1 COMMENTS AND RESPONSE REPORT 1 Issues Relating To The Listed Activities Only COMMENTS RECEIVED DURING PRE-APPLICATION CONSULTATION PROCESS ISSUE OF CONCERN / COMMENT / IMPACT IDENTIFIED NAME RESPONSE Ontwerp Alternatief 1 is die beste ontwerp opsie. Ontwerp Alternatief 2 is nie aanvaarbaar nie. Tydelike oplossing is nie goed genoeg nie. Die tweede alternatief vir culvert structure is nie aanvaarbaar nie. Aangeheg is bewyse wat my menging kan staaf. The Department has assessed the pre-bar application for upgrades to the length of the Louis Fourie Road (R102) at Mossel Bay. 1. Subsequent engagements with Provincial Roads and Hatch Consultancy with specific regard to the larger bridge crossings/designs, 4. The consulting engineers HatchGoba investigated the flood hydrology of the upstream catchment and the capacity of the existing culvert that crosses the N2 directly upstream of the proposed bridge crossing at the Blinde River (i.e. Storm water structure 11125). This was done to understood the flood flows that could occur at this location. A Capacity Assessment report was prepared and has been submitted to Mr John Roberts at DWS for his review and acceptance. A copy of this document is included in Appendix G.3 of the Draft BAR. 1

2 COMMENTS AND RESPONSE REPORT 2 COMMENTS RECEIVED DURING THE PRE-APPLICATION CONSULTATION PHASE COMMENTS RAISED NAME DATE RESPONSE There is a need to implement improvements to the access and parking at the centre and in principle agrees to the proposal. However, he will table the proposed access change and conceptual layout at the company s board of directors next meeting (11 August 2015) and provide feedback soonest. Canty Street location offers a safe location given that it s not placed immediately after a bend (as is the case with Hall Street) and provides for a greater sight distance. The business must be able to offer ease of access/exit from both directions for clients otherwise it will impact the business. It is estimated that clientele is fed in a 50/50 ration from both directions and therefore it is important to CP Nel Motors to retain the rightturn at Canty Street. Further, the right-turn can currently be safely negotiated by crossing into the median of Louis Fourie before finding a gap into eastbound traffic. An alternative option of implementing a traffic circle at Canty Street was queried by CP Nel Motors, given that this measure had been implemented on the N2 elsewhere in the Garden Route (e.g. at Sasol/Blue Dolphin garage at Kraaibosch near George). Participant stakeholders agreed in principle with the concept proposal, but concern was expressed that the consolidated access to Bendle Road at Canty Street puts the Engen Service Station at a strategic disadvantage, given that CP Nel Motors are first in line to clients. However, assurance was given by Hatch Goba, that Bendle Road will be retained as a service road. The major problem with Louis Fourie is that traffic cannot get into or out of the town area quickly. He suggested that the railway line be transformed into a road (a one way road). The development team acknowledges and accepts the concern about the potential loss of business should the option to turn right at Canty Street intersection be removed. Assurance is given that due cognisance will be given for upgrades to not impact negatively on businesses adjacent to the road in the short-term. To get a better understanding of the source and frequency of traffic that currently make use of the right-turn option at Canty Street, it is put forward that a traffic count/survey be conducted specifically at this point. It is, however, reiterated that this intersection would not be considered for signalization in future and that the current method of the crossing, i.e. seeking refuge in the median, would become less feasible in future when dual carriageways on Louis Fourie are implemented and as traffic load increase Mr. Manchip stated that the space available is a restrictive factor, but this will be explored and the feasibility confirmed by surveying the area as a next step. Mixing of different traffic signs/signals such as a signalized intersection at Bakker and a traffic circle at Canty Street in short succession is not considered ideal from a traffic mobility perspective. Thereafter the concept layout will be reviewed and again tabled for discussion with the stakeholders. SES will follow-up in this regard and set a date for next discussion if need be. According to Dr Botes this would not be ideal out of a traffic point of view due to space constraints at certain sections between the railway line and Louis Fourie. Further traffic congestion and delays can be caused at these sections. The solution is to have improved accesses over a longer distance. Mr Manchip explained the various options that are currently on the table: 1. Vlei Road to have access onto Garret Road. 2. The railway bridge in Garret Road to be widened to provide for a two lane road. 1

