1 Key Fixes (Ref: Masterplan Book, section 4a. Land Use Budget and Key Fixes ) The Town Plan designs and allocates buildings, streets and spaces as accurately as possible in the understandable absence of specific site and building information at this stage of Sherford s development. However, the key fixes illustrated in the figure opposite are fundamental to the integrity of the Town Plan and as such may not be located beyond the illustrated and described parameters. The Main Street is already fixed by a detailed planning application. This also fixes the Northern and Southern Avenue/Main Street junctions. Thereafter, Northern and Southern Avenue and other principle streets as designated in the Street Hierarchy figure (see page 12-13), may flex to one block either side of the routes currently identified, providing the principles of permeability and connectivity are not materially compromised. Many of the secondary and tertiary streets and their associated urban blocks may change their specific location, shape and size from those illustrated in the Town Plan. As such their illustration should not be regarded as a fix. The landscape and green space assets are absolute. Their final boundaries must be subject to detailed design and respect of detailed constraints. The location of key buildings, facilities and their related sites will default to those shown on the Town Plan but may move as a result of detailed site investigations and indeed the natural evolution of Sherford. In order to retain the principles of urbanism in the Sherford plan they may only move within the limitations of the boundary lines illustrated in the opposite figure. PART I 9

3 part i street design Sherford will have a clear street structure that has been developed in response to the street s location within the site, creating a logical urban grain that is both direct to key destinations yet rich, varied and walkable. The street structure takes into account anticipated traffic flows and provision for public transport. The principle of interconnected, fine-grained sequence of varied street types is crucial to the success of Sherford and must be adhered to. PART I 11

