Body Mass Index for Ohio s Third Grade Students A review of the Report on the Body Mass Index of Ohio s Third Graders, conducted by the Ohio Department of Health, found that childhood obesity is one of the most important public health issues in Ohio with more than 30 percent of children and adolescents classified as overweight or obese. In a study, it was reported that 32.5% of third grade students living in Mercer County, where St. Henry Elementary and Middle Schools are located, have a prevalence of being overweight or obese. A map showing the percentage of overweight and obese third graders by county can be found in Appendix A. Through physical activity, such as walking or biking to and from school, or educating youth about the importance of an active lifestyle, ODOT s Safe Routes to School Program hopes to foster awareness and prevention to combat this serious public health issue. 1A. 5 SECTION 2: OUR SRTS VISION It is the vision of the St. Henry Schools Safe Routes to School Planning Team to create safe routes to walk and bicycle to school to benefit students and residents of the community that will encourage positive lifelong habits and develop pride in their community. District Bus Policy The District will transport students on the following streets: East side of 118 (eastern Ave.); Cooper Drive and Woodland Ave.; Westview Ave. (Burk-SH Road); W. Washington west of tile yard; W Kremer Hoying Road, west of Highland (see map in Appendix D). School Travel Policies The school follows the district s transportation policy (see Appendix D). 3D. School Arrival and Dismissal Process. Do school buses and parent vehicles use the same driveway for arrival and dismissal? Yes, all vehicles use the same driveway. No, there are separate driveways for family vehicles and school buses.

If yes, describe how school staff are involved in school arrival and dismissal: Staff is at different building entrances to ensure students arrive safely. 8 3F. Safety Issues and Concerns. Parents overwhelming concern is students distance from school; other concerns are students age, volume of and speed of traffic along possible routes, general safety concerns, lack of crosswalks and lack of crossing guards. Intersections of concern cited by parents include Columbus and Kenneth, Columbus and Walnut, Walnut and Sycamore, and Main and Walnut. One parent suggested separating the routes older and young students take on bicycles when entering and exiting the school campus. Another parent cited flow on the school campus as a hindrance to students walking and bicycling to school. Relevant traffic crashes. After reviewing ODOT s SRTS Crash Statistics from , there is no record of any traffic crashes (involving injuries, fatalities, bicycles or pedestrians) within the STP study area. 12 SECTION 4: KEY ISSUES IMPACTING SAFE WALKING AND BICYCLING TO SCHOOL Issue/Description Ohio Safe Routes to School Travel Plan St. Henry Consolidated Local Schools 1. Issue: Distance The School District covers a rural area; many of the students homes are multiple miles away from the school campus. These rural areas lack much of the infrastructure that accommodates walking and biking. 2. Issue: Amount of Traffic Along Route SR 118 and SR 119 are busy routes which discourages parents from allowing students to walk and bicycle to school on it. 3. Issue: Speed of Traffic Along Route SR 118 and SR 119 are busy routes which discourages parents from allowing students to walk and bicycle to school on it. 4. Issue: Safety of Intersections and Crossings There is a concern of safety at intersection crosswalks and pedestrian signals on SR 118 and SR 119 along student travel routes. 12
13 SECTION 5: RECOMMENDED SRTS COUNTERMEASURES 5A. Non-infrastructure Countermeasure Recommendations EDUCATION COUNTERMEASURES: A description of the education strategies to be implemented within the next 12 months. Inexperienced and potentially distracted high school drivers are on the same school campus as elementary and middle school students EDUCATION Countermeasure Host an SRTS Meeting to inform parents about district s plans and goals. Develop and implement Bike Rodeo for 2 nd and 3 rd grade students. Safety City for incoming Kindergarteners, provides them with general safety related to walking, automobiles, buses, etc. Host ODOT s Distracted Driver Simulator at a school or community event to educate new drivers on the dangers associated with distracted driving. After identifying the engineering strategies that are appropriate and feasible, the team developed a list of