1 1.00 GENERAL The Regulations in 1.00 GENERAL in conjunction with USTA National and USTA Southern regulations shall apply to all League Divisions (Adult and Mixed); as well as Southern Combo and Tri-Level Governance 1.02A Waiver of Rules and Procedures Prohibited Printed below are the New Orleans Local League Regulations as authorized by the USTA League Tennis Regulations, USTA Southern Section Regulations, and USTA Louisiana Regulations. 1.02B Amendments The New Orleans Metropolitan Area Tennis Association (NOMATA) Local League Council may amend these New Orleans Local League Regulations with the approval of the NOMATA Board of Directors. 1.02C Written Interpretation The Local League Coordinators, in conjunction with the Local League Council, shall have the authority to interpret the New Orleans Local League Regulations. 1.04B Administration. 1.04B(3)c Local League Coordinators. Local league administrators who include Local League Coordinators and Board of Directors of the local Community Tennis Associations are responsible for administering and promoting the USTA League Programs in their area. 1.04B(3)c(i) League Code of Ethics. All league administrators will adhere to the USTA Southern Section League Tennis Officials Code of Ethics ( Pages/9305_USTA_Southern_Section_League_Tennis_Officials_Code_of_Ethics As_of_21804/) 1.04B(3)c(ii) League Coordinator Responsibilities. Establish procedures and regulations for all aspects of their local league that are not covered by the national, sectional or state regulations. A copy of the local regulations must be submitted to the State League Coordinator for review prior to the leagues team captain s meeting. USTA League Tennis Regulations (National, Southern Section, State, Local) are available on the NOMATA website: prior to the start of local league competition. 1.04B(3)c(iii). A mandatory team captain s meeting must be held prior to the start of league play for each local league program. Topics to be covered include local regulations (provide internet links to National, Sectional, State regulations), championships eligibility requirements, and deadlines. Local league coordinators should review all regulations and procedures with new team captains. 1.04C Official Information System 1.04C(1)a Team Registration. The deadline date must be prior to the start of the local league season and must be no later than one (1) month of the state championship with local league schedules published. Team Captains must create their team and register the following minimum number of players in TennisLink by the date established by the Local League Administration: Adults 18 & Over and 40 & Over = 8 (except 18 & Over 2.5 and 5.0+ =5); Adults 40 & Over Day Women = 9 (except 40 & Over 4.5+ = 8); Adult 55 & Over and 65 & Over = 6; Mixed, Combo and Tri-Level = 6 players able to combine and compete. Team Registration Dates/Deadlines are published on League Timelines on the NOMATA website: C(1)b Player Additions. All player additions to existing registered team rosters must be made no later than 14 days prior to the state championship except for local leagues played during a state championship. The local Community Tennis Associations are responsible for making available a financial statement to the local team captains at the conclusion of each league year. February 17,

2 Any fees paid to the local league coordinator, level coordinators, league assistants, and/or league secretary must be itemized on the financial report. Team Entry Fees and Public Court Fees Team Captains MUST attend a Local League Captain s Meeting, pay the local team entry fee and register their team on TennisLink by the date published in timelines on the NOMATA website. Failure to register a team by the published deadline date may result in the team being declared ineligible for the USTA League Program. All team captains declaring City Park, UNO, Xavier, Stern or Audubon as their home court, will be billed and will submit court rental fees to their Level or Local League Coordinator, who will schedule and reserve all team host matches at that facility. Team Captains MUST pay all court fees no later than the deadline published in timelines on the NOMATA website. Failure to pay court fees by deadline, as stated, may result in penalties being imposed on the team captain for the next league season, at the discretion of the Local League Council. Scheduling will also be done for teams using their club courts, but any court fees and court reservations will be handled between the Captain and the respective club. 1.04C(1)e Enrollment Fees. After match scores have been entered in TennisLink, they must be confirmed by the opposing team within 48 hours of the initial entry or the initial score will automatically be considered valid. Failure to comply may subject teams to a grievance and/or double default. Winner s scores are listed first when recording in Tennislink. The match tie break shall be recorded as 1-0 in Tennislink. 1.04D Local League. 1.04D(3) Local League Season. All local league matches should be completed two (2) weeks prior to the state championship. February 17,

