2 PROJECT TEAM AND BACKGROUND Department of Public Works PROJECT TEAM: DPW Peg Divine, Project Director Meghan Tiernan, Project Manager Charles Yu, Project Engineer Ophelia Lau, Street & Highways Engineer Steven Lee, Electrical Engineer SFMTA Locations: Manito Velasco, Traffic Engineer Bryant Woo, Traffic Engineer Sloat Blvd. at 3 intersections: Everglade Drive / Constanso Way Forest View Drive / Vale Avenue - Under construction 23 rd Avenue Sloat Blvd. and Everglade Drive: view to the east Background: Sloat Blvd is a state highway (CA 35) and therefore Caltrans R/W under Caltrans jurisdiction Community has voiced long running concerns over pedestrian safety DPW & MTA worked together to secure the grant funding in 2012 for the current project 2
3 Department PROJECT LOCATION Vicinity Map This illustration shows the three intersections along Sloat Boulevard with proposed improvements (Sloat at 23 rd Ave, Forest View Drive, and Everglade Drive). Sloat Boulevard is located in the southwestern quadrant of San Francisco in the southern portion of the Sunset District (Caltrans District 4). Two important nearby destinations include Lowell High School and Lakeshore Plaza (a large shopping center with nearly 40 businesses); Pine Lake Park and Stern Grove (with ten concerts annually and often more than 20,000 in attendance) are also popular pedestrian destinations located to the north of the proposed project area. 5 PROJECT BUDGET Total Project Budget $130K Total project budget is $927,357 Federal HSIP Grant $797K Local Match MTA (Prop K Funds) Highway Safety Improvement Program (HSIP) grant DPW and MTA worked to secure the HSIP grant in July 2012 Project scope and location of improvements is based on collision history 5

7 Sloat Boulevard Scope of Work Goal: Make crossing Sloat Boulevard at Forest View Drive safer for pedestrians Proposed Improvements(subject to Caltrans approval): Install mast-arm traffic signal that will be activated by pedestrian push buttons Install pedestrian countdown signals Add bulb-outs to 3 corners to shorten distance fro pedestrians to cross Sloat Blvd. Construct ADA-compliant curb ramps at the intersection Extend median to improve pedestrian refuge area & deter inappropriate truck movements Install high-visibility crosswalks to better alert drivers Add street lights 7

Traffic Analysis shows that 1,000 cars/day cross the median at Sloat/Everglade & Constanso intersection Median refuges meet ADA standards Bus Stop relocation Near side to farside Loose 3 parking spaces near Constanso Right turn only from Everglade onto Sloat Needs 51% approval from neighbors Sight lines and planting heights (if funding is obtained for planting): 18 max above pavement for western median 24 max. above pavement for eastern median 12

16 FUTURE PROJECTS Future Caltrans repaving project (2014): Caltrans will repave Sloat Blvd from 19th to Skyline Blvd in summer 2014 Pedestrian safety improvements will be installed prior to repaving DPW staff is working with Caltrans staff to coordinate the project schedule Future safety improvements: New traffic signal at Sloat and 47th Avenue near SF Zoo entry (2014) New flashing beacon at Sloat and Beachmont Drive at school crosswalk (2014) Proposed flashing beacon in median on Sloat Blvd at El Mirasol for Great Highway closure alerts Future safety improvement applications: DPW will work with MTA to continue to apply for safety improvements grants during future grant cycles to address additional improvements along the Sloat Blvd. corridor 16
