2 2018 ST. PATRICK S DAY WA PARADE APPLICATION KIT St. Patrick s Day WA Inc. is a not-for-profit organisation established to promote and celebrate St. Patrick s Day in Perth, Western Australia. In Ireland, St. Patrick s Day is marked by tradition and culture, and across the world on March 17th people don a shade of green and celebrate their own sense of Irishness. We celebrate our sense of culture and heritage by lining the streets of Leederville with splashes of green and then continue the celebrations into the Medibank oval for our family fun day. St. Patrick s Festival WA relies on the support from sponsors, fundraising initiatives and volunteers. IMPORTANT DATES ASAP Lodge your PARADE application (application form at end of PARADE Kit) January 30th Applications close February 5th March 17th PAYMENT DUE (payment must be made at the time of application via Paypal, Credit Card, EFT or Cheque. This year NO participants will be accepted prior to payment being made.) PARADE 2018 THEME The theme for the 2018 Festival Parade is the third in a three year theme of "Past, Present and Future" as approved by the Festival Committee. This year we have the theme of Future. We invite parade participants to look at the present of Ireland and theme their clothing and floats with a nod to our historical past.

3 CONDITIONS OF ENTRY The St Patrick s Festival of WA Committee and their appointed event managers Event Services & Productions may refuse entry to any group or persons which in its opinion is politically motivated, conflicts with the aims of the events, conflicts with official sponsors or is otherwise inappropriate for a family audience. All vehicles must comply with the appropriate Western Australian Motor Traffic Regulations. Maximum height: 3585mm Maximum width: 2152mm Maximum length: 7875mm No articulated vehicles are allowed A valid drivers license suitable for the type of transport is required to be provided prior to commencement in the parade. All vehicles must have appropriate restraints and barriers, and cannot carry more people than that which both the vehicle and the driver are licensed for. All vehicles must carry a first aid kit and fire extinguisher All road rules and restrictions must be obeyed in getting when on open roads to and from the designated parade area All participants are to display a banner during the parade and are to indicate prominently what organisation/group they support. Any animals are to be adequately supervised, and will require their own excreta collectors to catch and pick up their waste. Permitting your animal to excrete on a street or public place and failing to remove or adequately dispose of such excreta constitutes an offence under the City s Local Laws. No items may be thrown into the crowd at any time Participants who wish to provide giveaways to the public along the parade route will need express written permission from the event organisers prior to the day The order of participation in the parade is at the sole discretion of the event organisers and cannot be guaranteed. St. Patrick s Day WA Inc. accepts no responsibility for any loss or claim arising out of participation in the parade but all care has been taken to ensure a safe and secure parade. Entries are voluntary and at the float participants risk.

4 TRANSPORTATION One of the first things to consider when you re planning your PARADE entry is how your entry will be transported. Traditionally a parade is comprised of floats, each pulled by a motorised vehicle. However, entries can also feature bicycles, motorbikes, walking groups.the list goes on! Whatever your form of transport through the parade, it must be eye-catching and related to the theme that you are presenting. Any vehicles used in the parade must be registered with all drivers holding an appropriate licence for the vehicle they are driving. License and registration checks will take place before the parade and breath tests may also occur. Here are some suggestions of vehicles you might want to consider: Utes Utes are useful for carrying the lighting and sound for walking or marching groups. As a parade entry, they won t have much impact unless they are inventively disguised or decorated. Two Tonne Truck Slightly bigger than a ute, these have trays that can carry a small group of people. You will need to decorate the cab of the vehicle. Flat Bed Truck (two, four, six, or eight tonne) Depending on the size, flat bed trucks feature low-to-the-ground platforms that can accommodate larger groups and theming. You will need to decorate the cab of the vehicle. Convertibles Convertibles are well-suited to parades, providing an opportunity for participants to be visible above the body of the vehicle. Minibus or Van Useful for looking out of, not much good if you want to be seen. Vans are a good option for participants who may be less mobile. Again, make sure the exterior of the vehicle is decorated to maximise your visibility and impact.

5 PREPARING YOUR VEHICLE When decorating your vehicle, don t cover the radiator or generator with anything as doing so could risk overheating &/or a fire Make sure that both number plates are visible at all times Plan your travel route to the parade and ensure that the total dimensions of your vehicle and float are less than 2.4m wide, 4.2m high, and 11m long Ensure that the vehicle can support the size, dimensions and weight of the entry Headlights, wipers and horn must be in working order Use an automatic vehicle. Manual vehicle are prone to breakdowns due to excessive clutch usage Ensure the vehicle has a first aid kit, a standard tool kit and a water bottle in case of overheating All vehicles must carry a fire extinguisher Avoid 8 cylinder engines as they are prone to overheating Bring a spare key Plan for a driver to stay with the vehicle at all times in the assembly area Fill up your fuel tank and check tyre air pressure before arriving at the assembly area During the parade you may be asked to speed up pace, slow down, stop or pull over due to an emergency situation or for safety reasons. Directions from PARADE Officials and authorities must be observed at all times.