3 1.04D(4). There is no limit to the number of players that appear on a team roster and no limit to the number of players on that roster that are at a specific NTRP level, with the exception of a two team league. (See 1.04D(5). 1.04E Player Eligibility 1.04E(1) Domicile and Residency Requirements USTA Louisiana will have no residency requirements for local league play. Exception: Any team playing a local league at a state championship and/or advance directly to a state championship may have players from other areas as long as the majority of players reside in the State of Louisiana. Teams participating in the New Orleans Local League Programs must host at an approved facility in the The New Orleans Metropolitan Area, based on availability. The approved public facilities include City Park, Audubon, Stern, U.N.O. and Xavier. 1.04F Official League Rating Program 1.04F(1) Entry A player must enter league play in accordance with the following: NTRP RATING LEVEL FOR ENTRY INTO LEAGUE PLAY DIVISION Age Group PLAYER S NTRP RATING LEVEL Straight NTRP levels 18 & Over 40 & Over Current NTRP rating level and/or up to one level above the player s current NTRP level. 18 & Over 5.0+ level may have up to two players from the next higher NTRP level on 55 & Over a team roster.40 & Over 4.5+ level may have up to three players from the next higher *65 & Over Adult NTRP level on a team roster. Any player who qualifies to advance to the USTA Louisiana State Championship in the Adult, Mixed, Southern Combo or Tri Level division may advance on more than one team within an age group only if they are different NTRP Levels. Each local league shall establish a procedure for ensuring the minimum required # of courts are played when the combination of individual match defaults given by the two teams in the team match results, or would result, in a situation where the majority of the individual matches would not be played. The following procedure should be used when the combination of individual match defaults given by the two teams in the team match results, or would result, in a situation where the majority of the individual matches would not be played. The first course of action would be for both captains to agree on what individual matches, based on the number of players present, or to be present, that can be played to constitute a valid team match. Once that is determined, both captains will re-exchange scorecards. If both captains cannot come to an agreement on what individual matches will be played to constitute a valid team match, based on the number of players present, or to be present, then the following individual matches will be assigned in sequential order to be played: February 17,

If captains cannot come to an agreement, then the individual match(es) to be played will be assigned in sequential order in the above-mentioned table. If a captain does not comply with this regulation, then it may be considered a full-team default in favor of the opponents. When both teams, of the same scheduled match, show up without the combined minimum number of players present, or to be present, the team must play the courts with the number of players present and reschedule the minimum number of courts to complete a valid played match as per National regulation 2.01c(2). Notify your local league coordinator with the rescheduling of the minimum number of courts in accordance with the rainout procedures as outlined in Local regulation 2.01C(5c). 2.01C(3) Match Scoring and Formats Round Robin competition will be used with some NTRP levels being divided into Flights. Some NTRP levels will play a single or multiple round robin. In the New Orleans local League, all matches will be the best of three sets and the Set Tiebreak (first to 7 by 2 using the Coman Procedure) shall be used at 6-6 in each set. In lieu of a third (3 rd ) set, a Match Tiebreak (first to 10 by 2 using the Coman Procedure) shall be played. There will be a two minute set break at the end of each set with no coaching. The Match Tiebreak shall be scored as 1-0 in TennisLink. Winner s scores are listed first when recording scores in TennisLink. Procedures in the Event of a Tie for Local Play In the event of a tie, whether in round robin or single elimination, the section recommends that the tie shall be broken by the