2 WSDOT Local Programs Division Assists cities, counties, ports, tribes, and other transportation partners to deliver multimodal transportation projects by providing educational, technical, and financial support. Serves as the steward of federal Highway Administration (FHWA) funds authorized for public agency projects throughout the state under FHWA s Stewardship & Oversight Agreement with WSDOT. 5 Fixing America s Surface Transportation (FAST) Act Signed by President Obama, December 4, Provides funding for infrastructure, planning and investment through Sept (5 years). Governor Inslee set up the FAST Act Advisory Group: 15 members. Recommendation on local/state split expected soon. New Freight Formula Program. Highway Safety Improvement Program (HSIP) HSIP funding maintained at current baseline levels. Non-infrastructure projects ineligible. Maintains performance management policy requirements included in MAP-21. 5

6 Local Bridge Program Purpose: Preserve and improve the condition of bridges that are physically deteriorated or structurally deficient through replacement, rehabilitation, and systematic preventative maintenance. Estimated program size: $50 million. Maximum of $12 million per project. Funds from: Federal Transportation Act, FAST. Open to: Cities and counties that own bridges. Call for projects: Mid. 7 Highway Safety Improvement Program (HSIP) Purpose: Use engineering countermeasures/strategies to reduce fatal and serious injury crashes. Funds from: Federal Transportation Act, FAST. Programs: 1) Innovative Safety: $25 mil. avail. Oct. 1, Currently reviewing applications & conducting site visits. 2) County Safety: planned for odd numbered years (2017). 3) City Safety: planned for odd numbered years (2018). Open to: Local & tribal govts. with fatal or serious injury crashes. Examples: rumble strips, guardrail, road diets, signing, high friction surface treatments, pavt. markings, reflective signal backplate tape, roundabouts, signal timing, etc. More info: wsdot.wa.gov/ LocalPrograms/Traffic/FedSafety.htm 7

8 Active Transportation Programs 1) Safe Routes to School Program To increase walking and biking to school safely. Expect $19 mil. for the biennium. Funds from Washington State s Transportation Budget and Federal Transportation Act, FAST. Open to all public agencies and non-profit entities responsible for local transportation safety programs. 2) Pedestrian & Bicycle Program To reduce pedestrian and bicycle collisions and increase walking and biking. Expect $18 mil. for the biennium. Funds from Washington State s Transportation Budget. Open to all public agencies. 8

9 Active Transportation Programs, Cont d Examples: crosswalk beacons, pedestrian-scale lighting, shared use paths/trails, photo enforcement, network planning, pedestrian & bicycle counts, traffic calming, road diets, etc. Call for projects: Early in year in even years (2016). 10 Multiuse Roadway Safety Program Purpose: To increase opportunities for safe, legal, and environmentally acceptable motorized (all-terrain vehicles) recreation on public roads. Funds from: All-terrain vehicle (ATV) license fees. Current available funding: Approx. $115,000. Open to: Local governments and law enforcement. Examples: ATV traffic signs. Safety engineering analysis by counties. Enforcement and investigation of collisions. Applications due: Ongoing.
