1 Vision Walking and biking is an accepted and valued part of everyday life in Portsmouth. People of all ages and abilities include walking and biking as part of their daily activities which helps to make Portsmouth a neighborly, healthy and economically vibrant place to live. The following pages present the goals and objectives of the. The goals are overarching statements describing the general direction that the City wishes to pursue. The objectives define the City s positions on individual issues and can be used to guide public and private decision making. Each of these is accompanied by performance measures, which are potential metrics that the City can use to gauge progress towards achieving these goals and objectives. DRAFT NOTE: The Final Plan will also include strategies, which are specific measures that the City will take to further the goals and objectives. For most of these strategies, more detailed action steps, will be identified. See Attachment on last page to view a sample report format for the recommended strategies and action steps.