first of the following procedures that does so (same as Championship Procedure): (1): Individual Matches. Winner of the most individual matches in the entire competition. (2): Head-to-head. Winner of head-to-head match. (3): Sets. Loser of the fewest number of sets. (4): Games. Loser of the fewest number of games. (5): A Method to be determined by the Local League. Procedure to be announced prior to the commencement of local league play. (An end of the season playoff will be scheduled for all leagues in the New Orleans local league area). If a Local League has a playoff, the section recommends following the above-mentioned championship procedures in the event of a tie, since TennisLink will defer to championship procedures in a local league playoff. Please refer to national regulation 2.03H). 2.01C(5) Team Lineups. Complete team lineups should be exchanged simultaneously at scheduled match time. Default is 15 minutes after scheduled match time. Once the lineup is exchanged, the lineup cannot be changed except as noted below: Southern Regulation 2.01C(5) In the event of illness, injury, disqualification, or no-show of a player prior to the start of an individual match (once the lineup has been February 17,

7 exchanged), a team may substitute a player in the affected position within the 15- minute default time, using a player not already listed on the lineup. If no such substitution can be made, the affected position only will be defaulted in local leagues. Two players will play together in the higher position when both of their partners do not show in order to avoid two defaults. (Note: When dealing with combined levels, this would be permissible only if the two players together would not exceed the combined NTRP level.) Split Match Times When less than the required number of courts are available at the start of a scheduled match, it is the Host Captain s responsibility to determine which courts start at the earlier times. EITHER the Host or Guest Captain, with split match times, must contact and confirm with the opposing team Captain by the Friday (Thursday for Weekend matches) before the next scheduled match or the match lineup will be in the order of sequence as listed on the match scorecard with the first matches listed filling the earlier time slots. Host captains are responsible for assigning the court numbers of each individual team match. All courts must be played at the same location. Cell Phones: A ringing cell phone on the court while a point is in progress is a deliberate hindrance; if opponent s cell phone rings during a point, the player may immediately stop and claim the point. (See Friends at Court, #36 The Code) A player may not use electronic devices such as cell phones, smartwatches, digital messaging systems, radios, mp3 players, cd and dvd players, cassette players, and any device capable of receiving communication. 2.01C(5)c. Each local league will decide how to regulate rescheduling of team matches due to rain, inclement weather and/or USTA League-related conflicts. WITH THE EXCEPTION OF A USTA LEAGUE RELATED CONFLICT, ALL MATCHES WILL BE PLAYED ACCORDING TO THE SCHEDULE UNLESS FACILITY CLOSES. CAPTAINS MAY NOT RESCHEDULE A MATCH IF FACILITY IS OPEN. Teams must wait one (1) hour (day teams) and one half hour (night teams) to determine if courts will become playable. Courts must be playable by 10:00 a.m. (day) or 7:00 p.m./split match, 7:30 p.m./regular match (night). This rule applies when teams arrive at a facility and it has just stopped raining (court can be dried) or rain is so light that it may stop raining within a few minutes (and courts can be dried). Do not exchange line-ups until courts are playable. IF RAIN SHOULD OCCUR DURING PLAY, THE SAME RULE APPLIES AND THEN PLAY SHOULD RESUME. WHEN A DEFAULT HAS BEEN GIVEN PRIOR TO LINE-UPS BEING EXCHANGED, AND RAIN OR INCLEMENT WEATHER CANCELS THE MATCH, THE DEFAULT NO LONGER STANDS. Line-ups would stand only for those individual matches that have already started (first serve attempt) their match. All other individual matches, even those that were in warm-up may be changed including defaulted courts. IF A RAIN DELAY OCCURS (DAY ONLY) AND THE MATCH WAS SCHEDULED WITH SPLIT TIMES, NO SECOND ROUND MATCH WILL BEGIN AFTER 12:00 p.m. IF THE SECOND ROUND HAS NOT BEGUN BEFORE 12:00 p.m., THIS ROUND WILL BE RESCHEDULED AS A MAKEUP. The host captain is responsible for rescheduling any cancelled and/or interrupted matches AND SECURING COURTS. Cancelled or interrupted matches should be completed within 2 weeks of the original match date. The host captain should contact the guest captain within 24 hours of the rained-out or weather interrupted match and offer (3) possible make-up dates. Guest captain has 24 hours to respond and agree to a date. DAY TEAMS MUST GIVE WEEKDAY MORNING DATES---, NIGHT TEAMS MUST GIVE WEEKDAY NIGHT DATES WITH THE OPTION OF ONE WEEKEND DATE. THE LOCAL OR LEVEL COORDINATOR SHOULD BE NOTIFIED OF THE RESCHEDULED MATCH DATE. If team captains cannot agree on a date and time for a rescheduled match and there has been no attempt to play the match within the 14 days, a league coordinator may then choose a match time and location. If the Coordinator chooses a date and time for the rescheduled match and the match is not played due to a conflict, the penalty will be a default if one team cannot play the match or a double default if neither team can play the match. 