Aboona, E rincipal DATE: February 22, Revised April 30, 2012 SUBJECT: Traffic Impact Study ark Drive/Water Street Mixed-Use Development Chicago, Illinois This memorandum summarizes the methodologies, results, and findings of a traffic impact study conducted by Kenig, Lindgren, O Hara, Aboona, Inc. (KLOA, Inc.) for a proposed mixed-use development to be located in Chicago, Illinois. The site, which currently contains a surface parking lot, is located on the north side of Water Street bounded by ark Drive and New Street. As proposed, the development is to consist of approximately 400 apartments, a 400-room full-service hotel and a 243-space parking garage. Access to the parking garage is proposed on Lower Water Street with a drop-off/pick-up circle/lane proposed on both ark Drive (hotel) and Upper Water Street (apartments). It should be noted that a similar mixed-use development has been previously approved for the subject site. The purpose of this study was to examine background traffic conditions, assess the impact that the proposed development will have on traffic conditions in the area, and determine if any street or access improvements are necessary to accommodate traffic generated by the development. The sections of this report present the following. Existing conditions A description of the proposed development Directional distribution of the development generated traffic Vehicle trip generation for the proposed development Future traffic conditions including access to the site Traffic analyses for the weekday morning, weekday evening and Saturday midday peak hours Recommendations with respect to adequacy of the site access system and adjacent street network KLOA, Inc. 2 Existing Conditions Existing transportation conditions in the vicinity of the site were documented based on a field visits conducted by KLOA, Inc. in order to obtain a database for projecting future conditions. The following provides a description of the geographical location of the site, physical characteristics of the area street system including lane usage and traffic control devices, an inventory of the alternative modes of transportation serving the area and existing peak hour vehicle, pedestrian and bicycle volumes. Site Location The site, which currently contains a public parking lot, is bounded by a vacant parcel on the north, New Street on the east, Water Street on the south, and ark Drive on the west. Land uses in the immediate area consist primarily of residential, office, hotel, and retail land uses. The Sheraton Chicago Hotel and Towers is located south of the site. Figure 1 shows and aerial photo of the site. Area Streets The principal streets in the site vicinity that provide access to the site are described in the following paragraphs and shown in Figures 2 and 3. Illinois Street is a major one-way eastbound arterial street that forms a one-way pair with Grand Avenue. The Illinois-Grand pair provides direct access to/from Lake Shore Drive via the Illinois Street, Grand Avenue, and Lake Shore Drive interchange. Between Columbus Drive and McClurg Court, Illinois Street has three moving lanes with parking generally prohibited on both sides of the street. West of Columbus Drive, Illinois Street generally provides two moving lanes with parking prohibited on both sides of the street. Traffic signals are located at most intersections along Illinois Street including the intersections of Columbus Drive, McClurg Court and eshtigo Court. Columbus Drive is a major arterial street. In the vicinity of the site, Columbus Drive provides a six-lane cross section with parking prohibited on both sides of the street. Separate left-turn lanes are provided at most intersections, including its signalized intersections with Wacker Drive, Upper Water Street and Illinois Street. ark Drive is a north-south, local street that extends from Illinois Street south to Upper Water Street. It provides one lane in each direction with parking permitted on the east side of the street. A taxi stand is provided along the west side of the street. ark Drive is under stop sign control at its intersections with both Illinois Street and Upper Water Street. New Street is a north-south, local street that extends from Illinois Street to just south of Lower Water Street. Between Illinois Street and Lower Water Street, New Street provides one lane in each direction with parking permitted on the west side of the street. The portion of New Street south of Lower Water Street is a one-way northbound street with parking prohibited on both sides of the street. New Street is under stop sign control at its intersection with Illinois Street and under all-way stop sign control at its intersection with Lower Water Street. 2

