Have TL scorecards or a lineup card filled out prior to lineup exchange between the 2 captains. 2. Sign opposing teams score card at the end of the match. 3. Winning team captains are responsible to enter the team scores into Tennis Link and the opposing team captains are responsible for verifying the scores(rule 5 A&B). Flight Coordinators will be monitoring scorecard entries. If there is a disputed scorecard, please notify your flight coordinator of the problem. IMPORTANT INFORMATION & RULES Players playing in the Adult 18, 40, 55 & Over league must play 2 local matches to qualify for the State Championship. Players playing in the Adult 65, 70, & Over league must play 1 local match to qualify for the State Championship. USTA SC State Rule: All league matches will be played the best 2 out 3 sets with the 3 rd being played as a Comen match tiebreak (first to 10 by 2) in lieu of the 3 rd set. 3 COASTAL CAROLINA TENNIS ASSN (CCTA) LEAGUE RULES 2018 CCTA s geographic area in South Carolina is Beaufort County except Hilton Head Island and Moss Creek. It includes Jasper and Hampton Counties. The following person has been appointed to implement and along with the League Committee administer the Coastal Carolina Tennis League and to interpret the Coastal Carolina Tennis League Regulations. The Local League Coordinator s (LLC) responsibility is to organize, coordinate and supervise all USTA League Tennis activities, with the authority to interpret and implement the regulations on the local level and report to the SC Director of Leagues. USTA League Tennis National Regulations, Southern Regulations and South Carolina State Regulations shall apply and take precedence over CCTA Local Rules. The purpose of the Rules and Regulations is to assure that fair play and good conduct is maintained at all times and to assist the tennis league in rendering equity to all teams and players. The Rules and Regulations are approved by the State prior to League matches. It is the responsibility of each Team Captain to familiarize all team members with the Rules and Regulations. 1.0 GENERAL Each Adult 18 & Over or 40 & Over team must have a minimum of 8 players or with a maximum of 16 players. Each Adult 18 & Over 2.5 or 5.0 team must have a minimum of 5 players with a maximum of 14 players. Each Adult 55 & Over team must have a minimum of 6 players with a maximum of 14 players. Each Adult 65, 70, or 75 & Over must have a minimum of 6 players with a maximum of 12 players. ADULT 18 Player must reach at least 18 years of age during ADULT 40 Player must reach at least 40 years of age during ADULT 55 Player must reach at least 55 years of age during ADULT 65 Player must reach at least 65 years of age during 2018.

4 ADULT 70 Player must reach at least 70 years of age during ADULT 75 Player must reach at least 75 years of age during (a) All team members including Captains and Co-captains must be in good standing and be paid members of the USTA, SCTA and CCTA through the League Season. Once a player registers and pays fees on TennisLink, there will be NO REFUNDS of any fees paid except 1.04D(7). (b) Adult 18 & Over, Adult 40 & Over, Adult 55 & Over, a player may be added to a team up to the second to the last scheduled match for that level. Adult 65 & Over and 70 & Over, a player may be added until the last scheduled match for that level. (c) During the Local League Season a player may play on more than one NTRP level in all Adult divisions in the same Local League during the same season. (d) A player may not play at the same NTRP level in the same Adult division on teams in the same local league but may play at the same NTRP level in different local leagues. (e) Players who qualify for South Carolina Adult State Championships in the 2018 league season may advance on more than one Adult team in the same Age Group, but not at the same level of play (i.e. player can play on an Adult 18 & over 3.5 and 4.0 team) but with no schedule accommodations. (f) Players who do not have a computer rating on file in TennisLink shall self-rate in accordance with the National Tennis Rating Program (NTRP) Guidelines and complete the self-rating process on TennisLink when registering for a team. Failure to do so or omission of information regarding a player s tennis history will subject the player, the captain and/or others who condoned inaccurate self-rating to sanctions and disqualification. (g) Once you self-rate for a league, you may not self-rate lower for another league. (h) Players may appeal their 2017 year-end ratings on line during the 2018 league year. TennisLink will allow only one (granted) appeal State, Area, Section and National benchmark 18 & Over, 40 & Over players cannot appeal their 2017 year-end ratings except for medical reasons. Medical Appeals must be submitted in writing, by fax, mail, or to Mary Goins. Forms for Medical appeals are available on USTA South Carolina s website, Appeals must be done on an individual basis; no group appeals will be accepted. (i) A player may play only one NTRP level above the player s current NTRP level in all Adult Divisions. 