1 USTA League National, USTA Southern, and USTA Louisiana Regulations have full force and applicability at all levels of play in USTA League Tennis in USTA Louisiana and there is no authorization to modify, amplify or change them by local or State League Coordinators, or Grievance or Grievance Appeals Committees. USTA League Tennis Regulations (Louisiana) are available on the USTA Louisiana website: Printed below are the USTA Louisiana League Regulations as authorized by the USTA League National Regulations. (Note: Paragraphs included herein are numbered according to pertinent paragraphs of the 2015 USTA League Regulations and should be applied in conjunction with those paragraphs.) 1.00 GENERAL The Regulations in 1.00 GENERAL in conjunction with USTA National and USTA Southern regulations shall apply to all League Divisions (Adult and Mixed); as well as Southern Combo and Tri-Level GOVERNANCE 1.02A Waiver of Rules and Procedures Prohibited Printed below (identified in PURPLE) are the New Orleans Local League Regulations as authorized by the USTA League National Tennis Regulations, USTA Southern Section Regulations, and USTA Louisiana Regulations. 1.02B Amendments These USTA LOUISIANA LEAGUE REGULATIONS may be amended by the USTA Louisiana League Council with approval of the USTA Louisiana Executive Board. The New Orleans Metropolitan Area Tennis Association (NOMATA) Local League Council may amend these New Orleans Local League Regulations with the approval of the NOMATA Board of Directors. 1.02C Written Interpretation. The State League Coordinator, in conjunction with the USTA Louisiana League Council shall have the authority to interpret the USTA Louisiana League Regulations. The Local League Coordinators in conjunction with the Local League Council shall have the authority to interpret the New Orleans Local League Regulations USTA LEAGUE 1.04B Administration 1.04B(1) The USTA Louisiana League Council through recommendations from the Local League Coordinators and State League Coordinator establishes the USTA Louisiana League Regulations. The USTA Louisiana Executive Board grants final approval of the USTA Louisiana League Regulations 1.04B(3)c Local League Coordinators Local league administrators who include Local League Coordinators and Board of Directors of the local Community Tennis Associations are responsible for administering and promoting the USTA League Programs in their area. 1.04B(3)c(i) League Code of Ethics All league administrators will adhere to the USTA Southern Section League Tennis Officials Code of Ethics ( Pages/9305_USTA_Southern_Section_League_Tennis_Officials_Code_of_Ethics As_of_21804/) 1.04B(3)c(ii) League Coordinator Responsibilities Establish procedures and regulations for all aspects of their local league that are not covered by the national, sectional or state regulations. A copy of the local regulations must be submitted to the State League Coordinator for review prior to the team captain s meeting. Local league regulations shall be published to the internet on either the local CTA site or louisianatennis.com prior to the start of local league competition. USTA League Tennis Regulations (National, Southern Section, State, and Local) are available on the NOMATA website: B(3)c(iii) A mandatory team captain s meeting must be held prior to the start of league play for each local league program. Topics to be covered include local regulations (provide internet links to National, Sectional, State regulations), championships eligibility requirements, and deadlines. Local league coordinators should review all regulations and procedures with new team captains. 1.04B(5) Championships Committees The State League Coordinator is responsible for appointing championship committees for all USTA Louisiana Championships. 1

2 1.04C Official Information System 1.04C(1) Official League Registration 1.04C(1)a Team Registration Dates/Deadlines Team captains must create their team and register the following minimum number of players in TennisLink by the date established by the local league administration: Adults = 8 (except 2.5 and 5.0+ = 5); Adults = 9 (except 40 & Over 4.5 = 8), Adult 55 & Over and 65 & Over = 6; Mixed, Combo and Tri-Level = 6 players able to combine and compete. The deadline date must be prior to the start of the local league season and must be no later than one (1) month prior to the state championship. Local teams must be included in the local league schedule if the teams have fulfilled this requirement. Failure to register a team in TennisLink by the established deadline date may result in the team being declared ineligible for the USTA League Program. Local leagues may charge a team registration fee in addition to the league head tax. Team Registration Dates/Deadlines are published on League Timelines on the NOMATA website: C(1)b Player