1 Draft Minutes of the Meeting of Aslockton Parish Council held in the Thomas Cranmer Centre, Aslockton, Nottinghamshire on Monday 12th January 2015 Present: Cllrs M Barker (Chair); G Harper; T Daws; K Auckland; N Morley; C Haslam, M Lowth Also present: Cllr M Suthers; Cllr J Marshall, Clerk Miss M Rogers; 4 members of the public Apologies Declarations of interest Cllr Auckland application 14/01393/OUT Cliffhill Lane up to 50 dwellings Cllr Haslam application 14/00480/OUT Abbey Lane up to 75 dwellings Public meeting Miss Ophelia Marshall runs a marketing business Ophelia's Village Market which has facilitated other countryside events eg one for Bottesford last year and one at Wymondham Windmill. She presented an idea for Aslockton/Whatton to councillors. She proposed a 'country show' for Aslockton/Whatton - to be held on the playing field - which would incorporate rural competitions such as dog show, morris dancing, selling of locally produced wares etc. 'A different take on the old gala'. Some points made in answer to councillors questions: Pitches would be charged for with a third of the takings going to the WI who would support and judge competition entries; and steward on the day. For parking she'd contact Daniel Gribby to organise a spill over car park and Miss Marshall would also liaise with police Insurance - public liability would be in place May need help with the supply of tents Good for profile raising of all concerned - including local charities - and would engage the community. Cllr Barker explained that WAPFT run the site and Miss Marshall would have to gain their go ahead in the first instance. Councillors generally thought the idea a positive one. Jonathan Crichton from 1 Walnut Close attended as his planning application was on the agenda. He referred to objections from a neighbour and wanted to present his case. Happy to do a frosted window upstairs and a downstairs window could be moved. They have done positive things to improve the property and have another child on the way so feels an extension important Adoption/amendments of last month's minutes APC resolved to adopt the minutes. They were signed off accordingly by the Chairman.

2 Planning 14/02510/FUL Two storey side and rear extensions + single storey rear extension etc...wilshire House, Dawns Lane, Aslockton. Objection on the loss of privacy to neighbours to the bungalow at the rear and Abbey Cottage at the side. Overbearing. In the conversation area poor design not in keeping with the local area. (M see the Mr S Munn refusal for wording!). 14/02581/FUL Two storey extension, 1 Walnut Close, Aslockton. Neighbours Brian and Elsie Marshall had objected re the window and the type of extension but Cllrs didn't feel it was as bad as some which have gone through. No objection. Options a different type of window so it only opened a certain way (a letter-box window), obscure glass but a bedroom not a bathroom so enough light or window higher up. To be aware that RBC adopted the Rushcliffe Local Plan part 1: Core Strategy on the 22 nd December Six weeks from that date for this to be challenged by developers. To note the current situation on the following applications: 14/01393/OUT outline application for the erection of up to 50 dwellings on land to the north of Cliffhill Lane. Planning team looking at this until the end of January. So any development control committee meeting would be February or March. Cllr Suthers commented he hasn't seen any comments yet from Highways on the impact of the village yet very real traffic implications. 14/00480/OUT outline application to build on land south of Abbey Lane (up to 75 dwellings) Planning appeal has been suspended and there will now be a public inquiry. It could be months before this take place. A question of venue. Cllr Barker suggested that the p.council write to the inspectorate and copy in RBC to ask for it to be held in Aslockton. Cllr Suthers would support this. Could be barristers present. Decisions by Rushcliffe noted: 14/02076/FUL The Haven, Abbey Lane. Application for a porch and pitched roof to existing garage. Permission granted. 14/01000/FUL Vyrenhoef, Abbey Lane. Demolition of existing conservatory + rear porch + construct two storey rear extension. Permission refused Clerk report The report was received and noted by councillors. Clerk to thank Aslockton Hall for their co-operation regarding pedestrian safety in the area when it is dark War memorial No further progress until the PCC meet later in January.

