1 2017 CEV U18 BEACH VOLLEYBALL EUROPEAN CHAMPIONSHIP OFFICIAL COMMUNICATION No GENERAL INFORMATION 1.1 DATE AND VENUE The 2017 CEV U18 Beach Volleyball European Championship will be held on August 24-27, 2017 in Kazan (RUS) as a double gender event. 1.2 NUMBER OF PARTICIPATING TEAMS The total number of participating teams is 32 per gender in the Main Draw. Each National Federation, including the organising National Federation, is attributed with one main draw spot if up to 30 NFs register for the event. In addition, the organising National Federation of the Championship has 2 additional spots available (in total 3 spots). In case less than 30 NFs register for the event, second teams are eligible to participate from all registered National Federations according to their current CEV. If the maximum number of 32 teams in the Championship is still not reached, third teams may fill the remaining spots according to the current CEV. In case of the total registrations following the above criteria are 30 or 31, a 4 th host country team will be allowed to enter the competition. June 14, 2017

2 1.3 COMPETITION FORMAT The Main Draw Tournament of each gender is played through a Preliminary Round of 8 pools of 4 teams each (Round Robin) and a Final Phase with 24 teams playing in a Single Elimination format. From the Preliminary Round the 1st, 2nd and 3rd ranked teams from each pool will be advancing to the Final Phase. Losers of the semifinal matches will play the bronze medal match, while the winners of the semi-final will play the gold medal match. Additionally, the losers of the quarterfinal matches will be drawn to a single elimination bracket of four teams to rank the 5th 8th place (4 matches per gender) that is granting the respective NF with a spot to the equivalent FIVB Age Group World Championships. In case less than 30 teams register to the Championship, a 24 teams competition format will be applied. In such case and if more than 24 teams are registered, a Qualification Tournament involving teams ranked above position 20 in the Confirmed List will take place on site -1 day before the start of to qualify 4 teams to the Main Draw. 1.4 RIGHT OF PARTICIPATION OF ATHLETES An athlete wishing to take part in a CEV sanctioned competition must possess the nationality of the country whose national team he/she intends to play for and must fully comply with the requirements laid down by the Sports Regulations of the CEV/FIVB. Only players not suspended by CEV and/or FIVB for the event concerned are allowed to participate. Players wishing to participate shall be aged under 18 years on 31 December of the year during which the respective Championship is held (for this season Born on 1 st January 2000 or later). 1.5 RIGHT OF PARTICIPATION OF TEAMS The right of participation shall become effective as soon as the teams names appear on the Confirmed List established by CEV for each event. The Confirmed List is sent to the National Federations concerned. It is the National Federations responsibility to inform their athletes accordingly. 1.6 REGISTRATION OF TEAMS AND PLAYERS The registration procedure is divided in two phases: 1. Spot registration Deadline 23 June 2017 (-2 months) The National Federations are requested to register their teams through the Volleyball Information System (VIS - Login). - Each National Federation is provided with an individual and secured user access (user name and password) through its own address. - After Log in, the National Federation may select the respective Championship and click the button reserve teams. - When registering the National Federations must indicate how many teams (one, two or three) they want to register. - The spot is automatically registered in the selected tournament database and is instantly included in the tentative list posted on the CEV website for each event, allowing the National Federations to directly control that their spots are correctly entered June 14, 2017 Page 2 of 5

