1 Road Mural Uses A road mural can be used for street beautification/urban design purposes, but not as a traffic control or traffic calming device. However, a road mural may be used in conjunction with traffic control devices. Positioning & Design The road mural shall be positioned and designed such that road user guidance is not confused and any legally required road markings are not compromised. Murals should not create a distraction to road users. Further advice regarding which road markings are legally required can be obtained by contacting the Traffic Management Team. Road murals shall not contain any features that could be confused for traffic control devices. Further, no colours defined in Australian Standards for linemarking and the Department of Planning, Transport and Infrastructure s Pavement Marking Manual shall be used. Also, any lines within the road mural shall not be of a width similar to that of a road marking and shall not be aligned in such a way as to infer a path of travel for drivers, cyclists, and pedestrians. Road Mural requirements The road mural should meet the requirements for Contrasting Pavements as set out in the Manual of Legal Responsibilities and Technical Requirements for Traffic Control Devices (refer Attachment A). As such, it shall be positioned and designed so that is does not resemble a pedestrian crossing and is unlikely to be confused as such. The size and orientation of the design shall be such that pedestrian viewing of the art can be safely undertaken from the footpath (where one is available). Paint shall be skid resistant to Pavement Marking Manual requirements, so as not to cause slip or skid hazard for road users. The paint on the road surface shall not be reflectorised and shall be non-contaminating to the storm water system and waterways. A high level of contrast to the kerb and gutter of any street shall be maintained. Should the design of the road mural be unable to meet these requirements, a Traffic Impact Assessment will need to be developed and an application submitted to the Traffic and Access Standards Section of the Department of Planning, Transport and Infrastructure for consideration. Road murals installations will be subject to an agreed timeframe and management plan that considers the way in which the road mural will wear and be removed or refreshed. The road mural should display the Development Approval number in a small, but clearly visible manner. Other requirements for road murals are as follows: Shall only to be installed in slow speed environments where speeds are at or below 40km/h. Shall only be installed on Council maintained or private roads with approval from all owners. Lighting should not be installed to specifically target the mural. Should be located and designed so as not to interfere or cause confusion with the safe operation of intersections, junctions, and median openings. Should not be located on or near sharp bends or crests. Shall not include any commercial logo, company logo, or advertising. Shall not contain messages or content of a salacious, illegal, or controversial nature. Should be easily comprehended by glance when viewed from an appropriate distance to ensure the potential for distraction is minimised. Shall not incorporate colour schemes that may interfere with traffic signals and signs. Shall not be installed at locations with a significant crash history.
