Specific aspects of planning and design include design of traffic signals, capacity analyses and simulation, interconnection and coordination of signal networks, safety studies, construction cost estimation, specification preparation, construction services, highway occupancy permitting, utility coordination, and data collection. During his nine-year tenure with the Pennsylvania Department of Transportation Engineering District 6-0 Traffic Unit, he was accountable for contract, municipal, and system elements of nearly 6,000 traffic signals, 160 signal systems, and four ramp metering locations within the five-county Greater Philadelphia area. Relevant Project Experience Port Authority of Allegheny County; Engineering Services for Phase III Bus Rapid Transit; City of Pittsburgh, PA: Project Manager responsible for the development of traffic signal plans to the 60% completion level for 34 intersections in the Uptown and Oakland neighborhoods of Pittsburgh. The scope of the project is to include bus rapid transit operation, installation of new traffic signals, and upgrades to pedestrian facilities, and integration of bicycle lanes. Tasks include the modification of the plans to include all roadside elements, traffic signal timings and operation, transit signal priority equipment and operation, and all other relevant traffic signal equipment, such as supports, controller cabinet, signal heads, and vehicular and pedestrian detection equipment. Southwestern Pennsylvania Commission; Regional Traffic Signal Program Consultant Service 3 rd Cycle; PennDOT Districts 10-0, 11-0, 12-0 and the City of Pittsburgh: Project Manager responsible for preliminary and/or final design for the retiming of various corridors in the City of Pittsburgh and in the ten southwestern counties of the Commonwealth. Preliminary designs included the balancing of traffic data; calculations of vehicular change and clearance intervals, pedestrian clearance intervals, and left-turn conflict factors; and modifications of capacity analyses in Synchro/SimTraffic. Corridors assigned and preliminary design completed for Liberty Avenue in the City of Pittsburgh, Greentree Road in Green Tree Borough, Lawrence Avenue in Ellwood City Borough, and a 22-signal system along SR 30 in North Huntingdon Township. Final design was also performed, which included low-cost signal upgrade designs for Greentree Road in Green Tree Borough and McMurray Road in the Municipality of Bethel Park and Upper St. Clair Township.

2 PennDOT District 8-0, US Route 222, Section 059, Reconstruction, E03250 Work Order 2 Chester Road Widening, Lancaster County, PA: Traffic Engineer responsible for traffic engineering final design services associated with the addition of a left-turn lane along Chester Road in Lancaster, PA. Design responsibilities included traffic data collection and data processing, development of Vissim microsimulation models, traffic alternative analyses, Traffic Signal Plans, and Signing and Pavement Marking Plans. Data collection was completed through the installation of Miovision at key intersections to collect vehicular volume and classification data. Traffic analysis included development of a Vissim model to determine to best lane configuration based on existing and future conditions. PennDOT District 8-0, US Route 222, Section 059, Reconstruction, SR 0222/US 0030 Interchange, Work Order 3, Preliminary Engineering. Traffic Engineer responsible for the traffic engineering support for the preliminary and final design phases for the total reconstruction of US Route 222 from US Route 30 to PA Route 772 in Manheim and West Earl Townships, Lancaster County. Services include traffic data collection and processing, traffic modelling, traffic analyses, development of preliminary signing and pavement marking design plans, and preliminary engineering cost estimates. Data collection consist of 24-hour volume counts along US Route 222, US Route 30, and various on- and off-ramps through utilizing Miovision cameras at key locations within the project area; travel time runs were also performed. Traffic modelling and analysis include generating Vissim models to determine potential traffic-related impacts associated with various potential interchange configurations that could be constructed based on the feasibility analysis completed. The results of these traffic analyses will be used to develop recommendations for the ultimate interchange configuration along with the signing and pavement marking designs associated with the construction of the proposed interchange. Pennsylvania Turnpike Commission Districts 4 and 5; Traffic Engineering Open End WO#6 Evaluation of Existing, Development of New Emergency Detour Routes (Plan X) for the Turnpike System: Project Manager responsible for the office