Sand is transported from Hartenbos and Oudsthoorn to their premises; from there it is distributed with smaller trucks all over the area. A major concern is the lack of facilities or parking for long distance trucks, as these currently overnight along Depot Road. Concerned regarding the safety of his business. The current through flow of pedestrian traffic from Garret Road poses a risk in terms of safety and security. For that reason he has been in negotiations with the landowner opposite Mass Hire to purchase the property from him. Mr Van Niekerk therefore indicated that he would prefer that the road remains a Cul-de- Sac. The municipal removal of solid waste is from the back of the property (through the back gate). Pierre Terblanch from Terblanch Transport Mr van Niekerk from Mass Hire Ms Oosthuizen owner of Erf September September September 2015 Terblanch Transport owns the land on the other side of the railway line (east) as well. A suggestion is made to provide access over the railway, in order to link the properties. This will enable Terblanch Transport to send their trucks in at Gericke Road and out at Vlei Road. This will relieve some of the traffic on these roads especially the number of trucks. It was discussed that Gericke Road could have a left-in-left-out, with a median in Louis Fourie to restrict traffic flow from other directions. Another option that was discussed is to have the new proposed link road swerve away from RE/457 (i.e. Mass Hire) which will create some space in front of the building. Mr Van Niekerk was in favour of this option as more space in front of the building will allow him to improve the safety features of his business. Dr Botes indicated that this should not be a problem as other arrangements can be made to collect the waste. Ms Oosthuizen is in favour of the proposed link over Erf 3739; she does however have a concern that her business would be completely closed in between roads. Representatives from Ocean View service station indicated that they are very concerned about the proposed arrangement at Hall Str as it is very difficult to cross Louis Fourie and enter Hall Str due to the high volumes and speed of oncoming traffic. It was requested that Hall Str intersection be signalised. Ms Oosthuizen owner of Erf 3739 Ocean View Service Station 29 September December 2015 The suggestion was made to swerve the new road as much as possible to the south of Erf 3739 in order to keep as much of the property intact. In this way additional parking areas can be created next to the existing building and there would even be enough space to extend the building in future. Ms Oosthuizen was very much in favour of this option and indicated that the new road would solve a lot of the traffic issues and would therefore be willing to change the plans of redeveloping the southern portion of her property. Dr Botes noted that the Bakker Intersection will create gaps in the traffic and will also slow traffic down which will improve this scenario. Also, the low traffic volumes at Hall Street do not meet the warrants for a traffic signal or a circle. After further discussions, Mr Manchip suggested that a potential solution could be to introduce a new slipway at the Hall Str Intersection which will move some of the traffic away from the congested and busy intersection at Hall Str. The slipway will also improve visibility for motorists exiting Hall Str as views onto Louis Fourie are limited due to a sharp turn after Hall Str. The spacing between Hall Str and Canty Str intersections will be longer which will further improve the traffic flows in this area. The slipway is proposed to be situated within the road reserve. Note: this option has subsequently been investigated and indications are that, because of space constraints, this option could be potentially dangerous for the northbound left-turn movement out of Louis Fourie Road. 2

4 COMMENTS AND RESPONSE REPORT 2 Another major concern is trucks. The two service / filling stations as well as the tyre dealer have trucks stopping in at their businesses on a regular basis. This creates even more problems in terms of traffic congestion and safety as the trucks need large areas to turn and park. There is insufficient parking space and the trucks often park within the side road which makes it very difficult for cars to pass. CP Nell representatives indicated that the current proposal for Canty Str Intersection is suitable to them, but they were not in favour of having the shade port parking areas removed as this would be detrimental to their business. Oliver Tyres 1 December 2015 CP Nell Motors 1 December 2015 Dr Botes noted that the road will be designed for trucks as well. The intersections will be well lit with sufficient street lighting, road signs and road markings. Traffic will therefore flow smoothly as there will be no confusion with regard to where to turn or stop. The posted speed of Louis Fourie will most likely be reduced to 60km / h due to safety aspect. It is not feasible to have different speed limits on one road network. This was noted by the consulting engineers. The current proposal will