5 street design N This code sets out how streets are defined and the parameters that apply to them. The street system will be laid out as a connected network. The detailed alignment and design of the Main Street from Deep Lane to Stanborough Cross is subject to a detailed planning application running concurrent with this Town Code. As such it is fixed. The Major Avenues, other Principal Streets and the Secondary Network will be located as close as possible to the alignments illustrated in the opposite figure. Their junctions with the Main Street will be fixed by the fact of the detailed application pertaining to the Main Street. The detailed alignment between these fixed junctions is dependent upon the detailed layout of individual urban blocks that can only be determined at the time of reserved matters applications through the Detailed Design Code packages. The Major Avenues, Principal Streets and Secondary Network, will be fixed in location and specified in street type, as part of any Detailed Design Codes they effect. The range of tertiary street types is shown in the figure on page 82. They are shown on that figure only to illustrate their principle as part of the connected street system. They will be specified and located in the Regulating Plans as part of the Detailed Design Code packages. Crossroads are the default setting for the Sherford Street network unless otherwise coded. Forward visibility (line lengths) and any street alignment deflections required will be specified in Regulating Plans at a later stage unless fixed in advance (e.g. primary and secondary networks). Mews streets are a vital and viable street type within Sherford. They are not indicated on the Town plan at this stage. Where ancillary dwellings, rear parking and mixed-use small business opportunities occur and the block sizes allow, Mews streets will be introduced into Regulating Plans as part of Reserved Matters Detailed Design Codes. 6 street design All forms of movement must be considered in the design of streets and spaces at Sherford. The order in which modes should be considered in the design process is: People on foot and those with disabilities. People on bicycles. Public transport vehicles and stops. Cars and other motorised vehicles. This hierarchy of modes should be adhered to in the design process. This may at times result in reduced vehicle capacity and increased vehicle delay (but not for public transport) so that other modes can be accommodated. All street layouts will need to be discussed and agreed with the appropriate highway authority for planning and adoption approvals. General Parameters This Section below gives key design parameters for the street network at Sherford. (Note: Alphanumeric Street Types refer to those in Part II Section A, p.87-91) Parameter Street Type (see pages 82-85) Speed Speed Limit = 30mph Design Speed = 30mph Design Speed = 20mph Design Speed = 10mph Spacing of Junctions The spacing or frequency of junctions should be determined by the type and size of urban blocks and other constraints, in general the spacing of junctions should be as close as possible. Minimum junction spacing (vehicular) = 50m Street Width A minimum of 2.75m may be used by agreement. Gradients (footpaths and by implication streets) Generally 5% (1 in 20) but greater gradients permitted by agreement where topography and other constraints dictate. Cross fall Cross fall maximum gradient of 2.5% (1 in 40). A1.1, A1.2 A1.3, A2-A3, A4, A5 A4, A6 A7 A1 (by exception), A2 A7 A3-A7 Vertical Curves Vertical curves shall be provided at all changes of longitudinal gradient. Street Trees permitted Note. 7 Parameter Kerbs 125mm high No kerb Corner Radii The alignment of the kerb at junctions should have the primary function of serving the needs of pedestrians, and the secondary function of enabling vehicle turning movements. Where any two streets intersect, the corner radius of the smaller street must be used. In general the desired radii should be: 6.0m 4.0m 2.0m None or quarter kerb (Main Street - as designed) (Exceptions are permitted by agreement) Dropped Kerbs Dropped kerbs or raised carriageways are to be provided on the desired lines for pedestrians. Tactile paving (or studs) is not generally required in residential areas. Early consultation with access groups in developing designs is required. Headroom Headroom over footways should normally be at least 2.6m with a minimum of 2.3 m for distances of no more than 10 metres. Restricted headroom may extend up to a line 0.5m away from the carriageway edge. Turning Hammerhead kerbing or marking is not permitted. Routing for refuse vehicles must be configured so that the refuse collection can be made without the need for the vehicle to have to reverse. Visibility Reference should be made to Manual for Streets, An X distance of 2.4m should generally be used. An X distance of 4.5m is not permitted. The Y sight lane may be measured to a distance 1.0m from the kerb. Street trees (with maximum 200mm trunk diameter and lighting columns are permitted within visibility splays. A minimum X distance of 2.0m can be used by agreement. Along the Street Edge Vehicle exits at the back edge of the footway are permitted. Visibility splays for driveways are not required. Street Type A1 A5 A6, A7 A1 A2, A3, A5 A4 A6, A7 AV and ST MW A6, A7 Special Features Certain special features can be provided within particular streets and nodal spaces. These features could include: A humpback bridge Five-arm junctions Small mini roundabouts (shared surface, without signage) Semi-mature trees within the highway at Y junctions Square-abouts Circuses Signalised junctions Vehicle crossovers These special features will be located and specified in the Regulating Plan component of Detailed Design Codes. 9 part i Land Uses Sherford will not only be a place to live but also a place to work, shop, be entertained and be active. To do this, it will have a full range of daily activities: offices, shops, pubs, hotel, entertainment, library, schools, health centre and surgery. It will also have the appropriate distribution of uses within each neighbourhood, all within easy walking distance. PART I 17

11 land uses The non-residential land uses required for Sherford, outlined in the Area Action Plan, are summarised on this page. The Town Plan is divided into four walkable neighbourhoods, each with their respective mix-use cores in the centre of each neighbourhood where the major streets intersect. The land use code is parametric. Each neighbourhood must contain a percentage range of the overall nonresidential land use mix as specified in the adjacent plan. 80% of the mandatory and permitted ground floor retail with office or residential above for each neighbourhood must be allocated to the respective neighbourhood core to give appropriate concentration and accessibility to the neighbourhood structure. No neighbourhood will exceed its percentage of the whole. Within these percentage parameters, the sum of any land use category, town wide, must never exceed 100%. Other than when defined as mandatory, the land use colour code shows runs of permitted frontage. The sum total of these frontages for each use exceeds the amount actually needed. This allows for flexibility of where mix-use is located initially and where it may be located in the future. The more detailed specification for nonresidential uses will be arrived at and monitored through the reserved matters applications. PART I 19