review, field evaluation, and staff allocation necessary to evaluate the thirty (30) existing emergency detour routes and the development of eighty (80) additional local and regional detour routes. Factors, such as traffic and roadway conditions, height and weight restrictions, land uses, and high pedestrian activity, were all evaluated for detour feasibility. Each detour route was summarized with a memorandum for later use during the implementation of a detour. Also tasked with the field verification of user compliance to the assigned detour during a planned Plan X deployment. Pennsylvania Department of Transportation District 8-0, Roadway Safety Audit for SR 0181/3065 (North George Srteet) in North York Borough, Manchester Tornship, West Manchester Township and York City; in York County, PA. Drive assisted PennDOT Engineering District 8-0 and the prime consultant in performing a Roadway Safety Audit (RSA) on S.R. 0181/3065 (North George Street) in North York Borough, Manchester Township, West Manchester Township, and York City; in York County, PA. Drive evaluated the crash data and prepared collision diagrams along a 1.8-mile stretch of roadway with 31 intersections. Drive assisted the prime consultant on the presentation preparation and on attendance and engagement on the first and third

3 days of the RSA. Drive also assisted in the development of construction cost estimates for several traffic signal and lighting scenarios for the Final Report. Pennsylvania Department of Transportation District 5-0; E04007 S.R. 73 and S.R Intersection Improvement and S.R Betterment; Berks County, PA: Task Manager responsible for the data collection and traffic analyses for two independent projects. The first project is a Betterment Project for S.R (Chestnut Street) in the City of Reading. This project involves the collection of AM and PM peak hour volumes, warrant and possible removal study, and multi-scenario capacity analyses of seven (7) signalized intersections. The second project is an Intersection Improvement for S.R. 73 and S.R in Maiden Creek Township. This project involves the collection of AM and PM peak hour volumes, traffic signal warrant study, and multi-scenario capacity analyses of one (1) unsignalized intersection. All capacity analyses utilized the Synchro Software Suite. Pennsylvania Turnpike Commission, Turnpike Sign Fabrication: Project Manager responsible for supporting the Pennsylvania Turnpike Commission (PTC) with the development of the signing standards for the Traffic Engineering and Operations division. Tasks included modifying regulatory, warning, and guide signs from the Manual on Uniform Traffic Control Devices (MUTCD) to create customized versions that fit the client s needs. Characteristics such as font size, type, and spacing were heavily considered during the production of the signing standards. Pennsylvania Department of Transportation Bureau of Maintenance and Operations; Traffic Signal Asset Management System (TSAMS); Bucks, Chester, Delaware, and Montgomery Counties, PA: Project Manager responsible for the documentation acquisition, upload, and field inventory of traffic signal cabinets controllers, MMUs, vehicular and pedestrian detectors, preemption equipment, and other relevant components at 2,498 signalized intersections within PennDOT District 6-0. The inventory involvfed documenting all manufacturers and system types into the TSAM s ipad application. Once data was field logged, it was verified and cleansed in the SharePoint database to ensure statewide consistency with overall consultant team. Pennsylvania Department of Transportation District 6-0; E02891 District 6-0 Traffic Signal Retiming Initiative; Bucks, Chester, Delaware, and Montgomery Counties, PA: Deputy Project Manager responsible for assisting PennDOT with the development of optimized traffic signal timing plans for multiple corridors throughout the District. The project included coordination with the corridor stakeholders, traffic data collection, data analysis, development of optimized traffic signal timing plans, implementation of optimized plans in the field, and verification that the optimized plans allowed for the best traffic operations based on actual field conditions after implementation. Tredyffrin Township, Paoli U.S. Route 30 Adaptive Signal Control Project, Tredyffrin Township, Montgomery County, PA: Project Manager responsible for the modifications to the traffic signal permit and system plans, development of specifications and bid documents, and construction observation and administration for the addition of adaptive