8 USTA League Related Conflict Due to conflict with District, Sectional, Regional or National League Championships If a team has more than 50% of its players on a roster that are playing at a District, Sectional, Regional or National League Championship and have a team match in conflict of these events, then they can reschedule the match either by playing before the scheduled date or within 2 weeks after the scheduled match. They must notify the other team captain and Local League Coordinator of the conflict before the scheduled match and work with both parties to schedule the match within the above mentioned timeframe. 2.01C(5)e. Team Defaults. The defaulting team may be ineligible to advance beyond local league, but may be required to play the remainder of all local league matches. These matches will be recorded in TennisLink for the purposes of satisfying match play requirements for opponents and NTRP calculations for all players involved. All matches of a defaulting team may be removed from the stats and standings in Tennis Link (if multiple round robins, the defaulting team may be removed from all rounds of play), unless all teams with a mathematical chance to advance have already played the defaulting team in good faith, in which case, the matches shall stand as played when determining standings. Should this occur in a two-team league where only three team matches are scheduled, the team will immediately be removed from competition and the league rendered null and void. No team may advance from local league play from a two-team league where a default occurs regardless of the number of matches scheduled. The State League Coordinator, upon review of the facts and circumstances presented by the Local League Coordinator, may allow the team default to stand (scored as a 6-0, 6-0 loss on each individual match forfeited) thus allowing the team to remain eligible to advance beyond local competition. *A team default is defined by one team not having enough players to put enough courts out that can win the match. Individual Line Defaults: A team may forfeit a maximum of two positions in a 5 court format and one position in a 3 court format without forfeiting the entire match. In such cases, forfeits shall be determined by the defaulting team s captain beginning with the lowest position on the scorecard in accordance with the following: Singles: The No. 2 singles must be forfeited before the No. 1 singles. Doubles: The No. 4 doubles must be forfeited before the No.3 doubles, followed by the No. 2 doubles and then the No. 1 Doubles. In the spirit of good sportsmanship and fair play, it is recommended that the opposing team be advised of a known default. The defaulting captain will still be able to designate at what position a known default will occur Progression 2.02A(1) Local Competition All local matches should be completed two (2) weeks prior to the USTA Louisiana State Championship. Winner of each NTRP Level, as recorded in Tennislink, will advance to the State Championship. In the event of a multi flight division, a local league playoff will determine the winner(s) as follows: Local League Playoffs The local league council will determine the format for the playoffs for each NTRP level. All playoff formats and dates will be on the respective schedules published on the NOMATA website: Playoffs will be a two (2) day/night format. TWO FLIGHT LEVEL DAY/NIGHT 1 - Winner of Flight 1 will play second place team of Flight 2; Winner of Flight 2 will play second place team of Flight 1. DAY/NIGHT 2 - Winners will play for 1 st and 2 nd seeding. Losers will play for 3 rd or wildcard possibility. THREE FLIGHT LEVEL February 17,

