Held under the sanction of USA Swimming and Iowa Swimming, Inc. (ISI). QM This is a closed meet; it is open only to 2016 ISI registered swimmers. Swimmers must have an Iowa Q time standard in each event in which they compete. Current USA Swimming and ISI technical and administrative rules will govern this meet. BASIC MEET INFORMATION Site: Host: University of Iowa CRWC-Aquatic Center 309 S Madison St Iowa City, IA Cedar Rapids Aquatic Association (CRAA) Dates: Thursday, July 28 th through Sunday, July 31 st, 2016 Times: Prelims Afternoon Finals Warm-ups: 7:00 AM not before 11:30 PM not before 5:00 PM Competition: 8:30 AM not before 12:30 PM not before 6:00 PM Coaches Meeting: The Coaches Meeting shall take place at 6:30 a.m. on Thursday, July 28, The meeting will be held in the room located just off the pool deck under the spectator seating. Coaches attending the Thursday morning meeting will receive their swimmers deck credentials. Details and information discussed at this meeting will be ed to all coaches and available from the Administrative Referee immediately following the meeting. Coaches are responsible for all information presented and included in this posted information. Pool Deck & Spectator Seating: Swimmers will be allowed on deck and spectators into the viewing area at 6:30 AM each day. NOTE: Swimmers and spectators will need to remove all personal items at the end of each day. Any item left on the pool deck or in the spectator viewing area after each day of the meet will be collected and placed in the lost and found. Facilities: Competition Pool: Indoor, 8 lane, 50 meter pool with a starting end depth of 7 and a turning end depth of 7. A Daktronics timing system with touch pads, back-up buttons, and watches will be used on each lane. Backstroke flags will be placed five meters from each end of the course. The competition course has been certified in accordance with Rule C(4) of USA Swimming Rules and Regulations. A copy of such certification is on file with USA Swimming. Warm-up Pool: The diving well will be available for warm-up and cool down only to those athletes participating in the session in progress. Coaches: Only currently registered USA Swimming member coaches will be permitted on deck in designated areas. Each coach must sign the Coaches Meet Sign-In (APP-29) and present a current USA Swimming coach membership card to the Meet Referee or his designee to verify that all certifications are current and on file and to receive his or her deck pass. Any coach not attending the Thursday morning coaches Page 1 of 15

2 meeting must first report to the meet check-in table at the pool entrance to receive their deck credentials and the deck credentials for their swimmers. Deck passes must be worn so that they are clearly visible to swimmers and meet personnel at all times while on deck or in the stands. Deck Passes are not transferable. Warm-ups: The ISI mandatory warm-up procedure will be followed. All swimmers must be under the supervision of a USA Swimming member coach during warm-up, competition, and cool down. Any swimmer without a coach shall report to the Meet Referee prior to his or her warm-up. The Meet Referee will assist the swimmer in making arrangements for such supervision, but it is the swimmer s responsibility to ensure such arrangements are made prior to the start of the meet. The competition pool will be cleared 10 minutes prior to competition. The diving well will be open for warm-up and cool down starting at the beginning of the warm-up session continuing through the competition and concluding 20 minutes after the conclusion of competition for each session. Racing Start Certification: Any swimmer entered in the meet must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. When unaccompanied by a member coach, it is the responsibility of the swimmer or the swimmer s legal guardian to ensure compliance with this requirement. ENTRY INFORMATION Entry Requirements: Seed Times: 1) No athlete, non-athlete, or club registrations or transfers will be taken at this meet. Swimmers whose names do not appear on the current ISI registration list and who cannot show proof of ISI membership will not be permitted on the deck of the pool. 2) Relay-only swimmers whose names do not appear in team entry files or on team entry sheets will not receive a deck pass. Coaches will need to provide proof of ISI membership for these swimmers to the Administrative Referee at the meet prior to the swimmer receiving a deck pass and competing in the meet. 1) Entry times must meet or exceed the Iowa Q time standard and must be entered in the proper course in which achieved (LCM, SCM, SCY). Entry times conforming to the course length (LCM) shall be considered conforming times. All other times meeting the appropriate time standard will be considered non-conforming times. Converted times must not be submitted and will not be accepted. 