remain as is. The major problem at the moment is traffic congestion in front of their access, hindering access to and from their premises. This proposed rearrangement of the intersection will relieve this problem. Ougat Meubels maak dus grootendeels staat op goeie sigbaarheid van die pad, en dus ook maklike toegang tot hulle besigheid vir kliente. Die opsie om padtekens op te sit wat verkeer na die besighede aanwys, is bespreek. Tuinroete Agri se hoofingang is baie naby aan die interseksie. Bekommernis word gelig rakende geen regsdraai baan vir verkeer wat van die dorp af kom. Dit sal nadelig wees vir hulle besigheid, aangesien mense nou verder moet ry, of meer verontrief gaan word deur n alternatiewe roete te soek na die Agri. Daar was al klaar n verbetering gesien aan verkeer wat stop by die vulstasie nadat die deurgang pad oopgemaak is. Die deurgang pad is nie ideal vir konstante verkeer of n openbare pad nie aangesien die spasie van die pad baie beperk is. Die Agri het ook beperkte parkering en wild dus nie parkering verloor as gevolg van die deurgang pad wat verbreed nie. Daar word ingestem dat die oorhoofse verbreding van Louis Fourie Weg wel n groot verbetering sal aanbring. In daardie opsig sal die besigheid voordeel trek aangesien daar huidiglik n negatiewe impak is omdat motors nie maklik kan indraai by die Agri nie. As die verkeer te veel opgehoop is, hou motors dus net verby. Ougat Meubels & Supa Quick Mr Oeloff Badenhorst from Tuinroete Agri 19 April April 2016 Die raadgewende ingenieurs neem kennis van hierdie kwessies en onderneem om dit onder die aandag van Provinsie te bring. Ander opsies sal bespreek word en terugvoering in hierdie verband sal dan op n latere stadium tydens die proses aan die eienaars geskiet. Kennis word geneem van die bekommernisse. Mr Badenhorst onderneem om die voorstel met sy mede-kollegas te bespreek en hulle sal amptelik kommentaar lewer tydens die proses. 3

Die bekommernis is verkeer van die Langeberg Mall en N2 sal afgesny word van hulle besigheid deur die voorstel. Die deurgang van Gericke en slip way van die Mall toegang sal wel n groot positiewe effek he, maar hierdie sal kardinaal wees tot die voorstel om te verseker dat verkeer wel goeie en maklike toegang kan he tot perseel. Indien die pad egter nader aan ons gebou sou word en ons toegang tot die agterkant van ons perseel beperk word, sal dit beslis ons bedryf baie skade berokken. A left-in/left-out out intersection is provided. In effect it will replace Mossel Bay the Park Crescent left-in/left in/left-out access. Municipality - Mr P Access should be allowed for the extension of Walvis to Louis Walvis Road only serves the row of residential properties between Fourie as indicated in the Road Master Plan. Myburgh Walvis Road and Louis Fourie Road. 25 April 2016 Walvis Road is not connected to any roads other than that shown in the Road Master Plan. However, any ny deviation from these conditions would require a traffic impact assessment (TIA) and separate approval from the relevant road authority. I would just like to introduce myself my name is Aharon Baruch I came to Mossel bay in 1992 in the years the population grew with holiday maker. Yes the roads are blocked and in December it takes you from the Langeberg Mall to Mossel Bay up to a hour. For the many years I have been in Mossel bay it is difficult to make a solution to a bottleneck you as engineers know. Nr 1 there is no parking to accommodate the volume of holiday makers. If you want to put example 3000 cars into Mossel bay during the morning it is Baruch s Coffee - Mr a nightmare. We cannot accommodate that. If you make A Baruch the roads bigger we are only in a catch 22 there is no space. 25 April 2016 The best solution is to have parking outside of Moss Mosselbay for non-residents residents and have a shuttle train to drop them at the beaches and the point. You know most of the people drive one car one person one shuttle can take 500 people or more. If we park next to shell garage outside Mossel bay and make place forr the shuttle it will be much better. In Mossel bay we have one entrance in and one entrance out this is a huge problem. As I understood you would like to block Gericke street and make it only an entrance, you must take into consideration that we need to get et in and out and how

