Tenders to be returned by 12 noon on Friday 3 rd March 2017 to The Clerk, The Bill Warren Room, Sheviock Memorial Hall, Crafthole, Cornwall, PL11 3BG. The envelope containing the tender must be clearly marked 2017 Tender for grass cutting. General information The contract consists of five elements: 1. Machine grass cutting around Memorial Hall Crafthole and the small triangle of grass on the entrance to Cross Park opposite; 2. Machine grass cutting of amenity areas; 3. Grass and undergrowth cutting of other amenity areas; 4. Grass and undergrowth cutting along footpaths; 5. Grass and undergrowth cutting of other areas on an ad-hoc basis. Tenders must provide a price for all elements. The tender will be awarded on the basis of best value for money. The machine grass cutting will be carried out on a regular programme with start and end dates agreed to reflect the growing season. The grass and undergrowth cutting will be undertaken at agreed intervals with packages of work agreed mutually with the successful contractor to include all or a combination of parts of each package to reflect growth patterns; normally 2 weeks notice of a request for work will be given and each visit can normally be expected to involve more than 1 days work with packages agreed mutually with the contractor to form full days of work. The contractor must be available to provide services within 2 weeks of any request for work made during the period 1 st April to 30 th November inclusive. Contractors must submit copies of their Public Liability Insurance, certificates relating to use of equipment and, for tenders including item 2, a certificate of training for working on or adjacent to highways within a 30-mph limit, or in the latter case agree to attend training provide by Cornwall Council at an appropriate time. Contractors must evidence a positive approach to Health and Safety, declaring any RIDDOR reportable accidents in the last 2 years. (Note a tender cannot be awarded until the public liability certificate has been checked as current by the Clerk.) 1

2 Specification The work consists of strimming/brushcutting/mowing (machine cutting) vegetation from those paths and amenity areas specified in the schedule of work. Generally, trimmings may be left on site but where large amounts of vegetation results from works removal from site may be necessary where on-site disposal is not possible. It is vital that the areas and in particular paths are left open and easy to use after trimming is carried out and must not be left obstructed. Footpaths should generally be cleared to a width of 1.5m and to a height of 2m for both where possible. Other requirements are set out in the Local Maintenance Partnership - Small works contract (2010/11) attached and shall apply to all 5 elements of the contract. Schedule of work Plans of all areas can be inspected at The Bill Warren Room, Sheviock Memorial Hall, Crafthole, PL11 3BG between 10.00am and 1.00pm on Tuesdays and on Fridays between am and 2.00pm by appointment with the Clerk. 1. Mowing (Machine grass cutting) up to 16 cuts per year at two week intervals from late March to end October All grass areas within the boundary of the Memorial Hall Grounds The small triangle of grass opposite the Memorial Hall at the entrance to Cross Park. 2. Mowing (Machine grass cutting) up to 14 cuts per year at regular intervals throughout the growing season Play area on the east side of Sheviock Lane, Crafthole. Note that the area currently fenced will be increased to twice the width and twice the length for all cuts Grass area around seat opposite Sydenham House Grass bank road side of low wall from bank opposite Westway to Susan s Lane. 3. Grass and undergrowth cutting of other amenity areas 4 cuts per year at time to be directed The grass area opposite the cross and bus stop at the top of Finnygook Lane in Crafthole. The area stretches from the telephone box to the east to the disable ramp opposite the bus stop and is to include a final machine cut on each occasion The bank from the telephone box opposite the Finnygook to the property boundary for Hillside Cottage from road level to height of 2.5m The verge on the north side of the B3247 between the 20 and 30 mph speed signs on the exit from Crafthole towards Tregantle Fort The verge to the east of Sheviock Lane from its junction with the B3247 in Crafthole to the entrance to the Play Area. 4. Grass and undergrowth cutting along the footpaths in the Parish combination of 1, 2 and occasionally 3 cuts per year at times to be directed. A schematic of the paths is shown in Figure 1. The following lengths are indicative only and tenders are responsible for inspecting all the footpaths and verifying the quantities involved Footpath No 1. Length 930m. From Georges Lane to River. Normally only first m requires strimming Footpath No 2. Length 150m. From Georges Lane to Sheviock Church. 2

Length 510m From Trewrickle Lane to Tregenna. Note section from style across field near Tregenna not to be cut but final section by hedge to gate is included Footpath No 12. Length 110m. From Car Park above beach to Finnygook Beach Footpath No 13. This footpath is in two parts each of about 500m in length. The first part runs from Tredis View to Trewrickle Lane and the second part from Sanders Lane to Carew Close. 5. Ad hoc grass and undergrowth cutting of areas in the parish Areas defined from time to time by agreement. Areas to include for example area around toilet block in Portwrinkle, side of slipway in Portwrinkle, around telephone box in Sheviock. 6. Schedule of prices 6.1. The work at the Memorial Hall will be paid by the Memorial Hall and separate invoices will be submitted to the Memorial Hall Only and hourly rate is required for elements 1 and 2 combined Two prices are required for elements 3 and 4 combined, an hourly rate and a price to complete a single cut of both packages Only an hourly rate is required for element 5. Package one covering elements 1 and 2, mowing of memorial hall and adjacent area and the amenity areas of package 2. Package two, covering elements 3 and 4 Package four, covering elements 3 and 4 Package three, covering element 5, which will always be required at the same time as elements 3 or 4.