2) The order of seeding is LCM, SCM, and then SCY. 3) In order to be seeded at their entry times, swimmers must enter a time achieved and recorded in USA Swimming SWIMS database within the previous 24 months prior to the start of the meet. Swimmers will be seeded according to their entered time. At the discretion of the Meet Referee, swimmers in the 1500 Freestyle events may be given the opportunity to down-seed to the morning session. 4) If an entry time does not match a time in SWIMS from the previous 24 months, it will be downseeded to the slowest non-conforming qualifying time. All times from non-usa Swimming sanctioned or observed meets will be seeded at the slowest non-conforming qualifying time for that event. 5) Swimmers must be prepared to document their seed times. Individual No Time ( NT ) entries will not be accepted and will be scratched. Only relays may enter this meet with a NT entry. 6) Relay entry times shall be either the aggregate time based on athletes entered in the meet, a relay time achieved by the club since July 28, 2014, or entered as NT. 3 Individual Entry Limits: Swimmers may enter any event in their respective age group in which they have an ISI Q time. The following are the entry limits for the meet: Swimmers 13 and over: o Limit of three individual events per day and six individual events for the entire meet. o May enter as many events as they have qualifying times. However, swimmers who are over-entered must scratch down to the allowable number of events by 6:00 pm on the day preceding those events in order for that event not to count toward the maximum. No-shows will count as an event. See the ISI Scratch Policy for more information. o Time Trial s will be considered as an event for the meet. Swimmers 12 and under: o Limit of four individual events per day if entered exclusively in timed final events. o Limit of three individual events on any day a swimmer is entered in one or more Senior prelim/final events. o Limit of nine individual events for the entire meet. o Swimmers 12 and under may not over-enter events at this meet. Relay Entries: There is no entry limit for swimmers participating in relay events. The maximum number of relays allowed per team per event is determined as follows: of qualified swimmers a team has Maximum number of entered in at least one individual relays that a team is event for a specific age group: permitted to enter: Relay entry per event Relay entries per event Relay entries per event Relay entries per event Continues with one relay for each additional one to four swimmers qualified for each age group. Teams should designate the relays A, B, C, etc. Each team may score only two of these relays in each event. The relay team shall be disqualified even if proof of registration is provided after the relay has competed if a swimmer participates in a relay prior to entering the meet and providing proof of membership in ISI. Entry Submission: Entry fees are as follows: Individual event: $5.25 per event Relays: $10.50 per relay ISI swimmer surcharge: $3.00 per swimmer Facility fee: $7.50 per swimmer Handwritten entries (for teams entering more than five swimmers): $2.00 per swimmer Swimmers who have one or more qualifying standards in individual events may enter the meet through USA Swimming s OME system (usaswimming.org/ome) beginning Tuesday, June 28, 2016 at 11:00 am Central Time, and may enter up to the entry limit determined by age group. Electronic entries must be submitted in a format compatible with HY-TEK Meet Manager software. Handwritten entries must be submitted on the ISI Meet Entry Form (APP-7). Submit entries along with the appropriate ISI Financial Sheet (APP 8.3). If submitting electronic entries, also send a hardcopy of the entries with the entry fees and financial sheet. Swimmers whose names do not appear in team entry files or on team entry sheets will need to provide proof of USA Swimming registration in the Iowa LSC to the Clerk of Course prior to being entered into the meet. 4 No swimmer may enter the water or compete in an event before being entered into the meet. If a swimmer participates in a relay prior to entering the meet, the relay team shall be disqualified even if proof of registration is provided after the relay has competed. Payment shall be by check made payable to CRAA. All entry fees, including ISI swimmer surcharge and facility fees, should be combined on one check. The host club reserves the right to require payment by money order or cashier s check. Entry fees are non-refundable; ISI swimmer surcharge fees will be refunded only if the entire meet is cancelled. Entry Dates & Deadlines: Late Entries: Swimmers with Disabilities: 1) Entries must be received no later than 12:01 a.m., Thursday, July 21, However, teams making deletions or additions to their original entry may do so by ing the entry chair by 12:00 p.m. (noon), Monday, July 25, ) Entries received after this date will be considered late entries. 