1 Welcome 1 Welcome to the second open house on the Downtown Transportation Study. The purpose of this meeting is to: Recap the study objectives Summarize feedback to date Present information on the alternatives for 11 th and 12 th Avenue, including City Square Plaza Continue to gather your ideas on how to improve transportation in Downtown Regina There are several ways to participate: Speak to a representative today Complete one of our comment forms here today or mail it to us by April 19th Call the City of Regina at Contact the consultant project manager Brian Hollingworth, P.Eng. 2 Study Purpose and Timelines 2 The overall objective of the study is to identify and evaluate options to improve conditions for all users including pedestrians, cyclists, transit riders, automobiles and delivery vehicles. It is being conducted in three phases: Phase 1 examines the operational challenges and opportunities, identified short term improvements for the 11th and 12th Avenue corridors and whether or not to make the closure to vehicles on City Square plaza permanent. Phases 2 & 3 will expand the analysis to include a larger area of downtown and will identify improvements for the short, medium and longer term. 3 Consultation Activities to Date 3 Over 150 people submitted comment forms after the March 1 st Open House at Cornwall Centre. Key messages we heard: Downtown Regina has many great features, most notably is its walkability City Square plaza looks great, but presents some challenges; challenges that might have been better anticipated 11 th Avenue needs to work better for both cars and transit More people could be walking, cycling or taking transit to Downtown, but improvements are needed at the city-wide level We are also gathering input from many other stakeholders including; Regina Downtown BID Police, fire and ambulance representative Building owners and tenants Accessibility groups Blind and low vision community reps

4 What People Think about 12 th Ave 4 Reasons people cited for opening it to traffic Plaza was designed for cars Better access to parking and buildings; including access for deliveries Extra capacity would help offload 11 th Ave Increases number of eyes on park Not enough pedestrians to justify closing all the time Reasons people cited for keeping the plaza closed to pedestrians Plaza looks too nice to open to cars Enhances the park, adds public space People are getting used to it being closed Pedestrian safety, accessibility for blind and low vision community No predictability for drivers if opened some of the time, closed for events at other times Maximizes economic development, city-building Maximize life of plaza and city s investment At Cornwall Centre, we asked people if City Square Plaza should be open to traffic: 57 % felt it should be kept closed 43% felt it should be opened to traffic Of those who want it should be open: 33% prefer two-way traffic 66% prefer one-way traffic

10 Comparison of Alternatives: Traffic Flow 10 How would each alternative impact traffic flow on 11 th and 12 th Avenues? The numbers below reflect the number of vehicles passing through a point between Lorne and Cornwall Street on 11 th and 12 th Avenues (the screenline ) during the busiest hour in the afternoon peak period for each alternative. 1, TH AVENUE 1, TH AVENUE Total traffic flow (includes Saskatchewan Drive and Victoria Ave) Closed to Traffic 5,930 Open One-Way 6, % Open Two-Way 6, %

11 UNDERSTANDING THE ALTERNATIVES Traffic Flow 11 If opened to traffic, how much traffic could City Square handle? A typical street such as Victoria Avenue can handle about 2,000 vehicles per hour Calgary s Stephen Avenue is designed for cars, but volumes are very low St. George Street, Toronto 2 lanes and bike lanes with wide sidewalks vehicles per hour Rijksstraatweg/Kerkstraat intersection, Haren, the Netherlands The Dri/Torenstraat/Kaden intersecon in Drachten, the Netherlands Typical shared streets have maximum volumes between 600 to 800 vehicles per hour. Most are well below this.

12 UNDERSTANDING THE ALTERNATIVES Safety 12 How will opening 12th Avenue affect safety? Primary safety concerns relate to vehicles and pedestrians. Personal security (eyes on street) and access for persons with mobility challenges is also important. Danby Street, Auckland NZ Street furniture and pavement treatment are used to define a continuous pedestrian zone and provide wayfinding for blind and visually impaired individuals Vehicles, cyclists and cars intermix on Stephen Avenue in Calgary Introduction of street furniture or large planters can encourage more mindful driving and an environment safer for pedestrians and cyclists Broad Street, New York Removal of centre line has been shown to have significant effects on driving speeds and collision rates.

13 UNDERSTANDING THE ALTERNATIVES Quality of Pedestrian Space 13 City Square Plaza has been built with materials to withstand vehicle traffic, but how might vehicles affect the pedestrian space? New Street - Brighton, UK Cars appear to be secondary King Street - Kitchener, ON Pavers are deteriorating where cars park Vehicular access can sometimes draw more people and encourage more to use the pedestrian space 13

14 UNDERSTANDING THE ALTERNATIVES Seasonal or Time-of-Day Closures 14 Automobile traffic could be allowed to use 12 th Avenue in times of low pedestrian volumes (for example, evenings or the winter) Kensington Market, Toronto Streets are closed to automobile traffic on Pedestrian Sundays in the summer Regina s Cathedral Village Arts Festival attracts over 30,000 people and includes a street fair on 13 th Avenue In Hamilton, James Street is opened for an art crawl every Friday in the summer Automatic bollards could help facilitate frequent vehicular road closures

15 PRELIMINARY EVALUATION Open to Traffic Opening City Square Plaza to general traffic (one-way or two-way) would provide an alternative for motorists using 11 th Avenue and other routes downtown Allows motorists to bypass congestion on 11 th Avenue Provides more routes for motorists through downtown Regina Allows for access and loading to businesses and parkades around City Square Plaza Increases the throughput of cars in downtown Creates eyes on the street, providing passive surveillance of plaza to increase security Continues to allow 12 th Avenue to be closed for special events and programming 15 CHALLENGES Requires careful consideration of safety for pedestrians, particularly the blind and lowvision communities Need to clearly delineate barrierfree path through plaza Does not address operational issues on 11 th Avenue, such as transit reliability.

16 PRELIMINARY EVALUATION Closed to Traffic 16 Keeping City Square Plaza closed to traffic would keep the space for pedestrians and maximize their safety, while increasing opportunities to program the plaza with events. Maximizes availability and flexibility of plaza for programming and special events, including impromptu gatherings Increases safety for pedestrians and persons with disabilities Maintains quality of space by reducing wear-and-tear and damage to plaza furniture and materials Indirectly calms traffic on 12 th Avenue to the east and west of Plaza, creating a more attractive corridor for walking and cycling CHALLENGES Greater emphasis on operational improvements on 11 th Avenue required to ease congestion Would require other solutions to address service and access issues for local businesses and parkades

17 PRELIMINARY EVALUATION Partially Open to Traffic City Square Plaza could be opened to traffic part of the time including at different times of day or at different times of the year. It could also be opened to specific traffic movements, such as facilitating access to Cornwall Street. Opening the plaza to traffic during periods of low pedestrian activity, such as winter or evenings would increase overall activity Time-of-day openings, such as in the early morning, could facilitate deliveries to local businesses Opening the plaza for specific traffic movements could address local access concerns while minimizing number of vehicles through plaza Partial opening to traffic at non-regular times would discourage motorists from using plaza regularly 17 CHALLENGES Non-regular opening would discourage motorists from using plaza reduction in congestion would be limited Careful consideration needed for safety of pedestrians, blind, and lowvision persons

18 Next Steps 18 No decisions have been made yet. Following this meeting, the team will: Incorporate comments from public and stakeholder meetings Refine technical analysis Hold a third open house to present the preliminary recommendations Provide technical findings and recommendations to Council Continue to identify transportation improvements for the larger downtown study area