9 NTRP levels with three (3) flights (where each flight has the same number of teams) will be single elimination with a fourth team receiving a wild card slot in the playoffs. The second place team with the next best record in TennisLink will be given the wild card. If any of the flights have a different number of teams, the second place team with the highest percentage of games won vs. games played during the local league shall receive the wild card. Any tie will be broken by the tie-break procedure stated in 2.03H USTA League Regulations. The second place team shall be placed into the divisional playoff as follows: Winner, Flight A vs. Second Place team; Winner, Flight B vs. Winner, Flight C. If a draw results in the second place team playing against the first place team from its own flight, the draw shall be altered as follows: second place team shall exchange places with team listed first (Div. B) in the other divisional playoff. In the event that a playoff position cannot be fielded in accordance with the playoff guidelines stated above, then positions may be filled from the respective flight based on team standings and at the discretion of the Local League Council. In the event that an available State position cannot be filled based upon lack of team commitment, at the discretion of the Local League Council, Playoffs will not be held. 2.02A(2) Local Champion Advancing teams are required to register and pay entry fee for at least the leagues minimum number of players online through the championship website 10 days prior to the start of the state championship to guarantee spot in the state championship draw. See USTA Louisiana Championship Website for additional details and deadline dates for player registration GRIEVANCE PROCEDURES 3.01 ADMINISTRATION 3.01 ADMINISTRATION. All local league regulations will include the names of grievance and grievance appeal committee members and will be distributed to captains prior to the beginning of the local league season Grievance decisions that impose sanctions will be upheld throughout the USTA Southern Section. 3.01A(1) Local. Each local league shall appoint a Local League Grievance Committee. USTA Louisiana shall approve all Local League Grievance Committee. The Grievance/Appeal Committee members are listed on the NOMATA website. 3.01B(1) Local Grievance Appeals Committee. Each local league shall appoint a Local League Grievance Appeals Committee. USTA Louisiana shall approve all Local League Grievance Committee. The Grievance/Appeal Committee members are listed on the NOMATA website Grievance Complaints 3.03B(1) Local League Procedures All local grievances, appeals and NTRP complaints and appeals will be submitted to: See USTA National League Tennis Regulations 3.00 for procedures that must be followed to file local grievances, appeals and NTRP complaints. Local League Coordinator s contact information is available on the NOMATA website. All local grievances, appeals and NTRP complaints and appeals will be submitted to the local league coordinator. The local league coordinator will then forward the grievance or appeal complaint/appeal to the NOMATA Grievance Committee Chairman. All NTRP grievances will be forwarded to the USTA Southern NTRP Grievance Committee for processing. NOMATA has formed a committee comprised of members from all of the New Orleans USTA Leagues (Adult, Mixed, Combo and Tri-Level). 3.03E(4) NTRP Grievance Complaint. NTRP Grievances shall be filed in writing with the Local/District/Area League Coordinator or designee having jurisdiction. 10 ***************************************** TEAM CAPTAIN S RESPONSIBILITIES The Team Captain will handle the administrative affairs of the team, represent the team in all USTA matters, provide an address for correspondence. All teams must have a Captain and a Co-Captain, one of which must be a registered member of the team. Must attend the local captain s meeting. Notify players on their team when computer ratings are available. Team Captain will submit court fees by deadline date to local coordinator and collect from their team at their own discretion. Exchange complete team lineups simultaneously at scheduled match time. Default time is 15 minutes after scheduled match time. Provide USTA approved tennis balls for all host matches and assign courts. EITHER host or guest captain with split match times MUST CONTACT AND CONFIRM with the opposing team Captain by the Friday (Thursday for Weekend matches) before the next scheduled match or the match lineup will be in the order of sequence as listed on the match scorecard with the first matches listed filling the earlier time slots. Host Captain is responsible to determine which courts start at the earlier time. BOTH Captains SHOULD ENTER and/or CONFIRM final match results within 48 hours of played match. 