3) Regardless of the entry system used, a hardcopy of the entries, along with entry fees and financial sheet, must be received no later than 15 minutes prior to the start of warm-ups of the first session in which the team has swimmers. Teams will not receive the Coach s packet, deck passes or relay cards until fees have been paid. 4) New qualifying times or updated times achieved at ISI Regional s or meets swum the weekend of July 23, 2016 will be accepted by until noon on Monday, July 25, 2016 and will not be considered as late entries. Entry changes will not be accepted by phone or fax. Any additions or changes after this date and time will be considered late entries. 5) Send electronic entries by to entries@craa.org. Send all print materials to CRAA LCC Entries at the address below. If sent by rush delivery, indicate no signature required. 1) Late entries will be accepted up to 15 minutes before the start of warm-ups for the first session of the meet. 2) Late entered swimmers will be seeded according to their entry time if the program has not been printed and proof of time has been verified. In all other cases, late entries shall be seeded with the event s slowest non-conforming entry time and shall swim in heat one of the event, or if necessary, a zero heat will be created. 3) All late entries entered relays will be seeded as no-times ( NT ). 4) Late entry fees: Individual events - $10.50; Relay events - $ ) Swimmers who submit late entries but have not previously been entered into the meet prior to the meet entry deadline will be required to show proof of membership in the ISI LSC. Swimmers with disabilities are encouraged to compete. The Information Form for Adapted Competitive Swimmers (APP-21) indicating limitations and requested modifications should be completed and attached to the meet entries. Modifications will be determined by the Meet Referee. The swimmer (or swimmer s coach) is responsible for providing any equipment or assistants required. See Article 105 of USA Swimming Rules and Regulations. 5 Meet Committee: Timers & Officials: A meet committee consisting of the Meet Director, Meet Referee, a Coach Representative, an Athlete Representative, and a certified official acting at large will be established. The committee shall serve as the meet jury to consider any administrative protests filed at the meet. Protests against judgment decisions can only be considered by the Referee and the Referee s decision is final. Clubs and unattached swimmers participating in this meet must provide 50% of the timers and/or officials on a prorated basis according to number of entries. Teams will be informed of the number of timers needed and sessions to be worked by 8:00 PM Tuesday, July 26, Timers for the 1500 M Freestyle events in the preliminary session, Session 10, Sunday morning, July 31, 2016 are to be provided by the clubs for their swimmers. MEET MANAGEMENT This meet has been sanctioned as a USA Swimming N3 Officials Qualifying Meet (OQM QM16-111) and a National Evaluator will be in attendance for certification and re-certification evaluations. Applications to officiate at this meet may be found on the CRAA Website ( under the meet page. Those desiring initial certification or re-certification above the LSC level should annotate the application for this purpose. There will be opportunities at the meet to be evaluated for N2 & N3 level positions. All applications should be ed to the Meet Referee. Some requests might not be able to be accommodated. Officials should send their requested shirt size in the application to the meet referee by July 8, Officials meetings for each session will commence 1 hour prior to the session start time in the hall by the hospitality room unless otherwise notified. Final deck assignments will be made by each session s officials meeting. Meet Operations: 1) Heat sheets will be posted on deck and may be purchased by spectators. 2) The 12 and Under sessions of the meet will be PRE-SEEDED although the Meet Referee may reseed events if a significant number of scratches are known beforehand. 3) There will be no swimmer check-in required for any event. It is the responsibility of each swimmer and relay team to be aware of his/her event number, heat number, and lane assignment and to report to the correct starting block on time to swim the event. 4) If names are on entry sheets for relays, those names will be on the relay cards at the meet. Relay cards for each day s morning and evening sessions will be distributed before warm-ups. All four swimmers full names, ages, and order of swimming must be listed on each card and the order should be verified as correct by the coach. Relays shall report to the blocks with the relay card when their event is called or the relay will be scratched from the event. 5) It is not the meet host responsibility to provide rest for swimmers that enter Age Group and Senior events. 6) The fastest heat of the and Senior 800 Free Relays will be swum during the final sessions not combined. The remaining and Senior 800 Free Relays shall be combined and swum fastest to slowest alternating women/men during the preliminaries session. 7) The Free and 1500 Free will be swum fastest to slowest alternating women/men. 8) The top eight Senior 800 Free and 1500 Free swimmers will swim with the respective finals session. The top eight Free and 1500 Free swimmers will swim first for the event in the respective sessions followed by 13 & Over combined swum fastest to slowest alternating women/men and as combined events separated later for scoring. 9) For prelims/finals events, the top 8 swimmers from prelims will qualify for the Championship (A) Final, with the next 8 swimmers qualifying for the Consolation (B) Final. For Senior events of 400 meters and shorter, the top 8 swimmers from prelims will qualify for the Championship (A) Final, with the next 8 swimmers qualifying for the Consolation (B) Final, and the next 8 swimmers qualifying for the Consolation (C) Final. However, only the top 8 seeds in the Senior 800 Free and Senior 1500 Free will swim in the Finals Sessions. Page 5 of 15