7 difficult it will be for ambulances and fire brigade or police to and from the area. I would suggest also asking the locals more about Mossel Bay. 4. Ons wil graag die volgende probleme en bekommernisse volgens u versoek skriftelik deurgee en lei hulle as volg: 1) Bevestig asb dat die huidige beplanning voorsiening maak om die aansluiting van Gericke Straat by Garret Straat wel as n twee-rigting verkeer roete te ontwerp. 2) Bevestig asb dat die huidige beplanning voorsiening maak om die aanlsluiting van Depot Straat (Vlei Straat) wel as n twee-rigting verkeer roete te ontwerp. 3) Ons maak wel kapsie teen die feit dat daar nie huidiglik twee-rigting toegang tot die bestaande Langeberg Mall beplan word nie. Die slip way om toegang vanaf die N2 te verseker is baie positief maar wedersydse toegang na Langeberg Mall via Gericke Straat is steeds van kritieke belang. 4) Indien punt nommer 3 nie moontlik is nie om welke rede sal dit veroorsaak dat ons kapsie maak teen die soliede eiland in Louis Fourie Weg, spesifiek in die omgewing van die ingang/uitgang by onderskeidelik die twee Caltex Vulstasies en Shell Vulstasie. Ons vertrou u sal ons kommentaar en versoeke as geaffekteerde party gunstig oorweeg. MOOV Fuel (Pty) Ltd beplan om ongeveer R in 2016 aan die twee eiendomme te spandeer en sou die pad wel verander sal die potensiele afname in verkeer nie die investering regverdig nie. 5. Ons, as besigheidseienaars teken hiermee ten sterkste protes aan teen: 1. Eiland of ander obstruksie wat die oorsteek van Louis Fourieweg by die Gericke Straat cruising tussen die Caltex en Shell vulstasies verhinder. 2. Die Sluiting van Gericke Straat se aansluitingspad na die Langeberg Mall. Die motief vir die protes is die verliese aan klandisie, besigheidswaarde en grond/geboue waarde wat beperkte toegang of uitgang tot gevolg sal hê. As alternatief word verkeersirkels voorgestel of eilande wat toegang/ingang na beide kante van Louis Fourie weg bewerkstellig. MOOV Fuel (Pty) Ltd - SJ Geldenhuys 26 May 2016 Caltex Voorbaai - Carl Guse 27 May 2016 The following response has been provided by HatchGoba, the consulting engineers: Preventing right turning traffic to and from Gericke Street onto and from Louis Fourie Road is essential to (a) improving traffic safety, and (b) improving traffic flow and progression along Louis Fourie Road. Langeberg Mall traffic would not be inconvenienced by the closure of the Gericke Street connection, as a better alternative link between the new Depot Road (north south link) connection to Garret Street will greatly improve access to the Mall from Hartenbos and surrounding areas (see separate response to Redefine, the current owners of Langeberg Mall). Deliberate attempts to channel Mall traffic along an unsafe and substandard Gericke Street link to improve passer-by traffic for some businesses are not in the general public s interest. As Gericke Street is currently the only access to the industrial area, a large number of vehicles, including very large articulated trucks from the PetroSA fuel depot, Terblanche Transport and the Nestle factory, are channelled through this unsignalised intersection. It has also been observed that large vehicles illegally use the Gericke Street and Depot Road access to the Langeberg Mall parking area for accessing Louis Fourie Road. Mixing large fuel tankers and construction vehicles with pedestrians and vehicles making parking manoeuvres is extremely dangerous, and the proposed plans would eliminate this behaviour. In addition to keeping Gericke Street open as a left-in/left-out intersection onto Louis Fourie Road, the proposed road improvement plans also make provision for the following three additional accesses from the industrial area to Louis Fourie Road: An additional link between Gericke Street and Garret Street that is served by a signalised intersection with Louis Fourie Road.(See #1) An additional connection between Depot Rd (North/South) also referred to as Vlei Rd and Garret Street.(See #2) An additional connection between Depot Rd (North/South leg) and the new upgraded Depot Road extension and intersection with Louis Fourie Road. (See #3) An additional slip lane into Gericke Street from the new Louis Fourie Road link to Depot Road (East/West leg). (See #4) 2

8 In addition it should be noted that both the signalised Garret Street and Louis Fourie Road intersections would be upgraded to further to improve traffic flow in and out of the industrial area. 6. The MOSSEL BAY CENTRAL IMPROVEMENT DISTRICT is a NPO established by 330 property owners in the CBD of Mossel Bay. We act as a co-ordinated voice that effectively deals with problems affecting the area specifically the urban degeneration of the CBD. One of the main reasons for the degeneration of the area is the lack of accessibility with Louis Fourie Road which is the only spine which feed the CBD. Clientele found it impossible to travel to businesses in the CBD and it led to the establishment of several shopping malls outside of the CBD. The impact of the outflow was that businesses had to close down and property owners find it difficult to attract prime tenants normally represented by international brands. The effect thereof was business premises standing vacant and subsequently occupied by tenants Charisma AGS Hartenbos - JJ Robbertse 11 May 2016 Mossel Bay Central Improvement District - Johan van Rensburg 26 April 2016 It is in the interest of the general public to have improved access to the industrial area, as well as the Langeberg Mall, which is safe and relieves the high levels of congestion on Louis Fourie Road. It should also be noted that the general public travelling northwards on Louis Fourie Road would not be inconvenienced by the lack of direct access to the Caltex filling station, as