2 Page 2 SASKATCHEWAN OPEN SHORT COURSE A PROVINCIAL CHAMPIONSHIPS and JUNIOR CUP Sanction #: All current SNC rules will be in effect except as modified herein. Rule SW will not apply in that officials will not apply the provision for lap counters. Swimming Canada Warm-Up Competition Safety Procedures will be in effect at this meet. Meet Manager: Meet Referee: Insert Name, Phone # and address of Meet Manager Also insert name, phone # and address of the Co-Meet Manager if there is one. insert name of Meet Referee (this is the person that you will then work with if you have any questions between now and the meet.) 1. DATES & TIMES: Day 1 (Friday): Session #1 Warm-up 4:30 pm* Competition 5:30 pm* Friday session has preliminary heats for some events and one event that is a Time Final Day 2 (Saturday): Session #2 Warm-up 7:30 am * Competition 8:30 am * Session #2 has preliminary heats for some events and some events that are a Time Final Session #3 Warm-up 4:30 pm * Competition 5:30 pm * Session #3 has relays for all age categories including Junior Cup as well as Final events for all age categories including Junior Cup Day 3 (Sunday): Session #4 Warm-up 7:30 am * Competition 8:30 am * Session #4 has Time Final events as well as Final events for all age categories including Junior Cup 1.1. Meet management has the discretion to adjust start times as needed providing the following guidelines are followed as listed in order of priority: i. Evening Sessions must finish by 9 pm ii. 7:30 or 8:00 am warm-up iii. Minimum of two hour break between heat & final sessions on Saturday. The 2 hours breaks to be from finish of heats to the start time of warm-ups. iv. Meet Management is to include a 30-minute session break at an appropriate time on the Sunday session 1.2. Meet Managers must ensure that a full one-hour warm-up is provided for all sessions

3 Page 3 2. FACILITIES: 2.1. Saskatchewan A Provincial Short Course Championships & Junior Cup is held at 25 metre competition pool (February March) Hosting priority will be given to 6 or more lane facilities 3. ELIGIBILITY: 3.1. Open to all swimmers registered as Competitive from any club in Canada. This is an open meet, swimmers from any province can compete in this meet There will be an entry limit of 250 swimmers for the meet including out of province clubs. This entry limit will not apply to Saskatchewan clubs and they will have first priority for meet entries. NOTE to Meet Manager, clubs need put in the maximum amount that their facility can hold as per fire regulations and also to ensure that the timelines stay within reasonable limits as per item Swimmers must be a minimum 7 years of age as of the first day of competition Swimmer s age shall be as of the first day of the meet Qualifying period is 18 months prior, therefore for Short Course A Provincial Championships, a qualifying period of September 1 of the previous swim year. i.e. Short Course A Provincials held in February/March, 2015 would have a qualifying period from September 1, Those swimmers that enter the A Provincial side of the meet must have at least one A Qualifying Time Swimmers must have equalled or bettered the qualifying times prior to entry deadline. Athletes will qualify in single age categories, but will compete in combined age groups Age Group Categories: Junior Cup: Female 10 & Under Male 11 & Under A Provincial: Female 11 & 12 Male 12 & 13 Female 13 & 14 Male 14 & 15 Female 15 & Over Male 16 & Over 3.9. Swimmers are de-qualified from events that they have achieved an AA time. Swimmers who achieve an AA Time between the entry deadline and the first day of the meet must be scratched from that event Saskatchewan swimmers that age up to a new Age Category between this meet and LC Prairie Championships, but do not have ANY ManSask AA qualifying times in their new age category, may enter this competition as EXHIBITION in their current age category. (i.e. a 12-yearold female that ages up to 13 between this competition and the start date of LC Prairie Champs) When doing entries for a swimmer in this scenario, then coaches must click on the Exh option in Hytek Para Swimmers will be fully integrated into the meet. To be eligible to swim in A Provincials, Pare Swimmers must meet the Saskatchewan A time standards respective to the event in their gender and age category