6 Lower Water Street is an east-west, local street. It provides one lane in each direction with parking generally prohibited on both sides of the street west of New Street and permitted on the south side of the street east of New Street. The Lower Water Street/New Street intersection is under all-way stop sign control. Upper Water Street is an east-west, local street that extends from Cityfront laza Drive to just east of ark Drive. It provides one lane in each direction with parking generally prohibited on both sides of the street. Its intersection with Columbus Drive is under traffic signal control. Alternative Modes of Transportation Accessibility to and from the area is enhanced by the various alternative modes of transportation serving the area as summarized below. ublic Transportation. The area is served by the CTA Red (Howard/Dan Ryan) rapid transit line which extends from the Howard Street station located on the City s northern border to the 95 th /Dan Ryan station located along the Dan Ryan Expressway at 95 th Street. A local stop is provided at State Street and Grand Avenue (Grand Avenue Station) which is located approximately ½ mile from the site. In addition, the following bus routes serve the immediate area and all have stops adjacent to the site. Route Number 2 - Hyde ark Express generally runs along Lake Shore Drive, State Street and Michigan Avenue between Hyde ark and the River North and Streeterville neighborhoods. Service is provided Monday through Friday during the morning and evening peak periods. Route Number 29 - State generally runs along State Street between the Red Line s 95 th /Dan Ryan station and the Illinois/Grand corridor. Service is provided seven days a week and on holidays. Route Number 65 - Grand generally runs along Grand Avenue between Navy ier and Nordic Avenue (7000 West Grand Avenue). Service is provided seven days a week and on holidays. Route Number 66 - Chicago generally runs along Chicago Avenue between Navy ier and Austin Avenue (6000 West Chicago Street). Service is provided seven days a week and on Holidays. Route Number Ogilvie/Wacker Express generally runs along Wacker Drive and the Illinois/Grand corridor between the Ogilvie Metra Station and Navy ier. Service is provided Monday through Friday during the morning and evening peak periods. Route Number Union/Wacker Express generally runs along Wacker Drive and the Illinois/Grand corridor between the Union Station and Navy ier. Service is provided Monday through Friday during the morning and evening peak periods. 6

7 Route Number Navy ier runs along Wacker Drive, Illinois Street, Grand Avenue and Madison Street between Navy ier and Ogilvie and Union Stations. Service is provided seven days a week and on Holidays. Lastly, numerous additional bus routes run along Michigan Avenue and Wacker Drive with bus stops located within walking distance of the project. Bicycle Routes. The following streets within the vicinity of the site have been recommended as bike routes by the Chicago Department of Transportation (CDOT). Both Illinois Street and Grand Avenue between Navy ier/lakeside Trail and Wells Street with bike lanes provided along both streets. McClurg Court between Illinois Street and Ohio Street. Ohio Street between McClurg Court and the pedestrian underpass under Lake Shore Drive. Lastly, the Lakefront Trail is located approximately one third of a mile from the site and extends along Lake Michigan for 18 miles between Hollywood Avenue on the north and 71st Street on the south. The Grand Avenue and Illinois Street bike lanes provide direct access between the site and the Lake Front Trail. It should be noted that CDOT is planning to grade separate the Lake Front Trail over the Chicago River and Lower Lake Shore Drive. The Navy ier Flyover is proposed to run along the eastern edge of Lake Shore Drive extending from just south of the river to just north of Jane Addams Memorial ark. According to the CDOT, construction could begin in edestrian Facilities. All of the streets within the immediate area have sidewalks on both sides of the street. In addition, the Chicago Riverwalk is located approximately a quarter mile from the site and the Lakefront Trail is located one-third of a mile from the site. Lastly, crosswalks and pedestrian traffic signals are generally provided at all of the intersections within the immediate area, with countdown pedestrian traffic signals provided at the intersections of Illinois Street/Columbus Drive and Illinois Street/McClurg Court. Census data (see Appendix) and surveys conducted by the Illinois-Grand Transportation Management Association (TMA) have shown that only approximately 33 percent of the residents within the southern portion of Streeterville drive a car to work. The majority of the residents within the area use the alternative modes of transportation to commute to/from work. Therefore, the proximity of Streeterville within the downtown area and the alternative modes of transportation serving the area has resulted in a significant reduction in the traffic generated by area residential developments, particularly during the critical weekday morning and evening commuter peak periods. 7

