1 SUBWAY-SIDEWALK INERFACE PROJEC. SAION. LOCAION he Utica Avenue station, on the Eastern Parkway (,) line, serves as the terminus of the line. Located at the intersections of Utica Avenue and Schenectady Avenue at Eastern Parkway, the station serves the neighborhood of Crown Heights in Brooklyn. Utica Avenue is primarily commercial while Eastern Parkway and Schenectady Avenue are primarily residential with some institutional uses.. AREA RANSPORAION FACILIIES he neighborhood of Crown Heights is well-served by mass transit and several major arterials. However, no major limited-access highways or expressways traverse the area. SAEN ISLAND MANHAAN! BROOKLYN HE BRONX Utica Ave. (,) QUEENS Both Eastern Parkway and Utica Avenue are major arterials that carry two-way through traffic. Utica Avenue is also a local truck route that carries passenger and commercial traffic from Fulton Street in Stuyvesant Heights to Flatbush Avenue in Marine Park. Other nearby truck routes include Atlantic Avenue to the north of the station, Nostrand Avenue, Rogers Avenue and Flatbush Avenue to the west, Linden Boulevard, Remsen Avenue, and Empire Boulevard to the south, and East New York Avenue and Rockaway Avenue to the east. he Utica Avenue station is directly served by the B bus line, which runs south to Canarsie, the B bus line, which runs south to Marine Park, and the B bus line, which runs east to East New York. he B bus line stops two blocks away from the station and provides access to all areas in downtown Brooklyn. All areas of Manhattan are accessible to subway riders via the and lines that run beneath Eastern Parkway. he A-C line stops at Utica Avenue and Fulton Street, approximately a mile north of the station. Midtown Manhattan is also directly accessible via the Long Island Railroad, which stops at East New York and Nostrand Avenue, both within a mile north of the subway station.

SECONDARY SUDY AREA SERLING PL S JOHNS PL LINCOLN PL EASERN PKWY UICA AV PARK PL ROCHESER AV BUFFALO AV he secondary study area includes the quarter-mile radius (or an approximate five-minute walk) surrounding the Utica Avenue subway station. Roughly, this includes the area bounded by Park Place to the north, Crown Street to the south, Buffalo Avenue to the east, and just past Schenectady Avenue to the west. POPULAION DAA he population pie chart shows the age distribution of residents in census tracts that intersect the secondary study area as reported by 99 the US Census. he total population of the area was,. he population in the area had a lower percentage of senior citizens than the population of the city as a whole, with only nine percent of its residents over the age of, compared to % for all of New York City. However, the area surrounding the Utica Avenue station had a much higher percentage of residents under the age of (8%) than the city as whole (9%). More than half the population living in the area were between the ages of and (%). JOURNEY O WORK he Journey to Work chart presents the distribution of various means of transportation among commuters living in census tracts that intersect a quarter-mile radius of the Utica Avenue subway station. hese data were taken from the 99 US Census. In these census tracts, the dominant mode of transportation to work was the subway, which accounted for % of commuters who live in the area. Based on the census data, % of commuters rode to work by bus and another % of commuters drove alone in a car, truck or van. Additionally, six percent of commuters were able to walk to work, another six percent car pooled, and five percent traveled by railroad. he remaining three percent worked at home or used other means of transportation. When these data are compared to New York City as a whole, a larger portion of the residents in the area of the Utica Avenue station took the subway, bus, and railroad to work: % of commuters in the secondary study area took the subway to work, versus % in the entire city, % of commuters took the bus to work, versus % in the entire city, and five percent of commuters traveled to work by railroad, versus two percent in the entire city. A lower percentage of commuters in the area drove alone (% vs. %), walked (six percent vs. %), and car pooled (six percent vs. nine percent) to work than in the city as a whole. Reverse Journey to Work data indicate that of the people who worked in the area, over % traveled to work alone by car, truck or van. Over % of reverse commuters, the second largest group, walked to work. Of the remaining modes of travel to work, nearly % of reverse commuters traveled by subway, % traveled by bus, and % car pooled. Almost two percent traveled by railroad, one percent traveled by taxi, and less than one percent traveled by bicycle. he remaining four percent worked at home or used other means of transportation. Of the subway stations surveyed citywide, Utica Avenue had among the smallest proportion of persons who walked to the station. However, the station had the highest percentage (%) of riders in Brooklyn who accessed the station by car, making the station the most auto-accessed citywide. he Utica Avenue station was heavily used by bus riders as well. In 99 % of riders accessed the station by bus.. LAND USE Utica Avenue is primarily comprised of one and two story commercial buildings with some mixed use residential and commercial buildings. Eastern Parkway is primarily residential with some public institutions. Schenectady Avenue is residential south of Eastern Parkway, while commercial uses and public institutions primarily occupy the street north of Eastern Parkway. he surrounding quarter mile radius is primarily residential south of Eastern Parkway and mixed residential, commercial, and public institutions north of the Parkway. 