6 PREPARING YOUR ENTRY Book your vehicle and sound system as soon as you can Find a space to construct your entry Start investigating potential sponsors (if necessary) Make sure your vehicle fits within the size restrictions listed o this application. Obtain a waterproof generator suitable for the scale of your light and sound effects Waterproof your entry, or where possible use waterproof glue and paint Are you planning to use any of the following items? Fire, open flames, pyrotechnics, flares, fire batons, fire breathing, sparklers, sparks, welding, hazardous, flammable goods and animals are prohibited in the PARADE. SAFETY Personal interaction with the crowd is encouraged - this makes the crowd feel welcome and increases the impact of the PARADE. However, participants are not permitted to throw projectiles (lollies, condoms etc) into the crowd. Emergency access lanes within the assembly area and along the PARADE route are designated emergency access lanes. These will be communicated to you at the Entrants Briefing and at Registration on the day of the PARADE. Emergency access lanes are for the use of all emergency services vehicles before and during the PARADE. These lanes must be kept clear at all times. Any vehicles, people and props within these lanes will be removed. All entrants and their vehicles are required to comply with the law, including traffic laws and the directions of law enforcement officers. The PARADE route is not exempt therefore authorities are within their right and will enforce the law to act on any breaches at their discretion.

7 FREQUENTLY ASKED QUESTIONS 1. When is the PARADE? The PARADE will take place on Saturday, March 17th at 10am. 2. Where does the PARADE take place? The PARADE begins in Oxford Street, Leederville and ends on entry to Medibank Oval Stadium. 3. What is the theme of this year s PARADE? The theme of our 2018 parade is The Future. Irish culture today and how it has changed over the years. 4. Are there prizes for the best entry? Yes there are! The prize categories will be determined closer to the date, but there will be a prize-giving ceremony at Medibank Oval after the parade.. including a $500 cash prize! 5. What makes a fantastic PARADE entry? There are many ways to increase the visual impact of your float and contribute to the colour and spectacle of the PARADE. Consider using lightweight flags, carriables, costumes, choreography and internal lighting to lend height, visibility, colour and uniqueness to your entry, and remember that the Internet is a great resource for brainstorming your float. 6. How much does it cost to enter the PARADE? A $50 entry fee per float/vehicle is charged to any business or commercial groups whome are not official sponsors. This goes towards traffic management costs for the parade. Community and not-for-profit groups are exempt for the charge.

8 7. How many people do you need to make up a PARADE Entry? The more the merrier, up to a maximum of 100 people per entry. Make sure the size of your float is comparable to the amount of people power you have on board. 8. How fast does the PARADE move? The PARADE is designed to be continually move forward at walking pace. If your entry is unable to maintain this rate, gaps begin to appear and audiences walk away with a less cohesive picture of the PARADE as a whole. Make sure your float moves forward at all times, particularly if you are using choreography! 9. What happens after the PARADE? The PARADE concludes at Leederville Medibank stadium where we then continue the celebrations with a family fun day. ON PARADE DAY. Bring your PARADE Start documentation (supplied at the PARADE Entrant s Briefing) Allow sufficient journey time in case of traffic and congestion from other arriving entries Follow the correct route to your designated entry point to the Registration and assembly areas (Access to the assembly area cannot be gained via the PARADE route at any time) You MUST display your vehicle access pass to gain entry through the road closures to the assembly area Ensure your fuel tanks and generator are full there is no fuel available in the assembly area or along the PARADE route Ensure your entry meets the compliance requirements explained in this guide. Bring food and refreshments it s a long day and night! Bring an emergency repair kit Bring a first aid kit Band-Aids, smoothing cream, etc.

9 CONDITIONS OF ENTRY 1. Placement in the PARADE will be at the discretion of the event committee and PARADE event manager. 2. Priority of placement will be at the discretion of the event committee and PARADE event manager. 3. St Patrick s Day WA will comply with all State and Local Government regulations in staging the PARADE and will carry public liability insurance for the event. However, it is the responsibility of PARADE entrants to ensure that they comply with Western Australian road rules and we will not accept any responsibility for personal injury or property damage that occur as a result of these rules not being complied with. 4. St. Patrick s Day WA does not accept responsibility for damages, financial or otherwise, that may occur as a result of bad weather.