2. Home Team Captain is responsible for contacting visiting captain two or three days ahead of time to confirm match time, location, etc. 3. Home Team Captain is responsible for contacting Visiting Team Captain prior to the scheduled match time if the weather will not permit play. The Captains can then discuss postponement, rescheduling, etc. If weather and availability of courts at visitor s site permits play, match must be played at visitor s courts. 4. Home Team must provide a minimum of 2 tennis courts of any USTA approved surface and are responsible for court fees and providing new balls. 5. (A)Each team must have a Captain or acting Captain present at every match. Each Captain should have a scorecard printed from TennisLink and exchange written line-ups simultaneously prior to start of play. Scores are to be entered through the TennisLink program immediately following each match. Captains should agree on scores and names of players to be recorded in TennisLink and sign each other s scorecards before leaving the match. Signed scorecards will be used if dispute occurs after scores are entered in TennisLink. (B)1.04C (2) Score reporting in TennisLink. The initial entry of match scores in TennisLink must take place within 48 hours of the completion of the match. After match scores have been entered in TennisLink, they must be confirmed by the opposing team within 48 hours of the initial entry or the initial score will automatically be considered valid. Failure to comply may subject teams to a grievance

5 and/or double default. 6. If there are multiple playing surfaces at a site, the visiting captain is entitled to know which specific match will be played on which surface before line-ups are exchanged. 7. After line-ups have been exchanged, they can only be changed because of injury or illness and no show of a player for any individual match that has not started. If a team does change their line-up for this reason, the opposing team may not change his/her line-up. 8. A player can play only once per match. 9. Players must report to scheduled matches on time. There will be a fifteen (15) minute default rule in effect. 10. Play must be continuous throughout the match, as specified in USTA rules. 20 seconds allowed between points. 90 seconds allowed when players change ends. And at the end of each set, there shall be a set break of 120 seconds. 11. Once an individual match has begun, no coaching may be given a player by team captains, coaches, pros or any other spectator. 12. CELL PHONES or electronic devices of any type, must be turned off. Any infraction during the point will result in the loss of the point. The opponent wins the point based on a hindrance. 13. A. Each player must play at least two matches locally for Adult 18, 40, 55 & Over divisions (with no more than one being a default) to qualify for further championship play (one default received can be used to qualify for advancement to State Championship and Sectional Championship). Three matches must be played to advance to National Championships (1 default will be allowed for advancing to National Championship). B. A player must play in at least one Local League match in the Adult 65, 70 & Over Divisions in order to qualify for the State Championship. 14. League Champion will be decided by TennisLink standings. 15. IN THE EVENT OF RAIN: A. Completed individual matches will stand as played. Incomplete matches must be continued by the same players and resumed at the exact set, game and point as they stood when halted. (Any point played is always counted and never replayed.) B. If an individual match has not started and the match is rained out, a new line-up may be presented at the make-up match. C. Rained-out matches must be played within 8 days. Rescheduled times and dates must be reported to the Level Coordinator within 24 hours. If a mutual time and date cannot be agreed on within 24 hours of the match and reported to the Level Coordinator, the new match rain date will be set by the coordinator. D. Once matches are rescheduled and the Level Coordinator notified of the rescheduled match, teams are committed to play on that date and failure by one team to play will result in a default of the match. E. If at all possible, the rain make-up date should be scheduled and played as a team. If not possible,

