2 Letter from the Pool Manager The mission of Rifle Parks and Recreation is: To commit to build and maintain parks, programs, facilities, and services necessary to establish Rifle as a premier recreational community on the Western Slope of Colorado. This mission drives us to continue to adapt and grow at the community s need to serve the most people to the best of our ability. This year, we are focused on helping more people access the health benefits of water in every way we can. We are amping up the triathlon opportunities, with a training group and a kids tri right before the Rifle Tri-fle. We have explored some cost saving options to make the event more affordable and have been able to reduce the price for the Tri-fle. Plugging yourself into a triathlon can have huge health benefits, and we hope these additions help make it an easy decision. Similarly, we saw an opportunity to add in a high intensity aerobics offering, what we are calling, Fit2O. This program requires no swimming experience and can be a great way to get or stay fit. Leveraging a partnership, we are proud to offer Special Olympics Swimming this year, adding the opportunity for people with cognitive challenges to work with specially trained coaches on sharing in the benefits of water. Another notable addition are season passes. These have been added to make it a little more affordable to become a regular user. All of these programs are not possible without the incredible lifeguards, instructors, coaches, and guest services that run the pool every day. I am privileged to work with such a great group of people, and am constantly impressed with their drive and dedication. Last year, the lifeguard staff competed in the state-wide Lifeguard Games at Water World and claimed 10 th place. With nearly 400 lifeguards in the games, 10 th was an awesome outcome. Of course, we are not perfect, but always welcome feedback to help us improve. The facility renovation project design is well underway. We are working towards detailed design and finalizing the schedule. There are some funding challenges we are working through, and the final layout and features are still being finalized. Sometimes I feel like telling people how great swimming is just doesn t quite do it justice. I can gush over it all I want, but it can t really be appreciated until someone does it for themselves. Swimming can feel like play and be a core part of a healthy lifestyle. I hope our 2018 lineup makes access easier for you, and this summer you find yourself in the pool. Thanks, James Vaughan Recreation Coordinator Page 2

32 Training Drills Art Dague Pool and Waterslide Training Philosophy At Art Dague Pool and Waterslide, we pride ourselves in effective emergency response. In order to establish and maintain vigilance, we have a comprehensive training program. A vital part of that are unannounced audits that simulate an emergency during normal operating hours. Some drills utilize actual people acting out an emergency, and some may be mannequins discretely placed around the facility for staff to respond to. These drills are important in that they give an opportunity for us to implement much of our training with the general public. These drills include practice for managing a crowd and communication, so they may cause a brief interruption to your activities. We hope you understand the usefulness of these drills and thank you for your cooperation and patience. We do take very serious consideration into striking the balance of running these audits for adequate training and limiting them so as to not cause major activity interruptions. We want you to help us with emergency trainings! New this year, we will use volunteers as the victims during these scenarios. It s very simple, all you need to do is sign up at the Rifle Recreation office (not the pool, the victim role needs to stay anonymous). We appreciate your help with keeping our safety team on the top of their game, so if you do volunteer, you can earn a voucher for a free admission! To volunteer, simply fill out the below information and turn it into the Recreation office. Filling out a form does not guarantee you will be asked to participate in a training exercise, you will be contacted by a pool manager sometime during the season if chosen. Name: Age: Parent s Name (if under 18 years old): Contact Telephone Number: Date(s) Available: Note: Pretending or simulating an emergency situation while not associated with our training program will result in corrective action, up to a season-long expulsion from the facility. Online registration is available at A class must have a minimum of three participants to run, otherwise it will be cancelled Descriptions & Prerequisites - See pages Instructors reserve the authority to move your child into another level, other than the one signed up for, based on skill level. Based on the instructor s assessment, if a participant needs to be moved due to inadequate skill level, and the other class to be moved to is full, the participant may be asked to move into a different time slot that may accommodate this change, or withdraw from the session. We strive to maintain an industry leading instructor to participant ratio of at least 1:8, and do better than this when possible. Group Swim Lessons - Frequently Asked Questions Drop off and pick up: Your child can wait outside the main gates until five minutes before their session starts. They will be let in and will need to take a shower before reporting to their assigned classes. After 50 minutes, the class will end and they will exit through the gate directly underneath the slide. They exit through that gate so the transition between each time slot is smooth. Showers: It is important that a shower is taken each day before entering the pool so we can maintain a clean facility. If a shower is to be taken after a lesson, please communicate that need with your instructor. Parent Day: During swim lessons, parents may watch from behind the fence in the park. Adults and children not taking swim lessons may not remain in the pool area. The final day of each session parents are invited poolside to watch the final day of lessons. Page 40

