The Town of Moraga, the project sponsor, has requested the appropriation of $253,000 of TLC funds for the initial phases of the project. 2 Background Planning Committee STAFF REPORT March 7, 2018 Page 2 of 2 On June 21, 2017, the Authority approved the programming of second cycle One Bay Area Grant (OBAG 2), Measure J Transportation for Livable Communities (TLC) and Pedestrian, Bicycle and Trail Facilities (PBTF) funding. Included in this programming was $603,000 to the Town of Moraga for the Moraga Way and Canyon Road at Camino Pablo Crossing Safety Project. The project will improve two roadways: 1) Moraga Way from Moraga Road to Ivy Drive, and 2) the intersection of Canyon Road and Camino Pablo. The Moraga Way segment will: 1. Resurface Moraga Way and restripe with buffered Class II bike lanes; 2. Replace driveways and curb ramps to create an accessible path of travel; and 3. Install new sidewalk and pedestrian pathways along the south side of Moraga Way. At the intersection of Canyon Road and Camino Pablo, the project will: 1. Reduce through travel lanes in each direction along Canyon Road to calm traffic; 2. Construct bulb-outs to reduce the pedestrian crossing distance; 3. Add high visibility crosswalk stripes, install pedestrian level lighting, and install warning lighting like rectangular rapid flash beacons to increase pedestrian visibility; 4. Install speed feedback signs to advise drivers of their speed; and 5. Provide, as feasible, green street elements within the bulb-outs and landscaping to maintain proper roadway drainage and provide treatment. The Town is requesting $253,000 for the initial project management, environmental review and project approval, right-of-way, and project design. The remaining $350,000 programmed for the project, along with OBAG and Moraga Measure K funding, will be used to construct the project. The total project cost is $2.63 million. Staff recommends Authority approval of Resolution G to appropriate $253,000 in Measure J TLC (Program 12) for the initial phases of the Moraga Way and Canyon Road at Camino Pablo Crossing Safety Project. 5 Funding Allocation Request Form DATE OR REQUEST: February 12, 2018 On June 21, 2017, the Authority approved the second cycle of Measure J Transportation for Livable Communities (TLC) and Pedestrian, Bicycle and Trail Facilities (PBTF) program funding. 7 ATTACHMENT B RESOLUTION G RE: APPROPRIATION OF FUNDS TO TOWN OF MORAGA IN ACCORDANCE WITH MASTER COOPERATIVE AGREEMENT NO. 12SW.02 WHEREAS, the Contra Costa Transportation Sales Tax Expenditure Plan and Ordinance (hereinafter Expenditure Plan ) sets aside five percent of the Measure J revenues received annually for Program 12, Transportation for Livable Communities (CC-TLC), and 0.4 percent of the Measure J revenues received annually for Program 25b, Additional Funding for Livable Communities as part of the West County component of Measure J Subregional Projects and Programs; and WHEREAS, on April 12, 2017, SWAT approved the use of $603,000 of its subregional share of CC-TLC funds by Town of Moraga (hereinafter Town ) for the Moraga Way and Canyon Road at Camino Pablo Crossing Safety Project (hereinafter Project ); and WHEREAS, the Contra Costa Transportation Authority (hereinafter Authority ) approved the Measure J Transportation for Livable Communities and Pedestrian, Bicycle and Trail Facilities Programs Programming Plan for Fiscal Years through on May 16, 2012 and updated it again on June 21, 2017 (hereinafter Programming Plan ), which programmed $603,000 for the Project; and WHEREAS, the Authority and the Town have entered into Master Cooperative Agreement No. 12SW.02 regarding the funding of projects eligible under the CC-TLC funding category; and WHEREAS, the Town has submitted a Request for Appropriation of Funds dated February 22, 2018 asking for $253,000 to fund the initial phases of the project and an overall financial plan for the project pursuant to 12SW.02; and WHEREAS, the funds are included in the Authority s budget in Item CCMP12. NOW, THEREFORE, BE IT RESOLVED THAT, 1. The Authority finds the Request for Appropriation of Funds consistent with the Expenditure Plan and with Master Cooperative Agreement No. 12SW.02; 2. The Authority appropriates $253,000 from Measure J CC-TLC Program to the Town pursuant to the scope-of-work and conditions set forth in Attachment A of this RESOLUTION, which is incorporated herein as though set forth at length; 3-7

Funds will be disbursed to the Town after, in accordance with the provisions of Master Cooperative Agreement No. 12SW.02 but not to exceed, on an annual basis, the amounts programmed by fiscal year in the Measure J Transportation for Livable Communities and Pedestrian, Bicycle and Trail Facilities Programs Programming Plan, adopted May 16, 2012 and updated June 21, 2017; and 4. This appropriation shall expire three years from the date of this resolution; and 5. This RESOLUTION is incorporated into Exhibit B of Master Cooperative Agreement No. 12SW.02 which is enclosed as Attachment B to this RESOLUTION. The Environmental and Project Approvals phase includes conducting field reviews and studies for biological and cultural resources; preparing environmental memos and reports, such as NEPA certification; and required permitting documents. The Right-of-Way (ROW) phase includes documenting ROW and utility locations; coordination with effected properties and utilities; and preparing ROW and Utility certifications.
