Organizational Goals 1) To take all precautions and preventative action necessary to ensure the maximum safety of the general public and the pool staff from accidents or drowning. 2) To enforce the Rules and Regulations set by the Department of Public Works - Division of Recreation, without bias or special privilege to any patron. 3) To provide and maintain proper water chemistry including acceptable levels of chlorine, ph and total alkalinity. 4) To maintain safe equipment, free from defect, and unsafe or unsanitary conditions and compliant with federal state and local health regulations. 5) To ensure adequate lifeguard coverage according to swimmer load and pool condition. 6) To ensure all personnel are to be courteous, helpful, and informative to pool patrons. Work Schedules The manager will post guard schedules at the beginning of each season. These are permanent unless otherwise notified by a manager. All guards are expected to work all shifts assigned to them including days, nights, weekdays, weekends and holidays. Schedules may change mid-august due to guards who will leave for school related reasons. The pool is open from 12 pm until 8 pm, Monday through Friday. The pool is open 10 am until 8 pm Saturday and Sunday. You are expected to be at the pool 15 minutes prior to the start of your shift. You are expected to remain until all evening jobs have been completed. The manager on duty will indicate when the staff may leave. If you are unable to fulfill your shift responsibility for whatever reason, it is your responsibility to get coverage in terms of an adequate substitute replacement. Check with your parent/guardian prior to the beginning of the summer for any family related activities/events that may cause you to be unable to work. This is so that we may ensure a proper substitute is found in advance. The manager must approve all substitutions. A calendar in the office is posted specifically to indicate who your sub is. Make sure the manager initials this calendar to indicate the prior approval. Check the board regularly for any schedule change. Overtime must be authorized by the manager. If you see that you are close to eighty hours in a two week pay period, notify the manager

Attendance Policies A) Lateness If you are going to be late, call the pool to let a manager know. Your spot in the rotation will be determined by your arrival time. The rotation will not be changed once it is set for the day. Lateness for invalid reasons will not be tolerated; repeated tardiness will result in disciplinary action. B) Sick Time If you are ill, you are still responsible for getting a substitute. Call the pool and speak to the manager on duty. C) Vacations If you have permanent hours and are going on vacation it is your responsibility to get a substitute for the time you will be gone. You must fill out a Substitute Request Form, have the substitute sign it, have a manager sign it, and give it to the manager. You must then write on the calendar (on the front desk) who will be working for you on that day. Appearance/Uniforms 1) The Town of Morristown provides uniforms for the staff. 2) Full time guards are each given two bathing suits; part-time and substitutes are given one. Each guard is also given a t-shirt (females are also given shorts). 3) Uniforms must be worn each day to work. 4) The bathing suits issued to you by the Town must always be worn on the stand. No exceptions. 5) Shirts and shorts may be worn at the discretion of the guard, but it must be Town issued. No alternatives will be accepted. 6) No shoes are to be worn on the stand. All shoes should be removed before getting into the chair on the stand and may be replaced to travel from stand to stand. 7) No pants are to be worn on the stand. 8) Hats are permitted, but they must be worn in the appropriate direction. 9) Employees are not to carry in any drugs, stolen goods, alcohol, weapons or other inappropriate items. Possession of such items will result in dismissal

Meal Time / Food Policies Any and all eating is prohibited on stand (this includes when you are on front and back gate). Only water bottles are acceptable. You will not be permitted to leave the pool facility and drive to go get food unless you sign out and sign in for that period of time, which will be unpaid (you must ask permission from the manager before you leave). Food may be brought and stored in the refrigerator provided. Staff Training Policies All lifeguards must be properly certified in accordance with state mandated policies. This should be done on your own time. There may be opportunities for you to complete some of this training with the help of the Town of Morristown. All guards must be in attendance at the pre-season training sessions. Absences must be made up at the convenience of the manager. There will be periodic training sessions throughout the summer that you will be required to attend. Without proper training and certifications, you will not be permitted to work. Staff Evaluation Policies Evaluations are a way for you to reflect and look back over the season for areas of improvement and reflection. At the end of each season the manager will individually evaluate staff members according to their performance. Evaluations are based on appearance, work ethic, job performance, attendance, and reliability. During the season, managers will have less formal discussions with you about your performance. Any questions pertaining to your performance during the course of the season should be discussed with the manager

