3 Yukon Government Community Services March 2006 Local Authority for Recreation: Village of (VOC) RECREATION CENTRE: General Description: The recreation centre is a wood frame structure that was built in 2001 as an add-on to the adjacent, existing curling rink. The recreation centre includes a main entrance that provides access to it and the curling rink, a gymnasium, meeting rooms, a kitchen, a weight room, washrooms and showers, a youth centre and a daycare. The exterior of the building is fitted with sheet metal siding and roofing. The foundation is concrete. Interior finishes are mostly drywall with some wood paneling. Floors are linoleum and ceilings are T-bar with fluorescent lighting. The building is connected to municipal water and sewer services. Location: Facilities: The community hall and adjacent curling rink and outdoor skating rink are all located on Lot 10 (Remainder), CLSR Gymnasium: The gymnasium extends eastward beyond the main entrance to the recreation centre building. It is full sized, with floor markings and basketball hoops to accommodate two smaller playing surfaces. There is no divider. The flooring is hardwood and the ceiling is open to the roof trusses. Access to the gymnasium is through glass doors located midway along the long side of the room. The doors lead from the main hallway of the building. An overhead viewing balcony is located above the doors and is accessed from the second floor of the building. Two emergency exits, with double doors and push bars, are located on the northeast side of the gymnasium. There is no natural lighting. Artificial lighting is provided by overhead strip fluorescent fixtures and vapour lights. Heating is provided by a hot water boiler system, with strip radiators located along the perimeter walls at a height of about 2.5m.

Also accessed from the hallway are washroom facilities equipped with showers. Lockers are also located along the hallway. Kitchen: A kitchen is located in the main hallway of the Recreation Centre. It is equipped with under-counter cupboards, counters, a commercial electric stove/grill with ventilation hood, three sinks and two sliding door refrigerators. Two pass-throughs allow service to customers. Youth Centre: A meeting room located just inside the main entrance to the recreation centre has been converted into a simple youth centre. The room is equipped with a pool table, fooz-ball table, VCR, television and computer. Daycare: A daycare operates on the second floor of the centre but it is not operated by the municipality. Heating: Documents: Heating for the recreation centre is provided by two oil-fired, hot water boilers. Wall-mounted radiators are located throughout the building just above the height of the doors. No design or construction documents/drawings for the facility have been located. Condition Assessment: The recreation centre was visually assessed on May 9, The exterior was revisited on August 27, The building was found to be in excellent condition,

General Description: A three-sheet curling rink is attached to the south side of the recreation centre and is accessed through the centre. The rink is of unknown age.

The one item of concern noted by the VOC staff was the wall-mounted heating system which has required repairs on several occasions and which is not considered by them to be particularly effective. General Description: A three-sheet curling rink is attached to the south side of the recreation centre and is accessed through the centre. The rink is of unknown age. Two doors provide access into the rink from a raised viewing area at the north end which is equipped with windows that cover almost the whole width of the rink. The viewing area is also equipped with a bar. The exact structure of the rink is somewhat difficult to discern because both the interior and exterior surfaces have been finished; however, it appears to be a wood frame structure, with laminated beams and side pillars built on a concrete slab with spread footings. The outside walls and roof are finished with sheet metal. The inside walls and ceiling are finished with painted plywood. There are two double door emergency exits equipped with push bars, one at the south end and one on the west side of the viewing area. Interior lighting is fluorescent. Documents: Condition Assessment: Design drawings for the curling rink were not located. The curling rink was visually assessed on May 9, It was found to be in good condition, with no significant deficiencies noted or reported by staff. No changes to the exterior of the building were noted during the August 27, 2008 visit. OUTDOOR RINK: General Description: An outdoor skating rink is located immediately to the east of the curling rink. It is an open air facility equipped with an open-sided, steel frame and sheet metal roof. The floor is a concrete slab that appears to be in the order of about 15cm thick. The rink is equipped with chain link fencing and netting in the end zones.

6 Yukon Government Community Services March 2006 Condition Assessment: The outdoor skating rink was visited on May 9, 2006 and again on August 27, 2008 and was found to be in fair to good condition. The main deficiency is the concrete floor, which has cracked and heaved in numerous places. This has led to an uneven surface with low and high spots, making ice development very difficult. Although no measurements of the floor were made during either visit, the unevenness of the surface appeared to be more pronounced during the 2008 visit than in As the structure of the slab is unknown, the exact cause of the movement is difficult to assess. However, it is likely due to frost action and/or soil settlement resulting from an inadequately compacted foundation. A geotechnical investigation would be required to determine the precise cause and develop a remediation plan. SWIMMING POOL: General Description: The swimming pool is of a fairly standard design that was used by the Government of Yukon in several communities in the mid to late 1980s. The entrance building is a wood frame structure with an asphalt shingle roof that contains the pool office, mechanical room, men s and women s change rooms/washrooms and janitor s closet. Attached to the entrance building is a metal frame and sheet metal paneled structure that covers the pool. The building has two exit doors to the exterior. The pool is concrete and is equipped with a synthetic liner. Natural lighting is provided by fibreglass windows along the roof and sides of the enclosure. A synthetic cover is used to retain heat when the pool is not in use. A below-ground gallery surrounds the pool beneath the deck allowing access to piping and related equipment. The gallery is accessed through manholes in the deck. Two exhaust fans in the end wall provide ventilation. The mechanical room contains the filter, chlorination unit, pumps, boilers, hot water tank furnace and related controls. The boilers and furnace are propane-fired. The exterior of the pool is surrounded by a grassed area that is enclosed within a chain link fence. Small wooden decks are located outside each of the pool enclosure doors. A large wooden deck is located outside the sliding doors at the east end of the pool. A bicycle rack is located outside the main entrance.

PLAYGROUND: General Description: A playground is located approximately 2 km west of the recreation centre along the riverfront road. It includes an older metal swing set with one infant seat and three children s seats, a slide, a digger toy, and a newer wood, metal and plastic adventure set. The base of the playground is coarse sand, and the area is enclosed by a chain-link fence. There is a wooden park bench within the enclosure. Condition Assessment: The playground was visually assessed on May 9, 2006 and August 27, The playground equipment may not meet current safety standards, particularly in the case of the swings and slide. No other concerns were noted. No significant changes were seen between the two visits. BOARDWALK AND GAZEBO: General Description: Condition Assessment: A wooden boardwalk runs the full length of the riverfront from the playground to just northeast of the recreation centre, a total distance of approximately 2 km. At the west end, immediately adjacent to the playground there is a small wood frame gazebo equipped with benches. At the east end, there is a community message board, map and benches. Between the two ends, there are seven rest areas spaced roughly equally. Each is equipped with benches and bear proof garbage containers. The boardwalk, gazebo and related components of the facility were visited on May 9, 2006 and again on August 27, In 2006, they were found to be in very good condition, with no significant deficiencies noted. The east end gazebo and message board was found to have been stripped of its signage and graffiti had been painted on the structure. Between the east gazebo and the recreation centre, a stretch of about 25m of the boardwalk has been burned. The burned boards had been removed at the time of the visit but not yet replaced. As a wooden structure, the boardwalk will require ongoing maintenance and repair to replace broken, rotted or otherwise damaged boards. GOLF COURSE: General Description: A golf course is under development at the extreme west end of the community beside the Nordenskiold River near its mouth. The development is taking place on a property (Lot 46, CLSR 53809) that was bequeathed to the VOC by Mr. Mervin Tew when he died in The property contains several existing structures including a wood frame building that will serve as a clubhouse, garage and maintenance facility, a small log cabin, and a wooden picnic shelter.
