3 Chapter 1 NATIONAL RANKINGS REGULATIONS 1. This by-law is enacted pursuant to rule 17 of the Constitution of Table Tennis Australia Limited. 2. This by-law shall come into operation on 1 August 2017 and all other by-laws and policy documents on the same subject-matter are hereby repealed. Ranking of players 3. The purpose of the National Rankings is to rank eligible players for the purposes of national competition in Australia. 4. For avoidance of doubt, the National Rankings is only one part of the process used by the National Selection Panel in selecting players to represent Australia in international competition. Chapter 2 PUBLICATION OF RANKINGS LIST Publication 5. The National Rankings list shall be published on a quarterly basis (where practicable) the relevant publication dates shall be 1 December, 1 March, 1 June and 1 September. 6. The publication dates may be altered by Table Tennis Australia depending on the scheduling of relevant tournaments being held during the year so as to ensure up-to-date results are available for the National Selection Panel. 7. The number of players ranked in each list shall be determined by the National Selection Panel in conjunction with Table Tennis Australia. Categories 8. The National Rankings list shall be divided into the following categories Senior Men & Women Youth U/21 Men & U/21 Women Junior Under 18 Boys & U/18 Girls; Under 15 Boys & U/15 Girls; and Under 13 Boys & U/13 Girls. 4 Chapter 3 NATIONAL RANKING ELIGIBILITY General eligibility 9. In order to be eligible to receive a national ranking (in any category) in any given period, a player shall: be a participant member of Table Tennis Australia; be eligible to play in a National Championships; and have participated in the prescribed number of tournaments as set out in regulations below. 10. For avoidance of doubt, Table Tennis Australia or the National Selection Panel may in its discretion direct a player be added to the National Rankings list notwithstanding such player does not meet the general eligibility requirements; or Example: Player A has not played for 14 months and has recently won the men s singles title at the National Championships. direct a player be removed from the National Rankings list notwithstanding such player does meet the general eligibility requirements; or Example: Player B advises TTA that he is retiring from all competition and does not play for the next 6 months. direct a player not be removed from the National Rankings list notwithstanding such player does not meet the general eligibility requirements. Example: Player C advises TTA that she is having a break from the sport (giving birth to a child) but intends to return as soon as possible. 11. In addition to the power conferred under regulation 10, the National Selection Panel may direct that a player be provisionally added to the National Rankings List for the purposes of providing correct seeding for any national tournament to be held. Senior List 12. In order to be ranked in the Senior list, a player must have participated in at least 2 of the following tournaments in the past 24 months: men s/women s singles event at the Australian Open; or men s/women s singles event National Championships; or Top 10 Seniors open category. 5 Youth List 13. In order to be ranked in the Youth list, a player must have participated in at least 1 of the following tournaments in the past 24 months: U/21 men s/women s singles event at the Australian Open; or U/21 men s/women s singles event National Championships. 14. A player shall exit the Youth list if such player, after having entered the list, exceeds the age category of U/21. Junior List 15. In order to be ranked in the Junior list (U/18 category), a player must have participated in at least 1 of the following tournaments in the past 12 months: U/18 singles event at Australian Junior Open; or U/18 singles event at National Championships; or Top 10 Juniors U/18 category. 16. A player shall exit the Junior list (U/18 category) if such player, after having entered the list, exceeds the age category of U/ In order to be ranked in the Junior list (U/15 category), a player must have participated in at least 1 of the following tournaments in the past 12 months: U/15 singles event at Australian Junior Open; or U/15 singles event at National Championships; or Top 10 Juniors U/15 category. 18. A player shall exit the Junior list (U/15 category) if such player, after having entered the list, exceeds the age category of U/ In order to be ranked in the Junior list (U/13 category), a player must have participated in at least 1 of the following tournaments in the past 12 months: U/13 singles event at National Championships; or any other tournament as designated by Table Tennis Australia or the National Selection Panel. 6 20. A player shall exit the Junior list (U/13 category) if such player, after having entered the list, exceeds the age category of U/13. Chapter 4 PRESCRIBED RANKING SYSTEM Ratings Central 21. Table Tennis Australia has adopted the Ratings Central system for ranking players which is an international ranking system used for table tennis (general information about Ratings Central can be found on its website). 22. Each player s skill level is described on Ratings Central by a single points ranking with one standard (plus/minus) deviation displayed. 23. For avoidance of doubt, where a player does not appear in the list published by Ratings Central, the National Selection Panel may rank such a player in its discretion informed by any known performances of the player. Provisional ranking list 24. The National Selection Panel shall rank players in the National Ranking list in the order that the players appear in the list as published by Ratings Central this shall be referred to as the provisional list. 25. Subject to regulation 26, the National Selection Panel may only alter the ranking order of a player in the provisional list where the Panel is satisfied the ranking order of 2 (or more) players should be altered and the ranking position of such players falls within 1 standard deviation of each other. 26. Where an alteration is made to the order of players as they appear in the provisional list, such decision shall require a unanimous vote where any of the affected players has a standard deviation of +/- 50 or less; and an absolute majority vote in any other case. Example 1: Player A has a rating of 1500 (+/- 50). Player B has a rating of 1475 (+/- 75). The National Selection Panel may alter the order only by unanimous vote in as the affected players fall within 1 standard deviation of each other and Player A has a standard deviation of +/50. Player A has a possible rating of anywhere between 1450 to 1550 and Player B has a possible rating of anywhere between 1400 to 1550 thus Ratings Central allows for the possibility that Player B is actually a higher rated player than Player A. Example 2: Player C has a rating of 2000 (+/- 50). Player D has a rating of 1800 (+/- 75). The National Selection Panel may not alter the order as the affected players do not fall within 1 standard deviation of each other. Player C has a possible rating of anywhere between 1950 to 2050 and Player D has a possible rating of anywhere between 1725 to 1875 thus Ratings Central does not allow for the possibility that Player D is actually a higher rated player than Player C. In deciding to alter the ranking order of any player in the provisional list pursuant to regulation 25, the National Selection Panel shall assign the most weight to the performances of the affected players in the previous 6 months (and, in particular, any recent results recorded by the affected players against each other); and take into account the objective statistical modelling underpinning Ratings Central as compared to the subjective decision-making involved in any alteration of the order as set down in the provisional list; and take into account the importance of maintaining player confidence in the ranking list as produced by Ratings Central. Final ranking list 28. Once any alterations have been made to the provisional list by the National Selection Panel (if any), the order of the players appearing in the National Rankings list shall be referred to as the final list.