Communication with Patrons Communications as an injury prevention strategy requires lifeguards to: Inform patrons about the potential for injury. Educate patrons about inappropriate behavior. Enforce rules and regulations that prevent injury. Inform Patrons Patrons need to know about risks that could cause injury. Signs provide warnings; tell them how to use equipment and list rules and regulations to help prevent behaviors that can lead to injury. Lifeguards also help inform patrons about the potential for injuries. Your job is to understand the facility s rules and regulations and help patrons understand and comply with them. Use a positive approach to promote acceptable behavior. For example, if a patron is running on the deck, explain the acceptable behavior: Please walk. Rules do not keep patrons from having fun. They are for everyone s health and safety. Posted rules help patrons enjoy their experience without endangering themselves or others. Educate Patrons about inappropriate behavior. Patrons may be unfamiliar with our facility s features or get so excited that they do not read signs or pay attention to the rules. You may have to let them know what could happen because of an unsafe act. Explaining rules in a positive way encourages patrons to behave safely. Use these four steps to prevent a patron from engaging in risky behavior: 1. Get the person s attention: Blow your whistle and say Excuse me, but what you are doing is dangerous. 2. Explain the hazard: People usually understand and cooperate better when they know why something is dangerous. An example: The water in this area is too shallow for diving. 3. Explain how they might get injured: If you re running it is easier to slip on a wet surface, which may cause you to hit your head and be injured. 4. Explain what to do to avoid being injured: If you want to dive, please do it in the deep end of the pool where it is safe. Dealing with uncooperative patrons and violence: No matter how fairly you enforce rules, you may encounter an uncooperative patron. Before you assume the patron is uncooperative, make sure that he or she hears and understands you. If a patron understands you and seems uncooperative, immediately signal the Pool Manager for further assistance. A patron may threaten or commit a violent act with a weapon, an object, a fist or a foot. Be realistic about what you can do in a violent situation. If you think a violent act is about to happen, notify the manager on duty immediately. If violence does erupt, do not try to stop it. Do not confront a violent person physically or verbally. NEVER

approach a patron with a weapon. Call 911 immediately. Remember, safety for the patrons and yourself is a priority. Enforcing rules and regulations: Since most people just want to be treated with respect, simply explaining the rules is usually enough to correct inappropriate behavior. If someone continues to break the rules, different enforcement methods work better for patrons of different ages. You can deal with children who keep breaking the rules by having them sit out of the water for a set time. The Pool Manager or an off-duty lifeguard may read and explain the rules to them. If their parent/guardian seems uncooperative, explain the rule but do not get into an argument. Whistle for the Pool Manager for further assistance. With adults, sometimes a language barrier or other conditions may exist where they have trouble understanding the rules. Whistle for a pool manager if your first attempt to explain the rules is unsuccessful. Rule Enforcement: Do: Be fair with all patrons. When necessary, explain the reason for a rule. Use a positive approach; it is more effective than being harsh. Tell a patron how they could be injured if they break the rules. Don t: Yell to make your point. Remove a whole group from the water if one person breaks the rules. Let patrons break minor rules if you think no one will get hurt. Patron Disciplinary Action No employee is permitted to physically handle a patron, except in self-defense. Any touch action will result in immediate dismissal. A firm and fair attitude must be maintained at all times and guards should follow the posted rules to ensure a uniform, orderly run pool. Serious incidents including extreme and anti-social behavior, resistance to the authority of the facility staff, vandalism, verbal abuse and physical abuse are all serious violations. Participants who engage in these behaviors must be reported to the Pool Manager immediately and removed from the facility. If that individual persists and refuses to leave the premises when directed, the Manager will determine if a call to the Police Department should be made for assistance. All discipline action should be noted in the Manager s Log Book. Guards should complete incident report forms in the following situations: A full incident report should be completed for repeat minor offenses. A full incident report must be completed for all major offenses

