1 Expressway Plan 2040 Fact Sheet AGENDA ITEM #2.B Expressway Plan 2040 is the successor to the 2003 Comprehensive County Expressway Planning Study and 2008 Update. The 2003 Study developed and documented consensus for capacity and operational enhancements, pedestrian and bicycle facilities, sound walls, and landscaping. The Study also addressed maintenance and operational needs. In 2008, the Santa Teresa Boulevard-Hale Avenue corridor in South County was added to the Study. Expressway Plan 2040 takes a fresh look at the needs of the expressways and the Santa Teresa/Hale Corridor based on city land use plans, projected 2040 traffic growth, and Complete Streets planning. Expressway Plan 2040 will also identify new challenges and positive developments or opportunities, recommend any necessary policy changes, and revise funding requirements and implementation strategies. Nearly 1.5 million vehicle trips occur daily on the expressways 52% of Santa Clara County residents use an expressway daily Santa Clara County Expressway System: 8 expressways, 5 of which have HOV lanes 62 miles of expressway traveling through 11 cities 134 signalized intersections 55 bridges 150,000 feet of existing sound walls Santa Teresa-Hale Corridor: 26 miles long 19 signalized intersections Operated by Santa Clara County, and Cities of Gilroy and Morgan Hill Collaborative Planning Process The Expressway Plan 2040 is guided by a Policy Advisory Board consisting of: two County Supervisors, one council member per participating city, two VTA Board of Directors members, and two members of the County Roads Commission.