4 signal control, pedestrian facilities, and Accessible Pedestrian Signals (APS) at six intersections in the town Paoli. Wexford Science and Technology, University City High School & 3675 Market Street Site Development Traffic Impact Study, Philadelphia, PA: Engineer responsible for the traffic engineering design services associated with the development of the 14-acre University City High School and 1-acre 3675 Market Street sites in Philadelphia. The overall development from the two projects provides improved street connections, and increases safety measures within the study area. Development land uses consists of residential, retail, laboratory/office, and academic buildings. Design responsibilities include development of traffic impact study, traffic data collection, trip generation development, traffic capacity analysis for existing and build scenarios, traffic signal warrant analysis, turning lane warrant analysis, traffic signal plan design, highway occupancy permit submittals, and ADA ramp design. Maple School Associates LLC, Park Avenue Redevelopment, Harleysville, PA: Project Manager responsible for the design and documentation of 14 ADA-compliant curb ramps associated with the redevelopment the existing 11-acre Lower Salford Elementary School. The property is being repurposed and redeveloped as a private housing development with 53 townhouses and 4 single family homes. Work also included the addition of seven (7) new crosswalks to accommodate pedestrian traffic within the housing development. E3 Ventures LLC, Cricket Springs Crossings, Lower Merion Township, PA: Project Manager responsible for the traffic signal permit plan modification and ADA-compliant curb ramp design associated with the redevelopment of a residential plot of land located in Lower Merion Township. The site currently contains ten (10) residential units which are made up of three (3) single family homes, two (2) duplexes, and one (1) triplex. The proposed site will include 21 residential units which will consist of 12 twins and nine (9) townhouses. Project responsibilities include the upgrade of an existing traffic signal and the design and documentation of three (3) fully compliant ADA ramps. Pennsylvania Department of Transportation Bureau of Maintenance and Operations, Lackawanna-Luzerne Congestion Management Plan and Long Range Transportation Plan, Pennsylvania: Engineer responsible for report composition for key corridors in Lackawanna and Luzerne Counties to help develop the 2015 Congestion Management Process (CMP) and Long Range Transportation Plan (LRTP). The CMP document was developed to determine an approach and the metrics to evaluate whether construction projects had an impact on the level of congestion. The CMP included the evaluation of more than 20 key corridors in the MPO region by conducting travel time runs and making congestion mitigation recommendations. This project also included a considerable amount of GIS graphical analysis to help recommend future funding/tip funding for key corridors, segments, and intersections. Pennsylvania Department of Transportation Engineering District 6-0; Traffic Signal and Safety Open-End Services Contract; E01254 and E02599; Bucks, Chester, Delaware, Montgomery, and Philadelphia Counties, PA: Assistant Project Manager responsible for the distribution of traffic signal and safety assignments received by Department personnel. Managed the traffic signal assignments that were performed in-

5 house, including traffic signal permit plan, construction plan, system plan, and tabulation preparation; capacity analysis; and corridor retiming. Also, managed the design and packaging of low-cost safety improvements at high-crash locations using Intersection Safety Implementation Plan (ISIP) and/or Roadway Departure Implementation Plan (RDIP) countermeasures. Greene Township, Walker Road Traffic Signal Project (S.R Sec. 065), Greene Township, Franklin County, PA: Project Manager for the preliminary design, final design, and construction services of two new traffic signals at the northbound and southbound approach ramps to the Exit 17 Interchange of I-81. Special considerations were necessary, such as queue management on the ramp approaches to avoid spill-back onto mainline I-81 and radar presence detection due to a history of fog at the interchange. The project also involved the interconnection of these signals with the existing closed loop system in the neighboring Borough of Chambersburg and the ADA-compliant curb ramp design at the project and adjacent intersections. Upper Uwchlan Township, Adaptive Signal Control System, S.R. 0100, ARLE-Funded Project, Upper Uwchlan and Uwchlan Townships, Chester County, PA: Project Manager and Lead Project Engineer for the county s first adaptive signal control system on two corridors at eleven intersections along PA Route 100 and Graphite Mine Road. Responsible for the extensive coordination between stakeholders; systems engineering, product selection, and design; capacity