3 Smell in the centre of the village -sewage/drainage No further contact from Mr Smith at Severn Trent on this matter Footpaths Footpath 10. Cllr Daws had cleared this path. Thanks to him. Some other pruning required (Cllr Barker to action?). Clerk to update NCC's Jane Baines Parking Ms Rebekah Maxwell-Atkin of 3 Main Street raised the ongoing issue of parking along Main Street. She attended the last meeting. Ms Maxwell-Atkin had asked if the parish council can obtain, or organise the use of, some land for off road parking. It was decided that APC could investigate land opposite where Ms Maxwell-Atkin's cottage is: Cllr Daws to have a word with Julie Doyle. Cllr Morley suggested some of the vicarage land could be added to the existing TCC car-park: he offered to make the suggestion to the vicar. Another possibility may be to extend the pub car park clerk to contact the brewery Enterprise Inns Pavement on Mill Lane This had been raised by a villager with Cllr Auckland. The clerk and Cllr Suthers to raise with NCC employee Kendra Hourd. Concerns for the safety of pedestrians Fibre Optic Broadband There were plans to put in a new box on the corner of Abbey Lane and Main Street. The box has to be there it would cost too much to put the necessary infrastructure elsewhere. The engineers need access to another box opposite on private property but they can't currently gain access there is no way-leave agreement in place and the home-owners want the telegraph pole in their garden moving before they will co-operate. If the home-owners stick to their plan of not allowing access then broadband is not viable for Aslockton. Cllr Barker to find out more from BT/NCC before considering an approach to the home-owners Improvements to footpath 11 Clerk to contact Whatton Parish Council for their thoughts: would they be willing to help fund/plan any improvements? Allotments Plots 6 and 8 are to have new tenants. Cllr Daws had attended to the gate. Cllr Barker to speak to plot-holder Mr Singleton - there is a plum tree overhanging properties on Fields Drive. Allotment holders meeting in February on the agenda clerk to put discussion of rent increase (so APC can pass on RBC's increase). A year's notice of an increase to tenants is needed.

4 Finance Cheques for payment: Clerk s Dec salary (no tax payable) + n.c. payment Clerk's office expenses - stamps 9.01 Reimburse F Barker for plants + postage Proposed by Cllr Haslam; seconded by Cllr Daws The cheque for DARE at the school was postponed until APC receive confirmation the scheme is going ahead. APC ratified the donation to charity issued last month. Recent receipt of a cheque from ACA's final disbanding with a covering note expressing a wish the money may go towards planting etc - this could be used for the hosepipe/trough (plant watering) idea already mooted for next spring. Statements of accounts for December proposed by Cllr Daws; seconded by Cllr Haslam Precept request confirmed. Proposed by Cllr Harper; seconded by Cllr Morley Chairman s report Cllr Barker asked that purchase of speed gun signs go on the agenda next time Councillor reports Cllr Auckland: Had been asked by villager Len Payling who the snow wardens are these days. Grit available in the various bins around Aslockton the villagers can individually make use of this. Clerk to put on the next agenda 'recruitment of a volunteer/volunteers'. Cllr Morley: Had taken down the Christmas lights. Had received positive feedback about the lighting up of the tree and wondered if more could be done next time eg using power from the station rather than relying on solar. A weather proofed socket would be needed. Clerk to contact Network Rail/EMT/Jayne Wingad. Cllr Daws: Footpath 3, Abbey Lane to Mill Lane, has been littered with dog fouling. Perhaps early morning or late at night dog walkers. Could RBC provide signs such as those fixed to the lamp-posts? Clerk to investigate Correspondence Formal notice following the end of the Aslockton Community Association: clerk to put this on the ACA notice-board. Natwest letters re online banking and the Radcliffe branch closing in March.

5 Invite for parish councils to send a representative to a meeting with NCC to discuss the Rushcliffe Greens bus service.