8 Existing Traffic Volumes In order to determine current traffic conditions in the vicinity of the site, KLOA, Inc. conducted peak period vehicle, pedestrian and bicycle counts at the following intersections. Illinois Street with Columbus Drive Illinois Street with ark Drive Illinois Street with New Street Upper Water Street with Columbus Drive Upper Water Street with ark Drive Lower Water Street with New Street The traffic counts were conducted on Tuesday, June 14, 2011 during the weekday morning (7:00 A.M. to 9:00 A.M.) and evening (4:00.M. to 6:00.M.) peak periods and on Saturday, June 18, 2011 during the midday (Noon to 2:00.M.) peak period. Based on the results of the traffic counts, the weekday morning peak hour of traffic occurs from 7:45 A.M. to 8:45 A.M., the weekday evening peak hour of traffic occurs from 5:00.M. to 6:00.M., and the Saturday midday peak hour occurs from 12:30.M. to 1:30.M. Figure 4 illustrates the existing peak hour traffic volumes and Figure 5 illustrates the existing pedestrian and bicycle volumes. Traffic Characteristics of the roposed Development In order to properly evaluate future traffic conditions in the surrounding area, it was necessary to determine the traffic characteristics of the proposed development including the directional distribution and volumes of traffic that it will generate. roposed Development lan As proposed, the mixed use development is to consist of approximately 400 apartments, 400 hotel rooms and a 243-space parking garage. Access to the parking garage is proposed on Lower Water Street with a drop-off/pick-up circle/lane proposed on both ark Drive (hotel) and Upper Water Street (apartments). Loading for the hotel and for the apartments is proposed on Lower Water Street. Directional Distribution of Site Traffic The directions from which the development-generated traffic will approach and depart the site were estimated based on the existing travel patterns as determined from the traffic counts and previous studies conducted in the area. Figure 6 illustrates the directional distribution for the development. 8

12 Site Traffic Generation The peak hour vehicle traffic that will be generated by the development was estimated as follows. The Apartment (Land-Use Code 220) trip rates provided in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 8 th Edition. However, rates provided in the Trip Generation Manual are based on suburban data where the primary mode of transportation is the automobile. Therefore, given the location of the development within a dense, urban area and its proximity to alternative modes of transportation, the rates provided in the Trip Generation Manual were reduced by 67 percent. The hotel trip generation surveys conducted in the River North and Streeterville neighborhoods by the arsons Transportation Group for the City of Chicago. (Copies of the rates are provided in the Appendix.) These rates take into account alternative modes of transportation for travel to and from the development and interactivity between mixed-use developments. Table 1 shows the estimated peak hour traffic to be generated by the proposed development. The hotel trip estimates were based trip generation surveys conducted in the River North and Streeterville neighborhoods by the arsons Transportation Group for the City of Chicago. It should be noted that the site contains a surface parking lot that is currently generating traffic. Therefore, the traffic projected to be generated by the proposed development will not be all new traffic to the area as it will be replacing the existing parking lot. However, to provide a worst case analysis, the total development-generated trips were not reduced to account for the traffic generated by the existing public parking lot. rojected Traffic Volumes The estimated peak hour traffic volumes that will be generated by the proposed development were assigned to the street system in accordance with the previously described directional distribution. Figure 7 illustrates the development generated traffic volumes. 12

14 In addition to the development-generated traffic, the study also included the traffic that will be generated by the following developments proposed in the area. The proposed apartment development to be located directly north of the subject site. The proposed apartment development to be located on the east side of eshtigo Court between Grand Avenue and Illinois Street. The second residential tower proposed for the arkview West development to be located on the west side of eshtigo Court between Grand Avenue and Illinois Street. The proposed Northwestern Memorial Hospital arking Garage to be located between Ontario Street and Ohio Street just east of the site. The proposed apartment development to be located on the east side of McClurg Court between Grand Avenue and Ohio Street. Further, to account for other growth in the area, the existing volumes were increased by ten percent. Figure 8 shows the total peak hour volumes which includes the existing traffic volumes, the development-generated traffic volumes and other growth projected in the area. Traffic Analysis Traffic analyses were performed for the intersections within the study area to determine the operation of the existing street system, evaluate the impact of the proposed development, and determine the ability of the existing street system to accommodate projected traffic demands. Analyses were performed for the existing and the projected traffic volumes. The traffic analyses were performed using Synchro 7 computer software, which is based on the methodologies outlined in the Transportation Research Board s Highway Capacity Manual (HCM), The ability of an intersection to accommodate traffic flow is expressed in terms of level of service, which is assigned a letter grade from A to F based on the average control delay experienced by vehicles passing through the intersection. Control delay is that portion of the total delay attributed to the traffic signal or stop sign control operation and includes initial deceleration delay, queue move-up time, stopped delay, and final acceleration delay. Level of Service A is the highest grade (best traffic flow and least delay), Level of Service E represents saturated or at-capacity conditions, and Level of Service F is the lowest grade (oversaturated conditions, extensive delays). For two-way stop controlled (TWSC) intersections, levels of service are only calculated for the approaches controlled by a stop sign (not for the intersection as a whole). The Highway Capacity Manual definitions for levels of service and the corresponding control delay for signalized intersections and unsignalized intersections are shown in the Appendix. The results of the capacity analysis are summarized in Table 2 for the existing traffic volumes and Table 3 for the projected traffic volumes. 14

