WELCOME FROM VOLLEYBALL AUSTRALIA Welcome to Coolangatta and the home of Beach Volleyball at the 2018 Commonwealth Games; the first time ever our sport has been contested at a Commonwealth Games. This is a very exciting time for Volleyball Australia which includes the creation of new events. The U23 Australian Beach Volleyball Championships has been created to link the Australian Junior Beach Volleyball Championships with the Australian Beach Volleyball Tour. It takes all the development opportunities from Junior Volleyball and starts to put them into the context of how senior Beach Volleyball is played in Australia. This is a critical part of offering our sport to everyone for life while still supporting our High Performance programs. We hope all athletes have a great experience here and gain a further understanding of our great sport using this event to continue your lifelong engagement. A special thanks goes to Sange Carter from Beach Play and Damien Searle from Volleyball Queensland / Gold Coast Commonwealth Games Beach Volleyball for their commitment to this event. Their vision and assistance has been critical in making it a reality. Good luck to all participants and we look forward to seeing you on our beaches for many years to come. 5 4. ENTRY AND PARTICIPATION REGULATIONS i. Entries into the U23 Australian Beach Volleyball Championships are found online at i Australian must be current, Full Members of their State Association to be eligible for nomination to compete. Memberships will be verified with State Associations. a. Non-Australian competitors representing their country must be current members of their National Federation. Entries will only be accepted upon receipt of a letter of endorsement from the National Federation. Entry fees are A$110 inc GST per team iv. Entries will be accepted up to COB Monday 16 th January 2017 v. A team withdrawing before COB Monday 16 th January 2017 will be charged 50% of their entry fees. vi. A team withdrawing after COB Monday 16 th January 2017 will be charged 100% of their entry fees. 5. PROOF OF AGE & AGE GROUP REQUIREMENTS Proof of Age is required for all competitors. All athletes are to bring photo identification to the Preliminary Inquiry. i. U23: - Must be born in 1995 or later (therefore the players must be 22 years or younger as at 31 December 2017). 6. GENERAL TECHNICAL MEETING & PRELIMINARY INQUIRY i. There will be a Preliminary Inquiry and General Technical Meeting on Friday 20 th January 2017 at 10:30am and 11:15am respectively, prior to commencement of the competition. These meetings are compulsory for all team delegates, coaches, players (both team members) and officials. i All teams must report to the Registration area where identification checks, teams and draws will be verified. The Referee Delegate will update all teams on any rule changes in beach volleyball. It is recommended that all players receive some refereeing instruction before coming as they will be expected to cover their duty commitments over the competition. This includes both refereeing and scoring. The Tournament Director will brief all teams in all other relevant aspects of the competition. 7. CHAMPIONSHIP RULES The Tournament will be played under the FIVB Official Beach Volleyball Rules i. Competition Points Teams receive 3 points for a win, 1 point for a loss, 0 points for a forfeit. i Duration between sets Teams receive a one (1) minute break between sets. Forfeiture of Sets and Matches a. The first set is forfeited if the complete team (all players) are not present at the scheduled start time. This needs to be confirmed by the Tournament Director or Referee Delegate. If the team is still incomplete after a further 5 minutes the match will be forfeited. b. Teams are not compelled to proceed with the match if the player eventually reports. iv. Competition Points, Set %, Points % The process in the case of a tie in Tournament points between two or more teams at the completion of round robin or pool play can be found in Appendix 1. These processes are to be applied in the order listed and as soon as the tied teams are separated by one of the processes, no subsequent processes are to be applied U23 Australian Beach Volleyball Championships Page 5 of 8

6 v. Duty Teams a. There is a 10-minute break between games. The assigned duty team must report to the court and be prepared to commence the match at its allocated time. The following pre-match protocol is to be followed: vi. i. T- 10 Competing teams enter playing area T- 6 Call for the coin toss and commence Official Warm-up i T- 1 Finish Official Warm-up iv. T- 0 Match Start b. Duty teams who fail to report for duty may incur a fine of up to A$50. c. Individuals performing a duty may request an assessment by the Referee Delegate to assist with the skill development. Any individuals seeking formal refereeing assessment must register their interest with the Referee Delegate at the Technical Meeting. All assessment and assistance will be subject to the availability of the Referee Delegate based on time restraints and commitments to the event. d. In the event of a protest, the match must be halted and the Referee Delegate called. On-the-Spot protest will be used. No further options for protest are allowed. Coaching i. Coaching is