Registration Dates/Deadlines All player additions to existing registered team rosters must be made no later than 14 days prior to the state championship except for local leagues played during a state championship. All player additions for NTRP levels playing their local league during a state championship must be made no later than 7 days prior to the state championship. Local leagues may set a deadline date that is more than 14 days prior to the state championship for player additions to existing teams. Players shall not be added to the team roster during local league flight play-offs or at any championship. (National 1.04C(1)) Player Registration Dates/Deadlines are published on League Timelines on the NOMATA website: C(1)c League Fees & Financial Statement All Local leagues must have any local league fees approved by the USTA Louisiana League Council prior to the start of their local league registration. Local league fees include all monies collected through TennisLink and/or directly from teams and/or players as a requirement for registration/participation in the USTA League Program. 1.04C(1)d The local Community Tennis Associations or Local League Council in the absence of a CTA are responsible for making available upon request a financial statement to the local team captains at the conclusion of each league year. Any fees paid to the local league coordinator, level coordinators, league assistants, and/or league secretary must be itemized on the financial report. Team Entry Fees and Public Court Fees Team Captains MUST attend a Local League Captain s Meeting, pay the local team entry fee and register their team on TennisLink by the date published in timelines on the NOMATA website. Failure to register a team by the published deadline date may result in the team being declared ineligible for the USTA League Program. All team captains declaring City Park, UNO, Xavier, Stern or Audubon as their home court, will be billed and will submit court rental fees to their Level or Local Coordinator, who will schedule and reserve all team host matches at that facility. Team Captains MUST pay all court fees no later than the deadline published in timelines on the NOMATA website. Failure to pay court fees by deadline, as stated, may result in penalties being imposed on the team captain for the next league season, at the discretion of the Local League Council. After a match has been entered on TennisLink, they must be confirmed by the opposing team within 48 hours of initial entry or the initial score will be considered valid automatically. Winner s scores are listed first when recording in Tennislink. The match tie break shall be recorded as 1-0 in Tennislink. BOTH Captains SHOULD ENTER and/or CONFIRM final match results within 48 hours of played match. 1.04D LOCAL LEAGUE 1.04D(1) Definition 1.04D(1)a New Local Leagues The local CTA or Local League Council in the absence of a CTA must present a proposal to the USTA Louisiana League Council showing growth potential for league and USTA membership along with a recommendation for a local league coordinator. This proposal must show intent to develop multiple USTA League Programs. All proposals must be submitted three months prior to the USTA Louisiana State Championship scheduled for the inaugural program. 1.04D(3) Local League Season All local matches should be completed two (2) weeks prior to the state championship. In the event the local league season is not concluded on the date published in TennisLink, then the end date in Tennislink will be amended to reflect the date of the last match played. 1.04D(4) Team Each local league may limit the number of players that appear on a team roster and/or the number of players on that roster that are at a specific NTRP level. Team Roster Limit. There is no limit to the number of players that appear on a team roster and no limit to the number of players on that roster that are at a specific NTRP level. 3

5 1.04D(5) Two Team Leagues If any Adult Division Age Group consists of only two teams in a level of play, each team must maintain its roster with at least 40 percent of its players at the designated NTRP level of play. The exception is the Adult Division 55 & Over Age Group that uses combined NTRP rating levels and will not be required to comply with this Regulation. This will not apply to the Adult 65 & Over Age Group. 