41 Lessons - Weather Policy Unfortunately weather closures are inevitable during swimming lessons. Historically, evening lessons experience it the most. Please be aware that a lesson being affected by weather is likely. Why do we close? The National Lightning Safety Institute mandates indication of lightning or thunder within 6 miles of a swimming pool results in a pool closure. Additionally, the United States Lifesaving Association recommends clearance within 10 miles with sight or sound. Sight and sound are the most obvious indicators, however, we also make use of modern lightning detecting radars to assess the threat. We will close if sight or sound is within 10 miles, and we will close if sight, sound, or radar detection is within 6 miles. We follow these guidelines strictly, as the result of a lightning strike to an occupied swimming pool may be catastrophic. In the event of a closure, the pool deck must also be cleared. This happens during swimming lessons, so how is it dealt with? 1 st Closure: Safety Day There is a day within each session that is mostly on land, called safety day. During this day rules and safety concepts are presented to the kids. If there is a closure during a lesson or it is the first closure, a safety day will take place in the offices, breezeway, and locker rooms. 2 nd Closure: Make-Up Class The second Friday after lessons begin may be used for a make-up class for a cancelled class. 3+ closures: Vouchers or Pro-rate If weather continues to interrupt lessons, you have two choices. You elect to receive a free swim voucher for each lesson/child that has had a cancellation, or you can get a credit back to your account for each one at a rate of $3.89 per lesson. Alternatively, you may withdraw from the class and only pay for the classes you took at $3.89 per lesson. Please understand, there are only so many days in the season, and holding more makeup lessons into the next session quickly becomes unsustainable. No one wants to close for weather, lessons are much smoother for everyone when they are held as scheduled. The weather policy is geared to allow the most time in water with an instructor as possible. 50 Swim Lesson Resources Longfellow s WHALE Tales This year, you will notice some worksheets and other material given to your child during swimming lessons to complete. These are optional parts of the program, and are simply there to add the additional opportunity for safety practice. You can find much of this on our website, or in the Red Cross Swim mobile app. Parent Newsletters At the beginning of each session, each student/parent will receive a newsletter specific to their level. On these, you will find: Level learning goals Safety messages Helpful tips for preparing for a lesson Helpful tips for working on skills on your own Instructors Our staff is happy to help you with ideas and tips for helping your child succeed. Catch them between classes or come by the office. Red Cross Swim App Many of these resources are all bundled up nicely in the Red Cross Swim mobile app. Track progress of multiple children, watch videos, and so much more, all for free! Simply search your app-store and download. Page 50

52 As many of you recall, last year on September 12 th, 2017 voters approved the city to borrow money for a swimming pool renovation project! We are excited for this opportunity and are working diligently towards detailed design. See below for some more insight as to how the project is progressing. Funding As you may recall, the ballot question asked for the authorization to borrow up to $6 million. Since then, growth in the economy has done two things that unfortunately, add some challenges to the project: Interest rates have increased. Borrowing power is only as big as we can afford payments within our existing budget. As rates have increased, the amount we can borrow has decreased. This means we have less money Pool Renovation Update available than originally projected. Construction costs have increased. Materials such as concrete (which the new pool has A LOT of) have gone up, so how much we can afford has decreased. The good news! We haven t spent any of that money. We understood the concept design may change, and we haven t committed to anything that will be a financial hardship on the city or citizens. Judicious use of taxpayer dollars is a priority, and we are still geared toward getting the most we can for every penny. Schedule The additional design considerations have resulted in more time required from original projections to the opening of the new facility. As such, the project is tentatively scheduled to begin construction Fall 2019 with a grand opening in Spring Scope While some features had to be trimmed, there are still a lot of improvements coming!
