2 Overview of today's session Integrated Planning and Reporting (IP&R) Framework Using IP&R to achieve healthy planning outcomes Resources and research

3 2. New council uses community feedback to finalise the review of the Community Strategic Plan 3. Resourcing Strategy is reviewed and updated and presented to the community along with the updated Community Strategic Plan by the new councillors 1. Community consultation conducted prior to and after the election of the new council 4. The new council prioritises activities for the next four years from the Community Strategic Plan in light of the resources available

5 Integrated Planning & Reporting (IP&R) and walkability COMMUNITY STRATEGIC PLAN Objectives A physically active community Strategies Ensure that localities are walkable Ensure active travel options are readily available Provide streets that are attractive and safe. PERFORMANCE INDICATORS Footpath infrastructure: kilometres of footpaths per kilometre squared, total length of footpaths, footpath connections between residential areas and shopping. Footpath maintenance schedules on target. Number and length of 40km/h and 50km/h speed limit zones (to reduce accidents and improve local amenity). Street connectivity measures including ratio of intersections to land area (eg number of intersections per km squared), and similar ratios relating to number of blocks, cul de sac and/or access points. DELIVERY PROGRAM Activities (over 4 years) Preparing and implementing Pedestrian Access and Mobility Plans (PAMPs) Requiring subdivisions to embody strong physical connections and walkability OPERATIONAL PLAN Actions (year one) Review state government advice and other councils PAMPs Undertake accessibility audit

6 Funding RMS Walking and Cycling Program Walking and cycling funding allocation $39 million in Application process improved with clearer eligibility guidelines and a streamlined application process Identification in Integrated Planning and Reporting documents now worth considerably more Now open! All councils to update Community Strategic Plans within the next two years IP&R documentation reaching maturity and an increasingly important planning instrument Important that active living feature explicitly in updated Community Strategic Plans to improve access to walking and cycling funding Stronger Communities Fund for merging councils (up to $15 million) three year allocation plan by Dec 2016!

9 IP&R Evaluation Project Desktop review of all (152) local council Community Strategic Plans for active living and healthy eating principles Detailed analysis of a sub-set of local councils (15) and their Community Strategic Plans and Delivery Programs Sub-set analysis to determine how successfully active living & healthy eating principles have been translated into actions within delivery programs