1.04E Player Eligibility 1.04E(1) Domicile and Residency Requirements The majority of registered players for each team must reside in the State of Louisiana. Exceptions: Vidalia s local league area will include Adams County, MS; Slidell s local league area will include Hancock County, MS and Pearl River County, MS. Each flight must have a minimum of two teams. A flight in which 50% or more of the players reside in another local league area that has its own local league at that NTRP level is not a valid flight. Exception: A local league with a single team consisting of a majority (51% or greater) of players from its own local league area (such as a 4.0 team) may invite a team consisting of a majority (51% or greater) of players from that local league area to play a local league. The invited team must register in the host local league and pay all associated fees. Any team playing in a local league at state may consist of players from any area as long as the majority of players reside in the State of Louisiana. Local Leagues may create residency requirements rules to encourage and foster local league play. A local league cannot reject a player from another area. The majority of registered players for each team must reside in the New Orleans Local League Area. The New Orleans League Council requires a 51% New Orleans Area membership to enter a team into its league. Teams located outside the New Orleans Area that do not have a local league may petition to play in the New Orleans USTA League Tennis. The Local League Council has the discretion to accept or deny entry to teams of which the majority of the players are comprised of team members from another local league. If teams are granted entry, they must host at a facility located within the New Orleans area. 1.04F OFFICIAL LEAGUE RATING PROGRAM The National Tennis Rating Program (NTRP) is the official system for rating levels of competition for USTA League. 1.04F(1) Entry A player without a valid NTRP rating level in TennisLink, a returning player with an expired NTRP rating level, a Tournament Exclusive (T) rated player or a Mixed Exclusive (M) rated player who does not have a valid computer (C) rating from a previous year and chooses to participate in the Adult Division, must self-rate to enter the USTA League Program. Players who allow someone else to complete the self-rating process for them will be ultimately responsible and held accountable for information submitted or omitted. Failure to self-rate in accordance with the Guidelines, or omission of information regarding a player s tennis history, will subject the player as well as the captain and/or others who completed, assisted, condoned and/or approved an inappropriate self-rating to penalties and suspension. Players whose self-ratings are determined to be inaccurate or inappropriate shall be disqualified. (See Reg. 3.03E(1)a) 1.04G PLAYER PARTICIPATION Eligibility 1.04G(6) Any player who qualifies to advance to the state championship in the Adult, Mixed, Southern Combo or Tri Level division may advance on more than one team within an age group only if they are different NTRP Levels. No accommodations in scheduling will be made at the USTA Louisiana Championships USTA LEAGUE REGULATIONS All USTA League Regulations in 1.00 GENERAL and 3.00 GRIEVANCE PROCEDURES and the following Regulations in this section shall apply to all League Divisions (Adult and Mixed); as well as Southern Combo and Tri-Level except for Reg NTRP Dynamic Disqualification and Review Procedures which shall apply only to the USTA League Adult Division.. 6

All plus (+) level team rosters may include up to two players from the next higher NTRP level. 2.01A(1)a In Plus (+) NTRP levels utilizing three individual matches within a team match, no more than one Plus (+) level player shall be allowed to play in a team match and shall be required to play in the #1 position, either singles or doubles. 2.01A(1)b In Plus (+) NTRP levels utilizing four or more individual matches within a team match, two Plus (+) level players may play in a team match and shall be required to play in the #1 position, either singles or doubles. 7

EITHER the Host or Guest Captain, with split match times, must contact and confirm with the opposing team Captain by the Friday (Thursday for Weekend matches) before the next scheduled match or the match lineup will be in the order of sequence as listed on the match scorecard with the first matches listed filling the earlier time slots. Host captains are responsible for assigning the court numbers of each individual team match. All courts must be played at the same location. 2.01C Competition Format 2.01C(1) Round Robin 2.01C(1)a Each Local League may permit additional matches, selected randomly, within a flight. 2.01C(1)b Each Local League may permit additional cross-flight matches in which each team in one flight plays an equal number of matches in the other flight, selected randomly if not a full round robin. 2.01C(1)c Each Local League may permit additional matches by scheduling the top teams in a flight to play an additional round robin to determine advancement, and the teams without a mathematical chance to advance may play an additional round Robin. 8