infrastructure countermeasure recommendations for each school, which are included in the tables below. See Appendix F for aerial mapping of the Infrastructure Countermeasure Recommendations. Estimated costs shown below are planning level estimates including major construction items such as concrete walk, excavation, embankment, and curb ramps. Miscellaneous costs such as erosion control, maintaining traffic, construction layout and mobilization have also been included. A 20% engineering design fee and an additional 15% for construction contingencies is also included in the estimates. Costs for right of way (if any) have not been included. St. Henry Elementary & Middle Schools Location Issue Countermeasure Timeframe Priority St. Henry Elementary & Middle Schools. S. Walnut St. midblock crosswalk between the Elementary & Middle Schools. E. Main St. school crosswalk, 70 west of Linn St. E. Main St. school crosswalk, 70 west of Linn St. Many students ride their bicycles to school but there are not enough bicycle racks to accommodate all the bicycles. The sidewalk runs diagonally across S. Walnut St. and does not have ODOT compliant school crossing signing. The signing and pavement marking is not ODOT compliant. There are pedestrian and vehicle conflicts between right-turning vehicles exiting the school parking lot and pedestrians attempting to cross E. Main St. Traffic on E. Main St. (SR 119) does not always stop for pedestrians in the crosswalk during school arrival and dismissal periods. Add one additional bicycle rack to each of the Elementary School and Middle School bicycle rack locations. Re-align crosswalk to 90 degrees across S. Walnut St. and align to the front of the Catechism Center. Add school crossing signing and pavement marking* package. Upgrade the signing and marking* package to be ODOT compliant. Add an R10-15 TURNING TRAFFIC MUST YIELD TO PEDESTRIANS sign for traffic exiting the school parking lot. Install an RRFB (Rectangular Rapid Flashing Beacon) at this crosswalk. Columbus St. and Kenneth St. The school crosswalk at the intersection of Main St. and Sycamore St. The crosswalk at the intersection of E. Columbus St. and S. Eastern Ave. (SR 118). Various sidewalk sections along W. and E. Columbus St. have a 2 or greater difference in levels of adjoining sections. Intersection of Kremer-Hoying Rd. & Walnut St. The crosswalk signing and pavement marking is not ODOT compliant. The crosswalk signing and pavement marking is not ODOT compliant. This crosswalk is signed and marked as a school crosswalk although it is not located adjacent to the schools. These elevation differentials create an unsafe condition for pedestrians and bicyclists using the sidewalk. This intersection serves a number of walking school children and there are no signs, markings or other crossing devices. Upgrade the signing and pavement marking* package to be ODOT compliant. Upgrade the signing and pavement marking package to be ODOT compliant. Relocate northern crosswalk* with 2 new ADA ramps. Install RRFB (Rectangular Rapid Flashing Beacon) at the intersection for the northern crosswalk. Add standard crosswalk advance signing. Upgrade the crosswalk markings. Remove these sections of sidewalk on W. and E. Columbus St. and replace with new sidewalk sections to create a level sidewalk and a safer condition. A majority of the meeting attendee s preferred Infrastructure Countermeasure C-2 (added and shown as H at the meeting) which would include the installation of an RRFB (Rectangular Rapid Flashing Beacon) at the crosswalk at Linn and E. Main Streets. A note was added to the status column in the Infrastructure Countermeasure table noting this option is listed as: Public Priority #1. In addition Enforcing the school zone speed limits was favored as the top Non- Infrastructure Countermeasure. Additional Countermeasures (H-M) were added in Section 5C and Appendix F, following a parent meeting on with the SRTS Community Stakeholders team. See Appendix G for public input materials.
21 SECTION 7: FINAL PLAN PLEDGE OF SUPPORT Parents and staff at St. Henry Elementary and Middle Schools, the Village of St. Henry and the St. Henry Safe Routes to School planning team are joining together to improve safety and encourage more students to walk and bicycle to school. By implementing our Safe Routes to School Travel Plan, our vision is to create safe routes to walk and bicycle to school to benefit students and residents of the community that will encourage positive lifelong habits and develop pride in their community.