there is a Shell filling station on the opposite side of the road that is even more accessible (As far as could be established both brands are supplied by the PetroSA depot). Equally, southbound travellers would find the Caltex station more accessible than turning right into the Shell. Each of the service stations will therefore continue to capture their natural passer-by market if the median at Gericke Street is closed. Any proposed changes to land uses of properties along Gericke Street should be submitted for separate approval and consideration to the relevant road authorities, and could not be incorporated in the road planning if not deemed to be in the interest of the general public. Not only the consumer trend, but also the profile of shoppers has changed in the CBD which today does not create the image of a thriving town which must be portrayed. Urban degeneration unfortunately results in an increase in crime related activities, damage to properties, an increase in vagrant numbers and a decrease in property values. It is impossible to attract new investors or to strengthen their confidence again. The central area needs sustainable traffic flow which can only be achieved with the upgrading of Louis Fourie Road in order to change the Central area to the previous status. In order to implement this strategy we already have the support of the Mossel Bay Municipality, National Ports Authority, The Mossel Bay Chamber of Business, Mossel Bay Tourism and the Police Forum of SAP to encourage you to proceed with the upgrading of Louis Fourie Road. The upgrading of Louis Fourie Road by the Western Cape Government is on the cards since Over the last years Mossel Bay experienced rapid growth along the Louis Fourie Road and the area was transformed from a light industrial area to retail, commercial and residential area and the Road became a business axle between Mossel Bay and Hartenbos. This has lead to significant traffic delays and congestions as the capacity of the road is no longer sufficient to accommodate the increasing traffic. During the holiday season traffic is piling up for kilometres on the N2 of motorists who want to enter the area of the Mossel Bay Mall. This creates a very dangerous situation. The proposed upgrade of Louis Fourie Road is vitally important to improve traffic flow, mobility to the Harbour and CBD, accessibility and safety. It is critical important to succeed with the fulfilment of all the opportunities inside the Mossel Bay area. We therefore support the upgrading of Louis Fourie Road as proposed. We also want to encourage you to use local contractors and labour. 8. We oppose the total close of Essenhout street. About 20 meters from the entrance to Essenhout street is two small shopping centres that will be server affected by the closing of Essenhout street. It is our road to get to the shopping centres. Shop 5 Rendezvous Centre - Morne van Rensburg 9 May 2016 This has been discussed with the consulting engineers who confirmed that businesses getting access off Essenhout Street would not lose their access during the construction period. 4

We all rely on the access from the main road to Essenhout street for the survival of our businesses. Essenhout street is main gateway from everywhere for our customers. I want the Municipality of Mossel Bay to use this opportunity to utilise the Tourism potential of the road between Dias Beach and the Municipal Chalets. This is one of the few places in South Africa where a main road is so close the sea and during Whale season there is frequent traffic jams of tourist that park next to the road. This can surely by utilised to be an attract attraction for Mossel Bay that could be a great asset in the future. Mr M Visagie 11 May 2016 Provision has been made for vehicles to park in the shoulder of the southbound carriageway closest to the sea for sightseeing. Parking along the northbound carriageway should be restricted to discourage people from crossing Louis Fourie Road at this unsafe point. Further provision for parking could be made if Transnet gives approval for using part of the rail reserve for this purpose. Discussions with Transnet on this matter are ongoing. Part of the proposed upgrade would be the inclusion of kerbed (raised) (raised sidewalks (i.e. for walking and cycling) as an effort to get people to utilise this scenic route in a safe manner. Having kerbed sidewalks would therefore prohibit people from parking or stopping on the side of the road. Unfortunately the section of the road reserve from Dias Strand to

Die verdeelde tweelaanpad sal ook geleentheid vir voetgangers bied om die mediaan as veilige wagplek te gebruik wanneer hulle die pad kruis. 7. Gevorderde verkeersmodellering toon dat vloei uit systrate aansienlik sal verbeter met die voorgestelde interseksieuitlegte. Die stelling dat verkeer geblok sal word is dus nie geldig nie. Trouens, sonder die verbeteringe sal verkeer, selfs met verkeersligte, nie die interseksie kan kruis met verwagte verkeersgroei nie. Die vermindering van verkeersligte sal die die vloei langs Louis Fourieweg verbeter ook vir noodvoertuie. 8. Verbreding van Louis Fourieweg na twee bane per rigting sal slegs meer parkeerplek vir stilstaande voertue verskaf, sonder om die progressie van verkeersvloei te verbeter. Die enigste manier om progressie en vloei te verbeter is om die aantal verkeersligte langs Louis Fourieweg te verminder. 6