6 10) All preliminary events will be circle seeded. 11) Chase starts may be used for Prelim and Time Final Sessions at the discretion of meet management to reduce session length. Odd numbered heats starting at the scoreboard end (north end) and even numbered heats starting at the diving well end (south end). All 50 m events will start at the scoreboard end (north end). All 800 m and above individual events and all relays will start from the diving well end (south end). 12) Swimmers are expected to be available for final events in which they are seeded. A Race Ready area will be available where swimmers are expected to have checked in for the A Final by the start of the event (i.e. start of the C Final). B and C Final swimmers must be behind the blocks before the start of the event. If the swimmer doesn t wish to be behind the blocks by that time but will be participating in the event, the swimmer or swimmer s coach must report to the Deck Referee before the start of the C Final that the swimmer will be behind the blocks before the B Final. If a swimmer in the A Final doesn t wish to hold in the Race Ready area, the swimmer or swimmer s coach should report to the Race Ready area before the start of the event that the swimmer will be behind the blocks for the A Final. Any swimmer not in the designated area or checked in before the start of the event will be determined to be a No Show for the event. There will be no calling for individual swimmers to report at this championship. 13) FINA whistle starts and no recall on false starts policy will be used. Flyover starts will be used during all preliminary sessions and timed final sessions. 14) Deck changing is prohibited. Scratches: 1) ISI Scratch Rule is in effect. A scratch box for preliminary heats will be located at the timing table. 2) Swimmers who over-enter the daily and meet limits must scratch down to the allowable number of events by 6:00 pm on the day preceding those events. Scratches submitted by will be confirmed by . Time Trials: Proof of Time: Refer to attached Time Trials Invitation (IA ) issued in conjunction with this information. A swimmer whose qualifying time was not in SWIMS at the entry deadline and who fails to make the minimum qualifying time for any event will have 30 minutes after the close of the session in which that event was swum to provide proof of time or be subject to a $100/event fine payable to CRAA (10% host club, 90% ISI). Acceptable proof of time is a copy of USA Swimming sanctioned or approved meet results, publicly published final results or printout from the ISI database. Should the swimmer not prove or pay, the swimmer will be barred from further competition at this meet. Results that require proof of time will be considered an exhibition swim if not proven within 30 minutes after the close of a session. Exhibition swims are not eligible for awards or points. Fine money will be refunded if times can be proved at a later time, but awards and scoring will not be Page 6 of 15

Points will be scored in the age group in which the event was swum. TEAM AGE GROUP AWARDS A team award will be presented to the team champion of each gender s age group and for the senior group. Points will be scored in the age group in which the event was swum. TEAM AWARDS A traveling team trophy will be presented to the team scoring the most points in the 12 & Under division, the 13 & Over division and the Combined Overall division. ISI SPORTSMANSHIP-SPIRIT AWARD ISI will provide and present this award. One coach and one athlete from each team will vote, as well as the Meet Referee. Criteria to use will be included in the coaches packet. Awards Presentations: 10 & U, AND AGE GROUPS Awards for the top eight swimmers in individual events and the top three relays in relay events will be presented during an awards ceremony that will be held off the deck of the competition pool, as soon as possible following the completion of each age group s events for each session. The meet will continue to run and will not stop during the presentation of these awards. The top three individual high point awards and the team high point award for each age group and gender will be presented at the end of each age group s awards presentation held on the last day of the meet. The overall Age Group team champion trophy will also be presented at the end of the age groups awards presentation held on the last day of the meet AND SENIOR AGE GROUPS Page 7 of 15