6 EXISING CONDIIONS Public School, an elementary school with an enrollment of approximately students, is located at Eastern Parkway and Schenectady Avenue. here is also a senior center and a number of religious institutions nearby.. ZONING AND DEVELOPMEN Eastern Parkway and the blocks north of the parkway are zoned R, which permits medium density residential development. Along Schenectady Avenue, north of Eastern Parkway, there is a C- commercial overlay, which permits neighborhood service shops. Schenectady Avenue south of Eastern Parkway is zoned R, which permits rowhouse development. Utica Avenue is zoned C-, which permits commercial uses that serve a larger area. he quarter mile radius surrounding the station is primarily zoned R to the north and R to the south. he malls of Eastern Parkway are designated New York City Landmarks and fall under the jurisdiction of the Parks Department.. ORGANIZAIONS AND ON-GOING PROJECS he station is slated for major rehabilitation by the Metropolitan ransportation Authority (MA) in the year. he MA has already begun construction for the installation of elevators that are in compliance with the American Disabilities Act. Currently the Department of City Planning is conducting a study of the bicycle lanes along Eastern Parkway, and the NYC DO is reviewing the intersection of Eastern Parkway and Utica Avenue as part of its Weeksville and Flush Utica Avenue Study. In addition NYC DO has recently implemented measures to improve the intersection and will continue to review the intersection for additional improvements as necessary.

PRIMARY SUDY AREA he primary study area focuses on the intersections adjacent to the subway station entrances, which include the Eastern Parkway Malls between and including the intersections of Utica and Schenectady Avenues, as well as the sidewalks that adjoin Eastern Parkway at the two intersections. he following section describes existing conditions at the subway entrance; the physical conditions of its roadways, crosswalks, and sidewalks; and traffic conditions. In 998, the Utica Avenue subway station had,88,8 turnstile registrations, making it the second most used station in Brooklyn (of ) and the th most used station citywide. he 998 figure marks a % increase from 99. SAION ENRANCES here are six entrances to the Utica Avenue subway station. wo are located on the Eastern Parkway Malls, west of Schenectady Avenue. hese entrances open toward the east and are open daily from : AM to : PM. Four entrances are located on the Eastern Parkway Malls, west of Utica Avenue. wo of these entrances open toward the east and the other two open toward the west. he four entrances at Utica Avenue are open hours a day. Both uptown and downtown trains are accessible from all entrances. Observed passenger volumes at the Schenectady Avenue entrances were significantly lighter than at the Utica Avenue entrances. Northern entrances at Utica Avenue he entrances at Utica Avenue are seven feet wide on the northern mall and eight feet wide on the southern mall. he entrances at Schenectady Avenue are nine feet wide. All of the entrances open onto the Eastern Parkway Malls, which are approximately feet wide. he southern mall along Eastern Parkway accommodates a bike lane as well as a pedestrian lane.. SREES ADJACEN O HE SAION ENRANCES he streets adjacent to the Utica Avenue station do not lie on a typical grid pattern. Eastern Parkway is a wide thoroughfare consisting of three roadways with two foot wide malls dividing the service roads from the main thoroughfare. he street corners where Schenectady and Utica Avenues intersect with Eastern Parkway meet at 9 degree angles. 9 SUBWAY-SIDEWALK INERFACE PROJEC.. Roadways Eastern Parkway is a major two-way vehicular thoroughfare running east-west from Grand Army Plaza at Prospect Park to Atlantic Avenue near East New York. Within the study area, the roadbed is approximately 8 feet wide, with two foot wide malls dividing the two service roads from the main thoroughfare. he service roads are approximately feet wide, each consisting of one travel lane and one parking lane. he westbound service road is located at the northernmost side of Eastern Parkway and the eastbound road is located at the southernmost side of Eastern Parkway. he main thoroughfare of Eastern Parkway is approximately feet wide and consists of two westbound and three eastbound travel lanes, divided by a striped median. In June 999 a left turning lane along Eastern Parkway was eliminated and moved all left turns from Utica Avenue to Schenectady Avenue. he Parkway is also a designated bicycle route. he southern mall of eastern Parkway is a multi-use trail divided into two lanes that accommodate bicyclists and pedestrians. Utica Avenue is a two-way through street that runs north-south from Fulton Street in Stuyvesant Heights to Flatbush Avenue in Marine Park. In the study area the roadbed is approximately feet wide. South of Eastern Parkway, Utica Avenue consists of one bus lane and one travel lane in each direction. North of Eastern Parkway, Utica Avenue consists of one parking lane and one travel lane in each direction. Parking is not