1 NATIONAL YOUTH/MASTERS/CORPORATE GAMES 2017 COMPETITION RULES & REGULATION SWIMMING Updated as at 15 May Rules 1.1 According to the Rules and Regulations as directed by the Singapore Swimming Association and in accordance with the Rules and By-laws of Fédération Internationale de Natation (FINA) where applicable. 1.2 Governed by GA!S 2017 General Rules and Regulations. 2. Eligibility & Registration 2.1 Age is computed as of 31-Dec-2017 S/No Age Group Clarification 1 Youth 10 Years & Under Born in 2007 or later 2 Youth 12 Years & Under Born in 2005 or later 3 Youth 14 Years & Under Born in 2003 or later 4 Youth 17 Years & Under Born in 2000 or later 5 Youth 20 Years & Under Born in 1997 or later 6 Masters Years Born in or between Masters Years Born in or between Masters Years Born in or between Masters 65 Years & Over Born in 1952 or earlier 2.2 Registered Swimmers when attached to a Swim Team will be able to swim in the Team Relay Events. The Swim Teams can be from: Community Sports Clubs Swimming Clubs affiliated to SSA Primary or Secondary School Swim Teams Swimming Teams from ITE, Polytechnics and Universities Swimming Schools run by swimming instructors Group of swimmers forming their own Swim Teams 2.3 Singapore Citizen, Permanent Residents and Foreigners residing in Singapore are eligible to participate. 2.4 Registration may be done individually or in batch by the Team Manager who can be a Coach or someone designated to take charge of the Team. 3. Event Venue & Schedules All Competition events will be held in Our Tampines Hub Competition Pool on 29 July 2017 (Day 1), 30 July 2017 (Day 2), 05 August 2017 (Day 3) and 06 August 2017 (Day 4) Page 1 of 9

Team Managers Meeting 4.1 Team Managers Meeting will be scheduled on Saturday, 15 th July 2017 in Our Tampines Hub, Level 6 Call Room at 10:00 am. 5. Type of Events 5.1 The Competition Events are as follows: S/No Event Age & Gender Category 1 100m Women & Men Butterfly, Breaststroke, Backstroke & Freestyle 50m Women & Men Butterfly, Breaststroke, As in Backstroke & Freestyle inclusive of Para Swimmers 3 4x50m Medley Relay Women & Men Youth Women & Men Masters 4 4x50m Freestyle Relay Women & Men Youth Women & Men Masters 5 One of the 2 Relay members Corporate Family Jogmust be a staff & the other one Swim Relay must be a family member 6 Corporate 10x50m Mass Relay Mixed Open 7 Swimmers in the Relay Team must be Staff Note: (a) Mixed Relay means at least 1 relay swimmer from each gender. (b) Open means NO age restrictions 5.2 Format of Competition & Lanes allocation Page 2 of 9

3 5.2.1 Heats and Finals will use 10 lanes In the event that there are 10 or less entries for Heats, the swimmers will proceed to swim in the Finals All Relay Events are Timed-Finals and will be held in the evenings Allocation of lanes Heats and Finals shall be decided by the Technical Committee based on FINA rules as well as the entry times submitted by the swimmers or times achieved in the Heats Swimmers shall be placed in graduated time order, slowest to fastest and the last three races shall be cyclically seeded. 5.3 Para Swimmers to be inclusive GA!S 2017 to be more inclusive for Para Swimmers by: Encouraging swimmers to take part in 50m events for Freestyle, Breaststroke, Butterfly and Backstroke Swimming together with non-para Swimmers in the same Heats/Finals. However, Para Swimmers will have their own results and ranking reports The Ages for participants are 9 Years & Over To cater for all disabilities, the Classification Codes for Para Swimmers are as follows: Classification Codes Impairments Stroke S1 S10 Physical Freestyle, Butterfly & Backstroke S11 S13 Visual Freestyle, Butterfly & Backstroke S14 Intellectual Freestyle, Butterfly & S15 Hearing Backstroke Freestyle, Butterfly & Backstroke SB1 SB10 Physical Breaststroke SB11 SB13 Visual Breaststroke SB14 Intellectual Breaststroke SB15 Hearing Breaststroke For Para Swimmers who participated in APG 2015, they can use their IPC Classification Codes else they can refer to IPC Page 3 of 9