9 2.01C(2) Team Match Each team match in a local league shall consist of such number of individual matches of singles, doubles, or any combination thereof as determined by the local league. For each team match, a majority of the individual matches must actually be played to constitute a valid team match. The following procedure should be used when the combination of individual match defaults given by the two teams in the team match results, or would result, in a situation where the majority of the individual matches would not be played. The first course of action would be for both captains to agree on what individual matches, based on the number of players present, or to be present, that can be played to constitute a valid team match. Once that is determined, both captains will re-exchange scorecards. If both captains cannot come to an agreement on what individual matches will be played to constitute a valid team match, based on the number of players present, or to be present, then the following individual matches will be assigned in sequential order to be played: Format Required Matches in sequential order Minimum # of Players Required for Each Team in Valid Team Match 2 singles, 3 doubles #1 and #2 singles, and #1 doubles (priority); #2 doubles if enough players present 4 1 singles, 4 doubles #1 singles, #1 and #2 doubles (priority); #3 doubles if enough players present 5 2 singles, 2 doubles #1 singles and #2 singles and #1 doubles (priority) 4 1 singles, 3 doubles #1 singles and #1 doubles and #2 doubles (priority) 5 1 singles, 2 doubles #1 singles and #1 doubles 3 3 doubles #1 and #2 doubles 4 If both teams have enough players to play the match and it s discovered after-the-fact that a majority of the matches were not played to constitute a valid team match, both captains need to come to an agreement of what lines will be played to make the team match valid. If captains cannot come to an agreement, then the individual match(es) to be played will be assigned in sequential order in the above-mentioned table. If a captain does not comply with this regulation, then it may be considered a fullteam default in favor of the opponents.. 10 Combo Tri Level Adult 18 and over- Straight 2.5 and combined , 7.5, 8.5, 9.5, Doubles Winning 2 of 3 courts 40 and over , 7.5, Doubles Winning 2 of 3 courts 55 and over 6.5, 7.5, Doubles Winning 2 of 3 courts 18 and Over 3 Doubles Winning 2 of 3 courts 40 and Over 3 Doubles Winning 2 of 3 courts 55 and Over 3 Doubles Winning 2 of 3 courts 2.01C(2)a Each local league shall establish regulations for ensuring the minimum required # of courts are played. When teams, of the same scheduled match, show up without the combined minimum number of players present, or to be present, the team must play the courts with the number of players present and reschedule the minimum number of courts to complete a valid played match as per National regulation 2.01c(2). Notify your local league coordinator with the rescheduling of the minimum number of courts in accordance with the rainout procedures as outlined in Local regulation 2.01C(5c). 2.01C(3) Match Scoring and Formats The method of awarding points in order to determine the winning team of a local league team match and the winner of the local league competition may be the same as that used in championships competition or may be another method compatible with the USTA NTRP Computer Rating System selected by the local league. (See 2.03D Competition Format and 2.03E Team Match and Scoring for championship competition). The scoring in the event of a default or disqualification shall be 6-0, 6-0. Retirements shall be scored as described in 2.03N Scoring of Retirements. Round Robin competition will be used with some NTRP levels being divided into Flights. Some NTRP levels will play a single or multiple round robin. In the New Orleans local League, all matches will be the best of three sets and the Set Tiebreak (first to 7 by 2 using the Coman Tiebreak Procedure) shall be used at 6-6 in each set. In lieu of a third (3 rd ) set, a Match Tiebreak (first to 10 by 2 using the Coman Tiebreak Procedure) shall be played. There will be a two minute set break at the end of each set with no coaching. The Match Tiebreak shall be scored as 1-0 in TennisLink. Winner s scores are listed first when recording scores in TennisLink. Procedures in the Event of a Tie for Local Play In the event of a tie, whether in round robin or single elimination, the section recommends that the tie shall be broken by the first of the following procedures that does so (same as Championship Procedure): (1): Individual Matches. Winner of the most individual matches in the entire competition. (2): Head-to-head. Winner of head-to-head match. (3): Sets. Loser of the fewest number of sets. (4): Games. Loser of the fewest number of games. (5): A Method to be determined by the Local League. Procedure to be announced prior to the commencement of local league play. (An end of the season playoff will be scheduled for all leagues in the New Orleans local league area). If a Local League has a playoff, the section recommends following the above-mentioned championship procedures in the event of a tie, since TennisLink will defer to championship procedures in a local league playoff. Please refer to national regulation 2.03H). 10

