2 1. Context 1. Context is a medium sized city of nearly inhabitants at the heart of Rio Grande do Sul State in Southern Brazil. 2

Context As many other Brazilian cities, it has experienced a tremendous economic development in the recent years, which has been accompanied by a huge increase in car ownership and thus car usage. The motorization rate of the city has scaled from a good 272 vehicles per 1000 inhabitants in 2002 to a high 462 vehicles per 1000 inhabitants in 2012, and the tendency has not stopped yet. This has resulted in a huge increment of traffic congestion and a tangible deterioration of walking conditions throughout the city. 3

Context The municipality undertook the elaboration of a comprehensive plan with the aim to prepare the city for the challenges of the new century, in which a higher economic development will put even more pressure to the already congested transportation system. In order to curb this tendency and to promote sustainable modes of transport, the SUMP proposed several measures tackling the problems for pedestrians in the city, which intend to design an urban environment in where walking is protected and enhance, while keeping the commercial and economic activity of the city on the go. This way of was considerably revolutionary in, a city in which car oriented traffic solutions had always been the typical way to tackle problems 4
5 1. Context The OD survey carried away in revealed that the number of daily trips in the city reaches ( ). The index, calculated as the number of trips per person per day is as high as 2,3 trips/ person. That value is way higher than the one registered in the megacity of São Paulo (1,95) but places in a behaviour pattern closer to the cities in Southern Europe! 5
6 1. Context Almost half of the daily trips are made by car and only 27% of trips are made on foot This value is below the average of the city of São Paulo... which is 70 times bigger... 6
7 1. Context The pedestrian trips are predominant in the city centre and the poorer areas 7
8 1. Context Available income plays an important role in the behavior, by which higher classes use less PuT and less walking than the poorer strata. 8

35 1. Context Administrative measures Handover of ownership of sidewalks to the municipality of! The current Brazilian law considers sidewalks as public space but leaves all intervention initiatives to private owners of plots aside. This situation causes an enormous lack of maintenance conditions of the majority of the sidewalks, which impedes walking in safe and comfortable conditions overall the city The proposal included the handover of the responsibility of design, construction and maintenance to the municipality of in order to guarantee a common design, proper conditions and adequate walking supply for all citizens (standard in Spain but quite a revolution in!!) 35