3 - The Tentative Spot List is an ongoing information available on the CEV website and up to -2 months can be amended by each participating National Federations. 2. Players Registration Deadline 24 July 2017 (-30 days) 1.7 ALLOCATION OF TEAMS All teams entered in the Championship are distributed in the Confirmed List between the Main Draw and Reserve List according to their CEV one week after the spot registration deadline while taking into consideration the number of registered National Federations (Country Quota). An eventual tie shall first be resolved by the best result in the last year (then by the best result two years ago, best result three years ago) of the National Federations concerned achieved at events of the previous Championship, then by a drawing of lots. 1.8 CEV U18 COUNTRY RANKING The ranking points of a National Federation are those its best ranked team achieved during the last three years considering the following: - 60% of the final ranking of the Championship last year - 30% of the final ranking of the Championship two years ago - 10% of the final ranking of the Championship three years ago. 1.9 ALLOCATION OF POINTS A National Federation shall be allocated the Country points according to its best team s classification in the Championship. A player shall be allocated the updated CEV & FIVB ranking points according to his/her classification in the competition. 4 1.11 RULES OF THE GAME All matches shall be played according to the FIVB Official Beach Volleyball rules in their latest edition. Exceptions Coaching: Following the respective FIVB guidelines, the presence of a coach inside the field of play is allowed in all Underage events, provided that these are duly and in time accredited through the respective BV-05 form. A detailed document describing the obligation and rights of coaches entering the Field of Play is available on CEV website in the respective competition webpage. 2. FINANCIAL REGULATIONS 2.1 ENTRY FEE For the participation of each team in the Championship the respective National Federation shall pay an entry fee of 100,- EUR to the Organiser, respective information and bank details will be communicated through the event s Practical Info document. Each participating delegation has to present a copy of the confirmed money transfer to the Technical Supervisor at the Technical Meeting. When a National Federation/team withdraws from the Championship later than 15 days before the start this fee is non-refundable. 2.2 CONTRIBUTION FEE For five days in total the respective National Federation shall pay a contribution of 50,- EUR per delegation member per day to the Organiser even if the duration of the stay of its delegation members is shorter. Delegation members are considered 2 players and optionally up to one team manager/coach per team. 2.3 LICENSES For each athlete participating in any CEV event, the respective National Federation shall pay, upon receipt of the respective CEV invoice, a license fee amounting to 20,- EUR once per season to CEV. 3. UNIFORMS Starting from the 2017 CEV Beach Volleyball season the organisers of the U18/20/22 European Championships have the option to decide whether to retain the right to exploit the player s uniforms category and thus provide the respective uniforms. In case the organisers decided to void this right the participating National Federations shall provide their players with uniforms according to the layout specified in the CEV Beach Volleyball Corporate Design Guideline and exploit them commercially (excluding the following product categories: alcohol (spirits), tobacco & pornography). For the avoidance of doubt, the organiser of the 2017 CEV U18 Beach Volleyball European Championship voided the right and will therefore not provide uniforms to the participating teams. 5 4. FURTHER INFORMATION Necessary information about the Championship will be circulated to the National Federations using the and the event s Practical Info document. More details can be found in the Official Regulations and the CEV Beach Volleyball Handbook, which are posted on the CEV website. National Federations are requested to apply early enough for visas for their delegation members whenever needed. The hosting National Federation should be contacted to receive an invitation letter for the event. REGISTRATION OF PLAYERS The National Federations are advised to register their teams through the Volleyball Information System (VIS - Login) no later than July 24, In case of two or more registered teams please specify the team order (1, 2, etc.) by to beach@cev.lu. The provision of the 2017 CEV BV-01 form (athlete s commitment and health certificate) duly signed by the NF, the concerned athlete(s) and legal representative is the pre-condition set to be tentatively admitted to any of the Beach Volleyball competitions officially recognised by the CEV. Once the aforementioned condition is fulfilled by all parties concerned, the National Federation (exclusively) is required to comply with the following procedures in order to tentatively register its spots and athletes in the Championship. Registrations after the end of the spot registration deadline have to be done through the CEV Office and will be included at the end of the Reserve List. Player s Registration (Deadline -30 days): Each National Federation is provided with an individual and secured user access (user name and password) through its own address. After Log in, the National Federation may select any team as per CEV Beach Volleyball Regulations and register it in the CEV U18/20/22 European Championship by following this procedure: Select first athlete; Select his/her teammate; Select the CEV U18/20/22 European Championship from the calendar; Confirm the entry of the team. The team is automatically registered in the selected tournament database and is instantly included in the tentative list posted on the CEV website for each event. While this procedure allows the National Federations to directly control that their July 5, 2017 Page 3 of 5

9 teams are correctly entered, it also gives them the opportunity to immediately contact the webmaster and in case a technical problem occurs. After the player s registration, the number of reserve teams has to be reduced by clicking the button reserve teams and entering 0. Each National Federation may directly enter new CEV/FIVB athletes as the computer instantly generates CEV/FIVB # for the new athlete as well as a user name and password. Athletes with pending sanctions are not allowed to enter in CEV sanctioned events until the related fine is duly paid to the CEV. The entry deadline for each event is stated on the CEV website for each event. Each National Federation and athlete will be responsible for checking the entry through internet by consulting the tentative Entry List for each event. The Tentative Entry List is an ongoing information available on the CEV website and up to -15 days can be amended by each participating National Federations. Each athlete willing to participate must complete and sign and have his/her respective National Federation sign and seal the BV-01 NF-Athlete s Commitment & Health Certificate form. The form along with a valid copy of the athletes passport or ID card must be uploaded to the Volleyball Information System (VIS - Login), the latest 15 days prior to the start of the event the athlete participates in. Additionally, the athlete has to complete the FIVB anti-doping programme Play clean. 4. FINANCIAL REGULATIONS For the participation of each team in the Championships the respective National Federation shall pay an entry fee of 100,- EUR to the bank account of the organiser. For minimum five days in total the respective National Federation participating in the Main Draw shall pay a contribution of 50,- EUR per delegation member per day to the organiser even if the duration of the stay of its delegation members is shorter (5 x 50,- EUR = 250,- EUR). For teams eliminated from the Qualification Tournament the minimum payment of five days does not apply. Delegations members are: all athletes and optionally up to one team manager/coach per team. The respective National Federation shall pay the entry and contribution fee 7 days before the start of the event to the bank account of the organiser which will be communicated together with the Practical Info document. If the organiser will not receive the fees in time the Technical Supervisor has the right to exclude the concerned teams from the event. Every person is responsible for any and all extra expenses at the hotel such as mini-bar, phone calls, laundry, etc. These expenses must be paid at checkout time. Each participating National Federation has to present a copy of the confirmed money transfer to the Technical Supervisor at the Preliminary Inquiry. When a National Federation/team withdraws from the Championships later than 30 days before the start the entry fee is due except for health reasons of an athlete. July 5, 2017 Page 4 of 5