17 Evaluation of the Street Operations The results of the capacity analyses show that all of the intersections in the study area are generally operating at an acceptable level of service under existing conditions. With the addition of the development traffic and the traffic from other proposed developments in the area indicated earlier as well as the assumed growth in background traffic, all of the intersections are generally projected to continue to operate at an acceptable level of service. The capacity analyses indicated that some queuing and delays are currently experienced on some approaches as well as certain individual movements, particularly on the north-south streets. However, field observation and the capacity analyses indicate that the queuing and delays are typically not excessive. The following outlines several of the factors that are contributing to the less than desirable operation on some approaches under existing conditions. 1. The north-south streets receive a limited amount of green time per signal cycle. This is because Grand Avenue and Illinois Street form a major one-way pair that provide access to/from the regional freeway system. As such, the signal timings at many of the intersections in the study area have been set to facilitate the east-west traffic movement. 2. The close spacing of the east-west streets within the area limits the available stacking (storage) distance between the intersections on the north-south streets. As a result, the queuing that occurs on the north-south streets, which is compounded by the limited green time, occasionally extends beyond mid-block access drives and downstream intersections, which contribute to the congestion and delay experienced during the peak periods at some of the intersection approaches on these streets. 3. Due to the high concentration of pedestrian movements in the area, particularly on weekends, the vehicle capacity of the intersections is limited. Turning vehicles yielding to pedestrian traffic in the crosswalks reduces the capacity of the intersections. It should be noted that the pedestrian and bicycle activity along the Lower Lake Shore Drive corridor will be significantly reduced with the proposed grade separation of the lakefront path over the Chicago River and Lower Lake Shore Drive. It should be noted that, during the weekday evening peak period, the Illinois Street/Columbus Drive intersection is operating on the threshold between a Level of Service D and E and will operate at a Level of Service E assuming the total projected traffic volumes. This is due to the poor operation of Illinois Street which has a very high volume of through and right-turn movements during the evening peak period. Currently, both of the Columbus Drive approaches are operating at a good level of service. In order to enhance the operation of the Illinois Street approach and its intersection with Columbus Drive, it is recommended that the City should consider adjusting the signal timings at this intersection. 17

18 Further, the stop sign controlled approach of ark Drive at its intersection with Illinois Street is currently and projected to continue to operate at a poor level of service during the Saturday midday peak period. This is primarily due to the high volume of pedestrians traversing along Illinois Street and crossing ark Drive as well as the significant growth projected in the area. The traffic on ark Drive can and will be able to turn onto Illinois Street. However, during the Saturday peak period, this approach may experience some additional delay and queuing. Transportation Sustainability Recommendations The following summarizes measures to be implemented by the development and/or recommendations to further minimize the impact of the development, foster alternative modes of transportation other than the automobile, and to enhance pedestrian/bicycle safety. Bike racks are proposed to be provided within the development. One to two parking spaces within the parking garage should be reserved for car-sharing vehicles. CDOT and the developer should consider implementing the following pedestrian safety improvements. The Columbus Drive/Upper Water Street traffic signal should be upgraded with countdown pedestrian signals for Upper Water Street pedestrians. The existing crosswalks at the New Street/Lower Water Street and Upper Water Street/ark Drive intersections are mostly faded and should be restriped with international style crosswalks. Site Access Access to the parking garage is to be provided via three access drives located on Lower Water Street. The easternmost access drive will provide inbound only access to the lower level parking (145 spaces). This access drive will provide one inbound lane. The middle access drive will be located adjacent to the easternmost access drive and will provide inbound and outbound access to the upper level parking (98 spaces). This access drive will provide one inbound lane and one outbound lane with the outbound lane under stop sign control. The westernmost access drive will provide outbound access to the lower level parking (145 spaces). This access drive will provide one outbound lane that will be under stop sign control. 18