4 Page 4 4. QUALIFYING TIMES 4.1. There are no qualifying times for Junior Cup The Qualifying times for the A Provincials side of the meet, are Saskatchewan A times Short & Long Course Times De-qualifying times for the A Provincials side of the meet are Saskatchewan AA Short & Long Course Times Swimmers who achieve a Short Course OR Long Course AA Time in an event during the qualifying period or between the entry deadline and the first day of the meet must be scratched from that event. For the Saskatchewan A and AA Qualifying times please see: and Swimmers will be de-qualified from a leg of a relay based on prior individual performance A swimmer with an "AA" entry time in 50 or 100 stroke, prior to the start of the meet, may not swim that stroke on a relay at "A" Provincial Championships A swimmer who achieves an "AA" time in an event at this meet will be permitted to swim on a relay team A swimmer who achieves an AA time in an individual event during preliminaries will be permitted to advance to finals Entry times will be accepted in either short course or long course NT s will be accepted for a Junior Cup swimmer that does not have a time, and those entries will be seeded last. NT s will only be accepted for an A Provincial swimmer in Bonus swim in the 50, 100 or 200 meter events only Converted times will NOT be accepted. Times must pass validation and won t fi they are converted. 5. BONUS SWIMS: A PROVINCIALS ONLY 5.1. Bonus swims for swimmers to guarantee that swimmers will have at least 6 swims The 400 Free, 800 Free and 1500 Free and 400 IM may be used as Bonus Swims providing the swimmer has achieved the Bonus Swim entry time standard for that event in their respective age category as per schedule A. Meet Management does have the discretion to limit the number of entries in these events should session timelines require to do so Swimmers who have less than 6 qualifying A times are eligible for bonus swims based on the following: 1 A time + 5 Bonus swims 2 A times + 4 Bonus swims 3 A times + 3 Bonus swims 4 A times + 2 Bonus swims 5 A times + 1 Bonus swim 5.4. Coaches must check of the Bonus swim box in Hy-tek Team Manager when doing entries.

5 Page 5 6. ENTRIES AND LIMITATIONS: 6.1. Swimmers can enter as many events as they have qualified for, up to a maximum of 8 individual events plus relays. Maximum 5 individual events per day. For pool with 6 or less lanes: Up to a maximum of 7 individual events plus relays. Maximum 4 individual events per day. For pool with 8 or more lanes: Up to a maximum of 8 individual events plus relays. Maximum 5 individual events per day Swimmers in A Provincials must have achieved at least one qualifying standard to enter the Competition Entries must be uploaded to the national meet entries site. No entries will be accepted by meet management from an Entries for A Provincials will be proofed by Meet Management via the time validation report function in the national system There will be an entry limit of 250 swimmers for the meet including out of province clubs. All relay events will be Time Finals Please Note: Junior Cup swimmers are not eligible to swim on A Provincial Relay Teams Relay swimmers must be properly entered in at least one (1) individual event Relays will be swum in the following age categories: Junior Cup Female 10 & Under; Male 11 & Under A Provincials Female 11 & Over, Male 12 & Over 7.4. Swimmers will be de-qualified from a leg of a relay based on prior individual performance. A swimmer with an "AA" entry time in 50 or 100 stroke prior to the start of the meet, may not swim that stroke in a relay at "A" Provincial Championships A swimmer who achieves a "AA" time in an event at this meet will be permitted to swim on a relay team A swimmer who is entered in the meet as exhibition due to age up as per item 3.10, may swim on a relay, however the relay will then also be exhibition Clubs may enter any number of relays in both the Junior Cup and A Provincial age categories, as per item 7.3 above, but only a maximum of 2 relay teams in each category, from that club, can score. (i.e. a club could enter 4 Female 10 & under relays and 4 Female 11 & Over relays, but only 2 of the 10 & under relays can score, and only 2 of the 11 & Over relays can score There are no qualifying times for relay events. However, clubs are encouraged to submit entries with a time for all relays to help with seeding.

