2 Introduction The Contra Costa County Department of Conservation and Development is seeking a transportation planning/traffic engineering consultant firm to develop the Interstate 680 (I 680)/Treat Boulevard Bicycle & Pedestrian Plan ("Plan"). The Plan will identify improvements to serve bicyclists and pedestrians using Treat Boulevard from the Iron Horse Trail, through the I 680/Treat Boulevard over crossing ("over crossing") near the Contra Costa Centre/Pleasant Hill BART station area, through the intersection at Geary Road/North Main Street. The Plan is being funded with a $75,000 grant from Contra Costa Measure J (2004) Transportation for Livable Communities (TLC) program, administered through the Contra Costa Transportation Authority (CCTA). Staff from Contra Costa County and the City of Walnut Creek will be involved in the conduct of the study. The study area includes commercial and residential uses along the North Main Street and Geary Road in Walnut Creek with the large, mixed use, transit oriented development of Contra Costa Centre, near the Contra Costa Centre/Pleasant Hill BART Station. The Transit Oriented Development (TOD) area is largely complete and improvements for bicyclists and pedestrians on the freeway over crossing and near the North Main Street intersection are the last remaining measures to implement (Pleasant Hill BART Station Area Specific Plan, Figure 7.3). Currently, there is no sidewalk on the south side of the over crossing and there are no bicycle facilities connecting the Geary Road Class 2 bike facility, west of the I 680 over crossing near North Main Street intersection, to the Pleasant Hill Contra Costa Centre BART Station and the Iron Horse Trail. With the Plan implemented, residents in Walnut Creek could access the BART Station and employees in the Contra Costa Centre area could access the amenities (restaurants, shopping, etc.) on the west side of I 680 freeway in Walnut Creek by utilizing an improved Treat Boulevard corridor. Project Description The Plan will identify improvements in three focus areas to serve bicyclists and pedestrians on Treat Boulevard between North Main Street/Geary Road (City of Walnut Creek), and the Jones Road/Iron Horse Trail intersection (Contra Costa County). The three focus areas include I 680/Treat Boulevard over crossing; the Geary Road/North Main Street intersection; and the Treat Boulevard/Iron Horse Trail intersection. Key components of the proposed project include, but are not limited to: Analysis of existing conditions for vehicles, pedestrian and bicyclists; Development of alternative transportation and streetscape concepts; Evaluation of feasibility of alternative improvements; Preparation of Draft and Final Plan. Participation from key stakeholders (participating jurisdictions/agencies, community, etc.) is a critical component of this Plan and must occur throughout its development. 2

3 Focus Areas I 680/Treat Boulevard Over crossing: The I 680/Treat Boulevard over crossing is one of the main arteries into the Contra Costa Centre/Pleasant Hill BART station area from areas of Walnut Creek west of the freeway. Currently, there is an approximately 5 foot sidewalk on the north side of the overcrossing. However, there is no sidewalk on the south side of the over crossing and there are no designated bicycle facilities connecting the Geary Road bike lanes west of the over crossing to the Iron Horse Trail east of the over crossing. The over crossing is dominated by travel lanes which severely limits access and presents a significant barrier for bicyclists and pedestrians. Recommendations for bicycle and pedestrian improvements that would create a safe and efficient access between the BART station area and the areas west of the I 680 freeway are priority needs for the corridor. The Plan will need to provide recommendations to create an overall safer, comfortable and more attractive environment for bicyclists and pedestrians passing North Main Street, the I 680 on and off ramps, Buskirk Avenue and the BART viaduct. Limited right of way on the over crossing and on Treat Boulevard will need to be considered when developing recommendations. The existing Class 2 bike lane on Geary Road ends at the North Main Street intersection and as a result, crossing the intersection in the eastbound direction can be a challenge for bicyclists. Additionally, near the south side of this intersection, there is an on ramp to I 680 southbound but the lack of sidewalk makes it difficult for pedestrians to cross. Improvements to this intersection are priority needs for the corridor to enhance safety and the overall user experience of the non motorized environment. 5

While most of the area is built out and provides adequate bicycle and pedestrian facilities, the Plan will need to ensure there is continuity between the improvements recommended for the preceding focus areas, and this section of the corridor which includes the recently constructed pedestrian over crossing for the Iron Horse Trail (Treat Boulevard/Jones Road). 7

9 Submission and Selection Process Interested consultants or teams are to submit responses in Acrobat format (*.pdf) to Jamar Stamps: with a copy to Marjorie Koll: marjorie.koll@dcd.cccounty.us. Proposals Due: 12 Noon (PDT) on December 2, 2013 Submittals will not be accepted after that time. Minimum Submittal Requirements 1. A brief narrative describing the respondent s understanding of the project s central issues, needs and goals; 2. Discussion of the overall approach the firm with take to achieve study goals; 3. Brief discussion of how each task will be performed (proposers are free to suggest a different approach to the tasks, or a different sequence of tasks than was described earlier in this RFP, along with a brief explanation of why the different approach is being suggested); 4. Task by task budget including hours for each staff person. If the firm is selected, the final budget will require the hourly rates and total cost for each team member; 5. A brief description of the firm(s) that constitute the team; 6. A brief description of the qualifications of team members who would be performing the work, their roles, their relevant experience and resumes (The relevant qualifications of team members that will be doing the bulk of the work should be highlighted and comprise the majority of the proposal. Principals of the involved firms may be listed but information that is provided should be reflective of their anticipated level of involvement in the project); 7. The name and contact information for all team members, highlight the local point of contact for the team; 8. Disadvantaged Business Enterprise (DBE) status, including name of certifying agency and contact person; and 9. Three references from projects similar to the subject study that involved the proposed team members. Other Restrictions/Requirements 1. The statements must be 10 pages maximum excluding cover sheet, table of contents, references, resumes and index sheets. Resumes included with the submittal shall not exceed one single sided printed page per person listed in the table of organization. 2. Questions and communication regarding the project described in this RFQ shall be directed solely to Jamar Stamps via only: jamar.stamps@dcd.cccounty.us 3. Questions on this request will only be accepted until 12:00 Noon (PDT) 11/25/ Responses to questions will only be posted on the RFP/RFQ webpage: 5. Consultants must be prepared to initiate work immediately upon either award of contract or receipt of notice to proceed. 9

10 Selection Criteria Responses will be scored soon after the close of the response period by representatives from involved jurisdictions and departments. Responses will be evaluated according to the following criteria: 1. How well the response demonstrates an understanding of the project and responsiveness to the content in the RFP. (10 points maximum) 2. Consultants proposed approach to the study. The Scope of Services is a draft, alternate approaches that are efficient with resources are welcome. (20 points maximum) 3. Relevant experience of the key individuals who will work on the project. (10 points maximum) 4. References and performance on similar projects where proposed team members had a substantial role. (10 points maximum) Interviews with proposing firms are an optional part of this selection process and will be conducted at the discretion of the selection team once the proposals are reviewed and scored. A consultant or team will be contacted shortly after the scoring and offered the contract. 10
