GAUTENG NORTH TABLE TENNIS BOARD BY-LAWS 1) The playing rules shall be those derived from the South African Table Tennis Board. 2) Each mixed league match shall consist of nine (9) singles matches and one (1) doubles match. Each team shall consist of three to five players and each player shall play each single player of the opposing team. Additional players may play in only the doubles match. The doubles match shall be the seventh match played. 3) Each super league match shall consist of four (4) singles matches and one (1) doubles match. Each team shall consist of two to three players and each player shall play each single player of the opposing team. Additional players may play in only the doubles match. The doubles match shall be the third match played. 4) Only players registered with the Board and in good standing with the Board shall be allowed to participate in league or other matches arranged by, or under control of the GNTTB. LEAGUE COMPETITIONS 5) The Executive Committee shall decide on the number of leagues that will be allowed during the ensuing season, and then place the teams entered into various leagues. The Executive Committee may determine the number of teams participating in any particular league. 6) The Super league shall be played on a home and away basis over two rounds on Tuesday s. 7) Mixed leagues shall be played on a home and away basis over two rounds on the match evenings of the home club. FIXTURES 8) A list of fixtures shall be supplied to each club representative at least seven days before the commencement of the league competition and any subsequent revision shall also be subjected to a seven day notice. LEAGUE MATCH AND SCORING SYSTEM 9) All matches shall be the best of five (5) games. 10) A game shall be won by the player first scoring 11 points unless both players score 10 points, when the game shall be won by the first player subsequently gaining a lead of 2 points.

2 11) The player starting at one end in a game shall start at the other end in the next game of the match and in the last possible game of a match the players shall change ends when the first player scores 5 points. 12) The player serving first in a game shall receive first in the next game of the match and in the last possible game of a doubles match the pair due to receive next shall change their order of receiving when the first pair scores 5 points. 13) Except where both players have scored at least 9 points, the expedite system shall come into operation if a games is unfinished after 10 minutes play or at any earlier time at the request of both players. If the expedite system is introduced, or if a game lasts longer than 10 minutes, all subsequent games of the match shall be played under the expedite system. 14) Play shall be continuous throughout a match except that any player is entitled to: An interval of up to 1 minute between successive games of a match; Brief intervals for towelling after every 6 points from the start of each game and at the change of ends in the last possible game of a match. 15) A player or doubles pair may claim one time-out period of up to 1 minute during a match. 16) The umpiring of matches is to be mutually arranged by the respective captains unless the GNTTB Technical Committee has appointed an official umpire. 17) Both the team captains shall enter their players on separate scorecards under home or away according to the schedule and shall then pass the scorecard to the opposing captain who shall enter his/her players. 18) Super league matches shall 20:00 and all matches must be played. 19) Mixed league matches shall 19:00 and all matches must be played. 20) If there is a draw between two teams in a match, each team will receive two (2) points. 21) If the match is played under normal circumstances the winning team will receive three (3) points and the losing team will receive one (1) point. 22) If no scorecard is received within 14 days of the scheduled match both teams and players will receive zero (0) points. 23) If one team decides to forfeit a match, the forfeiting team will receive zero (0) points and the other team will receive three (3) points. NOTE: Both captains must inform the league secretary by .

3 24) Both teams have the right to request a postponement of a match. However, if the request to postpone a match is not acceptable to the team being requested to postpone the match, and upon reasonable reasons furnished, the match will not be postponed. 25) If a team wants to postpone a match the other team must be notified at least four (4) hours before the scheduled match: NOTE: Both captains must inform the league secretary of any postponements by . 26) A postponed match must be played within 14 days of the scheduled date or at a later date, upon acceptable reasons furnished to the league secretary, otherwise both teams will receive zero (0) points. 27) Where it is impossible, for any reason whatsoever, to complete a match the facts must be submitted on the scorecard to the league secretary. If the reason was a dispute between players or teams the matter will be submitted to the Executive Committee for a decision. 28) If a team doesn t turn up for three (3) consecutive scheduled matches the team will be suspended from the league and lose all points accumulated. The matches the team has played will be null and void. 29) If a mixed league match cannot commence by 19:15 the offending team shall forfeit the first match. If the league match cannot commence by 19:30 the offending team shall forfeit the second match. 30) If at least 2 players are not present by 19:45 the offending team will forfeit the league match. 31) If the third player arrives after 19:45 the opposing captain may decide if the player is eligible to play in the rest of the match. 32) If a team doesn t turn up by 19:45 the team that is present will receive three (3) points and the team that is not present will receive zero (0) points. The players of the team present will receive points as if they won all of their matches. A scorecard must be submitted to the league secretary. 33) If a Super league match cannot commence by 20:15 the offending team shall forfeit the first match. If both players are not present by 20:30 the offending team shall forfeit the league match. 34) If the team doesn t turn up by 20:30 the team that is present will receive three (3) points and the team that is not present will receive zero (0) points. The players of the team present will receive points as if they won all of their matches. A scorecard must be submitted to the league secretary.