6 schedule individually in order to complete play by the deadline. F. If teams have assembled to play and the beginning of the match is delayed by rain or wet courts, teams must wait one hour past the originally scheduled time for the start of the first match to determine if the courts are playable. If courts are still not playable after one hour has elapsed, teams are free to leave and reschedule, unless BOTH teams agree to wait longer. G. The LLC has the authority to change the end date of the season in the event of inclement weather, the change must be approved by the State League Coordinator. 16. USTA rules govern play. Also, The Code as a handbook of ethics and fair play should be understood and followed by every player. Captains and team members are urged to familiarize themselves with the official USTA, STA, SCTA, CCTA rules, and The Code. 17. The number of rounds a level plays each season will be based on the amount of time allotted for completion of the season. Matches will consist of: Adults 18 and 40: Two singles and three doubles matches, or one singles and three doubles(captains vote); (2.5 & 5.0) One singles and two doubles. The 4.5+ level allows 3 NTRP 5.0 rated players to register on the team, playing only 2, in either the 1 singles and /or the 1 doubles position in a match, as this is a 5 position level. 2.01A(1)a In Plus (+) NTRP levels utilizing three individual matches within a team match, no more than one Plus (+) level player shall be allowed to play in a team match and shall be required to play in the #1 position, either singles or doubles. 2.01A(1)b In Plus (+) NTRP levels utilizing four or more individual matches within a team match, two Plus (+) level players may play in a team match and shall be required to play in either (a) both in the #1 doubles position or (b) one player in the #1 singles position and one player in the #1 doubles position. Adult 55 & Over, 65 & Over, 70 & Over, 75 and Over: Three doubles matches. Scoring will be: 2 out of 3 sets with a third set being a 10 point Coman tie break. 18. DEFAULTS RETIREMENTS: Default is when a team cannot field all positions for a team match. A. A defaulted match, for any reason, is scored as one point for the opposing team. The names of the winning players only should be entered in the proper place on the scorecard, as if the match had been played as scheduled. B. Retired enter the score of the games played and then mark the match as a retirement rather than as completed. C. Defaults the non-defaulting player should be credited with a 6-0, 6-0 win. D. Defaults must be given "FROM THE BOTTOM". An adult team must have a minimum of four eligible players available for play in each match or the entire match shall be defaulted. A team may default a maximum of two positions in a five position match and one position in a three position match without defaulting the entire match. In such case, defaults shall be determined by a Team Captain in accordance with the following: a. Singles the #2 singles must be defaulted before the #1 singles may be defaulted b. Doubles the #3 doubles must be defaulted before the #2 doubles may be defaulted. c. Examples: i. One player absent default #2 singles ii. Two players absent default #1 and #2 singles or #3 doubles iii. Three players absent default #2 singles and #3 doubles or #2 and #3 doubles

7 iv. Four players absent default #2 and #3 doubles v. A 3 position Singles & Doubles league 1 player absent default #2 Singles/2 players absent default #2 doubles E. Each team will be allowed one individual match default per team match. For example, if a team has 7 matches on the schedule, they will be allowed no more than 7 individual match defaults. If a team exceeds the allowed number of defaults or if the team defaults one entire match, the league may file a grievance against that team. The grievance committee shall then determine what appropriate action should be taken which may include forfeiture of all matches and/or team members banned from participating in any USTA leagues for a period of up to 364 days. A captain has a right to appeal. If a make-up match is played to avoid a team default, a one position penalty will be accessed against the team that defaulted the initial match in accordance with 18D. The match should be played before the next scheduled match. F. It may be necessary to correct and change the local league regulations to react to changes in USTA League Tennis, Southern Sectional or South Carolina State regulations. 19. SPORTSMANSHIP: A. No linesmen or umpires will be provided for matches. B. Every player is expected to call shots on his side, as he would expect his shots to be called on the other side and loud enough for his/her opponent to hear. Any out ball must be called instantaneously; otherwise, it is presumed good and in play. Avoid late calls. C. Balls that are not clearly out should be awarded the opponent. In the case of doubles, when partnership is in disagreement of a call, it should be awarded to the opponent. D. Players are advised to call the score before each point to avoid confusion. If the players cannot agree on the score, the score reverts to the score at which the players last agree. E. Players should advise their home fans to also show sportsmanship and applaud for good shots made not points won for errors. Also, respect players on neighboring courts. F. All complaints alleging a violation of fair play and unsportsmanlike conduct shall be filed in writing to the LLC who will forward the complaint to the Grievance Committee and other appropriate persons. The Grievance Committee will review the alleged grievance and determine the necessary actions that should be taken. 