About Gaya Central Prison: Gaya Central Prison and Correctional Home, is an 1854 construction. It is an old, beautiful prison worthy of being a heritage site, but due to lack of maintenance the building is in a dilapidated state. It is house to migratory birds and old massive banyan tress, but it is in no condition to house inmates.

2 The ceiling of most of the wards are damaged which causes water seepage. The floor of the wards are damaged, thus remain damp round the year. The walls are also cracking, in a terrible state, appeared unsteady, as if about to collapse. The tall prison buildings have beautiful old wooden stairs that tremble when stepped on to. The wards had a stale, damp smell. The prison has lost track of time, it still appears to be lost in the past century and reminds one of colonial rule. It is difficult to believe that in thriving democracy, the prison is still operating as a functional prison and is in such shambles due to neglect. The architecture of the prison, the thick powerful iron bars, the massive locks, all carry overwhelming traces of repression, a place to condemn and confine human beings, with an objective of punitive form of punishment and not correction of an individual. As I stepped into the wards, it was swarming with people as if spilling over each other, in the dark pits, hot and humid. The wards didn t have enough fans, as the ceilings are weak and cannot bear to take the weight of the fans. There was no natural light or proper ventilation in most of the wards. The Prison Administration has been complaining about the water seepage from the ceiling for the past 2 yrs to the PWD, yet no step has been initiated. There are around 20 wards which are situated at the back of the prison campus but they are not in use Special Case: Womens Ward: Sarda Gupta, in prison for 6 yrs. Convicted 3 yrs ago, charged with abduction. She has no visitors. Want s to file appeal in High Court. Claims that she had given a gold chain to lawyer Sravan Kumar and 11, 000/- Rs. In cash but he disappeared with it instead of filing appeal. Rato Devi, in prison for 10 yrs. Convicted IPC. She wants to file appeal in the High Court. Jyoti Kumar Sharma and Sister- in law Puman Sharma, accused of killing 13 months old girl child. But they claim that the child was killed by the family members and they were framed, so that the family members could get the property signed off from the drunkard husband. Their concern is the other 3 daughters who are at home aged 10 yrs, 14 yrs and 15 yrs. They fear that the girls too will have the same fate, thus are unsafe. They want the girls to be sent away to a shelter home for their safety and protection. Cell number 2: Sanjay Kumar Manjhi, condemned prisoner given Capital Punishment by lower court. His appeal at the High Court is pending. He has no idea of case in HC.

3 Abhay Kumar Fantoos, Mentally Ill prisoner. No lawyer or visitor. Suraj Kiran Yadav, in prison for 10 yrs, TADA. 8 cases pending in Jehanabad Court, yet no production warrant comes. He wants to run the cases concurrently. Inderjeet Yadav, accused of being a maoist, has cases in Jharkhand. He has been bailed from Gaya Court but due to lack of guards he cannot return to Jharkhand and proceed with pending cases. A case of mistaken identity: Ward 2/4 Balkeswar Das, has documents that his is a case of mistaken identity. He is in prison for 14 yrs. This is a case of 1997, during the time he was around 12 yrs old, thus didn t understand what was happening. Nanku Mochi brother of Rameshwar Mochi, took Balkeswar to court and produced him as Nanku Mochi. Now he has been convicted IPC, and the real Nanku Mochi died 2-3 yrs ago. Vinay Yadav and Baleswar Yadav, working in prison for 17 months, yet they are not being paid. Wants the pending payment to be cleared from the prison administration. Santosh Kumar, suffers from asthema but doctor does not treat him neither gives medicine. He claimed that because he complained about doctor on 1 st day of inspection, thus doctor to punish him sent him away to general ward. Needs treatment for ailment. Ward 7/6 Over crowded, has only 3 fans which doesn t work. Munni Yadav, aged 70 yrs. Visibly infirm, looks older. Daughter-in-law committed suicide, 3months ago. 8 members in the family of whom 4 women granted bail and the other 3 male members are absconding. He has no lawyer and has no visitors. Janardhan Sinha (75yrs old) and Dani Sinha (86 yrs old), they are in prison past 13 ½ yrs. Claims that their names have not been sent to remission board as they haven t bribed the prison writers /- was claimed from them. They have no visitors and are extremely poor. Ram Charitra Singh, in prison for nearly 14 yrs yet his papers have not gone to remission board. Ratan Singh, in prison for over 13 yrs, his papers too hasn t gone for remission. Nagender Singh, in prison for 15 yrs, his papers too hasn t gone for remission. Babun Singh, in prison for 14 yrs, his papers too hasn t gone for remission.

4 Ward 7/1 Appeared viciously infected with bedbugs. Inmates claimed that they have to pay for electrician. This is the norm in Gaya prison, whatever fan light repair or purchase is required inmates have to pay on their own. Jitender Sharma, in prison for 8 ½ yrs, 376 IPC. Witness closed 2 yrs back, yet no judgement. Case in ADJ 4. Leprosy Ward. No Fan. No running Water. No light. Jaganlal Chaowdhury and Nagender Singh stay in the ward.