11 Flex League Rules **New Orleans offers Spring, Summer and Fall Flex Leagues** 1. Level of Play Play is ordered by NTRP levels. If you have a current NTRP rating, it is suggested you play at that level or above. Not sure you know your level? Check out the NTRP Guidelines. Match results from this program are not utilized to generate NTRP ratings. Due to this program s less restrictive approach to inviting non USTA members and lapsed members to participate, it is understood that players may underestimate or overestimate their current skill level in their first season or may choose a lower or higher NTRP level for singles play if they primarily play doubles or visa versa. The Local Tennis Organizer has the authority to adjust players for the next season. 2. Schedule Matches Schedules will be created suggesting a week for matches to be played. Matches can be played any time agreed upon by both players (or both doubles pairs). All matches should be completed and scores entered by the Season End Date for the program. Most leagues will schedule an extra week to complete all matches. Defaults should not be recorded until end of league season unless a player or doubles team has cancelled twice once a day/time has been confirmed. It is understood that some players may be unavailable during part of the season but planning to play more matches toward the end of the season. Any match where one player or doubles team attempted to schedule a day/time with opponents that remained unplayed at the end of the season should be recorded as a default by the player/doubles team that attempted to schedule the match. 3. The schedule will designate one player (pair) as "Home" Unless otherwise stipulated by local league guidelines, the home player is responsible for providing a can of new balls for the match, for booking a court if necessary, and for paying any court costs/guest fees. The home player is encouraged to select a mutually convenient match location in consultation with the other player. All matches should be played within the commonly accepted area of the local league. 4. It is recommended that the winner enter the scores for the match and the opponent confirms it is correct. Either player can enter scores. Only the Local Tennis Organizer can change a score that has been entered. 5. Scoring. The local league will choose a scoring method: A. Best of three sets with a set tiebreak (first to 7 points by 2) at 6-6 in any set. B. Match tiebreak in lieu of 3rd set (first to 10 points by 2). Set tiebreak (first to 7 points by 2) at 6-6 in first or second set. C. Allow players to choose option A or option B for each match, or to determine a winner in an incomplete match as explained below. Preferably, players should decide on option A or option B before play begins. If a winner is determined in an incomplete match: (the local league must authorize this format when setting up league). Winner of the most games completed wins the match. Enter scores as played from winner s perspective and enter as a completed match. If tied in games, winner of the first set is determined winner of the match. Example: if Player A is winner and score entered is 6-4, 3-6, 3-1 (completed), Player A will receive the match win and will receive 12 games won for the match and 11 games lost while Player B will be credited for 11 games won and 12 games lost. 6. Play is self-regulated and disputes should be worked out by the players. It is recommended you read the Code for Unofficiated Matches to familiarize yourself with the rules of tennis. Check out our Friend at Court guide. 7. In leagues with multiple flights, a play-off could be scheduled between flight winners. The Local Tennis Organizer will let you know how a play-off would be scheduled. Local standings are determined by most matches won, then head to head results. If a double round robin is used, or head to head is tied for other reasons, then sets won, sets lost, games won, games lost are considered in order until the tie is broken. 8. Refunds and Transfers. Players may withdraw from a flight prior to the publication of the schedule and will receive a refund of the program fee minus the $3 nonrefundable registration processing fee. If a flight does not get published due to lack of players, the player has a choice to receive a refund of the program fee (minus $3 nonrefundable registration processing fee) or to request a transfer to the next season with the full registration fee. 9. Waiver of Claims. Players participating in the USTA Flex Leagues acknowledge the risks associated with playing competitive tennis, accept those risks voluntarily, and, in consideration of their acceptance in the Program, assume all risks for bodily injury, waive all claims for injury and property damage, and release and hold harmless the USTA and the host facility, their officials, employees, and agents with respect to any injury or loss caused by negligence or otherwise to the fullest extent permitted by law.
