12 Response to Citizens and Management Pavement & Bridges Pavement I have the worst pavement in the City. I pay taxes but my street isn t paved. When will my street be on the paving plan? My kids can t skateboard in the street without hitting a bump. My street looks ugly compared to the new street over there. Bridges fewer public comments I hit a rough bump before the bridge. I can t get my boat under the bridge. This is the only haul route, why can t I cross the bridge? The City s pavement management program focuses on sustaining an appropriate level of roadway quality and applying the right pavement repair or treatment at the right time, on the right projects. A condition assessment and analysis is performed for the City s streets every few years to provide engineers current conditions that are used to develop repair schedules and to compare deterioration rates for life cycle analysis. This assessment begins with a data collection vehicle driving over 3,450 lane miles of roads in the City of Virginia Beach. This vehicle is equipped with high tech equipment including several continuously streaming cameras, ground penetrating radar, longitudinal profiler, automatic crack detection and transverse profile equipment. The data captured is then analyzed based on the distress types noted and the severity of the distress. Examples of the distress types included are alligator cracking, base failure or settlement, potholes, rutting, linear cracking, and corner or joint spalling. The severity and frequency is observed for each roadway segment and the final analysis produces a pavement condition index (PCI) for each roadway segment. The PCI s are reviewed for all roadway segments. Arterial streets with a PCI below 65 and collector and local streets with a PCI of 50 or below are candidates for the paving plan. There are also intermediate maintenance actions the City utilizes to prolong pavement life that includes crack sealants, surface sealants, chip sealing, and sand sealing that may be applied depending on the distress type, road type, traffic volume, and speed limit. The City uses these maintenance methods to seal surface cracks and prevent water from seeping into the base which could cause a base failure and increase the rate at which the road degrades. The surface sealants slow the rate of deterioration and are expected to add an additional 3-5 years to the existing pavement life before a much more expensive pavement overlay is required. All maintenance efforts utilized by the City are for the structural integrity and safety of vehicular traffic; aesthetics and recreation in the street are not appropriate uses for the pavement management program funds. The City has limited funding in the pavement management program to maintain the over 3,450 lane miles and the program strives to address the roads with the greatest needs first, to ensure structural integrity and vehicular safety
