Application of a Complete Street initiative and how it might function operationally 8 8 Southbend to Prima Vista October 30, 2017

Presentation Agenda 2 Perspective and History Traffic projections, Levels of Service and typicals associated with a 4-lane option Traffic projections, Levels of Service and typicals associated with a 2-lane option Presentation of a 2-lane master plan Right-of-Way requirements and estimated project costs Council Actions Requested

3 Improvements to the have been discussed for many years Prima Vista N The Outstanding question has been, what kind of improvements are most appropriate? Crosstown PSL Blvd Gatlin Legend Current Interchange Future Major Arterial Current Major Arterial Freeway Minor Arterials/Collectors Becker Rd

4 Historical Perspective Crosstown EIS assumed a future 4-lane corridor in the development of the projected traffic volumes for 2037 The City developed a 4-lane master plan for from Southbend to Prima Vista Design and permitting was completed for the roadway segment along between Southbend and the Elkcam waterway A roundabout at Southbend was constructed that will accommodate a 2 or 4-lane Proposed retention pond properties were acquired that can accommodate a 2 or 4-lane footprint

5 Challenges Narrow 80 Right-of-way Numerous Residential Driveways Small mix of Commercial & Institutional Elementary School Bridge over the Elkcam Waterway Utilities

6 Goals for Accommodate projected traffic volumes while minimizing impacts to adjacent properties and neighborhoods Provide improvements to the corridor that facilitate safe and efficient flow of traffic and minimize points of conflict Preserve the residential nature of the corridor Strengthen a sense of neighborhood along the corridor through implementation of a Complete Street Concept Enhance pedestrian and bicycle movements and strengthen their connections to the school Introduce landscaping and lighting schemes that are in harmony with the community Meet Goal 5 of the City of Port St Lucie Strategic plan, High Quality Infrastructure and Facilities

7 Current Status Efforts Analysis quantified future traffic volumes based on 2-lane and 4-lane scenarios Impacts due to different traffic patterns quantified Access strategies examined Alternative typical sections developed for both scenarios Accommodations for pedestrians and bicyclists introduced Conceptual drainage master plan completed Final Crosstown segment under Construction with a targeted opening in Fall of 2019

Traffic Volumes & Conditions based on 4 lane roadway 8 Projected traffic volumes for 2037 generated from the Crosstown EIS assuming 4-lanes along Thornhill intersection not included in 2037 traffic projections

Traffic Level of Service (LOS) based on 4 lane roadway 9 The 2037 projected volumes generated from the Crosstown EIS traffic model justified 4-laning D/D D/D C/C C/E NC 2037 AM/PM Intersection Level of Service 2037 AM/PM Roadway Segment level of Service Arrows in red highlight proposed modification to the current conditions NC indicates no counts available D/E F/D

Typicals Originally Considered (40 MPH) Tight Urban 5 lane section with landscaping on the sides between roadway and sidewalk 10 Conventional 4 lane divided with sidewalk adjacent to roadway and landscaping in median Enhanced 4 lane divided with shared use path and roundabouts throughout 8 8

Traffic Volumes & Conditions based on 2 lane roadway 11 The traffic models indicate maintaining as a 2-lane roadway will result in 23% of the daily projected 2037 traffic volumes, many of which were attracted to the 4-lane alternative, will utilize Airoso rather than Thornhill intersection not included in 2037 traffic projections

Traffic Level of Service (LOS) based on 2 lane roadway 12 The 4-lane Airoso can easily handle the projected traffic volumes with minimal impacts D/D C/C Should a 2-lane be the recommended solution, a dedicated WB to NB right turn lane at Airoso/ PSL Blvd is strongly suggested to provide an acceptable LOS C/E C/C NC 2037 AM/PM Intersection Level of Service 2037 AM/PM Roadway Segment level of Service Arrows in red highlight proposed modification to the current conditions NC indicates no counts available D/D E/D

13 Typicals Considered (35 MPH) 3 lane Section with bike lanes, offset sidewalks and landscaping in between lane Divided with bike lanes, offset sidewalks and landscaping in between Tight 2 lane Divided with bike lanes, adjacent sidewalks and landscaping at ROW

Typical Recommended 14 Combination of two lane typicals with roundabouts Creates sense of identity Facilitates U-turns and enhances flow of traffic Reduces the points of conflict Provides for appropriate speed management Provides safer movement of bicyclists and pedestrians Allows more landscaping opportunities Provides access management Multiple two lane typicals are proposed to allow for flexibility during design and to fit within each neighborhood s context

Proposed Roadway Configuration miles of 2-lane roadway improvements 4 signalized intersections and 6 roundabouts Enhanced sidewalks, multi-use paths and bike lanes Street trees and landscaping where possible Pedestrian and FPL street lighting Multiple ponds to provide treatment of roadway drainage Segment 1 Southbend to Elkcam Waterway Segment 2 Elkcam Waterway to Crosstown Segment 3 Crosstown to Prima Vista Oakridge Southbend PSL Blvd Thanksgiving Bywood N