allowed during the competition. i iv. All coaches must hold a current coaching qualification and abide by the VA Coaches Code of Ethics. Only one (1) coach can be nominated per team and must be listed under the notes on the scoresheet. Coaches may ONLY converse with players during warm-up, time-outs and change of sets. Coaches may sit in the playing area throughout the match. v. Coaches will be sanctioned for conversing with their athletes outside of acceptable periods, unacceptable behavior which can include making comments, criticisms or asking questions towards any of the match officials. The Duty team may seek the assistance of the Referee Delegate as required. Coaches asked to leave the field of play will be recorded on the score sheet and may be removed as a coach for the remainder of the tournament at the discretion of the Tournament Director. 8. UNIFORMS & ACCESSORIES i. Teams must supply and compete in matching uniforms. Player numbers are recommended on uniforms. i iv. In the instance of extreme weather (cold or heat), compression or other garments (Line Break, Skins, etc) may be worn by the team after approval by the Tournament Director. Caps and visors, arm & wrist bands and sand socks are not considered part of the official team uniform and may be different within the team. FEMALES a. Matching bikini tops, tank tops or singlet tops. b. Matching bikini bottoms, bike shorts and board shorts. v. MALES a. Matching singlet tops. Bare chests are NOT permitted. b. Matching board shorts. vi. v A fine of A$50 per person, per infringement may apply to players who do not adhere to the uniform regulations. 7 9. EVENT FORMAT i. Pool play followed by elimination matches. Exact details to be advised at the Technical Meeting 10. DISPUTE RESOLUTION i. The Control Committee consists of the Tournament Director, Referee Delegate and Competition Manager. The Control Committee is the highest authority of the event. The Control Committee can use information supplied and available to them at their discretion to make decisions with regard to all aspects of the event, including but not limited to entries, seeding, competition format and player, coach and officials conduct. 11. PLAYER AND TEAM OFFICIAL SANCTIONS The Control Committee may disqualify teams for misconduct and inappropriate behavior. The Control Committee may also sanction coaches and officials for misconduct and inappropriate behavior. 12. WEATHER POLICY i. If the weather forecast anticipates adverse conditions (extreme heat, cold, heavy rain, strong wind or lightning), the event may be delayed until conditions improve. Play may continue for wind and rain taking into consideration of the duty of care to all athletes, coaches, referees, organizers and spectators. The Tournament Director and Referee Delegate will make a determination and notify all teams if any delays or changes occur. Unless notified of a cancellation, teams are required to report to their scheduled matches as specified by the draw. 13. MEDIA AND COMMUNICATION Publicity and promotions throughout the event will be conducted by Volleyball Australia, Volleyball Queensland and BeachPlay. Media attendance at the event, media requests for interviews and photos are to be directed through the Tournament Director. 14. ANTI- DOPING POLICY i. The U23 Australian Beach Volleyball Championships is a National Championship event and accordingly may be subject to anti-doping testing by the Australian Sports Anti-Doping Authority (ASADA). Competitors will comply with all conditions of the VA Anti Doping Policy and the rules and regulations of ASADA. Testing may be conducted and players will be notified via standard ASADA procedures. The attendance of ASADA officers will be managed by Volleyball Australia. Any athletes selected for testing will be notified by the Tournament Director prior to any action by ASADA officers. APPENDIX 1 - COMPETITION POINTS, SET %, POINT % Set Ratio The order of ranking will be determined by Set Ratios, with the team with the highest set ratio awarded the higher placing in the round robin or pool play: Set Ratio Sets Won SetsWon Sets Lost Example of Set Ratio Process Team A: won 12 sets, lost 8, played 20 Team B: won 10 sets, lost 9, played 19 Team A Set Ratio = 12/20 = Team B Set Ratio = 10/19 = Team A has the highest set ratio and is therefore awarded the higher placing in the round robin or pool play. Points Ratio If the tie still exists after the calculation of the Set Ratio, the order of ranking will be determined by Points Ratio. The team with the highest point ratio will be awarded the higher placing in the round robin or pool play: Po int swon Po int Ratio Po int swon Po int s Lost Example of Points Ratio Process Team A: won 444 points, lost 356, played 800 Team B: won 421 points, lost 279, played 700 Team A Points Ratio =444/800 = Team B Points Ratio = 421/700 = Team B has the highest Points Ratio and is therefore awarded the higher placing in the round robin or pool play. If the tie still exists after the calculation of the Points Ratio, the order of ranking will be determined on the basis of aspects of matches completed between the tied teams. Coin Toss If the tie still exists after the calculation of Points Ratio, a coin toss will be used to separate the tied teams.
