The Neptune Aquatic Center (NAC) is intended to serve as an educational facility providing education and instruction in water safety and aquatics serving the needs of students in the Neptune Township School District. 2. Use of the NAC beyond district educational needs shall be governed by Board of Education Policy Policy is intended to further specify and clarify specific facility related safety and operational measures as well as establish an ad hoc advisory committee known as the Neptune Aquatic Center Advisory Committee (NACAC), later herein described and detailed. 3. Groups using the NAC, other than Neptune High School students during their school day, shall enter and exit from the NAC's main entrance located on Heck Avenue at the northern end of Neptune High School. 4. The use of the NAC will not be granted for observances or celebrations that are essentially private in nature. 5. All groups or organizations must maintain a minimum of 50% of participants as residents of the Township of Neptune in order to qualify for priority use, except as provided for league or tournament contests or as provided for through binding contractual use rental and/or lease agreements. Residents are defined as those individuals with legal residency in the Township of Neptune. Proof may be required if requested. 6. Charges for NAC use are as determined by the Board of Education, are subject to change and are required to be paid in advance of the use date.
2 R7510.1/page 2 of 8 7. At all times when the NAC is in use, a custodian shall be in attendance and in charge of school facilities and equipment. 8. Each group using the NAC shall be required to provide adult supervision in both the male and female locker areas. 9. At all times when the NAC is in use, an instructor or certified lifeguard, possessing a currently valid Water Safety Instructor's Certificate or equivalent, must be on duty. This person must be approved in advance of the use of the NAC by the Aquatics Director. 10 One certified senior lifeguard must be on duty for every thirty aquatic activity participants/swimmers - a term used interchangeably herein after. If a swim group exceeds thirty in number, a second certified senior lifeguard must be on duty; if the group exceeds sixty in number, a third certified senior lifeguard must on duty. No swim group may exceed ninety in number. The Aquatics Director will have the discretion to determine whether a group may supply their own certified lifeguards in the ratio indicated. 11. All aquatic participants/swimmers shall provide their own suits and towels and locks. 12. The pool deck (main floor) is restricted to swimmers and coaching staff except when special arrangements for spectators have been agreed upon at the time of application. 13. Pursuant to State Statute N.J.S.A. 26:3D-17 and Neptune Township Board of Education Policy/Regulation 7434, no smoking is permitted on Board of Education property.

Fruit juices and carbonated beverages are not considered hydration drinks. 15. Strict adherence to the following Safety and Cleanliness Regulations is required. Failure to comply may result in immediate loss of NAC use. Safety Regulations 1. Groups shall use the pool only with a certified water safety instructor being on the pool deck. (Hereafter this person shall be referred to as the li feguard). No person, including the lifeguard, shall swim while alone. 2. All swimmers must be instructed to leave the water immediately upon the sounding of an appropriate emergency signal used to deeignate a swimmer in distress. In such emergency, the lifeguard shall follow established safety procedures.
4 R7510.1/page 4 of 8 6. Diving in shallow water is strictly prohibited. 7. If water at the shallow end is higher than a person's shoulder, that person must prove their ability to swim or be accompanied by an adult swimmer. Proof is considered a minimum distance of twenty-five (25) yards. 8. Glass bottles/containers, drink glasses and sharp articles are not to be allowed in the pool area, natatorium, lobbies and locker room. A line marker is situated so as to divide the shallow water from the deep water. Swimmers shall refrain from hanging or sitting on this line or any lane lines. 10. Enforcement of rules and regulations is the responsibility of the lifeguard. 11. Equipment for compliance with ADA regulations, to meet the needs of the physically challenged and/or handicapped is for their sole use and may not be used for any other purpose except as may be required for training or demonstracion purposes. 12. Neptune Township Board of Education Policy/Regulation and 5751 concerning Harassment and Bullying, and Sexual Harassment are in effect in the NAC and its adjacent use areas. Violators will be dismissed from use of the NAC and its program/instructional activity. Federal anti-bias and Affirmative Action laws and statutes are in effect with respect to all persons whether using or working in the NAC and its adjacent use areas. 13. Violations of any of the above regulations may result in loss of use of the NAC by the person or the group or both.