20. STATE CHAMPIONSHIP PROGRESSION: A.1.04G(6) Players who qualify for South Carolina Adult Championships may advance on more than one team within an Age Group only if they are at different NTRP levels (ie. A player can play on an Adult 18 & Over 3.5 and 4.0 team) but no schedule accommodations. B.2.03F(b) Once championship play has begun, any team defaulting a court for any reason at the State Championship will incur a $100 fine per scheduled court payable immediately (cash or check) for each court defaulted. That team will not be allowed to play their match until that fine is paid. If a team refuses pay the fine, a grievance will be filed against all players on the state roster, which could result in the suspension of play from any USTA League play until the fine is paid. It is your team s responsibility to have players on every court at each match at a state championship. C. 2.03L(b) A $ Deposit from each team advancing to the championships is required and any team withdrawing from a championship after the deadline for online registration will be subject to a fine of $ per team, payable to USTA SC. The Deposit is to be sent to the Local League Coordinator. Once championship play has begun, the Local League Coordinator will destroy the check. A grievance may be filed against the withdrawing team in addition to the $250 fine. Penalties against these team members may include that all members on the submitted roster be banned from participating in any USTA leagues for a period of up to 364 days.

8 D. 2.03L(d) Teams that withdraw from the Championships after the on line registration deadline date and before the draws are published will lose their $250 deposit but may request a refund for registration fees. Teams that withdraw from the championship after the draws have been published will lose their $250 deposit and their registration fees. E. 2.05E(2) All players 65 & Over, if promoted, will automatically be granted an appeal ( A rating) of their current rating back to their previous valid year-end rating. * If players are granted the appeal, they will be considered an A player which means are subject to dynamic disqualification. 21. NUMBER OF TEAMS: 1.04D (6) Number of Teams. When a Local League does not have the required number of Teams, (two teams) for Adult 18 & Over, Adult 40 & Over, Adult 55 & Over, Adult 65 & Over and Adult 70 & Over, to constitute a level, the affected Local League Coordinators, shall either: (1) Offer to move that team to another age division offered in that area in that particular level, if applicable. (2) Move individual players to another team in that area, if applicable, or move them to an Extra Players flight to hold for future play in other leagues, i.e. Mixed, Combo, etc. (3) The Director of Leagues or State League Coordinator may move a singleton team to another area s league tree only if it is agreed upon by both local league coordinators and accomplished before that recipient area s deadline. (4) Complete teams that are moved to play in a local league area other than their home local league must secure home courts in that local league they choose to participate unless both local league coordinators agree on something different. (5) If one singleton team is moved into an already existing league of at least 2 teams, then that singleton team must secure home courts in that local league where they have been moved and if that singleton team wins that league, they will represent that host league at the State Championships. *The singleton team must follow all rules and regulations of the host league. *The host league is responsible for all awards, state championship fees (if applicable) and state championship registration. (6) If Local League coordinators agree to combine singleton teams in order to form a league for those teams to qualify, the winning team from that singleton league will be allowed to represent the Local league where they initially registered. * Rules and regulation issues that occur during the singleton team league play will be handled by the State League coordinator in consultation with the Local League coordinators that are involved. *The area that is represented by the winning team will be responsible for all awards, state championship fee (if applicable) and state championship registration for that team. (7) Refund all or a portion of the registration fee in accordance with the Local League policy. A. To qualify as league champion the level must have a minimum of 2 teams. 22. GRIEVANCES: A. A complaint against a player or team alleging a violation during local league competition shall be filed in writing with the LLC prior to the commencement of the next team match in that flight involving such player or team, or within twenty-four (24) hours after the end of local league play, whichever occurs first, except a complaint based on ineligibility under USTA League Regulations 3.02D which may be filed after knowledge thereof. The LLC shall send a copy of such complaint to the party(s) to whom the complaint has been made and the Grievance Committee. B. The grievance can be ed, mailed or delivered to the LLC. ing is preferred as it will