6 Page 6 RELAY ENTRIES CONTINUED: 7.9. Clubs are encouraged to submit relay names in their Hytek entry file. If they do this then they are not required to submit another relay card during the meet, unless they wish to change names or the order of a swimmer. If name or swimmer order changes are required, new relay cards with the changes will be accepted up to 30 minutes prior to the start of the session in which the relay event is held. If clubs did not submit relay names in their Hytek entry file then relay cards will be required to be completed and submitted within 30 minutes of the conclusion of the Saturday morning session for the relays that will be held in the Saturday Evening Session. If name or swimmer order changes are required, new relay cards with the changes will be accepted up to 30 minutes prior to the start of the Saturday evening session. For relays that will be held on Sunday Morning, then relay cards must be submitted by the end of the Saturday evening session. If name or swimmer order changes are required, new relay cards with the changes will be accepted up to 30 minutes prior to the start of the Sunday morning session. Failure to provide the above, the relay will be considered exhibition and therefore is not eligible for points and awards. 8. DECK ENTRIES: 8.1. Additional swims may be permitted if empty lanes are available, but no additional heats will be created Swimmer/Coach must present late entry fee prior to being assigned a lane The cost of all deck entries will be twice the normal entry fee. Payment in cash or a cheque must accompany the entry when handed to the Clerk of Course or Meet Office These swims are for time only (i.e. Exhibition) and the swimmer will not advance to finals. De-qualifying times are still in effect. 9. ENTRY DEADLINE 9.1. Friday 2 weeks prior to the meet. Entries are due no later than 11:59 p.m. EST. NOTE: after the entry deadline date, the system automatically no longer allows entries to be uploaded Cheques for entry fees are to be made payable to the host swim club 9.3. Clubs must submit entries by uploading their Hytek Entries File to the national events list site. No entries will be accepted by FEES Clubs can set the per event fee, based on their pool costs up to the maximum amounts below: Swimmer surcharge: up to a maximum of $15 per swimmer Individual events: up to a maximum of $8 per swimmer per event Relay Teams: up to a maximum of $12 per team per event Deck entry fees are twice the normal entry fee per event & swimmer surcharge still applies Payment must be received on or before the start of warm-ups on the first day of competition No swimmer/club will be allowed to swim whose entry fees have not been paid Entries Refund Policy: As per Winter Swimming Policy WC-4

7 Page COMPETITION As per the event order, Junior Cup and A Provincial events will be swam separately. i.e.: a 10-year-old female can NOT be seeded in a senior seeded event The Junior Cup has events that are Time Final events AND some events with heats and finals & 1500 Free events are for A Provincial swimmers only and will be swum as time Final The 400 Free for A Provincial swimmers will be swum as heats and finals The 400 Free for Junior Cup will be swum as a Time Final in the Saturday morning session IM is for A Provincial swimmers only and will be swum as Time Final For events that are time finals only, each event will be swum via the 4 age categories All 100m events will be swum as Time Finals by age category and gender For A Provincials all 50 and 200meter events, as well as the 400 Free, will be swum as heats and finals regardless of the number of swimmers entered in the event, with the exception of the 200 Fly which will be swum as a Time Final event. In prelims, these events will be swum in an open age category, senior seeded via gender, slowest to fastest. The finals for this event will be swum via the 3 age categories. Advancing to finals is the top 10 in a 10 lane pool, top 8 in an 8 lane pool, top 6 in a 6 lane pool and top 5 in a 5 lane pool in each of the 3 age categories There will be ONE final per age group There will be NO Consolation Final for any age group Boys and Girls events will swim separately for preliminaries, finals and time finals Rule SW will not apply in that officials will not apply the provision for lap counters. 12. SEEDING: The 800m & 1500m Free events will be swum fastest to slowest and will be senior seeded and may be swum two per lane At the discretion of meet management, the 400 free may also be swum two per lane should session timelines require to do so All other events will be swum slowest to fastest In prelims, all 50m and 200m events, as well as the 400 Free for the A Provincials are to be swum as an open age category, senior seeded via gender, slowest to fastest. The last 3 heats of the 400 Free will be circle seeded. The finals in A Provincials for the 50m, 200m and 400m events will be swum via the 3 age categories The 100m events will be swum as time finals via the 4 age categories. (Junior Cup & A Provincials) There are no separate events PARA swimmers, they will be fully integrated into the meet (no separate heats or finals) therefore they must have achieved a meet qualifying event standard respective for their age and gender. Para swimmers are eligible for all awards.

