2 Safe Routes to School (SRTS) Programs What is SRTS? The concept is to increase the number of children who walk or bicycle to school, by funding projects that remove the barriers that currently prevent them from doing so. Why is SRTS important? Improve safety for cyclists and pedestrians to and from school. Improves air quality and traffic congestion around schools. Encourages physically healthier children. Provides an important funding source for needed infrastructure.

3 Student Commuting Trends* In 1969 roughly half of all children walked or biked to school. Today, only about 15 percent walk or bike. There are more than three times as many overweight children today as there were 25 years ago. As much as 20 to 30% of morning rush hour traffic can be parents driving children to schools. *Source: Safe Routes to School National Partnership

4 State & Federal Safe Routes to School Programs Program Features 1. Eligible Applicants: State Program: SR2S 1. Cities & Counties Federal Program: SRTS 1. State, local & regional agencies. Non-profit Organizations, School Districts & Public Health Organizations all must partner with a city, county, Metro. Planning Organization (MPO) or Regional Transportation Planning Agency (RTPA) in their region. 2. Local match: 3. Targeted Schools: 2. 10% Required 3. Grades K To Be Announced 2. None 3. 5 Pedestrian Design Guidelines (PDG) Adopted November 15, 2005 Pedestrian Master Plan (PMP) Adopted November 27, 2007 Objective: To improve pedestrian safety and access on County public streets and to prioritize those improvements on the heavily traveled corridors. Sac DOT realized the greatest benefits came when focusing

6 Early Stages Of This Process Sac DOT historically upgrades facilities around schools as funds permit. Initially Sac DOT also coordinated with PTA groups and concerned parents to address specific requests for improvements around schools as identified in the Pedestrian Master Plan. The Safe Routes grant program became a popular funding source for specific school pedestrian safety needs. Sac DOT assisted schools with audits, traffic studies and Safe Routes grant writing. Some schools would not follow-up.

7 Current Process: Using A Grant To Help With Grants Sac DOT applied for and received a $500,000 SRTS grant to help enable schools and school districts to be more proactive and informed about the SRTS process through the Five E s Program. WALK Sacramento & Sac DOT Team up for three years to conduct five audits per year, annual conferences such as this one and to emphasize the Five E s Program. This process has allowed us to take a more comprehensive approach with the Five E s program leading to stronger community support and better SRTS applications.

9 The Five E s Program The Action Plan 1. Evaluation: Evaluate the walking and biking needs in the school neighborhood. Survey parents why are they driving their kids? Survey the kids - what is their attitude about walking and biking to school? Most of the evaluation can be completed during the walk audit. Yours truly!

11 The Five E s Program The Action Plan 3. Education: Important component of the SRTS 5 E s is to educate students, parents and Staff including: Bike and pedestrian traffic safety programs. Rules of the road. How to prepare a grant for SRTS Organizing and hosting safety programs. Instructions on being approached by strangers.

12 The Five E s Program The Action Plan 4. Encouragement: Encourage students to walk and bike! Have Special Events & Contests for walking & biking. Promote Newsletters, Banners & Posters. Invite Media & Sponsor Walking School Buses.

13 The Five E s Program The Action Plan 5. Enforcement: Enforcement is vital for kids safety. Partnerships with local law enforcement Stationing crossing guards Speed & helmet law enforcement

14 Grants range from $200,000 to over $1 million SRTS Grant Example #1 Pacific Elementary School: $1,028,500 SRTS Grant (incl. $188,500 match) This project provided the following improvements: 1. Traffic Calming A. Curb extensions B. Speed Bumps and Speed Tables C. Speed Feedback Sign 2. Medians at mid-block crossings 3. High visibility pedestrian crossings 4. Drainage improvements 5. Improved traffic circulation at pick-up & drop-off locations 6. Other upgrades to improve safety for student pedestrians Befor After

15 SRTS Grant Example #2 Florin Elementary School: $286,110 SRTS Grant (added to $263,890 County funds for $550,000 total). This project provided the following improvements : 1. Construction of new sidewalks 2. Installed handicap curb ramps 3. Installed new Stop signs 4. Restoration of existing curb and gutter 5. Right-of way acquisition and SMUD pole relocation

16 SRTS Grant Example #3 Del Paso Manor Elementary School: $297,100 SRTS Grant to provide the following improvements : 1. Construction of sidewalks around the perimeter of the school and along selected feeder streets. 2. Parents contributed their money to upgrade street lights to decorative street lighting along perimeter of the school to provide a nice neighborhood upgrade. 3. Install speed bumps 4. Make intersection improvements 5. Make changes to pavement markings and street signage