11 2.01C(3)a Team Defaults Local leagues may impose additional penalties on a team forfeiting an entire team match (not playing a majority of the individual courts). Defaults- A team must have a minimum number of eligible players available for play in each match (see chart 2.01C(2). A team may forfeit a maximum of two positions in a 5 court format and one position in a 3 court format without forfeiting the entire match. In such cases, forfeits shall be determined by the team captain beginning with the lowest position on the scorecard in accordance with the following: Singles: The No. 2 singles must be forfeited before the No. 1 singles. Doubles: The No. 4 doubles must be forfeited before the No.3 doubles, followed by the No. 2 doubles and then the No. 1 Doubles. If a team forfeits an entire match (plays less than the minimum required to constitute a valid match) for any reason during local league play, then all matches of that team, played or to be played shall be RECORDED IN TENNISLINK AND THEN REMOVED FROM THE STANDINGS AT THE TIME OF THE DEFAULT. If all teams in contention to advance have already played the forfeiting team in good faith, the matches will stand as played. A committee may review any extenuating circumstances. Such a team is required to continue to play all scheduled matches; additionally, the local league administrators may file a grievance and ask for further sanctions against the captain and/or team members which could include but not limited to suspension from league play up to one year." 2.01C(5) Team Lineups Lineups should be exchanged simultaneously 5 minutes before match time. Default is 15 minutes after scheduled match time. NO EXCEPTIONS. Once the lineup is exchanged, the lineup cannot be changed except as noted below: Southern Regulation 2.01C(5) In the event of illness, injury, disqualification, or no-show of a player prior to the start of an individual match (once the lineup has been exchanged), a team may substitute a player in the affected position within the 15-minute default time, using a player not already listed on the lineup. If no such substitution can be made, the affected position only will be defaulted in local leagues. Two players will play together in the higher position when both of their partners do not show in order to avoid two defaults. (Note: When dealing with combined levels, this would be permissible only if the two players together would not exceed the combined NTRP level.) Cell Phones: A ringing cell phone on the court while a point is in progress is measured a hindrance and becomes a loss of point. This means if your cell phone rings during a point you lose the point. NOTE: Friend at Court USTA Comment 26.3: A player may not use electronic devices such as cell phones, digital messaging systems, radios, mp3 players, cd and dvd players, cassette players, and any device capable of receiving communication. 2.01C(5)c Rescheduling Matches due to Inclement Weather Each local league shall establish rules for making up matches rescheduled due to inclement weather. ALL MATCHES WILL BE PLAYED ACCORDING TO THE SCHEDULE UNLESS FACILITY CLOSES. 1. Teams must wait one (1) hour (day teams) and one half hour (night teams) to determine if courts will become playable. Courts must be playable by 10:00 a.m. (day) or 7:00 p.m./split match, 7:30 p.m./regular match (night). This rule applies when teams arrive at a facility and it has just stopped raining (court can be dried) or rain is so light that it may stop raining within a few minutes (and courts can be dried). Do not exchange line-ups until courts are playable. IF RAIN SHOULD OCCUR DURING PLAY, THE SAME RULE APPLIES AND THEN PLAY SHOULD RESUME. WHEN A DEFAULT HAS BEEN GIVEN PRIOR TO LINE-UPS BEING EXCHANGED, AND RAIN OR INCLEMENT WEATHER CANCELS THE MATCH, THE DEFAULT NO LONGER STANDS. Line-ups would stand only for those individual matches that have already started (first serve attempt) their match. All other individual matches, even those that were in warm-up may be changed including defaulted courts. 11