permitted along Utica Avenue for one block south of Eastern Parkway. Schenectady Avenue is a one way, southbound, local street that runs from Fulton Street in Stuyvesant Heights to Winthrop Street in Wingate. In the study area the roadbed is approximately feet wide. North of Eastern Parkway there are two travel lanes with one parking lane on the eastern side of the street. South of Eastern Parkway, the street accommodates one travel lane and two parking lanes. Sidewalks Uneven property line setbacks along Eastern Parkway create varying sidewalk widths. he northwest and southwest corners of the intersection at Utica Avenue have sidewalk widths of and feet. Further west along the parkway, sidewalks are approximately feet wide. Sidewalks along Utica and Schenectady Avenues are approximately feet wide. he Eastern Parkway Malls are approximately feet wide. he malls are landscaped and paved with hexagon and cobblestone pavers. he southern mall accommodates a bike path and a pedestrian path divided by a slightly raised stone paver line. Near the subway entrances, pedestrian and bicycle traffic are separated by metal railings. he subway entrances significantly reduce effective width of the malls. Crosswalks All crosswalk markings at the Utica Avenue intersection range in width from feet to feet. he crosswalks at the intersection of Schenectady range in width from feet to feet. here are no crosswalks marked at the malls crossing Schenectady Avenue. However, there are pedestrian signals and curb cuts at the southern mall. Bike and pedestrian lanes on southern mall.. Lighting wo types of lighting fixtures illuminate the streets, sidewalks and malls at Eastern Parkway. he malls and sidewalks along the Parkway are illuminated with pedestrian scale Battery Park luminaires, affixed to cast iron ype B lampposts. he main thoroughfare of the parkway is illuminated with Eastern Parkway luminaires affixed to steel and cast iron lampposts. he latter lighting fixtures are used at Eastern Parkway only.

11 SUBWAY-SIDEWALK INERFACE PROJEC. RAFFIC.. Automobile Eastern Parkway carries a heavy volume of vehicular traffic, but commercial traffic is not permitted along the parkway. Utica Avenue is a truck route that carries a significant volume of commercial and passenger vehicle traffic. Vehicles are not permitted to turn left onto Utica Avenue from Eastern Parkway, or onto Eastern Parkway from Utica Avenue. However, during site visits vehicles were observed making illegal left turns, particularly from Utica Avenue onto Eastern Parkway. A possible explanation for this occurrence could be that drivers assume that the no left turn signage is for either the service road or the main thoroughfare, and not both. otal accidents that occurred at an intersection (99-998) he intersections of Utica Avenue and the Eastern Parkway service roads do not have dedicated traffic signals. he traffic on Utica Avenue is directed to obey the signal for the main thoroughfare of Eastern Parkway, and to wait behind stop bars placed beyond the service roads. However, occasionally vehicles wait behind additional stop bars placed next to the malls. One reason for this occurrence is that traffic on the opposite side of the intersection, particularly southbound Utica Avenue, becomes congested due to bus, truck, car, and van loading and unloading. Automobiles move out into the intersection and discover that they cannot proceed through. If these vehicles do not stop at the stop bar they typically will block traffic flow along the eastbound service road and pedestrian and bicycle traffic flow along the malls. On the other hand, traffic on the service roads is controlled by only stop signs without stop bars. Along the service road traffic is especially heavy at the intersection where the eastbound service road meets Utica Avenue. he traffic along the eastbound service road becomes bottlenecked at the stop sign west of Utica Avenue when traffic cannot flow through the intersection of Eastern Parkway. here is a significant amount of kiss-and-ride activity at this station. Many private commuter vans and livery cabs pick up and discharge passengers at bus stops along Eastern Parkway and Utica Avenue, which often interferes with bus service and other vehicular traffic. he largest number of standing vehicles were observed on the eastbound service road adjacent to the B and B bus stop. Other congested standing locations include the pedestrian crosswalk between the southern malls and Utica Avenue, south of Eastern Parkway. # # SCHENECADY AV 8 LINCOLN PL EASERN PARKWAY 8 PRESIDEN S UICA AV 8 otal accidents that occurred mid-block (99-998) 8 UNION S

