3 Introduction The Randolph County Transportation Survey effort is part of a more comprehensive study that examines the connections between housing, employment, and transportation. Randolph County Housing Authority has initiated this study countywide to determine where opportunities exist to make improvements to the transportation network, specifically promoting the use of alternative modes (transit, walking, and bicycles), and to help inform housing development recommendations. The information gathered from the survey, stakeholder meetings, and discussions at public meetings identify the community s transportation preferences as well as where gaps and opportunities exist in the transportation network. As part of this comprehensive study, the project team will develop an analysis of transit needs and transit service design for Randolph County. The survey is the first step to understanding the needs for expanding or improving transit service in Randolph County. The study will give special attention to the connections between housing and employment. The project team used two survey approaches to gather information from both transit users and non-transit users. The first approach was an on-board intercept survey conducted over a two-day period (November 3 and 4, The second approach was a countywide written and online survey seeking input from residents about general transportation perspectives and needs. The project team received 385 survey responses. This report presents the results and analysis of these surveys. METHODOLOGY Survey Instrument Transit Users The project team conducted intercept-surveys to gather input from existing transit riders. For this approach, a survey worker rode each route all day to interview every possible passenger. This approach resulted in a 100% response rate with 29 passengers interviewed. The questions were simple, asking passengers directly about their use of the transit system. The questions included: Where do you live? What is the most common destination for using the bus? How many days a week do you use the bus? In terms of distance, how far do you walk to the bus stop? How long does it take to get to your destination while riding the bus? What one improvement would you like to see Country Roads Transit make to their service? Would you be willing to discuss your transportation needs and the community s transportation needs of Randolph County in a group meeting? Non-Transit Users The project team distributed a self-administered written survey to non-transit users, residents who do not use the Elkins deviated fixed route system or the demand-response rural service, through community entities, stakeholders, and employers. The survey was provided in printed form and Appendix B: Randolph County 2011 Transportation Survey Page 1

4 online. Constrained to a single page, the survey asked questions about residents current transportation options and measured the potential of using alternative modes of transportation. Exhibit 1 provides the complete survey. Sampling Plan A typical on-board transit survey approach requires a sampling plan in order achieve a representative sample of existing route ridership, geographic service areas and service types. A sampling plan is the best way to gather a sample of data when trying to survey a system that exceeds the ability to obtain input from all passengers. However, because of the size of the fixedroute system, a sampling plan was not necessary. The project team surveyed all routes and times, allowing all passengers to provide input. Implementation The Randolph County Housing Authority used its VISTA volunteers to administer both of the surveys. Staff worked with the RCHA to determine the best days to conduct the on-board survey, as well as where to distribute the written survey. The project team trained the surveyors for the on-board survey approach prior to the implementation. Surveyors also collected additional information regarding boardings and alightings, as well as general observations of transit service delivery and usage. For the on-board transit approach, surveyors directly asked passengers questions and recorded the response at the time of the interview. The project team entered data into a spreadsheet for analysis. Each survey response recorded route, time and day. The surveyors interviewed transit users over a two-day period and including mornings and afternoons (Thursday and Friday). As stated above, the complete on-board survey approach resulted in 29 passengers interviewed. The study team distributed a written survey countywide to community partners and stakeholders. Respondents were given numerous locations to return the survey, as well as encouraged to complete the survey online. The project team entered the results of the survey into a database for analysis and cross tabulation. The data received do provide the necessary insight into transportation options and preferences. 5 ON-BOARD TRANSIT SURVEY RESULTS The survey team collected Twenty-nine (29) valid survey responses, representing 100% of the passengers riding CRT on a typical weekday. While 29 surveys is a small count, the results do represent the perspectives and preferences of the current transit ridership. Further, it defines the current user market. This information will help this study determine what aspects of the services are used and effective. The survey asked six questions to gain this type of information. The following sections document survey results and findings, including boarding and alighting data and general observations. The complete table of responses can be found on Exhibit 2. Where do you live? Passengers were asked to provide a location of where they live (origin). All respondants provided input. The three main origins for transit passengers are Tygart Valley Apts, Gateway Apts, and Elkins Manor. When cross-referenced with specific destinations, the Senior Center and Wal-Mart are the most common destinations for these three top origin locations. As demonstrated by the survey results, higher density residential areas are the most common places of residence for those who use the transit system. This is typical for small urban areas, and almost all transit entities focus their services to dense areas, such as apartment and townhome locations. 4 Figure 1- Where do passengers live Where Do You Live Appendix B: Randolph County 2011 Transportation Survey Page 3