Rotation, Rules and Responsibilities Rotation All guards must report to work at least 15 minutes before their assigned shift. This is important because it allows lifeguards and managers to create the rotation for the day, or modify the current rotation. When the pool is opening, guards must be at their assigned station five minutes prior to opening. At the start of the day, the first guards to Main, Dive, 2 nd, 3 rd, or 4 th Main must bring a tube and umbrella to the stand; these are located in the lifeguard shack. For Training I, Training II, and Wading, the tubes and umbrellas are located in the Pump room adjacent to the bathrooms. On a day when the pool opens at 12:00 p.m., the first guard will rotate up at 12:10pm, then the next at 12:25, 12:40, and 12:55 and so forth throughout the day. Do not socialize while exchanging with the guard you are replacing at that stand. If this is done quickly and efficiently, the guard on front gate should be bumped to break no later than 5 minutes following the rotation. (12:15, 12:30, 12:45, 1:00 ) When a guard is relieving another guard, the guard already in the chair steps down and moves to the next station. IMPORTANT: While the guards are exchanging positions, someone must always be watching the pool!! A good rule of thumb is that the guard holding the rescue tube should also be watching the pool. If the exchange does not involve passing over the rescue tube, then whichever guard is standing next to the stand is in charge of the pool. Allow the guard coming down or up to get settled. At the beginning of the day, rotation follows the format shown on the diagram on page 13. Front and back gate stations are also considered a stand and should be treated as such. Please remember where you are in the rotation, pay attention to the clock at all times. The rotation will skip over any stand that is not up at that time. Always be aware of changes in the rotation, for example, guards being bumped down at the end of their shift will change your spot or who you may follow in the rotation. If at any time a patron or parent asks you a question while on stand, keep your eyes on the water, answer briefly and simply explain it is Pool Policy and that if they have any further concerns they should see a manager. You may also alert a manager by blowing one short whistle. Never get into an argument with a patron or parent while on the stand. It looks bad and it distracts you from watching the pool. Call a manager immediately if a patron has an unapproved toy or flotation device in the pool

Responsibilities of Each Stand Dive Always remember that you are watching over 12 ft. of water. Never assume that all kids know how to swim. To cover yourselves, especially in the early part of the summer (because most drowning events occur then), make all kids who you are unsure of take a swim test. Send them to the front gate to have an off duty lifeguard give the swim test. If the person says they took it last year, tell them they have to take it every year. The swim test consists of swimming 2 laps in the lane lines and treading water for one minute. When giving a swim test, do so in the lane closest to the wall. Sometimes you might need to ask a lap swimmer to move (Don t worry; people are usually considerate and cooperative). We do not allow kids to jump into their parents outstretched arms while they are treading water in the dive. This is dangerous. We also do not allow parents to jump in holding onto a child. Only one person is allowed on a diving board at a time (not even on the ladders). No swimming under the boards. No free swims. No goggles or masks while on boards. Swimmers should go right to the ladder after they are done. The next person cannot go off the board until the person in front of them reaches the ladder. Questionable swimmers need to have a swim test before they can go off the boards. NO EXCEPTIONS!!! If a parent questions you, get a manager. Swimmers should not jump towards the ladders. They must jump straight off the boards at all times. Flips are allowed, however, it is up to you to prevent someone from doing something if you feel it is unsafe. Never allow swimmers to perform inverted dives!!!! Only one bounce is allowed on the diving boards. 4 th Main The primary responsibility of this station is the dead area next to the lane lines. Here you will find a lot of kids diving into the pool and playing in the deeper area of the Main pool. There are no flips off of the side of the pool. Diving is allowed in designated areas. Do not allow swimmers to hang onto the lane lines or race poles. All children should have passed a swim test to be in this area. If a child is hanging onto the edge of the pool, this is a good indication that they probably cannot swim, ask if they have taken a swim test. You can also send kids back into shallower water if you question their swimming ability. Assist in watching the lane lines (refer to those rules under 3 rd Main)

2 nd Main The primary responsibility of this station is the lower third of the pool. THERE IS NO DIVING ALLOWED IN THIS SECTION OF THE POOL!!!! Make sure kids do not run and jump from the deck. They are allowed two steps. Make sure kids do not play around the ladders into the pool. No horseplay or wrestling. No splashing. Watch for kids hanging on or playing under the stairs located to the right of the chair. Do not allow kids to stand on the ladder and block people from getting in the pool. No toys or unapproved flotation devices are permitted. Always watch for kids playing underneath the other guard stands. Training I and Training II These stations are responsible for the training pool. A parent should always accompany toddlers in and around the pool area. No horsing around or wrestling. No splashing. Ensure that little kids do not go too deep or in over their heads. No toys or unapproved flotation devices allowed. If at anytime a parent should complain, get a manager. If only one station is up, you are responsible for the entire Training Pool. If at any time you do not feel comfortable with the load of swimmers, get the attention of a manager (one whistle) and he/she will assign the back gate as a walker or add a walker to the rotation. This happens on most days during peak hours. Back Gate The main job at this station is to check ID cards from patrons entering through the back gate. Do not leave this area unless specifically asked to help guard the training pool. Do not talk to the other guards at training or the wading pools. If people try to enter the pool area with guest passes, ask them to check their guest in at the front gate. They need to walk on the outside of the complex to get the front gate, not through the complex. If this is a problem for them, tell them to see a manager when they get there. Do not use this time as a bathroom break. It is important that someone is at this station at all times. You are not to hang out in the concession