12 EXISING CONDIIONS At the intersection of Utica Avenue and Eastern Parkway there were accidents between 99 and 998, inclusive. Most of these accidents,, occurred at the intersection of Utica Avenue and the eastbound service road of Eastern Parkway. Another accidents took place nearby, between the southern malls at the pedestrian crosswalk. Only two accidents were reported north of the main thoroughfare. In response to the high number of accidents, the stop bar on Utica Avenue south of Eastern Parkway was set back feet behind the crosswalk in November of 998. Within the study area, most of the accidents took place on the eastbound service road. West of Utica Avenue, there were vehicular accidents, and east of Utica Avenue accidents occurred. In contrast, only two accidents occurred at the mid-block locations along the westbound service road east and west of Utica Avenue. At the intersection of Schenectady Avenue and the eastbound service road of Eastern Parkway there were vehicular accidents... Bus he B and B bus lines stop along the eastbound and westbound service roads of Eastern Parkway. he westbound buses stop at the northwest corner of the parkway service road and Utica Avenue. he eastbound buses stop at a bus shelter on the southwest corner of the parkway service road and Utica Avenue. Utica Avenue has designated bus lanes for the B bus stretching one block to the to the south of Eastern Parkway. New York City ransit had requested that the bus lane be extended to Empire Boulevard. he northbound B bus stops at the stop bar south of Eastern Parkway on Utica Avenue. he southbound B also stops on Utica Avenue south of Eastern parkway. Neither of the locations has a bus shelter. Occasionally buses cannot pass through the service roads of Eastern Parkway due to congestion from double parked vehicles, private commuter vans, and livery cabs. As a result, the eastbound B and B must stop along the main thoroughfare of the Parkway next to the subway station entrance during periods of heavy congestion. While use of the main thoroughfare makes peak hour bus service functional, there are no signs formalizing the stop. his could lead to confusion among bus riders unfamiliar with this practice and causes additional traffic congestion on the main thoroughfare. Bus squeezing past double parked vehicles on eastbound service road he southbound B bus stop, located south of Eastern Parkway on Utica Avenue, also becomes congested as private commuter vans and livery cabs wait for passengers, and delivery trucks unload merchandise in the bus stop. As a result, buses, commuter vans, and livery cabs often wait in the crosswalk between the malls for the bus stop to clear. his causes traffic to be backed up along Utica Avenue and blocks the pedestrian crosswalk. he Eastbound B buses turn right onto Utica Avenue from the eastbound service road of Eastern Parkway. he turning movement appears to be difficult for the B buses since they swing out into the intersection to avoid clipping the corner. he maneuver causes confusion among motorists and pedestrians using the intersection.

Pedestrian he Eastern Parkway Malls are heavily used by pedestrians, cyclists, street vendors, and commuters accessing the Utica Avenue subway station and buses. he southern mall at Utica Avenue is particularly congested with vendors selling merchandise outside of the subway entrance. Pedestrian traffic was observed to be the heaviest between the subway entrance on the southern parkway mall and the B bus stops. Passengers discharged from the northbound B must first cross Utica Avenue and then the Eastern Parkway service road before transferring to the subway. Heavy pedestrian traffic was also observed at the eastbound B and B bus stop. Passengers waited for the buses in a long line that stretched approximately feet west of the intersection. A high occurrence of jay walking was observed among passengers transferring from the B bus to the station entrances, and from the eastbound B and B buses to the subway entrances. Jay walking occurs at this transfer point because the subway entrances are set back approximately feet from the curb, and to shorten their crossing distance, pedestrians often cross the service road outside the crosswalk. In addition, exiting the subway in the middle of the parkway appeared to be confusing for passengers unfamiliar with the station, the lack of signage keying bus stops to station entrances appears to contribute to the disorientation of passengers who transfer from the subway to bus. Vendors in front of entrance Bus riders wait in line for the B and B he problem of pedestrians jay walking is compounded by the lack of pedestrian signals at the intersection of Utica Avenue and the service Roads of Eastern Parkway. Pedestrian signals are also missing at the southern side of the intersection of Schenectady Avenue and the Eastern Parkway service road. Pedestrians jay walk when transferring from subway to bus

14 EXISING CONDIIONS Pedestrians also conflict with vehicles at the crosswalk of Utica Avenue and the southern malls. Eastbound vehicles turning right onto Utica Avenue from the main thoroughfare of Eastern Parkway often turn too fast. his crossing point is particularly problematic since it is also a bicycle route. Bicyclists often ride through this crosswalk without dismounting from their bikes first. From the years 99 through 998 there have been pedestrian accidents at the intersection of Utica Avenue and the eastbound service road of Eastern Parkway. Another two accidents occurred at the intersection of Utica Avenue and the main thoroughfare of Eastern Parkway. Nine accidents occurred along the eastbound service road between Utica Avenue and Schenectady Avenue. Signal timing data obtained from the NYC Department of ransportation indicates that during times other than the mid-day period, some pedestrians may have difficulty crossing the entirety of Eastern Parkway during Pedestrian accidents that occurred at an intersection (99-998) Pedestrian accidents that occurred mid-block (99-998) one phase of the light cycle. he crosswalk, approximately 8 feet long, is quite lengthy and proves challenging for some pedestrians to cross in the allotted time. Further analysis will be performed on this intersection.