4 TEAMS 35) No interchanging of players is permitted between teams or leagues, except between the end of the first round and the beginning of the second round or if the Executive Committee gives permission for an interchange. It is permitted for a player to play in the Super league and in the mixed league. BALLS 36) Only 40 mm white or orange balls approved by the ITTF may be used for tournaments and league matches. One ball for every league match is to be provided by the home team. Teams are advised to bring extra balls in case balls are broken. RACKETS 37) The covering material on a side of the blade used for striking the ball shall be of a brand and type currently authorized by the ITTF. 38) The ITTF logo and the trademark must be clearly visible near the edge of the striking surface. 39) Slight deviations from continuity of surface or uniformity of colour due to accidental damage or wear may be allowed provided that they do not significantly change the characteristics of the surface. 40) A racket shall not be changed during an individual match unless it is accidentally damages so badly that it cannot be used. (ITTF rule ). 41) If a player s racket is illegal, the opponent is entitled to insist that the player change his/her racket before the start of the match otherwise the match shall be forfeited. NEW SERVICE RULE 42) From the start of service until it is struck, the ball shall be above the level of the playing surface and behind the server s end line, and it shall not be hidden from the receiver by any part of the body or clothing of the server or his doubles partner, as soon as the ball has been projected, the server/s free arm shall be removed from the space between the server s body and the net. Where? The space between the server s body and the net is the imaginary vertical four-sided column defined by the farthest parts of the net posts and the 2 parts of the server s trunk (body except head legs and arms) being farthest left and farthest right relating to his end line. When?

5 The free arm has to be removed from the space described above at the moment the ball leaves the free hand and has to remain outside this space until the ball is struck. PLAYING FACILITIES 43) In order to be eligible for affiliation a club must have at least six registered members, be in good standing with the GNTTB, a suitable venue, a table complying with the ITTF regulations and reasonable lighting, side space and backspace. The Technical Committee is to approve playing facilities and lighting of clubs. If the premises do not confirm to the regulations the Executive Committee may condemn it. MISCONDUCT OF MEMBERS 44) During a match in the event of any ungentle manly or unladylike behaviour or action on the part of a player considered to be contrary to the spirit of the game and tending to bring the game into disrepute, the umpire shall caution such player. Repetition of the offence shall be reported to both captains who in turn shall report the happening to the Technical Committee to be dealt with as the Executive Committee thinks fit. SUBMISSION OF SCORE CARDS 45) Both teams shall be responsible for submission of the scorecards, which must be faxed or ed to the league secretary. After the matches have been played, the results of all the matches are to be recorded on the scorecards provided by the Board. The scorecards shall be signed as correct by the captains of both teams. If no scorecard is received within 14 days both teams and players will receive zero (0) points. If only one scorecard is received this scorecard will be accepted as true and correct for results purposes. 46) The league secretary shall be responsible for keeping a record of all the results and will prepare an up to date log, showing the positions of the various teams and players. These preliminary results and the end of the year final results shall be submitted to the GNTTB Executive Committee on a regular basis. Twice a year copies will be made available and forwarded to all the clubs. CLOTHING 47) If playing with an orange ball orange or yellow clothing is not allowed. The same rule applies with a white ball. All clubs must register their clubs colours and uniforms with the Board and all matches must take place in the club colours. 48) Long sleeved garments, long pants, caps, part or all of tracksuits, may not be worn during play except in individual cases where the Executive Committee has given prior permission.

