1 Steering Committee Meeting #2 July 26, 2011 Steering Committee Attendees City of Missouri City - Valerie Marvin, Jessica Kelley, Sharon Valiante, Dwayne Williams, Jaime Ponce de Leon TxDOT - Manny Francisco Houston-Galveston Area Council - Christy Willhite, Roland Strobel, Cristin Emshoff, Bill Tobin Project Team Attendees Gunda Corporation - Ramesh Gunda, Megh Govindu, Lori Grubbs Kendig Keast Collaborative - Greg Flisram, Liz Probost The Lentz Group - Nicole Gilbert Parsons Brinckerhoff - Kevin Mineo, Russell Smart Project Description The Houston-Galveston Area Council (H-GAC) is conducting a study regarding transportation improvements to the section of FM 1092 (Murphy Road) that runs from Dove Country Road to State Highway 6 in Missouri City. The study is seeking solutions to reduce crashes, improve traffic flow and minimize motorist delay. Meeting Discussion Christy Willhite, the H-GAC project manager for the study, welcomed the steering committee members to the meeting and provided a brief overview of the project. The meeting was then turned over to the consultant team. Ramesh Gunda, Gunda Corporation, consultant team project manager, gave a recap of the first meeting including a review of the project scope and boundaries, project goals, data collection, project schedule and public involvement. A copy of the presentation is attached to these minutes. A schedule of the upcoming meetings was also presented. Christy Willhite mentioned that she will present project information to TAC/TPC, and Gunda Corporation will support with presentation slides if needed. The presentation then focused on the analysis of the data collected. Analysis included existing conditions (roadway/pedestrian/bicycle/transit/traffic/crashes /land use/zoning), existing access management practices, planned improvements, crash analysis and traffic simulation analysis. During this portion of the discussion, Sharon Valiante, City of Missouri City, notified the consultant team that there is a new temporary Park and Ride facility in Missouri City, which will be available in September at Fort Bend Parkway/SH 6 (in addition to the existing Park and Ride facility at Fondren Road). Three locations have been identified for a new permanent park and ride facility, but a final location is not yet determined. Valerie Marvin, City of Missouri City, also updated the consultant team that two planned improvements discussed during the presentation, City Wide ITS Improvements and Traffic Management Center, are in progress (90% completed) and should be completed by the end of the year. The timeframe for the TxDOT roadway widening improvements along FM 1092 were discussed. Manny Francisco, TxDOT, will check the status of widening FM 1092 from four to six lanes and from six to eight lanes. The presentation focused on the preliminary findings: Safety in school zones Crash rate higher than Statewide average 5 th Street skewed intersection Increase in traffic volumes/congestion 1 P age

2 Steering Committee Meeting #2 July 26, 2011 Disconnected sidewalk segments o Prevent access to main activity areas Corridor width, traffic volumes and vehicular speeds o Inhibit cross-corridor pedestrian movement Lack of pedestrian bridges and intersecting sidewalks along the Oyster Creek trail o Limits its use as an effective off-street pedestrian route Missing pedestrian features at signalized intersections Only one transit facility Strip center at Cartwright is not operating at full potential o Needs to be repositioned as a neighborhood shopping/activity center Vacant tracts During the presentation, the following preliminary recommendations were made: Raised median, with planned median openings o Full access - at street intersection or approximately 1,320 feet o Directional access - at approximately 660 feet Curb and gutter with closed storm drainage Roadway widening Signal timing optimization New traffic signals Turn lanes at intersections Re-align 5 th Street to eliminate skew Driveway consolidation/relocation Right-turn lanes at major driveways Pedestrian/Bicycle path Pedestrian facilities at both Hampton Road and Dove Country Road intersections Countdown pedestrian facilities at all signalized intersections Connect the west side of the corridor to school property via a pedestrian underpass and bridges Position the creek trail as a main pedestrian spine (or loop) o Requires new pedestrian bridges and trail spurs along the south/east creek bank Expand the area trail network and sidewalk system using existing easements and linear features Signature entry feature at the culvert crossing on the north end of the corridor o Similar to State Highway 6 Transit opportunities Walkable neighborhood center on the west side of the Cartwright Road intersection Access controlled planned neighborhood development on vacant tracts in the mid-corridor vicinity Greg Flisram, Kendig Keast Collaborative, presented recommendations for land use and walkability options. The Steering Committee and consultant team reviewed the aerial images with the proposed improvements including raised medians and made modifications as needed. Jaime Ponce de Leon, City of Missouri City Fire Department, made notations on the aerials of crossings that would need to have mountable medians to allow emergency vehicles to cross in the event of an emergency. Areas for potential future median openings based on development were indicated on the map. Valerie asked the consultant team to recommend locations for openings and include them in this study. Manny also preferred to have the recommended locations for median openings in the study. 2 P age

3 Steering Committee Meeting #2 July 26, 2011 Other important items discussed while reviewing the aerial images are: Relocating Palm Grove Drive New church (near Quail Valley Church) under construction will not have a driveway Area north of Heritage Baptist Church is wetlands Note recommendations for ADA compliant ramps at intersections Add parcel lines on the aerial images There is a proposal for residential/townhomes development in the vacant land between 5 th Street and Lexington. Missouri City prefers this area to be commercial/industrial. Fire Department will check ladder truck turning radius requirements Mountable median design should consider fire truck requirements because air bags will come on as soon as the trucks hit any big obstruction Review plat for storage unit and apartments (north of 5 th Street and west of FM 1092) to check for any existing cross access Add driveway on the aerial for the new Subway Discussion of proposed improvements included where to end the median recommendations at the north project limits Missouri City limits, Dove Country Road or Avenue E. The area north of Missouri City limits is Fort Bend County and in Stafford s ETJ, and Sharon requested that Christy contact Fort Bend County. Christy suggested increasing the cross-streets limits on the aerial images so that alternative access roads are shown. Christy wrapped up the meeting by thanking everyone for coming and providing their input.
