3 Article 1: Refereeing Bodies Article 1.1: Referee Delegate The ERC appoints a Referee Delegate and Assistant Referee Delegate (where appropriate) for European Beach Volleyball competitions. In case the ERC does not appoint a Referee Delegate his/her duties will be fulfilled by the Technical Supervisor. The Referee Delegate will be assisted by a Referee Manager proposed by the organising National Federation. The Referee Manager should preferably be a former referee, speak the English language, be approved by the ERC and shall not be entrusted with other tasks. Article 1.2: Duties The Referee Delegate is responsible for the smooth running of all refereeing matters and should closely cooperate with all other appointed CEV officials. He assumes all duties as specified in the CEV Referee Delegate s Manual and the refereeing aspects of the competition. Before arrival the Referee Delegate Verifies the availability of the National Technical Officials (Line Judges and Scorers) and the court personnel as specified in the CEV regulations governing the competition 1 month before travelling to the competition; Ensures the presence of the National Technical Officials (Line Judges and Scorers) and the court personnel at the pre-competition clinics. Upon arrival the Referee Delegate will: Carry out a final inspection regarding the sports equipment & the competition courts, ensuring they conform to the Official Beach Volleyball Rules and CEV competition regulations. Organise a clinic the day before competition begins with all Technical Officials (Referees [neutral and local], Scorers, Line Judges) and court personnel in order to ensure the uniform application and interpretation of the rules and current regulations. Organise in conjunction with CEV Medical Delegate, medical tests for all Technical Officials. Participate in the Technical Meeting and explain all refereeing matters. Respond to any refereeing or rules based question raised. Attend any relevant daily meetings (should there be any). During the competition the Referee Delegate Ensures the smooth running of the competition on the field of play with the Technical Officials (Referees [neutral and local], Scorers, Line Judges) and court personnel (scoreboard operators, ball retrievers, sand levellers, court athletes attendants, etc.); Appoints the referees for all matches and adds this detail to the CEV Referee Delegates report; Released on: 14 April CEV Page 2

4 Supervises and assesses all of the referees performances on all competition days and submits an R-4 on each International/Candidate referee (neutral and local). In addition those national referees deemed to be young and talented and supported by the home federation as future candidate International Referees should have an R-4 submitted and be included in the CEV Referee Delegates Report. Holds a daily meeting with the referees to evaluate the previous days performances and confirm the days nominations where possible. Further personnel necessary to deliver the smooth running of the refereeing aspects may be asked to attend this meeting; Inspects on a daily basis along with the referees the courts and equipment and reports any discrepancies to the CEV Technical Supervisor; Reviews the score sheets daily. After the competition the Referee Delegate Attends the Closing Meeting; Reports to the ERC and the CEV Head Office about the event s refereeing aspects and referees overall performance (Referee Delegate Report); The Referee Delegate Report and all M-4 s must be uploaded to the respective ftp server or to referee@cev.lu no later than 48 hours following the competition. Article 2: Appointment of Referees Article 2.1: Principles The appointments of neutral referees are made by the ERC. The appointments of local referees are approved by the ERC following the proposal by the hosting National Federation using the official CEV form (BV-LR). The local referees must be the highest level International and National Beach Volleyball Referees of the hosting National Federation and can include invited referees from other Federations. Please note that International Volleyball Referees cannot act as local referees. Local referees should have a good knowledge of the English language. If necessary the Referee Delegate on site may reject referees who do not fulfil the required standards of the CEV. The list of local referees (BV-LR) together with information about their refereeing skills and level of English language must be submitted to the CEV Office for approval no later than 2 months before the competition start date. A copy of the BV-LR will be sent to the nominated Referee Delegate by the CEV Office upon approval by the ERC. In case the local referees do not fulfil the required standards of the CEV, ERC will nominate additional neutral referees. One month before the competition the Referee Delegate must contact the Organiser or Referee Manager to ensure they have the required number of Line-judges, scorers and Courts Side Personnel (Ball retrievers and sand raker s). The Referee Delegate should confirm to the CEV Office that all is in place or inform the CEV Office and the ERC of any issues. Only International or Candidate Beach Volleyball Referees appearing on the annual referees list submitted to ERC by the National Federations will be considered for nominations. 5 Article 2.2: Number of Referees The number of referees appointed for the CEV U18/20/22 European Championship is as follows: If played on 4 courts: 8 neutral referees, and 8 local referees (total 16) if played on 5 courts: 10 neutral referees, and 10 local referees (total 20; if played on 6 courts: 12 neutral referees, and 12 local referees (total 24) Please note: situations not covered above will be dealt with on a case by case basis the ERC Officiating Referees. Article 3: Officiating Referees Article 3.1: Working Material The referees must follow the Official Beach Volleyball rules and all official documents listed under Article 5.2. Any evaluation of referees by the Referee Delegates must be made on the R-4 form and a copy must be given to the referee concerned. The R-4 must then be uploaded onto the CEV ERC ftp server within 48 hours of the end of the competition. The CEV Referee Delegate Report must be completed in full and uploaded onto the CEV ftp server within 48 hours of the end of the competition. Article 3.2: Arrival and departure For neutral and local referees arrival at the competition venue or official hotel 1 day before the first Technical Meeting. Departure will be the day after the competition ends. However, for certain events and in order to optimise the budget of the organisers, the Referee Delegate, in agreement with the Technical Supervisor may release some of the local referees 1 or 2 days before the end of the tournament. This request must be clearly stated when submitting the BV-LR to the CEV Office (beach@cev.lu) for approval 2 months before the competition start date. A copy of the BV-LR and early release request will be sent to the nominated Referee Delegate by the CEV Office upon approval by the ERC. All other correspondence relating to refereeing matters must be copied to referee@cev.lu, beach@cev.lu and the nominated CEV Beach Volleyball Referee Delegate. Each appointed Referee shall receive from the organiser, a minimum of 14 days prior to travel, their travel tickets following approval of the travel itinerary by the Referee.. 6 Article 3.3: Duties of Referees All referees must fulfil their appointments. Withdrawals are only accepted in exceptional cases and have to be announced to ERC and CEV Office immediately via All referees of an event have to participate in the Refereeing Clinic and all Daily Referee Meetings according to the instructions of the responsible CEV officials. Attendance at the Technical Meetings will depend on the playing schedule and other local issues. Article 4: Cases not foreseen All cases not provided for by the current regulations shall be settled by the CEV Board of Administration.