4 Classification Guidelines ( and get their doctor to certify their Classification before submitting their entries The top three (3) winners will be based on: the Multi-Class Point Score System. Swimmers race against the world s best time in that event for their classification. The winner of the race is not always who touches the wall first, but the swimmer who posts the highest point score (i.e. a time closest to the world s best time for their classification). The Singapore Disability Sports Council (SDSC) will oversee the implementation of the Multi-Class Point Score System to determine the top three (3) winners for each 50m Events by stroke 5.4 Corporate Events There are 2 Corporate Events: Corporate Family Jog-Swim Relay This Family Event consists of a Corporate parent and his/her child who is in the Youth Age Category. The Family Relay will start off with one Family member to jog down to Level 5 Jogging Track (455m) and on completion the other Family member will swim 50m to register their timing. 6. Order of Events Corporate 10x50m Mass Relay This Corporate Event consists of 10 members, 7 of them must be Corporate staff. The remaining 3 can be Family members or friends. Each relay member will swim 50m in any stroke. Entries & Fees 7.1 The closing date for all entries is 23 rd June Individual Entries: The Entry Fee for swimmers who are Youth is SGD This will allow the swimmer to take part up to three (3) Individual Events in his/her Age Category The Entry Fee for swimmers who are Masters (35-54 Years) is SGD and Masters (55 Years & Over) is SGD This allows the swimmer to take part up to three (3) Individual Events in his/her Age Category The Entry Fee for Para swimmers is SGD 5.00 regardless of age. 7.3 Relay Entries: Each swimmer can participate in any number of Relay Teams formed by the Swim Team Relay Teams participation will be governed by the following rules: Each Swim Team can submit more than one (1) Relay Teams per Event per Age Category. However only the fastest Relay Team from each Swim Team will be eligible for the medal awards. This will ensure that the top 3 winners in the Relay Events come from 3 different Swim Teams Rule does not apply to Corporate Relays All non-corporate Relays are held as Timed-Finals in the evenings. 6 7.3.3 There is NO Entry Fee for Relay Events if the team participants have Individual Events. However, if all 4 members in a Relay do not take part in any Individual Events, the Relay Team has to pay an Entry fee of SGD Team Managers are required to submit their teams line-up in the Relay Team Form one (1) hour before the start of the session if there are changes to the line-up. A team will be disqualified if any swimmer not in the Relay Team swam or if any swimmer swam not is the order as submitted There is no need for Team Managers to submit Corporate 10x50m Mass Relay Team Form. 8 Viability of Events 8.1 Individual Events: For an event to be viable there must be a minimum of 4 Registered Swimmers An event will be cancelled if there are less than 3 Registered Swimmers. The affected swimmers will be informed: to swim up to the next Age Category for Youth to swim down to a previous Age Category for Masters or register in another Individual Event. 8.2 Relay Events: For a Relay event to be viable there must be a minimum of 4 Relay Teams A Relay event will be cancelled if there are less than 3 Registered Teams. The affected Teams will similarly follow Conditional: The viability of events is not affected during competition sessions if Swimmer(s) or Team(s) failed to report at the Call Room Registered Swimmers/Teams is defined as the swimmer/team entries finalized and published on the website after the Team Managers Meeting and before the Start of Session 1 of the Competition. 9. Awarding of Medals Page 6 of 9

7 9.1 For medals to be awarded, there must be a minimum of 4 Registered Swimmers/Teams, the top 3 Swimmers or Relay Teams will receive their medals If the Finals resulted in a tie in any of the top 3 positions, the medals will be awarded, in accordance with FINA General Rule GR and GR as follows: In case of two (2) equal times: For 1 st position: 2 Golds, no Silver, 1 Bronze For 2 nd position: 1 Gold, 2 Silvers, no Bronze For 3 rd position: 1 Gold, 1 Silver, 2 Bronzes In the case of three (3) equal times: For 1 st position: 3 Golds, no Silver, 1 Bronze For 2 nd position: 1 Gold, 3 Silvers, no Bronze For 3 rd position: 1 Gold, 1 Silver, 3 Bronzes 9.2 If there are only 3 Registered Swimmers/Teams for the event before the start of the Competition, then the Minus-One rule will apply which will result in only Gold & Silver medals to be awarded. 10. Reporting 9.3 Rule 9.1 and 9.2 do not apply if during competition sessions, Swimmers/Teams failed to report at the Call Room for the event An announcement will be made only at the beginning of each session for swimmers to report to the Call Room for the first 3 events No subsequent announcement for the events/calling of swimmers to report will be made thereafter. Swimmers/Teams are required to report 20 minutes before their events using the Session Start List as a guide. 11. DNS and Withdrawals 11.1 After the closing of entries, any withdrawal of individual/relay entries can only be done during Team Managers Meeting At the conclusion of the Team Managers Meeting, the Competition Startlist for all sessions (Heats only) will be published on GA!S 2017 website During competition, any swimmer/team who fails to report for the event at the Call Room will be considered as Did Not Show (DNS). 12. Swimwear 12.1 The Championship will be conducted in accordance to FINA s Rules: Page 7 of 9

All swimsuits shall be made from textile materials. Male Female 13. Disqualification 14. Protest 13.1 The Competition will use the One Start Rule. Any swimmer who starts before the starting signal shall be disqualified. If the race has started before the disqualification is declared, the race shall continue and the swimmer(s) shall be disqualified upon completion of the race Team may be disqualified in the events of submitting ineligible swimmers or unruly conduct of team/swimmers The Organising Committee reserves the right to disqualify team/swimmers at its discretion 14.1 Only Team Managers/Team Leaders/Coaches are allowed to submit their team s Protest to the Referee in the prescribed form with a fee of SGD 50 for individual events and SGD for team events within 30 minutes following the conclusion of the event In the event that the protest is being dismissed, the fee will be forfeited The Organiser s decision to any protest shall be final. The Organiser reserves the right to add, delete and/or vary the said rules and regulations at any time as it deems fit Any amendments to the Rules & Regulations will be posted on GAS 2017 website.