9 expedite the procedure. C. The LLC will have the responsibility for naming a Grievance Committee to review grievances and render a decision on the course of action to be taken on each incident. The procedure for handling grievances that is outlined in the USTA League Regulations shall be followed. The LLC will also have the responsibility for naming an Appeals Committee. D. Grievance Procedures are outlined in the USTA League Regulations 3.00 Grievance Procedures. The form for filing a grievance can be found on the USTA SC website, under forms. E. Grievance Committee. Grievances will be handled by the appropriate Grievance Committee. See Regulations 3.01A, Grievance Committee. F. Self-Rate NTRP Grievances. Self-Rate NTRP grievances shall come under the jurisdiction of the Section Grievance and Grievance Appeals Committees. Grievance Complaints will be sent to the Local League Coordinator who will forward to the Director of Leagues South Carolina for processing to Southern. G. All Grievances must be filed on the appropriate Grievance Forms as mandated by the USTA Southern Tennis Association GRIEVANCE COMMITTEE: Barry Davidson - Chairperson Kay Butler - Member Joann Hiemenz - Member GRIEVANCE APPEAL COMMITTEE: Pat Capuano - Chairperson Larry Meisner - Member JoEllen Bitner - Member If there is a situation that is not covered by these rules and regulations, refer to USTA National, Sectional and State League Rules and Regulations. The advice and recommendations of the Director of Leagues South Carolina and the State League Coordinator shall be secured by the LLC when deemed necessary. Thank you for being a team Captain. Your duties as Captain are the following DUTIES OF TEAM CAPTAIN 1. Assist in the recruitment of players necessary to complete the season without any forfeits. Secure at least eight players for Adult 18 and Over or 40 & Over teams and six for 55 & Over, 65 & Over, 70 & Over teams. 2. Be sure your players meet the eligibility requirements as listed in Local Regs. 1(a) through (k) 3. Secure a facility for your team to play out of and pay any court fees to facility. 4. Complete a Pre-Registration Form and send to your Level Coordinator. 5. Become familiar with TennisLink. Log into your homepage where the match schedule and contact numbers for all captains in your league will be available. 6. Be sure all members of your team are registered in TennisLink. Double check your roster before add-on deadline. 7. Be sure each member of the team receives a copy of the schedule and rules. The team captain is responsible for notification and communication to each team member, all information needed from the League.

10 8. Team captain is responsible for representing his/her team at all League meetings & casting team s vote. 9. The home captain is to contact the visiting captain two or three days prior to match schedule to confirm match and match time. 10. Home captain should convey to visiting team, prior to match and before exchanging lineups, if he/she is using multiple surfaces and order of matches if matches are to be staggered. If matches are staggered, the positions waiting to play will begin their match when the first and subsequent courts become available 11. When absent from scheduled matches, appoint a team member to become the acting captain in your absence. 12. Have Score card prepared (filled out) and ready to exchange prior to match start time - always be on time. Print a scorecard the morning of the match. If a player s name does not appear on the scorecard, he/she is not eligible for that match. 13. Both home and visiting teams should plan to arrive at courtside no later than thirty minutes prior to match starting time. 14. In the case of a forfeit, players must be present at the match in order to receive a forfeit. If the players are not present, then this is considered a default for both teams and should be recorded as a double default. 15. Report scores through TennisLink immediately after the match. Winning Captain enters scores and opposing captain confirms scores. Be sure correct names and scores are entered before exiting TennisLink. You cannot go back. Both captains should compare scorecards at the end of match and be sure the names and scores are correct before signing each other s cards. 16. Be sure you reschedule rain-out matches immediately and report rescheduled time to your level coordinator within the 24 hour deadline. Refer to Local Regs. 15A through F. 17.