12 IF A RAIN DELAY OCCURS (DAY ONLY) AND THE MATCH WAS SCHEDULED WITH SPLIT TIMES, NO SECOND ROUND MATCH WILL BEGIN AFTER 12:00 p.m. IF THE SECOND ROUND HAS NOT BEGUN BEFORE 12:00 p.m., THIS ROUND WILL BE RESCHEDULED AS A MAKEUP. The host captain is responsible for rescheduling any cancelled and/or interrupted matches AND SECURING COURTS. Cancelled or interrupted matches should be completed within 2 weeks of the original match date. The host captain should contact the guest captain within 24 hours of the rained-out or weather interrupted match and offer (3) possible make-up dates. Guest captain has 24 hours to respond and agree to a date. DAY TEAMS MUST GIVE WEEKDAY MORNING DATES---, NIGHT TEAMS MUST GIVE WEEKDAY NIGHT DATES WITH THE OPTION OF 1 WEEKEND DATE. THE LOCAL OR LEVEL COORDINATOR SHOULD BE NOTIFIED OF THE RESCHEDULED MATCH DATE. If team captains cannot agree on a date and time for a rescheduled match and there has been no attempt to play the match within the 14 days, the league coordinator may then choose a match time and location. If the Coordinator chooses a date and time for the rescheduled match and the match is not played due to a conflict-the penalty will be a default if one team cannot play the match or a double default if neither team can play the match. Rescheduling of Matches Due to conflict with District, Sectional, Regional or National League Championships If a team has more than 50% of its players on a roster that are playing at a District, Sectional, Regional or National League Championship and have a team match in conflict of these events, then they can reschedule the match either by playing before the scheduled date or within 2 weeks after the scheduled match. They must notify the other team captain and Local League Coordinator of the conflict before the scheduled match and work with both parties to schedule the match within the above mentioned timeframe. 2.01C(5)e Each local league may decide how to score a team default. If local league has no specific rule to cover a full team default it must follow the National Championship Regulation 2.03L. See 2.01C(3)a Team Defaults 2.02 PROGRESSION 2.02A(2) Local League Champions The regulations for each local league will state the process that will be followed for determining which teams advance to the state championship and how these teams will be ranked (i.e. BR#1, BR#2,BR#3). See USTA Louisiana Championship Procedures for details on team deposit and player registration. All local matches should be completed two (2) weeks prior to the USTA Louisiana State Championship. See USTA Louisiana Championship Procedures for details on team deposit and player registration. Local League Playoffs The local league council will determine the format for the playoffs for each NTRP level. All playoff formats and dates will be on the respective schedules published on the NOMATA website: Playoffs will be a two (2) day/night format. TWO FLIGHT LEVEL DAY/NIGHT 1 - Winner of Flight 1 will play second place team of Flight 2; and Winner of Flight 2 will play second place team of Flight 1. DAY/NIGHT 2 - Winners will play for 1 st and 2 nd seeding. Losers will play for 3 rd or wildcard possibility. THREE FLIGHT LEVEL NTRP levels with three (3) flights (where each flight has the same number of teams) will be single elimination with a fourth team receiving a wild card slot in the playoffs. The second place team with the next best record in TennisLink will be given the wild card. If any of the flights have a different number of teams, the second place team with the highest percentage of games won vs. games played during the local league shall receive the wild card. Any tie will be broken by the tie-break procedure stated in 2.03H USTA League Regulations. The second place team shall be placed into the divisional playoff as follows: Winner, Flight A vs. Second Place team; Winner, Flight B vs. Winner, Flight C. If a draw results in the second place team playing against the first place team from its own flight, the draw shall be altered as follows: second place team shall exchange places with team listed first (Div. B) in the other divisional playoff. 12

13 In the event that a playoff position cannot be fielded in accordance with the playoff guidelines stated above, then positions may be filled from the respective division based on team standings and at the discretion of the Local League Council. In the event that an available State position cannot be filled based upon lack of team commitment, at the discretion of the Local League Council, Playoffs will not be held. Local leagues enrolling fourteen (14) or more teams at a specific NTRP level will receive two (2) entries and local leagues enrolling twenty-one (21) or more teams will receive three (3) entries into the USTA Louisiana State Championship. No local league will have more than three (3) teams at any level. 2.03A(1)b Mixed Division Each local league that enrolls a minimum of two (2) teams at an NTRP level shall send the winner to the USTA Louisiana State Championship. Local leagues enrolling 14 teams will receive 2 entries to the USTA Louisiana State Championship. Additional entries to the state championship will be awarded to local leagues based on the number of teams in the NTRP level (1 entry for every 7 teams over 14). No local league will have more than six (6) teams at any NTRP level. 2.03A(1)c At the discretion of the USTA Louisiana League Council, wild card teams may be added to the championships draw to optimize tournament scheduling. The USTA Louisiana League Council may authorize a local league played during the state championship 13