6 49) Shorts must be standard sport shorts and may not have any extra or big pockets, or any other attachments. 50) The length of the shorts shall be such that they may not be less than 5 cm above the ground when kneeling. 51) Medical or cycle shorts may be worn under the shorts or skirts but must be of the same colour as the colour of the shorts or skirts. 24. TEAM CAPTAINS DUTIES 1) Assure club payments of team members. 2) Know your fellow players addresses, telephone numbers and SATTB registration numbers. 3) Make sure that your team dress according to GNTTB and club codes. 4) Know the GNTTB by laws and ITTF rules. 5) Provide list of matches and venues. 6) Support your fellow players in matches and give advice at authorized times. 7) Make sure that new balls are available during home matches. 8) Make sure that scorecards are filled in correctly and ed/faxed in time. Report any problems on scorecard. 9) Postponements must be arranged in time. 10) Be in time to assist with putting up the tables and putting them away afterwards. 11) Check and advice team members of club, GNTTB and other tournaments. 12) Be an example to your players and opponents. 13) Always support your club s practice nights. 14) If the team captain does not phone his opponents at least 4 hours before a league match he/she is wasting his/her team s time and money if the opposing team does not turn up. 25. RULES FOR WHEELCHAIR PLAYERS (Please also refer to SATTB Rules) (See Rule 4.2 in Book??) A Good Service (ITTF Rule 2.6) Service in singles shall be as in ITTF Rule 2.6 except that the service shall be made so that the ball, should it continue on its course, shall leave the table on

7 the receiver s court only over the end line, and not over the side lines, irrespective of the number of times the ball bounces Service in doubles play shall be as in ITTF Rule 2.6 and the ball may leave the table either over the end line or over the side lines of the receiver s half-court In singles, if the receiver strikes the ball before it crosses a side line the service shall be considered good In singles and doubles, if the receiver strikes the ball before it takes a second bounce on his court the service shall be considered good A Let (ITTF Rule 2.9) The rally shall be a let: If in singles, in service the ball leaves the table by either of the receiver s side lines (on one or more bounces); If in singles and in doubles, in service the ball, on bouncing on the receiver s court, returns in the direction of the net; If in singles and in doubles, in service the ball comes to rest on the receiver s court Deliberately Fast Let Services (ITTF Rule 3.5.2) When the umpire considers that the server is deliberately serving fast let services as in before making a good service this shall be deemed to be gamesmanship and the offender shall be warned and penalised under ITTF Rule The Order of Play for Doubles (ITTF Rule 2.8.2) In doubles, the server shall first make a good service, the receiver shall then make a good return, and thereafter, either player of the receiving pair may make a good return The centre line shall be regarded as extending indefinitely from either end of the table. A player s wheelchair shall not protrude beyond this imaginary indefinite extension of the centre line of the table Whenever there is a clear failure to comply with this requirement the umpire shall award a point to the opposing pair Touching the Playing Surface with the Free Hand (ITTF Rule ) A player may use or touch the playing surface to restore balance only after striking the ball. In so doing, the player, or anything he wears or carries, shall not move the playing surface. (ITTF Rule ) If a player uses or touches the playing surface to restore balance while striking the ball, the umpire shall award a point to the opposing player.

8 4.2.6 Wheelchair Specifications Wheelchairs must have at least two large wheels and one small wheel Footrest(s) may be fitted if required and the player s foot/feet, if possible, should be resting on the footrest(s) Neither the footrest(s) nor the foot/feet shall touch the floor during play. If this should occur, the umpire shall award a point to the opposing player There are no restrictions on the size, number or shape of cushions used on a wheelchair The Table (ITTF Rule 2.1) The table shall allow access to wheelchairs without obstructing the player s footrest(s) or leg(s) and the legs of the table shall be sufficiently recessed so as to allow access to two wheelchairs for doubles Playing Space (ITTF Rule ) For wheelchair play, the playing area may be reduced, but shall not be less than 8m long, 7m wide and 5m high. 26. GENERAL GOALS The following general goals are based on the established priorities: 1) Decrease the dependence on our members funding and increase the GNTTB s own income through systematic and creative MARKETING efforts associated with the raising of the Sport s profile through print and electronic (television) MEDIA awareness strategies. 2) Influence the development of permanent playing facilities and clubs in order to increase the PARTICIPATION BASE within member Clubs by attracting the masses of Ping-Pong players to organized table tennis activities through specifically designed DEVELOPMENT PLANS. 3) Establish a permanent and visible provincial COMPETITION PROGRAM as an integral part of the GNTTB s plan in full partnership with clubs and the media. 4) Help clubs in need with the procurement of the necessary EQUIPMENT. ASSISTANCE needed to help them stage and organize events while providing at the same time the basic equipment aimed at increasing the level op participation. 5) In conjunction with the SATTB and clubs, provide the expertise, know-how and tools necessary to guarantee the TECHNICAL DEVELOPMENT of our sport and especially educate coaches in our region thus providing a higher level of systematic development of table tennis athletes.

9 6) Increase and facilitate internal (within GNTTB) and external communications. 7) Update and revise the general STRUCTURE of the GNTTB in order to facilitate and accelerate the development of our sport in the GN region. --ooo--
