4 4 Historical Perspective Crosstown EIS assumed a future 4-lane corridor in the development of the projected traffic volumes for 2037 The City developed a 4-lane master plan for from Southbend to Prima Vista Design and permitting was completed for the roadway segment along between Southbend and the Elkcam waterway A roundabout at Southbend was constructed that will accommodate a 2 or 4-lane Proposed retention pond properties were acquired that can accommodate a 2 or 4-lane footprint

6 6 Goals for Accommodate projected traffic volumes while minimizing impacts to adjacent properties and neighborhoods Provide improvements to the corridor that facilitate safe and efficient flow of traffic and minimize points of conflict Preserve the residential nature of the corridor Strengthen a sense of neighborhood along the corridor through implementation of a Complete Street Concept Enhance pedestrian and bicycle movements and strengthen their connections to the school Introduce landscaping and lighting schemes that are in harmony with the community Meet Goal 5 of the City of Port St Lucie Strategic plan, High Quality Infrastructure and Facilities

11 Traffic Volumes & Conditions based on 2 lane roadway 11 The traffic models indicate maintaining as a 2-lane roadway will result in 23% of the daily projected 2037 traffic volumes, many of which were attracted to the 4-lane alternative, will utilize Airoso rather than Thornhill intersection not included in 2037 traffic projections

38 38 Requested Action of City Council Conceptually approve the Drive from Southbend Blvd. to Prima Vista Blvd. as a 2-lane residential collector integrating the three typical sections where applicable to promote a safe and efficient complete street with traffic calming amenities Conceptually approve a lower speed limit of 35 MPH Authorize staff to hold workshops with the community to refine the conceptual master plan
39 39 Next Steps, Staff Initiatives Schedule and conduct community workshops, gather input Work with FDOT on the study at the intersection of PSL Blvd and Dr Adjust access management plan Refine typical sections including sidewalk and bike lane widths Update project budget estimates Seek funding opportunities