5 R7510.1/page 5 of The users of the NAC assume full responsibility for risks involved in such use and do so at their own peril. The Board of Education assumes no responsibility for those persons using the pool. 15. Use of the Neptune Aquatic center is a privilege and that privilege can be revoked at any time due to unsafe or inappropriate behavior and/or conditions. Cleanliness Regulations for Swimmers 1. Swimmers must shower before entering the pool. Users of suntan lotions, hair oils, cosmetics or other non-viscous materials must shower these materials away carefully before entering the water. 2. Persons using the pool are directed to use the toilet facilities before entering the water. 3. The instructor may refuse admittance to persons showing evidence of colds, skin diseases, inflamed eyes, mouth, nose or ear discharges or any communicable or infectious disease. The instructor may also refuse admittance for any reason the instructor deems detrimental to the individual or group. 4. Gum chewing in the pool area is strictly forbidden. 5. No one will be allowed on pool decks unless barefooted or in approved aquatic footwear. In no case shall "street" footwear be worn on the swim deck. Advisory Committee The Neptune Township Board of Education will establish and maintain an advisory committee known as the Neptune Aquatic Center Advisory Committee herein after referred to as "NACAC".
6 - Members: R7510.1/page 6 of 8 The NACAC shall consist of eight (8) persons. Other than individuals "a." and "b." below," each must be a resident of the Township of Neptune, and shall be appointed by the Neptune Township Board of Education. The eight (8) persons shall consist of the following: a. One (1) member holding the title and employed by the Neptune Township Board of Education as Aquatics Director. This person shall chair all NACAC meetings. b. One (1) high school ' administrator presumed to be the Principal or their designee. c. One (1) senior citizen at-large with an active interest in aquatics. d. Two (2) residents with vitae that demonstrate current knowledge and understanding of a comprehensive communitybased aquatics program. e. One (1) school district parent at-large. f. Two (2) high school students with a minimum of two-years of high school varsity swim competition. Terms of Office: All members will be appointed annually at the Neptune Township Board of Education Reorganization meeting. Advisory Committee to organize; meetings, etc. 1. The NACAC shall organize immediately upon its appointment. The NACAC shall have monthly meetings and such other meetings as may be'determined by said NACAC. 2. The Chair of the NACAC shall be the Aquatics Director.
7 R7510.1/page 7 of 8 3. The Aquatic Director with the agreement of the High School Principal and/or the Superintendent of Schools shall have the authority to call a special meeting of the NACAC. All meetings shall provide opportunity to receive public comment. Executive sessions are not authorized as legal and personnel matters shall not be the intent or concern of the committee, except as to those matters that should or must be communicated to the Neptune Township School District Administration and/or the Neptune Township Board of Education. 4. The NACAC will not discuss in public personnel matters. 5. Upon the expiration of the term of office or resignation of any member of the NACAC, the Neptune Township Board of Education shall appoint a successor for each category of member for a full-term or for an unexpired term. Compensation. The members of the NACAC shall serve without compensation. Expenditure. 1. The NACAC will have no expenditure authority. 2. All financial matters and expenditures will be solely issued and accounted for by the Neptune Township Board of Education's Business Division. Powers and Duties The NACAC is hereby defined and designated as follows: 1. The NACAC will serve to provide community and rental NAC users with a channel for communicating recommendations for regulations regarding health and safety matters and matters related to the efficient operation of the NAC to the benefit of all user.
8 R7510.1/page 8 of 8 2. The NACAC - as an advisory committee shall have no employment authority. The Aquatic Director is an employee of the Neptune Township Board of Education and is not subject to employment responsibility to the NACAC. 3. The NACAC will provide recommendations to the Neptune Township School District for the maintenance, cleanliness, operation, use, management, regulation, control, safety, and supervision of the NAC and adjacent auxiliary facilities and property owned or leased by the Neptune Township Board of Education; 4. The NACAC may provide recommendations to the Neptune Township School District regarding regulations of fee schedules for use of all facilities within said NAC and adjacent auxiliary facilities and property owned or leased by the Neptune Township Board of Education; 5. The NACAC may, with prior approval of the Neptune Township School District, consult with such authorized district professional consultants as may be needed to review and research a matter being considered for recommendation to the school district administration and Board of Education. Rates shall be in accordance with the rates adopted annually by the Neptune Township Board of Education. 6. The NACAC may provide comment and feedback to the school district administration and Board of Education on lease, rental and any other contractual arrangements that involve or impact the operation of the NAC. The Board of Education and administration reserve the right to attend any session of the granted activity or event. Adopted: 30 September 2009 Revised: 29 September 2010