14 for any NTRP level that did not play locally. The winner of the local league at the state championship will advance to championship competition either district or sectional depending on the number of local leagues enrolled in Louisiana. 2.03A(3) A player is eligible to advance to championship competition if that player has played the minimum number of required matches on that same team at the same NTRP level in the same Age Group in accordance with the table below. A retired match shall count toward advancing for all players involved. 15 2.03A(5) At all National Championships, a minimum number of team members as shown in the table below, who were on the final roster of their local league team at the conclusion of local league play must be available and eligible to compete or to combine and compete, as appropriate. The Championship Committees at events below the National level, by majority vote, can reduce that number to not less than minimum noted in the table below. When a deadline is extended for a particular level, that deadline extension shall apply to the entire state and all coordinators shall be notified of the extension. 2.03C Scoring At all USTA Louisiana State Championships; all matches will be the best of three tiebreak sets with a match tiebreak in lieu of a third set. The match tiebreak shall be scored as 1 set and 1 game for tiebreak procedures. There will be a two minute set break at the end of each set with no coaching. The scoring in the event of a default, forfeit, or disqualification shall be 6-0, 6-0. The Coman Tiebreak Procedure shall be followed in all tiebreaks (Set and/or Match). 15

16 2.03D Competition Format USTA Louisiana State Championship format shall be round robin in all levels of competition. Each team shall play every other team in its flight and the team with the most team points shall be champion in its flight. Each team shall be scheduled for a minimum of 4 matches during a four (4) day event, 3 matches during a three (3) day event with the following exception: Best of three matches shall be the format for any NTRP level that has only one (1) local league winner (determined prior to the state championships) and the local league at state championship winner (played during the state championships). A double round robin may be scheduled, if necessary, to provide these matches. Levels may be divided into flights as necessary based on number of teams in the draw. Levels with multiple flights shall include format for determining champion in USTA Louisiana Championship Regulations single elimination finals or semi-final & final, for example. Teams should expect to play on any USTA approved surface at the state championships. 2.03E Team Match and Scoring For each team match, a majority of the individual matches must actually be played by the two teams to constitute a valid team match. The Championship Committee has the authority to determine the actions to take when the combination of individual match defaults given by the two teams in the team match would result in a situation where the majority of the individual matches would not be played. 2.03H Procedures in the Event of a Tie In the event of a tie, whether in round robin or single elimination competition, the tie shall be broken by the first of the following procedures that does so: 2.03H(1) Individual Matches. Winner of the most individual matches in the entire competition. 2.03H(2) Head-to-Head. Winner of head-to-head match. 2.03H(3) Sets. Loser of the fewest number of sets. 2.03H(4) Games. Loser of the fewest number of games. 2.03H(5) A Method to be Determined by the Championships Committee. Procedure to be announced prior to commencement of championship competition. 2.03L Scoring of Team Defaults If a team defaults an entire team match for any reason during round robin play, that team is ineligible to continue play at that championship. All matches of the defaulting team already played shall be null and void when determining standings but will be used for ratings and advancement purposes. If all teams with a mathematical chance to advance have played the defaulting team in good faith, those matches shall stand as played when determining standings. The Championship Grievance Committee may impose further penalties on the defaulting team NTRP DISQUALIFICATION AND REVIEW PROCEDURES 2.04D NTRP Dynamic Disqualification Review Committees All NTRP Reviews will be handled by the USTA Southern NTRP Dynamic Disqualification Review Committee. 