Of course we can fully agree with a large portion of the sentiments expressed in your BAR and we are excited about the prospects of better traffic flow across the complete section of Louis Fourie Road. However, as owners of Supa Quick, situated on the corner of Louis Fourie Road and Bally Crescent, we do have serious concerns regarding some of the proposals as set out in the Pre-Application BAR. There are a number of potentially serious, negative implications connected to this proposal: - Even though our visibility from Louis Fourie Road will not be affected, no direct access to Supa Quick will be available for our clients traveling from Klein Brak, Tergniet, Reebok, Hartenbos and Hartenbos Heuwels, Bayview and Voorbaai to the extent that they currently enjoy it; - The alternatives routes available to these clients will now take them right to the doorstep or at least in closer proximity than before, to some of our direct competitors; - We are losing one of the biggest location advantages, namely that of direct access from Louis Fourie Road in all directions from Louis Fourie Road (a factor that was a distinct consideration when we originally purchased the property); - We have estimated that this will affect approximately 60% of our customers, suppliers and other businesses in the area that we deal with on a daily basis (sometimes a few times per day) and we can only guess how many of these customers will not reach our shops at all, as we have mentioned that they will now be travelling past or close by to our competitors; - An almost bigger concern, however, is the possibility of what might be happening in the areas behind Supa Quick (adjacent to Louis Fourie Road) that suddenly have to cope with the additional traffic load being diverted from Louis Fourie Road onto these smaller, narrow, and already busy roads. During peak times (eg early in the morning when people arrive at their workplace, school children are being transported, customers who are traveling to establishments to be the first one there,) Louis Fourie Road has been a real challenge the past couple of years. Supa Quick Mossel Bay - Elsa Fourie 26 May Die interaksie tussen besighede noord en suid van Louis Fourieweg is in ag geneem met die beplanning van die voorgestelde uitleg. Die sakegeleenthede tussen Ougat Meubels en Midas Hyper Parts is minimaal en dus irrelevant uit n praktiese oogpunt. The following response was provided by the consulting engineers from HatchGoba: It should be emphasised that other businesses were consulted as part of a comprehensive public participation process and that many of the businesses the consulting engineers spoke to saw the proposals as highly beneficial or were not affected. It should also be recognised that any proposed changes to the proposed layout of Louis Fourie Road should be in the interest of the general public and should not only benefit a particular business. Everyone was therefore invited to comment on the specific proposals and how it affects them, and the responses deal separately with each individual concern. The following responses thus pertain only to the issues relating specifically to Supa Quick, and do not include responses to how Supa Quick may perceive other broader community concerns. Unlike fuel service stations, convenience stores and fast food outlets which rely on passer-by traffic, the consulting engineers considered that the type of businesses in the industrial area along this section of Louis Fourie Road rely predominantly on long term customer relationships, direct referrals, advertising and price advantage. At a stakeholder meeting on 19 April 2016, the manager of the Supa Quick confirmed that most of their business originates with the vehicle body repairers and vehicle service outlets, as well as loyal local customers in the area. The advertising value and visibility from Louis Fourie Road are not disputed, but the consulting engineers remain unconvinced that a significant proportion of customers will change their mind to have their vehicle repaired at a different shop on the spur of the moment as they pass a competitor on the way to their preferred service centre. The suggestion that the distance between Supa Quick and CBS panel beaters would increase from 500m to 3km is an exaggeration. According to our calculation the distance between Supa Quick and CBS panel beaters is only 1100m following a westbound route from Supa Quick along Bolton Road and Watson Avenue, turning left into Louis Fourie Road and again right from Louis Fourie Road to Sam Williams Street. It should also be noted that, until recently before the Bally Crescent intersection was signalised, the practical travel distance between the two businesses via Watson Street was 700m 7