8 Page SCRATCHES: Scratches for events that are Prelims & Finals Events Scratches from Preliminary heats simply create empty lanes and may be made at any time without penalty except loss of entry fee. Clubs are requested to report any scratches 30 minutes into warm-ups on the day the event is to be held The scratch deadline for all events to be swum in the Finals on Saturday night will be 30 minutes after the conclusion of the Saturday morning session The scratch deadline for all events that are being swum on Sunday will be 30 minutes after the conclusion of the Saturday evening session Scratches for Time Final events Scratches from all individual Time Final events must be made 30 minutes into the warm-ups on the day the event is to be held; with the exception of 400 Free in which scratches for Junior Cup are due 30 minutes after the conclusion of the Friday evening session and 800 Free in which scratches are due 30 minutes after the conclusion of the Saturday evening session. Scratches for Relays Scratches for relays must be made 30 minutes into the warm-ups during the session the event is to be held. ALTERNATE SWIMMERS: In Finals, if a contestant has not reported to the blocks when the race is called, the Referee shall have the alternate called immediately, who shall become one of the finalists. Alternates MUST report to the Clerk of Course when the event is called and be ready to swim if necessary. PENALTIES: Unexcused scratches after the applicable scratch deadline above, and all step-downs, no-shows, unexcused incomplete swims, including relays (as determined by the referee) will result in the offending swimmer or swimmers being scratched from all his/her remaining events, including relays, scheduled for that session. There is no monetary assessment penalty. OFFICIAL SPLITS: As per Swimming Canada Swimming Rule CSW Meet Management requires, that a coach wishing to rely on a time achieved by a swimmer for an interval shorter than the total distance of the event, must advise the Referee and Meet Management prior to the commencement of the event in question will be held. Official Split requests must be submitted to the Meet Manager a minimum of ½ hour prior to the start of the session that the event is being held. The Official Split Request Form is available through Meet Management or by downloading from the Swim Sask site at: Such official split shall then be reported as a separate event in the meet results.

9 Page INDIVIUDAL AND RELAY AWARDS: (Medals & Ribbons) NOTE TO MEET MANAGER - Host club is responsible for the ordering and purchasing of ALL awards. All awards include: all medals, ribbons for 4 th to 8 th place and the Club Awards. (NOTE: Ribbons to 8 th place regardless of the number of lanes of the facility where the meet is being hosted.) Individual events: Distinctive medals for placing first, second & third. Ribbons for placing fourth to eighth (regardless of the # of lanes) No separate scoring or awards for PARA Swimmers Relay events: Medals for placing first. Ribbons for placing second and third. Number of Medals required: note number below does include extras for ties. 15. CLUB AWARDS: (Trophy or plaque) For SC meet: Gold 166 Silver 130 Bronze Junior Cup - There is a trophy for the Junior Cup. This is a trophy that is taken from meet to meet. Swim Sask purchased the trophy and will pay for the cost of engraving of the winner s plaque after each meet. All clubs that have swimmers entered in the Junior Cup side of the competition are eligible for this award based on points as per scoring Open Top Club Award: - A Provincial Results only. All clubs entered will be eligible based on points as per scoring Open Small Club Award: A Provincial results Only All Clubs with 15 or fewer swimmers entered will be eligible based on points as per scoring. These Club awards can be a Trophy or Plaque. 16. SCORING: PLEASE NOTE: The Junior Cup points are NOT to be combined with A Provincial points Points are scored in final & time final events only Scoring systems for Individual events and Relay events for both Junior Cup and A Provincials: 1 st -10 th place score for 10 lane pools: st 8 th place score for 8 lane pools: st 6 th place score for 6 lane pools: st 5 th place score for 5 lane pools:

10 Page MEET SAFETY RULE: Current Swimming Canada Warm-up Competition Safety Procedures will be in effect at this meet. See last page for full procedures Entry into the pool must be feet-first at all times during general warm-up During warm-up no swimmer shall enter the water by a dive During the last 20 minutes of warm-up the 2 outside lanes are designated as sprint lanes, meet management has the discretion to open up additional lanes as sprint lanes if required. Diving is permitted in the Sprint lanes. During this period one-way swimming only is allowed. Swimmers must leave the lane after their 25 metre one-way swim Running on deck is not permitted No fins or hand paddles during warm-up It is the coach s responsibility to inform the swimmers and ensure their discipline and adherence to the MEET SAFETY RULE and to Swimming Canada Warm-up Competition Procedures 18. COACHES TECHNCIAL MEETING: A coaches meeting may be held 30 thirty minutes prior to the start of any session, if required. 19. PRO SHOP: Please indicate if a pro shop will be available at the pool where swimmers can purchase goggles and other merchandise. 20. ACCOMMODATIONS: As per Swim Saskatchewan Winter Swimming Policy WC-5, billeting is not a requirement for Winter Swimming Clubs. If individual families wish to billet between clubs, this is their prerogative, however Swim Saskatchewan will not accept any responsibility related to this activity. As well, if clubs decide to billet between each other, this is their prerogative, however Swim Saskatchewan will not accept any responsibility related to this activity Host Clubs should also include a list of hotel accommodations and are encouraged to block some hotel rooms and provide information on these block bookings in the meet package Host Club should also contact Swim Sask to see if there are any Hotel sponsorship requirements or a current provincial or national hotel partner. 21. IMPORTANT INFO REGARDING EVENTS Event Numbers are listed on the following pages Events with a * beside them designates that it is a Time Final event Junior Cup events are Time Finals with the exception of the following: - All the 50m events have both a preliminary heat and a final Free and 200 IM also have a preliminary heat and a final for the Junior Cup swimmers. A Provincials - All 50 & 200 meter events, as well as 400 Free, are to be swum as heats and finals regardless on the number of entries. Heats will be swum in an open age category, senior seeded via gender. Finals will be swum via the 3 age categories (Point 3.7). There will be One final per age group. There will be no consolation final for any age group. Meet Management is to include a 30-minute Session Break at appropriate time for the Sunday session

