1 North Shore Transportation Improvement Strategy Preliminary, Near-term Recommendation 2016 April
2 Transportation Improvement Strategy (TIS) Comprehensive and Analytical A multi-modal transportation strategy that will address congestion concerns and accommodate future development along Staten Island s North Shore Implementation Focused Near-term and long-term transportation improvements and recommendations to address traffic and the transportation network along the North Shore Coordinated EDC, DOT and DCP are working together and coordinating with the MTA. The study area includes the Bay Street Corridor Neighborhood Plan area, Richmond Terrace and development sites Community Oriented Stakeholder engagement is a critical component of plan development 2

4 An Informed Approach The strategy is the latest in a range of transportation projects and plans that have been conducted for the North Shore Bay Street Corridor EIS (in progress) Downtown Staten Island Parking Survey (draft) West Brighton Brownfield Opportunity Area (draft) St. George Waterfront Redevelopment Project EIS (complete) Stapleton Waterfront (in progress) Traffic safety enhancements (proposed): Bay Street at Victory Boulevard Capital projects (funded) : North Shore Alternative Analysis (complete) Staten Island Comprehensive Bus Study (in progress) Safe Routes to School Bicycle projects (proposed): North Shore area 4
5 An Analytical Approach The TIS includes a thorough range of analytics to make informed decisions about transportation Travel time analysis Traffic model Crash analysis Parking assessment Bus transit analysis Pedestrian corridor assessment Crosswalk analysis Staten Island Railway transit assessment The analysis of these data points provides a clearer picture of the current transportation network serving this portion of the North Shore. 5
6 Encouraging Engagement Community engagement for the TIS is done in partnership with the involved City agencies, and in coordination with the Bay Street Neighborhood Planning effort We led several community sessions to present the study area s existing conditions, including with the Bay Street Local Advisory Committee and the Community Board 1 Transportation Committee Future community meetings are planned to present both the preliminary recommendations and the final recommendations to the public Residents discuss the TIS study area during the Community Board 1 Transportation Committee meeting January 26,
7 Gathering Feedback To collect feedback from residents outside of the community meetings, we widely distributed the North Shore Transportation Improvement Survey To date, almost 700 Staten Island residents have completed the survey 5,000 survey cards were distributed through our network of local community partners, via with the help of elected officials, promotion at public meetings, via social media, and through direct canvassing Survey information provides quantitative and qualitative information which is helping to inform the analysis Complete analysis of survey responses will be included in the final TIS report 7
8 Balancing Competing Needs Drive, Walk or Ride? Based on the TIS analysis and community input it is clear that vehicular, pedestrian, bicycle and public transportation priorities are not always in synch Some measures that improve traffic flow for the study area may have local consequences on the rest of the transportation network Integration of TIS strategies will require transportation trade-offs from all users, over time With the introduction of this multi-modal approach, the TIS helps to provide balance between all modes of transportation, while still serving the needs of the area and supporting the local economy As the North Shore re-establishes itself as Staten Island s downtown neighborhood, public transit is as important as vehicular transportation 8

10 Traffic Each corridor is unique in how it experiences congestion Greatest traffic volumes occur near ferry terminal entrances and at major crossroads throughout study area Delays appear during the weekday morning and evening peak hours along Richmond Terrace Victory Boulevard experiences most congestion during the weekday midday and evening peak hours Saturday midday peak hour traffic conditions are good throughout the study area Bay Street Southbound, at Hannah Street Victory Boulevard Westbound, at Cebra Avenue 10
11 Parking Most parking garages have available spaces during the day Mode shifts to public transit (bus) have occurred due to construction (Empire Outlets, New York Wheel) and changes to parking regulations Enforcement of on-street parking is mixed Schuyler Street St. George Municipal Parking Lot 11
12 Pedestrian and Bicycle Limited locations for pedestrians to cross Richmond Terrace The intersections of Richmond Terrace and Jersey Street, and Bay Street and Victory were identified as high-crash locations No facilities for bicycle parking, bike racks are located sporadically within the study area Richmond Terrace and Jersey Street Limited pedestrian crossings along Bay Street 12
13 Public Transit Of the 22 bus lines analyzed, the S46 and S94 are operating above their peak capacity, primarily during the morning peak period Based on 2016 MTA data, reliability of the analyzed bus routes is generally good and better than the city-wide average Staten Island Railway operates far below capacity, ridership in the peak direction (towards the ferry terminal) has declined since 2008 Local bus stop at Bay Street and Stuyvesant Place 13
14 Responding to the Community Based on local input Concerns about NYPD parking and placard use along the North Shore Concerns about bus traffic along the North Shore City needs to coordinate with MTA on the North Shore Bus Study Desire for traffic agents to direct traffic in North Shore Concerns about making the North Shore more bike friendly 36% of survey respondents take the bus to the Staten Island Ferry, followed by 27% who walk 58% of survey respondents take public transportation or walk to work 83% of survey respondents own a car and 62% drive daily 14