13 To imagine that Bolton Road, Sioux Street, Bally Crescent, Sam Williams, Watson Road and Via Appie will now all be required to absorb diverted traffic, is a scary thought indeed. Here s why: o o These roads are already busy; The activity that takes place on both sides (in most cases) of these roads, differs dramatically from what happens on Louis Fourie Road, for example: Parking of vehicles to visit the shops and having to pull usually in reverse gear into the road to join traffic again. To get a gap to do just that during peak hours (for example at 5 pm when businesses close) will be virtually impossible; High volumes of pedestrian traffic (customers pay short visits to the various shops which are densely concentrated in these streets and sometimes visit more than one shop, so they park and walk from one shop to the next, even crossing the street to do so); The activities of the businesses in these streets, many of whom are in the vehicle, or vehiclerelated sector or otherwise construction-related sectors, requires workers moving to and from the premises on a regular basis, sometimes with large towing-trucks, trailers etc. Some of these truck / vehicles, albeit illegally, often park right in the middle of the street for short periods of time, to accommodate these movement and activities. Client vehicles are transported between shops, eg. CBS Panelbeaters will bring a vehicle they have been working on to Supa Quick for Wheel alignment and Supa Quick has to return the vehicle to CBS Bodyworks. This (currently short) trip of approximately 500m, will, with the proposed alterations, increase to at least a 3km trip (having to travel from Supa Quick, drive to Via Appie Road, right turn back onto Louis Fourie Road and travel back towards Supa Quick to make a left turn at the Diaz Beach turn-off to reach CBS Panelbeaters. This is but one example. We do business on a daily basis with Amik Projects, Midas, Mossel Bay Motors, Mac s Motors, Premier Panelbeaters, Vredebest Transport and Packaging, Tuinroete Agri and due to the difficulty of crossing Louis Fourie Road at Bally Crescent. In addition to the fact that this is a worst-case scenario, the consulting engineers remain unconvinced that a distance increase of a few hundred metres would adversely affect client relations. We recognise the traffic management issues on roads parallel to Louis Fourie Road, and that these need to be addressed. It should, however, be noted that many motorists currently prefer to use these roads as rat runs in an attempt to avoid congestion on Louis Fourie Road. Upgrading Louis Fourie Road will therefore divert these vehicles back to the main road, thereby allowing Bolton Road, Sioux Street, Industrie Road, Bally Crescent and Sam Williams Road, etc. to fulfil their access function. Traffic flow will not improve without removing some of the traffic signals along Louis Fourie Road. The traffic flow simulation model shows no adverse effects or new new pockets of congestion as suggested. The consulting engineers, however, recognise that traffic, parking and pedestrian movements along these service roads need to be better managed. A traffic management plan for adjacent roads will therefore be recommended as part of the Louis Fourie Road upgrade. One of the primary reasons for the road improvements is to eliminate closely spaced signalised intersections that impede traffic flow along Louis Fourie Road. Without improving progression through intersections the investment in widening Louis Fourie Road would be wasted. Road improvements were based on detailed travel demand modelling, and it unwise to ignore the results of the traffic simulations and construct road improvements on a trial basis. The abortive cost of road construction is too high to repair intersection configurations that do not work. There is no local or international evidence to suggest that the design of the Seagull intersections would disrupt emergency vehicles. In fact, these intersections are generally considered much safer than ordinary four-way intersections due to the elimination of some of the conflicting movements. 8

14 others. What happens in the example above will be the same in all of these business interactions. - The erection of permanent structures in the middle of the road (Seagull Intersections and a curbed median) might pose a problem to the many (daily) emergency vehicles who use Louis Fourie Road at high speeds to reach accident scenes and transport patients to the Provincial or Life Bayview Hospital. We also foresee these structures to increase the risk factor of accidents especially at night, in wet weather, and/or during power blackouts. - It is a serious concern to us that some of these intended measures might create new pockets of traffic congestion in areas where it might be even more difficult to manage them on a temporary basis, i.e use of a traffic officer during peak times, and result in an increase in road traffic accidents, driver frustration, etc. The