6 Frequent Destinations Passengers were asked to provide input on where they travel the most often using transit. Twentyeight respondents provided input on the common destinations. Some respondents provided more than one locations, and some destinations were general, such as downtown Elkins. The responses were categorized into nine common responses with a response total of 51. Wal-Mart is the most common destination for transit users (29%). This is one location that has a familiar transit stop and passengers are picked-up and dropped-off at the front. The second three most common destinations are Downtown Elkins (12%), the Senior Center (14%) and destinations for government/banking/post office purposes (16%). Figure 2 - Where do passengers go? 7 Transit Use Characteristics Passengers were asked to provide input on how they access and use transit, specifically the number of days they use the service, how far they walk, and how long they ride. Weekly Usage Two respondents indicated that the day of the interview it was their first time riding the transit system. The remaining 27 participants provided a response. While the majority of the passengers rode the transit system regularly, the responses are fairly equally spread between frequent and occasional riders. Seven (26%) passengers use transit as least once a week. Nine (33%) passengers use transit 2 to 3 days a week. Eleven (41%) passengers use transit 4 to 5 days a week. 8 Walking Distance Passengers were asked to give an estimate of how far they walk to access transit. The measurement of distance is stated in terms of blocks or miles relative to Elkins. Two passengers indicated they walk two miles to ride the bus. One of these riders was a new passenger. A large majority (71%) of the passengers walk less than a block to ride the bus. There are a few (21%) passengers who indicate they walk more than five blocks. Figure 4 - Walking Distance to Transit Transit Travel Time Passengers were asked how long they typically ride the transit system. Thirty-one percent were not able to give a clear estimate, stating their travel times vary. For these passengers there are no similarities between the origins, destinations, or frequency of transit use. Excluding these passengers, 30% of the respondents travel more than 40 minutes to get to their destination. This is followed by 25% of the respondents travel between 31 and 40 minutes. Compared to an automobile travel time between any two far points within Elkins, even 30 minutes is a long time to ride the transit system. 55% of the passengers travel more than 30 minutes to reach their destination using transit. 9 Figure 5 - Passenger Travel Time Improvements Passengers were asked to suggest an improvement to the transit system to make it more useable. Ten passengers did not offer a suggestion. Of the 19 responses, 13 suggested expanding service into the evenings and/or on weekends. Two (2) references were made to the pedestrian connections (sidewalk or crosswalk improvements). Passenger improvement comments were: - Sidewalks and crosswalk improvements - Bus stops w/ roofs - Get rid of loops in S. Elkins - Bus stop at Post Office - Let people know it s not just for Seniors - Bus Stop at Kroger; Boundary Avenue - Weekend service - Shorter routes - Longer hours - Reliability - Bus to Buckhannen and Philippi monthly - More signage Appendix B: Randolph County 2011 Transportation Survey Page 7

10 COUNTYWIDE TRANSPORTATION SURVEY RESULTS To gather input from non-transit users and residents who live in rural areas, a transportation survey was distributed. This eight-question survey was longer than the on-board survey, focusing on understanding transportation choices and preferences. Question 1 - Do you know about Country Roads Transit service? Three hundred eighty (380) people responded to this question. Fifty-six percent (56%) said they had heard of Country Roads Transit (CRT). 11 Question 2 - What is the main purpose of your daily travels? Three hundred sixty-eight (368) people responded to this question. Thirty-five percent (35%) of respondents commonly travel to work and 27% commonly travel for social purposes. 12 The chart below shows the results of cross tabulating alternative transportation preference with daily travel purpose. Responses are evenly distributed between Carpooling, Walking, and CRT. Three hundred seventy-one (371) people responded to this question. Sixty-four percent (64%) of the respondents indicated they do know someone who has difficulty accessing transportation. Access to bus service information was the most important aspect of public transportation. Question 4 - Besides using a car, how else would you like to get around? Three hundred sixty-three people responded to this question. Thirty-seven percent (37%) would walk if not using an automobile. Eighty-seven percent (87%) agreed there is need for more public transportation. Question 7 - Where do you work or most often travel? Three hundred twenty-nine people responded to this question. Twenty-seven percent (27%) of the respondents travel to the downtown Elkins area, followed by 15% travel to the College/Hospital area and 14% to the South Beverly Pike area. Of those that travel to the south Beverly Pike area: 40% are for shopping purposes. 37% would travel by transit as an alternative to an automobile, 30% would walk. The most important aspect of a transit system is access to transit system information. The second most important is having access to a bus stop near where they live.