8 Awards for the top 3 place finishers shall be presented immediately following the completion of the championship heat for prelim-final events or the fastest heat for timed-finals events, of each event. Awards shall be presented on the pool deck. The top three individual high point awards; the team high point award for each age group and gender; the overall Senior team champion award; and, the combined team award will be presented at the end of the awards presentation held at the conclusion of the finals sessions on the last day of the meet. Scholarships: The ISI Scholarship Awards were established in 1991 to give recognition to swimmers in ISI who have attained a degree of recognition among their peers. These awards are presented to Iowa competitive swimmers at the ISI banquet from a list of nominations by ISI member clubs and unattached ISI members. The Judy Hoffman Memorial Award was established in memory of Judy Pierce Hoffman, who was President of ISI, until her untimely death in March This award is given annually to a swimmer. GENERAL VENUE INFORMATION Entry to Deck: Cameras: No Tobacco or Alcohol: Image Authorization: Psych Sheets, Programs and Final Results: Entry on deck is restricted to facilities staff, athletes competing at the event, meet workers supporting the session, officials supporting the session and registered coaches supporting the athletes on deck. Meet credentials will be issued to athletes, officials, meet workers and coaches. These must be visible to gain access to the pool deck and (for all but athletes) remain clearly visible while on deck during the meet. Anyone accessing the deck without the proper meet credentials or using someone else's credentials will be removed from the facility. USE OF AUDIO OR VISUAL RECORDING DEVICES, INCLUDING CELL PHONES, IS NOT PERMITTED AT ANY TIME IN CHANGING AREAS, RESTROOMS, OR LOCKER ROOMS. Smoking and the use of any tobacco products or the consumption of alcohol is not permitted anywhere in the pool or surrounding areas where swimmers are present. All participants agree to be filmed and photographed by the official photographer(s) and network(s) of ISI and CRAA under the conditions authored by CRAA, and allow event organizers the right to use names, pictures, likenesses, and biographical information before, during or after the period of participation in Iowa Swimming competitions to promote such competitions. All participants agree not to use medals or photos, or portraits or films with the medals, which are received for performances in this competition, for the purpose of trade or financial gain. Psych sheets will be posted on both the ISI website and the CRAA website by 10:00 AM, Tuesday, July 26, Programs and Heat Sheets will be sold at the meet and may be pre-purchased online prior to the meet. All teams will receive an containing an attached com-link file of final results. Final results will not be mailed to participating teams unless the team requests final results at the time of entry or during the meet. There will be a $10.00 charge due in advance for each request of mailed final results. Meet results will be available on Meet Mobile however the host club is not responsible for the operation of the Hytek web service. Team Banners & Posters: Teams, athletes and parents are not permitted to tape or hang signs and banners anywhere in the facility. This is the University of Iowa policy and one that must be strictly followed. All team and individual Page 8 of 15

9 signs that are taped or posted will be taken down. Teams will be financially responsible for any damage caused by hanging signs. Spectator Fees: Parking: Concessions: Merchandise: Indemnity: Spectator fees are $5.00 per day. Children age 12 and younger are free. Wristbands, programs and meet shirts may be pre-purchased online prior to the meet. The link will be available on the CRAA website. Anyone (except for facility staff) accessing the spectator viewing area without a wristband or meet credential will be removed from the facility. Parking will have limited availability in Lot 11, located on the corner of Madison and Court Street (with lot entrance on Madison St and Harrison St) on Thursday and Friday of the meet until 4:30 PM. After that time, this lot will have greater availability. Parking will also be available in the Court Street Transportation Center located on the corner of Court Street and Dubuque St (380 S Dubuque St) and in the Old Capitol Town Center Garage located on the corner of Burlington S and Clinton St (253 S Clinton St). A concession stand provided by the University of Iowa will be available during the meet. The hours of operation will be controlled by the University but the stand will be open for the duration of the meet. Splash Multisport will be on site and will have a variety of swimwear and accessories available for sale. It is understood that USA Swimming and ISI shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.