19 The hotel drop-off/pick-up circle is proposed to be provided along the south end of the site with access provided via two access drives on ark Drive. Access to the one-way northbound drop-off/pick-up court will be provided via one inbound (south) access drive and one outbound (north) access drive. As proposed, the drop-off/pick-up circle will provide two northbound lanes and curb side stacking for approximately eight to ten vehicles. The vehicle stacking will be sufficient to accommodate the hotel peak demand if the operation, particularly the valet service, is run efficiently. During larger functions at the hotel, a sufficient number of valets should be provided to accommodate the additional drop-off/pick-up demand. The apartment drop-off/pick-up lane is proposed to be provided along the northeast end of the site via a drop-off/pick-up lane on Upper Water Street that will provide spacing for approximately three vehicles. Access to the hotel loading docks and to the apartment loading docks will be provided on the north side of Lower Water Street just west of New Street. It should be noted that all loading, including parcel deliveries, will be made via the loading docks. Lower Water Street is wide enough to accommodate the truck turning movements into and out of the loading docks. Exhibits demonstrating the truck movements to/from the loading docks are provided in the Appendix. It is recommended that consideration be given to restricting truck deliveries to the hotel to and from Lower Water Street. roposed Valet Operation As proposed, the hotel valet service will park the majority of the vehicles in the upper level of the parking garage to be provided within the development. The travel routes that the valet service will use, as assumed in the traffic study, to travel between the hotel drop-off/pick-up area and the parking garage are as follows. To the arking Garage: ark Avenue to Illinois Street to New Street to Lower Water Street to the parking garage. From the arking Garage: Lower Water Street to St. Clair Street to Illinois Street to ark Avenue to the hotel drop-off/pick-up area. The impact of the valet operation will be minimized due to the following. The routes to/from the parking garage will occur along lower volume local streets except for a short stretch along Illinois Street. Further, the routes require only right-turn movements at the various intersections. The hotel is proposing to provide a valet station in the garage that will allow patrons to pick up their vehicle directly from the parking garage. 19

20 ark Drive Taxi Stand A designated (signed) taxi stand is currently provided on the west side of ark Drive that extends from approximately 100 feet north of the Upper Water Street northern curb to approximately 300 feet north of the Upper Water Street northern curb. The inbound access drive to the hotel drop-off/pick-up circle is proposed to be located approximately 90 to 100 feet north of the Upper Water Street northern curb. It can be seen that the front of the designated (signed) taxi stand is located at the inbound access drive. As such, the existing designated taxi stand will be able to serve the proposed hotel as well as the Sheraton Hotel. In order to accommodate additional taxis, it is recommended that the designated taxi stand be extended to 100 feet south of the Illinois Street southern curb. This will extend the taxi stand from approximately 200 to 300 feet. Further, the extension of the taxi stand will not result in the loss of on-street parking as the western curb lane of ark Drive is currently signed for no parking between Illinois Street and the designated taxi stand. It should be noted that taxis often stack along ark Drive outside of the designated area between Upper Water Street and the southern portion of the taxis stand. It is recommended that taxis stack within the expanded designated area such that both Sheraton Hotel and the proposed hotel can utilize the taxis efficiently. Conclusion Based on the preceding analyses and recommendations, the following conclusions have been made. Accessibility to and from the area is enhanced by the various alternative modes of transportation serving the area as summarized below. The area is served by the CTA Red (Howard/Dan Ryan) rapid transit line which has a local stop ½ mile from the site. In addition, five bus routes serve the immediate area and all have stops that are two to three blocks from the site. Lastly, on-street bike lanes are provided along Grand Avenue and Illinois Street providing access to the Lake Front Trail as well as other bicycle streets. The amount of new traffic generated by the proposed development will be reduced due to (1) the proximity of development within the downtown area and the alternative modes of transportation serving the area and (2) the fact that the development is replacing an existing surface parking lot. The development-generated traffic can be accommodated efficiently without significant impact to the external street system. All of the intersections within the study limits are generally projected to operate at acceptable levels of service with the addition of the development generated traffic. 20

21 CDOT and the developer should consider installing the following pedestrian safety improvements: (1) upgrade the Columbus Drive/Upper Water Street traffic signal to provide countdown pedestrian signals for Upper Water Street and (2) restripe the intersections of New Street/Lower Water Street and ark Drive/Upper Water Street with international style crosswalks. The access system will be adequate to serve the traffic that will be generated by the proposed development.
