3 BACKGROUND Fiji Volleyball was formed in 1970 under the leadership of Josateki Vulaca, the Father of Volleyball. Most of its operations were through membership fees. Since its inception, the Fiji Volleyball Federation has achieved significant growth. From an affiliate membership of four founding clubs in 1970 (Suva, Nasinu, Lautoka and Nadi) and around 500 players, it has flourished to become a sport in the top five most popular sports on both a competitive and recreational level, played by more than 25,000 people through 21 registered associations across central, western and northern Fiji. Fiji was first represented at an international tournament in 1963 at the South Pacific Games. The national women s team first won a medal (silver) at the 1990 Oceania Games with the men s team winning its first medal (bronze) at the 1995 South Pacific Games. At the 2003 South Pacific Games, the men and women teams were placed fourth overall. The FVF was involved in an exchange program with the Sydney Lions Club in 1998 and most recently in Another athlete played in Switzerland in 1998/99. Australian club and American college teams have also played our national side over the years. It is affiliated to internationally recognised bodies namely the federation of the International Volleyball (FIVB), Asian Volleyball Confederation, Oceania Volleyball and the Fiji Association of Sports & National Olympic Committee (FASANOC). 3

4 INTRODUCTION This Strategic Plan sets out the goals and objectives of Fiji Volleyball for the next 4 years. It has been developed through the direction of the Fiji Association of Sports and National Olympic Committee as a major requirement for members in elevating overall sports in the country. Fiji Volleyball has been plagued for the past decade with lack of financial and human resource. At the outset, the failure of dissemination of past Strategic Plans to members and the questionable commitment of executive members has contributed to the ad hoc activities and lack of direction of the sport. This document has been the brainchild of the President of the Federation, with amendments carried out during the National strategic planning workshop for all affiliates in June Members were given the opportunity to contribute but sadly this has not been forthcoming. However, another opportunity will be provided prior to the Annual General Meeting before the finalisation of the document. The Strategic Plan, therefore, sets out the new direction the Federation will take in its bid to increase development programs from junior to senior level, spread the sport gospel to all major centers around the country, improve its regional ranking and target Olympic Qualifiers as its ultimate goal. Administration wise, the intention is to adopt a new constitution, involve all stakeholders in its successful implementation. 4