Wading You are responsible for the entire wading pool. The wading pool is for 6 year-olds and under. A parent should always accompany toddlers in and around the pool area. Swim diapers or plastic pants are a MUST. This is the only pool that does not get emptied during adult swim. No toys or unapproved flotation devices allowed. Do not allow children over 6 years old to swim here during adult swim. Do not allow children to hang on the railings or run around. The floor of the pool is smoother than that of the other pools, slipping can cause serious head or back injury. Because a lot of these children are learning to walk, they will not have great balance. If the child falls forward, the child may not have the upper body strength to lift their face out of the water. 5th Main The primary responsibility at this station is the low end of the Main. Be mindful that there are many non-swimmers in this area, both children and adults!! THERE IS NO DIVING ALLOWED IN THIS SECTION OF THE POOL!!!! Make sure kids do not run and jump from the deck. They are allowed two steps. Make sure kids do not play around the ladders into the pool. No horseplay or wrestling. No splashing. Do not allow kids to stand on the ladder and block people from getting into the pool. No toys or unapproved flotation devices are permitted. Always watch for kids playing underneath the other guard stands. Main While guarding on this stand you are in control of the entire main pool. Do not allow anyone to run and jump into the pool. They are allowed two steps. Diving is only allowed in the areas where the black lane line markers are. Watch for children walking in over their heads. No horse playing, wrestling or splashing. Always watch for kids playing underneath the other guard stands. In the event that 2 nd, 3 rd, or 4 th Main is not up, you are responsible for those areas of the pool as well. Main is in charge of calling adult swims and thunder. Adult swim is called every hour on the hour for fifteen minutes. The manager on duty decides if an adult swim does not need to be called

3 rd Main The primary responsibility of this station is the lane line area. Hanging on the lane lines or race poles is not allowed. No one should be on the dive blocks unless it is during swim team practice. If people are not swimming laps, they do not belong in the lanes (this applies mostly to kids). Kickboards are to be used to swim with only and are not play toys. This is the only area of the pool that allows equipment such as kick boards, pull buoys, or paddles. Do not allow anyone to swim through or underneath the lanes. Tell them to climb out and walk around. This is extremely frustrating to lap swimmers. Swimmers are allowed to dive into the lane lines, but not off the blocks. Always watch for kids playing underneath the other guard stands. Front Gate This is also considered a stand. You are still on rotation while at this station; you may not leave until the next guard on rotation relieves you. It is important that you report to this position immediately following main, and be assertive to members questions and needs. You must sit in the chair and check ID cards. Make sure guests have been signed in and are given a wristband. Do not allow any food or drink inside unless it is UNOPENED and they are going to the picnic area with it. Be sure that people with Daily memberships pay the Daily fee. Make sure that you pay attention!! Do not ask another guard to watch the gate while on break. DO NOT EAT YOUR LUNCH while on Front Gate. DO NOT USE YOUR CELL PHONE while on Front Gate. Follow all policies and procedures for signing in guests and scanning in members. Babysitters must be with a child member. Babysitters cannot bring guests. In An Emergency Three whistles will be blown indicating an emergency. When three whistles are blown, the back and front gates are closed immediately and the gate guards stay there, no members are allowed to enter the pool until the emergency has ended. Everyone who is on break will RUN to the spot of the emergency and assist the guard making the rescue. All lifeguards who are on rotation will stand up, and repeat the three short whistles, and add one long whistle at the end to indicate that all patrons must clear the pool. Make sure that the whistles are blown clear and loud, so that they can be heard throughout the entire complex. If main goes in, guards on 2 nd and 4 th main must clear their area of the main pool before climbing down to assist in the emergency. 3 rd main exists immediately and takes over for