11 Page 11 SPECIAL NOTE TO MEET MANAGERS - Inside the front cover of the meet program OR as a separate report to be put in the coach s box and posted around the pool, please include a list of all participating clubs, showing the number of male and female swimmers. The purpose of this is so that everyone knows who is at the meet, and how many swimmers are involved from each club and therefore the coaches will know who is a large team and who is a small team. This report to be done based on entries received on the entry deadline date.

16 Page 16 COMPETITION WARM-UP SAFETY PROCEDURES Meet Management for all sanctioned Canadian swimming competitions must ensure the following safety procedures are applied. It is incumbent on coaches, swimmers, and officials to work together to comply with these procedures during all scheduled warm-up periods. Coaches are requested to encourage swimmers to cooperate with Safety Marshals. GENERAL WARM-UP: Swimmers must enter the pool FEET FIRST in a cautious manner, entering from a start or turn end only and from a standing or sitting position. Running on the pool deck and running entries into the pool are prohibited. Meet Management may designate the use of sprint or pace lanes during the scheduled warm-up time. Any such lane usage must be communicated through a pre-competition handout, an announcement or deck signage. Diving starts shall be permitted only in designated sprint lanes. Only one-way swimming from the start end of sprint lanes is permitted. Pools with backstroke starting ledges available may offer a designated lane for backstroke starts, at meet management s discretion. (This is not mandatory if not enough general lane space is available for the number of swimmers in the meet.) Notices or barriers must be placed on starting blocks to indicate no diving during warm-up. EQUIPMENT: Kick Boards, Pull-Buoys, Ankle Bands, and Snorkels are permitted for use in the main warm-up pool during warm-up. Hand paddles and flippers are permitted for use in a secondary warm-up pool only (where available), at meet management s discretion and recommended only for higher level or senior competitions. At meet management s discretion and based on available space, the Meet Manager may permit use of tubing or cord assisted sprinting in designated lanes and during specific times of the warm-up only. It is recommended that this only be allowed in secondary warm-up pools as space allows. Coaches are responsible for equipment reliability and use. 17 Page 17 VIOLATIONS: It is recognized that there is a level of interpretation and common sense that must be applied when applying these guidelines. Diving headfirst quietly into an empty pool at the start of warm-up is not the same as diving headfirst into a crowded lane. Judgment and context is required. Swimmers witnessed by a Safety Marshal diving or entering the water in a dangerous fashion may be removed without warning from their first individual event following the warm-up period in which the violation occurred and the alternates in that event notified should that event be a final. They may also receive a verbal warning from the Safety Marshal. Swimmers receiving verbal warnings will have their names and clubs registered with the Meet Manager. In the case of a second offense during the same competition the swimmer may be removed from the remainder of the competition. SAFETY MARSHALS: The Safety Marshal is a trained position designated by Meet Management. Safety Marshals shall: Be visible by safety vest. Be situated at each end of the competition pool and when applicable, similarly situated in designated warm-up pools when pre-competition warm-ups are scheduled. Actively monitor all scheduled warm-up periods. Ensure participants comply with warm-up safety procedures and report violations to the Referee. Depending on the level of competition, Safety Marshals have a role to help work with coaches and swimmers to ensure a safe warm-up environment. This may include educating a younger swimmer on the rules or communicating a concern to a coach. Judgment, tact and confidence is required and therefore the Safety Marshal should ideally be a more experienced official. PARA-SWIMMER NOTIFICATION: Coaches are requested to notify Safety Marshals of any Para-swimmers participating in warm-ups where necessary and at the coach s discretion. The following statement must appear in all Swimming Canada sanctioned meet information and posted notices: SWIMMING CANADA COMPETITION WARM-UP SAFETY PROCEDURES WILL BE IN EFFECT AT THIS MEET.