concerns outlined above, will not negatively impact Supa Quick only. We have had discussions with major role players like Midas, CBS Panelbeaters, M-Sec Security and AST Motorbikes, and they share our concerns as set out above. So, the question remains what might a possible solution be? Here are some suggestions to consider: 1. Ensure that the impact study thoroughly and fully takes the factors above into account before construction of permanent structures are undertaken; 2. Introduce the plan in phases eg. After completion of the 4 lanes, study the improvement in traffic flow without the construction of permanent, built-up Seagull Intersections, but allow access into and from Louis Fourie Road on a trial basis with other non-permanent measures and with the help of the current traffic lights which were erected at great cost. 13. In approximately 2006, we acquired Erf 502 Hartenbos (Erf marked in red on Annex A). We rezoned Erf 502 with the additional intention of then subdividing the property into three portions, i.e. a central portion for a road (proposed Erf 5985), and two portions on either side for development (i.e. proposed Erf 5984 and 5983). We constructed the road over our property, linking Louis Fourie Road to the Langeberg Mall. The road has always been and still remains our private property (Annex B). The subdivisions were however never registered and have been withdrawn and as such the entire property remains Erf 502. Feros Investments (Pty) Ltd - Gareth Poole 23 May 2016 Your comments are noted. However, according to previous correspondence between yourself and the consulting engineers from HatchGoba, it was concluded that Province would not take any further action with regard to the expropriation of land until the concept has been officially approved and the exact timing of implementation confirmed. Although there is an urgent need to improving traffic flows in Mossel Bay, no definite dates for the project approvals and implementation stages have been given to date. The acquisition of private land would therefore only be finalized after the concept approvals have been received. 9

15 We have now received your proposal to re-align the road to link Depot Road to Louis Fourie Road (Annex C). we have no objection to this proposal, provided that, at minimum: 1. We are paid appropriately and in an amount to our satisfaction for our land required for the new road (highlighted in green). 2. We are ensured proper vehicular access to and egress from our remaining land (marked in yellow). 3. The commercial rights we have associated with our land marked in yellow are maintained over the entire yellow portion. We are not responsible for any costs arising from the above. All costs are to be borne by the government department responsible. 14. We also share some of the concerns raised, particularly with regard to the area directly affecting the Mall access! Further to our concerns and those raised by the gent below I also attended a Disaster Management meeting with the authorities earlier this week and the main concern I have is that the new proposed entrance section at the mall will impact very negatively on the evacuation route which is now only ONE for the whole Voorbaai and Tank farm area with the proposed closure of access to Gerricke Rd from the Voorbaai side? 15. A meeting held on Tuesday 3rd November 2015 between your Ms Dru Martheze, Messrs Chris Manchip (Hatch Goba), Xander Rau (Redefine Properties) and our Mr Eric Foster has reference. Following on from the said meeting Redefine Properties requested us to scrutinise and report on the potential impact that the proposal as depicted on the concept plan prepared by Hatch Goba (see Annexure A) may have on the Langberg Shopping Mall. It is understood that the proposed change is for the greater wellbeing of the surrounding business community. However, from the shopping mall s perspective, it could result in a detrimental impact if the proposed changes to the access result in significant delays in future for accessing the site of the shopping centre in a less direct manner as at present. Any major delays at the proposed new Vlei Road/Depot Road intersection will impact on the benefit to the surrounding business community as well. We have accordingly prepared three alternative concepts labelled as Options 1-3 for consideration. These plans are attached as Annexure B. Each of these alternatives are now described in a table attached as Annexure C. As the current Redefine Properties - Mr. Bernardo 27 May 2016 EFG Engineers Mr Foster 14 November 2015 In a follow-up to the discussion with Mr. Bernardo, the consultant engineers from HatchGoba considered a subsequent submission of access options by Redefine s traffic engineers (EFG Engineers). All the options offer relatively minor detailed deviations from the original proposal. The consulting engineers committed to consider Redefine s proposals for consideration. Discussions with Redefine and the Western Cape Government will continue to thrash out the access details. 10