2.04E Scoring Procedures 2.04E(1) Local 2.04E(1)a Self-rated (S) or Medical Appeal Players If a self-rated (S) or Medical Appeal player is promoted from a particular level of play, the player shall cease play immediately from the NTRP level being promoted from and graduate to the next higher NTRP level. All prior matches shall stand in good faith. Captains and/or teams with 2 or more promoted players within a 12-month period may be subject to an NTRP Grievance and subsequent suspension from USTA Leagues YEAR-END NTRP COMPUTER RATINGS AND APPEAL PROCEDURES 2.05A Applicability Regulations in this section are applicable to the Adult and Mixed divisions. 2.05C Appeal of Year-End Ratings Year-end NTRP valid computer rating levels may be appealed or denied through TennisLink except for 2.05D Medical Appeals. 2.05E Promotion of Players 60 or Over and 65 or Over 2.05E(1) Any player who is 60 years of age or older prior to, or during, the calendar year in which such player plays his or her first local league match and has achieved the same rating level or lower for his or her three most recent year-end ratings, without benefit of appeal of the player s year-end rating, will be granted an appeal if promoted. 16

17 2.05E(2) No player 65 or Over will be given a published year end NTRP rating level higher than his/her most recent valid year-end rating but will be given the opportunity to appeal up GRIEVANCE PROCEDURES The Regulations in 3.00 GRIEVANCE PROCEDURES shall apply to all USTA League Divisions (Adult and Mixed); as well as USTA Southern Combo and Tri-Level ADMINISTRATION All local league regulations will include the names of grievance and grievance appeal committee members and will be distributed to captains prior to the beginning of the local league season. Distribution via captains packets and/or websites is acceptable. The state shall approve all Local and State Grievance and Grievance Appeal Committees. Grievance decisions that impose sanctions will be upheld throughout the USTA Southern Section. 3.01A(1) Local Grievance Committee Each local league shall appoint a Local League Grievance Committee. State Associations will appoint or approve members for a Local League Grievance Committee. The Grievance/Appeal Committee members are listed on the NOMATA website. 3.01B(1) Local Grievance Appeals Committee Each local league shall appoint a Local League Grievance Appeals Committee. State Associations will appoint or approve members for a Local League Grievance Committee. The Grievance/Appeal Committee members are listed on the NOMATA website GRIEVANCE COMPLAINTS 3.03A General Procedures 3.03A(1) All state grievances shall be filed with the State League Coordinator. 3.03B(1) Local League Procedures All local grievances, appeals and NTRP complaints and appeals will be submitted to: All local grievances, appeals and NTRP complaints and appeals will be submitted to the local league coordinator. The local league coordinator will then forward the grievance or appeal complaint/appeal to the NOMATA Grievance Committee Chairman. NOMATA has formed a committee comprised of members from all of the New Orleans USTA Leagues (Adult, Mixed, Combo and Tri-Level). See National, Southern, Louisiana USTA League Tennis Regulations (3.00 GRIEVANCE PROCEDURES) for procedures that must be followed to file local grievances, appeals and NTRP complaints. 3.03E NTRP Grievance 3.03E(1)a Any self-rated player who is playing at an NTRP level lower than his/her actual skill level is subject to an NTRP Grievance. If an NTRP Grievance Committee determines that the self-rated player has an inaccurate or inappropriate self-rating, the player shall be disqualified and have his/her NTRP level adjusted by the NTRP Grievance Committee. Scoring of matches played by the disqualified player, per Reg. 3.03E(6), shall be administered in accordance with Reg. 3.03B(4) Scoring of Eligibility Disqualification in Local League and Reg. 3.03C(4) Scoring of Eligibility Disqualification for Championships. The NTRP Grievance Committee may additionally impose other penalties against a player who has inappropriately self-rated, including suspension. Also, a captain or others who have assisted, condoned or approved inappropriate self-rating will be subject to such penalties as the NTRP Grievance Committee may decide, including suspension. 3.03E(4) NTRP Grievance Complaint NTRP Grievances shall be filed in writing with the Local/District/Area League Coordinator or designee having jurisdiction. NTRP Grievances shall be administered by the USTA Southern NTRP Grievance Committee. The USTA Southern Section will administer NTRP Grievance complaints. The USTA Southern NTRP Grievance Committee will have jurisdiction over grievances filed against any player and/or captain who commits or condones entering at an NTRP level lower than their actual skill level. 17