analyses and simulation modeling for time-of-day, traffic responsive patterns, and incident management timings; bid packaging and awarding; and construction observation and administration for this high-profile project. This project was partially funded from the Automated Red Light Enforcement (ARLE) Program, with total funds being $668,000. Creative use of option and alternative bidding methods also allowed for installation of video and radar detection at every intersection and uninterruptible power supplies at key locations and for the reconfiguration of the intersection of PA Route 100 and East Township Line Road to install a southbound left-turn lane which greatly increased safety, mobility, and progression along the southern section of the corridor. Travel time reductions of up to 27% were realized with the addition of the adaptive signal control system. City of Philadelphia Streets Department, Citywide Traffic Signal Retiming Initiative, Various Corridors, City of Philadelphia, PA: Traffic Signal Task Leader for a $700,000 engineering contract to optimize the operations of up to 21 corridors and 600+ signalized intersections in the City of Philadelphia. Special considerations included pedestrian timing and accommodation and development of effective timing plans for corridors that are limited by the use of electromechanical controllers. B/C ratios over 90:1 were achieved in some locations. East Whiteland Township, U.S. Route 30 and PA Route 29 Corridor Retiming Initiatives, East Whiteland and Charlestown Townships, PA: Project Manager responsible for the development and field implementation of optimized traffic signal timings at 20 intersections on two primary arterials. Scope of work included data collection, field views of controller assemblies and their operational status, preparation of capacity analyses utilizing Synchro and SimTraffic for developing new timings, and implementation and fine tuning of timings in the controllers.

6 Lower Providence Township, Main Street/Ridge Pike Incident Management Timings, Lower Providence and West Norriton Townships, Montgomery County, PA: Project Manager responsible for the trip generation and capacity analyses for three (3) special incident management timing programs for seven (7) signalized intersections. The Main Street/Ridge Pike corridor is a major regional arterial that is a preferred alternate route through lower Montgomery County when incidents occur on I-76, US Route 202, and US Route 422. Also, coordinated with the Lower Providence Township Police Dispatch and the Montgomery County Emergency Operations Center on determinations of need for incident timings and implementation procedures via the Township s closed loop system. Pennsylvania Department of Transportation Bureau of Highway Safety and Traffic Engineering, Roosevelt Boulevard (U.S. 1) Retiming Initiative, E00228, City of Philadelphia, PA: District Project Manager who supervised the optimization and implementation of traffic signal timings for 14 highly complex signalized intersections along the northern third of the corridor. Conducted before and after travel time and delay studies. Special safety considerations were given to the intersections at Red Lion Road and at Grant Avenue due to rankings as two of the top three most dangerous intersections in the United States. Pennsylvania Department of Transportation Bureau of Highway Safety and Traffic Engineering, Newtown Bypass (PA 332/PA 413/PA 532) Retiming Initiative, S.R. E00228, Lower Makefield and Newtown Township, Bucks County, PA: District Project Manager who supervised the development and implementation of traffic responsive operation for eleven (11) signalized intersections along the five-mile arterial. Conducted before and after travel time and delay studies. Special consideration was given to emergency management due to the likelihood that the arterial would be utilized during major incidents on I-95 and US 1. Pennsylvania Department of Transportation District 6-0, Traffic Signal Maintenance Contract, Bucks, Delaware, and Montgomery Counties, PA: Project Manager who managed the preventive and emergency maintenance of state-owned traffic signals and railroad crossings. Also, utilized the contract to upgrade and turn back state-owned signals to respective townships. Pennsylvania Department of Transportation District 6-0, Schuylkill Expressway Corridor Transportation Systems Management, E00215, Montgomery & Philadelphia Counties, PA: Signal Systems Design Engineer and major stakeholder as a member of the PennDOT District 6-0 Traffic Unit in this federally-funded project which optimized traffic signal timings and installed closed circuit television (CCTV) cameras and dynamic message signs (DMS) along key diversion corridors, such as US 1 and PA 23.