1 st main until the emergency is over. SOMEONE MUST ALWAYS BE IN THE MAIN CHAIR!! BRING TUBES WITH YOU TO THE EMERGENCY. If the emergency is at any other stand, all stands go with the exception of dive, training I, wading, main I, front, and back gate. A lifeguard always needs to fill the place of the rescuing lifeguard when the emergency is at the first main, the wading pool, the training pool, and the dive tank. Everyone else will be assisting in the emergency. The front gate guard will call 911 when and if instructed. You must dial 9 before you call a number (ex: 9-911) on the phone in both the office and concession. In-service training will give you practice using different scenarios, however good practice is to run scenarios on your own to practice what you would do in each emergency situation. Guards on Dive, Training, Wading, and Main must never leave their stands during an emergency. Pools must not be left unattended while patrons are in the complex. Thunder and Lightning If thunder is heard the pool must be cleared. The manager on duty will decide this. Get the attention of the other guards and together, blow one long whistle. All of the guards will remove the umbrellas from their stands and then come down off of their chairs standing by their stations, keeping everyone on the grass. If lightning is seen, the complex is to be cleared immediately. No one should leave his or her stand unless directed by a manager. The rotation will continue as usual, unless told otherwise by a manager. Whistle Signals Three whistles are for an emergency. Two whistles are to get the attention of swimmers or other patrons who you wish to speak with or discipline. One short whistle is to get the attention of another guard, the manager, or the lifeguard shack. One long whistle is to indicate to clear the pool, for example: thunder or adult swim. Manager Support The managers that we have are there for your support and protection. They trust your judgment and will back you up in any situation. Therefore, if a problem arises that you feel is out of your control or that requires a manager s intervention, call for one

Daily Jobs At the conclusion of every day, each lifeguard will be assigned a job. It is important that each job gets done every night and that each gets done well. Plan to do your job during your second to last or last break. The pool is usually cleared at 7:50pm; jobs need to be done by this time. IT IS YOUR RESPONSIBILITY TO MANAGE YOUR TIME EFFECTIVELY SO THAT YOUR JOB CAN GET DONE EACH NIGHT. Plan on spending anywhere from minutes on each job. Failure to do so will result in late dismissal and disciplinary action. A. GARBAGE - Collect the used garbage bags and replace them with new ones. Always wear gloves. Garbage bags are located in the back pump room and in the guardhouse. The garbage is to be deposited in the green dumpsters behind the wood fence and their covers must be securely closed! B. OFFICE - Sweep the floor and straighten up the desk, kickboards, rings, toys, and lost & found. ALSO IT IS IMPORTANT THAT YOU CHECK THE MEDICAL KIT DAILY AND LET THE MANAGERS KNOW IF WE NEED ANYTHING. Change the garbage in the office also. Help to bring in the computer and sign in sheets. Any chairs should be folded and put away neatly. C. WADING & TRAINING POOLS - Each day, because of the beach area, a large amount of sand will accumulate on the bottom of these pools. For this job, sweep all the sand into one or two piles nearest the beach side of the pool. The brooms to do this are in the bathhouse pump room. These piles are important because the maintenance men will vacuum them in the morning. D. RAKE THE BEACH - The rake is above the door in the bathhouse pump room. Clean up all the beach toys and put them in a pile, fill in the holes the kids dug, and rake the entire beach. Pick up the mats by the shower area and place them in a pile, rake this area. It will help to dry out this area. The beach is to be raked the length, not the width. E. GENERAL PICKUP - Patrol around with a garbage bag and pick up any loose scraps and garbage. This may include geese droppings, cigarette butts, gum, etc. Wear rubber gloves!! (They re on top of the medical kit in the office as well as in the back pump room). This is to be done on the deck and the grass areas around Dive, Main, Training, Wading and the Beach. F. BACK PICKUP Patrol around the back picnic area and throw away any loose paper, napkins, etc. that may be left there from the day. Carry a garbage bag with you and USE GLOVES!! G. UMBRELLAS, BOUYS AND COMPUTERS - You are responsible for making sure all umbrellas are taken from the stands and carried to the office, kickboards and other equipment must be brought to the office, and both computers (front and back) are shut down properly and placed in their storage area as necessary. You should also take down the flag and fold it properly. Also assist in putting chairs from the office back inside. Please do not be afraid to ask for assistance or for clarification on any of these matters. These guidelines help us to run a safe and clean facility. Thank you for your hard work and cooperation
