. 5 After the rescuers show and explain that they would take cervical spine precautions you can tell them that the judge's "x-ray vision" confirms that there are no spinal injuries to be concerned with and the other injuries can be treated. SCORING SHEET -- SAMPLE PROBLEM Treatment Possible Points 1 Determine what is wrong and send two Scouts for help 5 Actual Points 2 Lie the patient down 3 3 Examine the scalp area after removing the helmet and dress the wound. Use direct pressure 4 Roll up the sleeve to expose the arm 5 5 Apply a splint to the lower arm / wrist 7 A Do not move the arm excessively 3 B The splint should be positioned correctly and tied snugly 3 C Tie cravats above and below the fracture site 3 D The joint above and below the fracture site is immobilized with the splint 6 Apply ice / cold compress to the fracture site 3 7 Use proper bandage to hold the dressing in place 7 8 Place the arm in a sling 5 9 Treat for shock TOTAL POSSIBLE 60
